Description of change:

Change of codeset D00008 (which means new number allocated) to include Sint Maarten and Curaçao as countries. Also need to mark Netherlands Antilles (ANT) as ‘No’ in current as was dissolved in 2010

Reason for change (including benefits):

The various islands were united as a single country - the Netherlands Antilles (ANT). The country was dissolved on 10 October 2010.

When Curaçao and Sint Maarten became distinct constituent countries.

Impact of not doing the change:

The schools will not have the option to record the correct country of birth for any pupils born in these countries.

ISB view of the proposed change:

We have no objection to the inclusion of the two new values and marking of another value as “not current” as this aligns the list with the ISO country codes list, which I know is your source list.

A little bit of further information / back ground that may be of interest: currently, the ISB requires that the ISB Country Type list is sourced from the ISO list of countries with “Officially Assigned Codes”, using the Short English Name values, though we do not require for historic values to be included since the ISB model does not currently have any data item that would require this (such as Country of Birth). The ISB does not maintain a copy of the list so it automatically includes any changes applied by ISO. However for background we are expecting to consult soon on changing the source of the ISB Country Type list of current countries to the list of country names maintained by the Permanent Committee on Geographical Names (PCGN).

“While changes are being made we should also take the chance to correct the name of item 654 from Saint Helena, to ST HELENA, ASCENSION AND TRISTAN DA CUNHA.

Regarding the reference to consistency with ISO 3166-1, this is understandable but I would recommend against full compliance as this would involve splitting Spain into three countries (SPAIN (EXCEPT CANARY ISLANDS), CANARY ISLANDS and SPAIN NOT OTHERWISE SPECIFIED), splitting the United Kingdom into 6 countries (ENGLAND, NORTHERN IRELAND, SCOTLAND, WALES, GREAT BRITAIN NOT OTHERWISE SPECIFIED and UNITED KINGDOM NOT OTHERWISE SPECIFIED) and splitting Cyprus into three countries (CYPRUS (EUROPEAN UNION), CYPRUS (NON-EUROPEAN UNION) and CYPRUS (NOT OTHERWISE SPECIFIED). Such changes seem unnecessary and more likely to lead to confusion than to greater accuracy in data.”

Following feedback regarding adding further codes to the codeset, Investigation was carried out:

The ONS country codeset is based on the ISO 3166-1 and has been adapted to meet the data needs of UK National Statistics' users and producers.
