To avoid to create parallel structures and overlapping with public authorities serviceproviders, CSO activity has to be carried out in a multi-actor partnership approach(including outsourcing schemes where public authorities share selected functions andtasks with CSOs and the private sector) and design activities in an institution-buildinglogic of state institutions.

Participation in policy dialogue in the social sector and the stimulation of population’sdemand of quality service delivery of public authorities is supported.
