PCC chief in separate meet- ings with Congress President and Vice President, discussed, thread- bare, the socio political situation obtaining in the State. Many issues of public importance also came under discussion. He discussed with both latest political developments in the State. He also apprised them about the ongoing membership drive of the party, which is in final phase and organizational affairs etc. PCC chief further discussed with them the restructuring and rejuvenation of Block Congress Committees and District Congress Committees through a democratic process after comple- tion of the ongoing membership drive. Later, Mr Mir also met Leader of Opposition in Rajya Sabha Ghulam Nabi Azad and General Secretary AICC Ambika Soni and discussed with them the overall socio political situation obtaining and several other issues concern- ing people in the State. Excelsior Correspondent NEW DELHI, Apr 29: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that 2016 India yearns for youth centric approach. In his Convocation address, after presenting degrees, diplomas and medals to the successful candi- dates of 41st Advanced Professional Programme in Public Administration (APPPA) organised by the Indian Institute of Public Administration (IIPA) with the sup- port of Department of Personnel and Training (DoPT), Government of India, Dr Jitendra Singh said here today that Prime Minister Narendra Modi has placed before us the objective of citizen centric gover- nance and now, it is for us to realise that in contemporary India, where more than 65% population is below the age of 35 years, citizen centric approach, essentially implies youth centric approach not only in gover- nance but also in framing of future policies for the years to come. For the Modi Government, which is guided by Deen Dayal Upadhyay’s principle of “Antoday”, Dr Jitendra Singh said, the ultimate test of good gover- nance, good administration and good democracy is, whether or not, its benefits have reached the last man in the last queue. In the case of today’s India, this would automati- cally imply “last youth in the last queue”. He said, young citizen of India today is not only aspirational but is also ready to experiment and the policy planners of the country will also have to live up to these changed expectations. Expressing satisfaction at the fact that the number of recipients who were awarded degrees today belonged to Armed forces, Dr Jitendra Singh congratulated DoPT and IIPA for having taken the initia- tive of imparting training in public administration simultaneously to Army officers and civil service offi- cers under the same roof. This, he said, assumes special significance because of the experience of the last few years when the Army personnel and the civil service officers are called to function jointly in several parts of the country, particularly in more sensitive areas like Jammu and Kashmir and Northeast. In a special word of praise for the Armed forces, he said, it is an irony that the peace-time service and con- tribution rendered by the Army to civil society often goes inadequate- ly noticed, whereas the matter of fact is that in recent years, Army has proved its capability in works relat- ed to social welfare, education and rural development. While assuring that DoPT will continue to render appropriate sup- port to IIPA and other such organisa- tions in organising similar pro- grammes in future as well, Dr Jitendra Singh expressed the hope that those who go back after under- going these courses and securing degrees are actually able to put to use the skills and knowledge acquired, instead of using these degrees only as a means of profile enhancement to secure the next promotion. Director IIPA, Dr T. Chatterjee, and Chairman IIPA & former Governor of Karnataka, T. N. Chaturvedi also spoke on the occasion. Excelsior Correspondent JAMMU, Apr 29:4 Provin- cial President National Confer- ence Devender Singh Rana today sought immediate review of the revised Advertisement Pol- icy of Jammu and Kashmir Gov- ernment, saying this is detri- mental to the functioning of the fourth estate and will affect the growth of the newspapers both local and national. “The role of media in democracy cannot be under- mined and any attempt to curtail freedom of expression by using advertisement as a tool has potential to boomerang”, Mr Rana said while interacting with a group of media persons that called on him here this evening and sought his intervention in rolling back of the new Advertisement Policy. Mr Rana recalled the crucial role of media in turbulent situa- tion in the State during the past over two and half decades and said it is incumbent upon the Government to take all those steps which are necessary for growth of newspapers, especial- ly in a sensitive state like Jammu and Kashmir. He shared the concern of media persons about the fall out of the new policy and said noth- ing should be done that will lead to closure of several national news bureaus in the State as also gagging of the local newspapers by making them inviable and thereby leading to their closure who have contributed immense- ly by fair reporting and becom- ing bridge between people and the Government. He hoped that the State Government would address to the concerns of the fourth estate and take corrective measures earnestly, as the new policy has potential to render many jobless. The Provincial President heard the problems of the depu- tation and said there should be no problem for the Government to revisit the policy and devise it on the pattern of Haryana, Rajasthan, Odisha and Delhi. He also expressed concern over deprivation of advertise- ments to the newspapers pub- lished from Jammu and Kashmir, saying this is an alarm- ing situation which is a matter of concern for those believing media as important pillar of democracy. The Provincial President also urged the Government of India to intervene into the matter and get the grievances of media houses resolved on immediate basis. She congratulated the Rural Development Department (RDD) and DDC, Udhampur, Shahid Iqbal, for their trend-setting ini- tiative by adopting the Convergence Model. "Today we are witnessing at Udhampur what Mufti Sayeed had envisioned dur- ing the DDB meetings when he used to emphasize upon Convergence Models to create sustained infrastructure," she stat- ed. The Chief Minister made these observations while address- ing a huge gathering of people after e-inaugurating 56 small bridges (footbridges) under Project Rahat, here today. She also inaugurated Model Girls' Higher Secondary School, Udhampur, as part of the Model School Scheme of the Education Department. Deputy Chief Minister, Dr. Nirmal K. Singh, Minister for Rural Development, Law & Justice, Abdul Haq Khan, Minister for Education, Naeem Akhtar, Legislators, Pawan K. Gupta, D. N. Baghat and R. S. Pathania were also present on the occasion. Speaking on the occasion, the Chief Minister said Udhampur district has shown the way in how convergence model can be put together to create assets worth crores. She said other Deputy Commissioners need to take a cue from Udhampur in convergence so that these are replicated in all the districts of the State. Seeking people's cooperation in putting J&K firmly on the path of development by good gover- nance, the Chief Minister said the Coalition Government wants to bring the three distinct regions of the State together on one platform so that it reaches out to over one billion people of the country unit- edly. "If we are able to gel the three regions together, only then will we be able to turnaround the State on the development front," she said, while praising the pluralistic values of the people, whom she called the torchbearers of com- munal harmony and brotherhood. Drawing the attention of the people towards the industrial sce- nario in the State, the Chief Minister said she has flagged 'Skill Development' as a major area of intervention. She said I&C Department will start mapping skills of local human resource as per the requirement of the big investors who venture into the state. Appreciating the Model School Scheme launched by the State Education Department to provide students access to e- learning, Mehbooba Mufti said all District Hospitals will be upgraded as Model Hospitals in the State, adding one Maternity- cum-Childcare Hospital will be set up in each constituency of the State. In his address, Dr. Singh, said that present Government is stand- ing on the strong foundation laid by former Chief Minister, Mufti Mohammad Sayeed. "People have great expectations from us and we assure you that with full support of the Centre, we will ful- fill all the promises made with the people," he added. Naeem Akhtar, in his speech, gave a brief insight into how the department is rationalizing so that shortage of staff in far-flung and remote areas is addressed on pri- ority. He said the present Government is committed to put the Education sector back on rails by putting a permanent end to the transfer industry that had plagued the department. Commercial Taxes Deptt recovers Rs 1081667 from defaulters Excelsior Correspondent JAMMU, Apr 29: In a spe- cial drive to recover arrears from the defaulter firms, the Commercial Taxes Department's Recovery Wing today seized 3 industrial units namely M/s Shree Sita Ram Industries and M/s Tawi Industrial Enterprises at Bari Brahmana and M/s Exion Industries at Samba. Arrears to the tune of Rs.1081667 were realized on the spot from M/s Ravi Crops Science, Samba. The whole operation was carried out under the active supervision of Dy. Commissioner, Commercial Taxes, (Recovery), Jammu Kanta Devi. The operation team comprises of Commercial Taxes Officers namely Sunil Gupta and Ramneek Singh, Inspector Darshan Singh Langeh, Sub-inspectors Avinash Dogra, Joginder Kumar, Prashant Jamwal, Surinder Singh Bagal, Imraan Saleem Khateeb, Guards Amrit Lal and Kuldeep Raj.
