    RESPONDING TO THE EBOLA OUTBREAK IN BOENDE (1/2)

    CONTEXT

    The outbreak of Ebola Virus Disease was declared by the Minister of

    Health on August 24, 2014 in Boende health zone, Equateur province. As

    of 27 September, 70 registered cases have been registered, of which 30

    are confirmed, 26 likely and 14 suspected. Among the 30 Ebola cases

    confirmed, 16 died and 12 recovered from the disease. There have been

    42 deaths of which 16 confirmed and 26 likely. Since the crisis began,

    there have been 944 contact cases; 666 have been removed from the list

    after 21 days, leaving 278 to be followed. There are as many men as

    women who contracted the disease (35) but more women died (22).

    From 28 August to 27 September, 134 samples have been collected andtested, of which 30 positive. The coordinated fight against Ebola has

    yielded results. However, sustained efforts need to continue to bring this

    outbreak under control.

    RESPONSE

    The Government of DRC and its partners have stepped up efforts to

    strengthen response in the field. The Government has sent 18 laser

    thermometers to Boende to strengthen surveillance, and health staff from

    13 health zones of the Tshuapa District have been trained in Boende with

    support from UNICEF.MONUSCO has nearly finished construction of the

    campsite for humanitarian and medical staff in the outbreak epicentre of

    Lokolia, and a UNICEF logistician is being sent to Lokolia in support of

    this effort. As part of a strategy for early detection and in order to

    maintain the continuity of basic services during the epidemic, DRCs

    Minister of Heath, UNICEF and partners are currently working to

    guarantee free access to health care for the population of Boende health

    zone.

    Logistics: 27 of the 30-kilometer road to Iyolongo village in Esangani

    health zone have been rehabilitated to allow access to response teams.

    The ramp to the ferry on the river Lomela and bridges on the road to

    Watsi Kengo are also being repaired.

    WaSH: In the field, UNICEF and the WASH commission have

    distributed sprayers and disinfection supplies to health centres in Lokolia,

    Watsikengo, Lokula and Boende Moke. The Government of DRC,

    UNICEF and partners have started distributing 1000 hand washing

    stations, 2000 bars of soap, and 1000 leaflets on correct hand washing in

    211 schools in and around Mbandaka. In Boende, WaSH actors trained

    more than 50 community volunteers who were deployed for four days in

    schools to show community members how to prepare and use chlorine.

    UNICEF has begun distributing hygiene kits to affected households in

    Lokalia, jointly with WFP food rations.

    C4D: Efforts have been strengthened in the field. Teams are

    working with traditional and religious leaders, teachers and community

    mobilizers to inform populations about the disease. An additional 60

    community volunteers have been trained last week on Ebola prevention

    and testimonies from survivors have been gathered and used to inform

    communities. Psycho-social support has been provided to affected

    families to better support reintegration of Ebola survivors and overcoming

    community resistance to safe practices. Psycho-pedagogic education on

    the transmission of the disease and methods of prevention have been

    given to students, parents and teachers in schools and health centres.

    The launch of the 18-20 September polio national immunization days

    (NIDs) in Mbandaka was also used to convey messages on Ebola. Audio

    and video spots as well as the song on Ebola are being broadcast by

    some 20 media outlets, and various community structures and networks

    have been briefed in Kinshasa and Mbandaka.

    Education: The epidemic sit uation is also impacting school

    enrolment as only 182 school children are going to school as opposed to

    223 at the same time last year. Therefore, in order to maintain continuity

    of education and minimize the impact of the outbreak on children,

    UNICEF is targeting 86 schools in the quarantine area for support.

    Distribution of 400 schools in a box and 40 recreational kits are being

    delivered to ensure that children restart the school year and have access

    to psychosocial support through play. However, schooling has been

    affected by the fact that many teachers are staying in Lokolia to seek

    jobs instead of resuming classes.

    Protection: Local sources have recently reported the presence of

    two orphans and 126 children in six villages in Boende Territory, who

    have lost one parent to Ebola. Given the complexity of the situation,

    figures on affected children remain partial, but are of concern. UNICEF

    and the psychosocial commission are working on a psychosocial

    intervention plan to enable children and communities to cope with the

    losses of their loved ones in 5 health zones in the Boende Territory.

    Specialized support is also being given to three children (siblings) who

    are suspected cases and are currently in isolation in the Boende

    reference hospital.

    RESOURCE MOBILIZATION

    Various donors, including CERF, Pooled Fund, the African Development

    Bank and the Government of China, have pledged support for the

    response.
