Following the EC mandate, the SDM has started to act as the
DLS Implementation Project Manager
As Data-Link Services (DLS) has been identified as priority for the 2016 CEF Transport Calls, a
dedicated DLS cluster has been identified by SDM in order to ensure a synchronized DLS
implementation in Europe.
According to EC mandate, “the SDM should now assume the role of DLS
implementation project manager responsible for organizing, implementing
and monitoring the activities identified in the recovery plan as necessary for
the implementation of the DLS transitional solution and the preparatory
actions for the full achievement of the European target solution, Model D,
in order to achieve the implementation of AF6 in accordance with the
deadlines defined in the PCP Regulation.
This role shall include managing the overall set-up, steering and coordination of
the technical approach through:
- Identification of homogenous service areas starting from the analysis of
the current situation in EU Member States;
- Definition of target ground architecture per service area in cooperation with
the local stakeholders;
- Interconnection of sub-networks within each service area to achieve a
European distributed network and a European common approach;
- Updated CBA and expected contribution to SES performance objectives.
SDM – as DLS project manager – shall facilitate the involvement of relevant
stakeholders to ensure a coordinated submission of DLS IPs to the CEF
Transport Calls for proposals, also enabling projects to stimulate
establishment of a single European DLS governance”

SDM as DLS Project Manager
According to EC mandate, the SDM is the DLS implementation project manager
responsible for organizing, implementing and monitoring the activities identified in the
DLS Recovery plan.
Path I: SDM monitors the implementation of DLS transitional solutions
(Model B or Model C (MF) for the ground segment and best in class
avionics for the airborne segment), with reference both to EU co-
funded projects and any other initiative.
Path II: SDM performs preparatory activities needed to achieve the
target solution (Model D).

Path I implementation status - monitoring exercise
➢ A Monitoring Exercise has been launched by SDM late March 2017 to
provide the implementation status of DP Family 6.1.3 building on the data
provided by the involved stakeholders by 28th April 2017.
➢ Considering that data reflect the state of the art as of May 2017 and
taking also into account the ongoing activities related to SDM DLS
Recovery Plan on Path I, as well as the Regulation EU (No) 2015/310, a
more detailed monitoring session has been performed in October
2017.
➢ Specifically, a dedicated questionnaire has been submitted to the
ANSPs and CSPs with the aim of collecting more updated
information about the implementation status at country level.

Path I – airborne domain: monitoring exercise
A dedicated questionnaire has been submitted to the Airspace Users, to collect updated information
about the status of the adoption and installation of the “Best-in-Class” avionics. Moreover, the questionnaire
has been submitted to other partners not involved in the 2016 CEF Transport Calls.
Main results
Overall IP statuso Lufthansa Cargo, Lufthansa CityLine, Air France and Spanish AF have all started equipping their aircrafts to
varying degrees.
o Ryanair has started planning and finalizing vendor selection.
o TAP were awaiting the SGA to be signed before formalizing supplier contracts.
o Lufthansa Passenger and Austrian Airlines have a slight delay at starting the upgrade.
Proposed number of Aircraft equipped by Mid 2018 (Against IP Number)o Air France has stated that the retrofit will be completed.
o Lufthansa Cargo & Lufthansa CityLine have both stated as in line with what declared in the IPs.
o Ryanair stated the planned number could be up to 75 aircraft.

Path II - Main Findings (1/3)
➢ “2.1 – Requirements collection and Service Areas definition ” activities are completed. The Service
Areas Proposal has been included in the Report on Service Areas and DLS Overall
Architecture deliverable submitted to EC the 29/09.
➢ In this document, the SDM has proposed to implement a scenario with a single Service Area
as the optimal one.
➢ Nevertheless, considering the tight timeframe envisaged in the PCP regulation and outlined in the
DLS Recovery Plan, the SDM has proposed a two steps approach

Path II - Main Findings (2/3)
➢ “2.2 - European technical architecture definition” activities are completed. In
particular, two possible technical architectures have been identified

Each proposal is characterized by several technical and non-technical open points, whose solution
is necessary to clearly define the overall DLS architecture.

Path II - Main Findings (3/3)
“2.3 - Elaboration of a Business Case for the target solution” activities are in progress considering the
Service Areas and the architecture outcomes; specifically the SDM is preparing a preliminary version of the D3.1
–Business Case Report, which will be released by the end of December 2017.
“2.4 - Transitional activities towards target solution” activities are in progress considering the Service Areas
and the architecture outcomes.
“2.5 – Ensuring consistency of activities related to DLS Governance definition”: Activities are on-going in
accordance to the schedule, however SDM is recommending to accelerate the main deliverables.

Objectives and
Priorities
“[…] the Commission aims at continuing the implementation of the
Datalink (DLS) Recovery Plan developed by the SESAR Deployment
Manager. Consequently, priority will
be given to implementation projects aiming to
implement datalink capability in support to AF6 Initial Trajectory
Information Sharing. These projects shall be implemented in
accordance with the DLS Recovery Plan
Air/Ground and Ground/Ground Multi-Frequency
Datalink Network in defined European Service Areas
Considering the provisions in the Reg. (EU) No 310/2015, in particular the deadline
for ground implementation by February 5th, 2018, the priority is to finalize the
definition and initiate the implementation of the Model D.
Consequently, proposals for implementation projects aiming at implementing
Model B or Model C Multi-Frequency will NOT be eligible under the present call
for proposals.
Furthermore, applicants are invited to join their efforts within a limited number of
implementation projects.
6.1.3
ATN B1 capability in MF environment in aircraft domain
Under this Family, priority will be given to implementation projects aiming to fit or
retrofit aircraft with DLS avionics, as identified in the DLS recovery plan.

SDM Guidelines for the 2017 CEF Transport Calls for Proposals
The SDM considers fundamental to guide stakeholders towards the
most appropriate deployment approach and connect at same time to
the co-funding opportunities expected for the 2017 CEF Transport
Calls for Proposals.
For this reason, SDM has elaborated dedicated guidelines “DLS
Guidelines for the 2017 CEF Transport Calls” for a coordinated
submission of implementation projects for the 2017 CEF Transport
Calls for Proposals.
In these guidelines, according to the DLS Recovery plan and the
outcomes of the Path II project execution, the SDM strongly encourages
the submission of the before mentioned projects.

SDM Work in progress - main items (1/3)
“Best in Class” and the need for a working forum.
• SDM is supporting EUROCAE in the definition of ED92C in coordination with EASA. The ED92C is
expected to characterize the standardization of Best-in-Class.
• At the same time, SDM is working on the requirements identification for the establishment of a DLS
dedicated working forum for the problem reporting, investigation and resolution, including day-to-day
topics. Roles and responsibilities of this forum will be discussed with other relevant Bodies.
➢ Current progress
Critical activities that need to be completed by February 2018.
• The most critical activity to be performed by February 2018 is the completion of the service provision at
EU level, as required by the IR (EU) No 310/2015; this activity is in charge of ANSPs and CSPs,
coordinated by SDM.
Need for consensus on future capacity needs
• SDM is promoting a capacity assessment of Model B and Model D through simulations in portions of
European Airspace (including high traffic levels area), considering as baseline the current situation.
• The study could be useful also to understand the future capacity needs.

Prioritisation of ATS traffic over AOC
• SDM is promoting a proposal where it will be taken into account the analysis of the introduction of the
priorisation of ATS over AOC (considering also the availability of real implementations worldwide).

Target Architecture work – main items
➢ Performance: SDM is promoting within the 2017 CEF Transport Calls:
• A capacity assessment of Model B and Model D through simulations in portions of European
Airspace (including high traffic levels area), considering as baseline the current situation.
Moreover, the SDM is
• A performance trade-off analysis of Models B and D RF Layers, on the basis of real data
coming from Model B (already implemented) and data gathered within the Model D already pre-
implemented in a limited portion of the European Airspace.
➢ Business Case: SDM is working on the Business Case elaboration and at the same time is promoting
a proposal for the 2017 CEF Transport Calls with the aim of supporting SDM in its activity.
➢ Path I & Path II alignment: SDM is coordinating the Path I & Path II projects, ensuring the alignment
of the main outcomes in the ground domain, where applicable. Path I has to be considered as part of
the baseline for Path II activities. For the airborne domain, the AUs are expected to follow the
indications included in the DLS Recovery Plan.

➢ Path II & ELSA recommendations alignment: Path II activities are based on the ELSA
recommendations. With regard to the target dates SDM has the need to take into consideration also
the deadlines of PCP Regulation for AF 6.
➢ Evolution from Current model to the target architecture: SDM is working on the elaboration of a
transitional plan towards the target architecture. These activities are in the Path II project WP4 scope
.
➢ Service Governance: SDM is supporting and monitoring the stakeholders of the Path II project WP5
that are working on the DLS Governance definition.
