1.1. Demonstration of City’s Economic Development Website - The City of Chico contracted withChabin Concepts and ED Suites to design and populate information on a new Economic Developmentwebsite. Audrey Taylor and Vicki Doll from Chabin Concepts, provided a demonstration on the City’snew economic development website. The website can be visited via a link from the City’s mainwebsite and accessible through the domain address of chicoeconomicdevelopment.com. It includesseveral data bases that are designed to assist site selectors and others in gathering investment-relatedinformation about Chico. Chico realtors and property owners have the ability to upload commercialproperties available in Chico, which are then advertised to the State’s marketing website through theCity’s membership in Team California. The website is divided into major categories of “Why Chico,”“Doing Business,” “Living Here,” and “Visiting Here.” City staff are responsible for maintaining thewebsite.

2. Reports and Communications - The following reports and communications items were provided forthe Committee’s information.

Approval of City Manager’s Funding Recommendations for 2010-11 EconomicDevelopment/Tourism Services and Events - The Committee reviewed and discussedrecommendations made by the City Manager for the 2010-11 Economic Development/TourismServices and Events. Due to the current economic conditions, funding recommendations reflect a cutby 25% from the previous year. The recommendation was to shift more funding from tourism servicesand events to direct services to businesses.

A motion by Mayor Schwab to accept the following City Manager’s recommendations was seconded byCouncilmember Holcombe. The motion passed (3-0).

1.1. Approval of Priority Projects for the 2010-11 Update of the Comprehensive EconomicDevelopment Strategy (CEDS) for the Federal Economic Development Administration (EDA) -Economic Development/Redevelopment Manager Wescoat-Andes presented an updated list ofpotential projects that could be submitted for federal EDA funding. The City is eligible to apply for EDAfunding through its district membership administered by 3CORE.

A motion by Mayor Schwab to approve the following list of priority projects for 2010-11 update of theCEDS for submission to EDA was seconded by Chair Flynn. The motion passed (3-0).

Priority A Projects – Immediate

1. Infrastructure improvements (technical assistance – public works construction on roads andbridges, storm drainage, frontage roads, offsite improvements, communication enhancements,green technology, etc.) that increase access, connectivity, capacity and utilization of majoremployment centers in Chico where jobs are created/retained for the North State region.

Primary focus areas include:

A) South Chico corridor from Skyway/SR 99 west to South Chico and east to Paradise; B) Chico Municipal Airport improvements not covered by the FAA such as terminal expansion for

increased commercial air service, hangars, infrastructure to undeveloped land, solar, etc.C) East 20th Street Corridor SR 99 to Office/Commercial Region.D) Commercial/industrial opportunity site development (including Brownfield redevelopment) as

identified in the General Plan Update

Estimated Investment: Technical Assistance $50,000-150,000; construction $500,000 - 2 millionProjected Jobs: 50-1,000

2. Reuse/redeployment of vacant industrial and commercial buildings (technical assistance –construction including façade improvements, infrastructure upgrades, etc.).

Primary focus areas include:

A) North Chico - Chico Municipal Airport RegionB) South Chico - Hegan Lane Industrial Region

Estimated Investment: Technical Assistance $50,000-150,000; construction $100,000 - 2 millionProjected Jobs: 50-1,000

3. Innovation Cluster Building - partnership projects that drive technology commercialization andentrepreneurship in the North State region. One example includes the new regional partnershipwith the Workforce Investment Board, University, private developers, private entrepreneurialbusinesses and City known around the Clean/Green Tech Innovation Center in South Chico. Other

Priority B Projects – Near Term (5 yrs.)

1. Public private partnership projects designed to spur private investment in underutilizedopportunity areas identified in the General Plan Update and/or Economic Strategy.

Estimated Investment: Technical Assistance $50,000-150,000; construction $100,000 - 2 millionProjected Jobs: 50-1000

Priority C Projects – Long Term

1. Increase access from interchanges on Highway 99 including frontage roads and east-westconnectors (e.g. Southgate, Eaton, Cohasset, etc.)

Estimated Investment: Technical Assistance $50,000-150,000; construction $1-2 millionProjected Jobs: 50-1,000

2. Increase access between Interstate 5 and Airport along Eaton Road Corridor includingextension.

Estimated Investment: Technical Assistance $50,000 - 150,000; construction $1-2 millionProjected Jobs: 50-1,000

3. Other infrastructure development for General Plan long term build out

1.2. Update on the Chico Fiber Initiative - In March of 2010, on behalf of the Chico Fiber Initiative, theCity of Chico responded to a Request for Information (RFI) to be selected by Google in theirCommunity Broadband Initiative. During the application process, a high level of interest wasexpressed by businesses, higher educational entities, and individuals in Chico. As a result,discussions have continued about alternatives to build an ultra high-speed Internet project as a meansto increase economic growth if Chico is not selected by Google. Bob Linscheid, of CEPCO, providedthe update.

1.3. Update on a New Collaboration Across Six Economic Development Organizations - MarcNemanic of 3CORE provided an update on a new collaboration across six economic developmentorganizations to increase capital access for small to medium sized companies in the North State.
