1. INTRODUCTION

1.1. Project background

1. Song Bung 4 Hydropower Project is part of the Vu Gia – Thu Bon hydropower cascade approved by the Ministry of Industry by Decision No.875/QD-KHDT dated 02/05/2003 and given priority for construction after A Vuong and Song Tranh 2 project. The project is partially funded locally from within Vietnam and partially by a loan from the Asian Development Bank (ADB). 2. Song Bung 4 Hydropower Project is located on Song Bung in the upper part of the Vu Gia River in Nam Giang District, Quang Nam Province. The basin area to the dam of Song Bung 4 is 1,477 km2, length of the main river is about 107km (Figure 1). 3. The headwork is located in the area of the Ta BHing (now Ta Poo) and ZuoiH communes, Nam Giang district, Quang Nam province. The coordinate of the proposed dam is at 15o42’19” of the Northern latitude and 107o38’28” of the Eastern longitude. The powerhouse is located at Ta BHing (now belong to Ta Poo) commune with the coordinate at 15o43’38” of the Northern latitude and 107o38’58” of the Eastern longitude.

1.3. Objectives of EMP Monitoring

4. EMP monitoring is conducted based on (i) approved EIA by MONRE in 2007, (ii) approved EMP by ADB in 2010, (iii) Civil works contract of packages, (iv) Vietnam Technical

regulations and Law on Environment, (v) ADB’s environmental safeguards. The objectives of EMP monitoring are as follows:

(i) To monitor the Project compliance with Vietnam Technical regulations and Law on Environment, ADB’s Environmental safeguards, EMP and EIA;

(ii) To monitor the environmental compliance of Contractors during construction phase;

(iii) To suggest the mitigation measures to minimize effectively the negative impacts on environment during construction phase;

(iv) To determine and control new or potential environmental impacts (if any).

2. PROJECT IMPLEMENTATION

5. There are 4 main packages in Song Bung 4 Project:

(i) Package XL-01: Consist of preparation of Engineering and Construction Drawings and Civil Works Construction of Headworks. This contract has been awarded to Sinohydro Corp (Sino);

(ii) Package XL-02: Consist of preparation of Engineering and Construction Drawings and Civil Works Construction of Waterways. This contract has been awarded to Sinohydro Corp (Sino);

(iii) Package TB-04: Consist of supply, transportation, storage and preservation, installation, pre-commissioning and commissioning of electro-mechanical equipment. This contract has been awarded to Hydrochina Huadong Alstom Consortium (HHAC) of China;

(iv) Package TB-05: consist of supply, transportation, storage and preservation, installation, pre-commissioning and commissioning of Hydro-mechanical equipment. This contract has been awarded to Hydraulic Equipment Joint Stock Company (HESCO).

3. COMPLIANCE WITH EMP

Thereare many parties carry out environmental compliance inspectionweekly,monthly,and

quarterly as follows:

(i) TheMcDonald/PECC4–acting as supervising consultant-carryout regular

inspection at site andgeneratereport on the EMP compliance to Contractor, SB4 PMB; including toxic gas, noise, dust, sanitation condition, erosion, siltation;

(ii) TheContractor carry out monitoring monthly as mentioned in EMP and apply mitigation measures;

(iii) The SocioConsultant – acting as Independent monitoring agency - conduct compliance monitoring programs in accordance with EMP, EIA every 03 months on safety parallel with environmental quality monitoring program.

(iv) SB4PMB – acting as Project owner – receives all the relevant information, conduct inspection at least once a month with McDonald/PECC4, Contractors

All the retained money due to the non-conformance on EMP has been released. Contractors is required to keep applying the mitigation measures and follow-up activities to ensure the compliance on environment.

3.1. Environmental mitigation measures in compliance with EMP

7. The compliance of contractors with EMP has been inspected through their application of

mitigation measures stated in EMP during their construction. The constructor’s implemented

mitigation measures and actions required are required in Table 6.

Wastes from domestic use, hazardous wastes generated into the environment

- Dustbins have been placed in camps and construction areas;

- The domestic solid waste from camps: The garbage is collected and transported to the Disposal No.1 for burying. Food waste is collected by the local people for animal breeding.

- Contractor has covered the domestic wastes by a layer of soil every day;

- Construction solid wastes consist of waste materials from soil, rock excavation activities, broken woody tools. They are transported and dumped at the regulated disposal sites. The vegetations from the ground clearing activities are burnt after dried.

- Contractor build stable places to store oil... and has signed contract with Viet Xanh Company to treat hazardous waste. The Viet Xanh company has transported out some amount of hazardous wastes in May 2012. Most of wasted oil is reused to lubricate the formwork of concrete works. The cloth sticked by oil and battery have been stored in separate storage with concrete floor, roof, water drainage with oil trap and will be treated following regulations.

Safety on site

There were 03 accidents that cause slight injuries: - 21 Mar: Fall down from the ladder (about 80cm from ladder end) to stop-log warehouse EL 219.8m, one worker was injured; - 10 June: One metal plate fell down and hit truck head (that was parked at EL181 platform, right beneath Gate No.1, one worker was injured; - 02 June: Fall down from the trunnion at spillway, one lworker was injured;

- Supervise and remind site workers to use the personal protection equipment; - Ensure proper load of truck, cover the truck during transportation;

- Contractors should regular

train safety for workers and

remind drivers about driving

safety.

Impact on soil environment and vegetation

- Storage area, repairing area, parking area have roof, concrete floor, drainage surrounding to collect oil leakage;

- Grass were grown on the slopes of the explosive store to prevent erosion;

- The soil and rock fallen down by landslide caused by heavy rains in the rainy season were cleaned and collected.

- Erosion and loss of top sod: restoring the top sod after construction;

- Solid waste pollution: collect oil at oil storage, repairing area, parking area. These areas will be consolidated by waterproof and drainage;

- - Restore dam site and other roadwork zones: A large area in the vicinity is grassy and vulnerable to erosion and slippage due to construction activities of vegetation clearing, scaling, driving of heavy vehicles, blasting. This area needs

Biological impacts

- The guard post at the Vinh stream has been put in operation to limit the access into the forest/ STNR. Also, a police guard at the entrance of SB4 project site (constructed in 2011) helps to prevent illegal logging at the project site and ensure security for the site; - The construction workers have been trained not to use products from wild animals, not cutting down tree outside of project boundary, not to use wood for fuel but using gas,… These issues have been inspected frequently, continuously by MM/PECC4. According to the report from Independent Environmental Monitoring Agency, the local forest control does not include any findings on illegal hunting from SB4 site’s workers; - The Community-based forest management program finished in 2011, has complied with EMP. This program helps affected people to access to and profit from non-timber forest products; - Capacity building for Song Thanh NR, including building a guard post and supplying a boat to increase the patrolling of STNR staff to prevent illegal hunting and access to forest when there are construction activities and reservoir; - Rehabilitation plan for the areas affected by construction activities has been implemented.

- Construction activities will require removal of trees; Building (access roads) and improvement (highway) of roads, and transmission lines in relation to the Song Bung 4 HPP will increase access to the forested areas in the vicinity and potentially increase illegal logging, - The temporary increase in workers to the construction site will increase the potential for illegal fuel wood and non-timber forest product collection and hunting. Mitigation measures for these impacts include (a) Disseminating widely the regulation of forest protection and hunting forbiddance; (b) provision of environmental training on environmental management issues, (c) environmental protection by guards, capacity building of forest rangers, and imposing fines for illegal activities, and (d) community awareness campaign. - Vegetation will also be lost in the STNR, other areas and might affect local people. Instead of paying for each tree lost, the Project will support a conservation off-set program, including: community based forest management plan, rehabilitation plan, capacity building program.

3.2. Wastes

(i) Solid wastes from construction activities 8. Construction solid waste generated in the construction site includes: building materials, rubble and soil, etc… They were collected and transported to disposal sites along construction roads. Currently, the transportation of refuse soil and rubble has been decreased. It was mainly the transportation of surface soil in rock quarry to the waste disposal No.1. 9. At the disposal areas, mitigation measures are applied to prevent land slide, soil erosion, such as rock layers were laid on the bottom of the disposal areas and on the slopes of disposal areas, water drainage system was built around the disposal area to collect the rain-water.

(ii) Domestic solid wastes 10. Domestic solid waste of the offices, camps and kitchen was collected into 15 mobile waste bins (150 liters/each) which were placed around the main camp area and 01 large mental bin-about 12 m3 was used to collect waste before they was buried in the waste disposal.

(iii) Hazardous solid waste

11. Hazardous waste is generated from material storage areas, waste disposal sites and vehicle gathering and repair area. 12. The composition of hazardous waste generated at the construction area was mainly consisted of waste oil from the oil change of vehicles and machines; and lubricant clouts that contain lubricant. SinoHydro Contractor has signed contract with Viet Xanh Environmental Limited Company (Contract Number 2/5-2012 – HA/CN dated 01 May, 2012) whose license accredited by government for transporting, storage and treating the hazardous wastes. Hazardous wastes will be collected, transported and treated under the contract including: (1) Hydraulic oil waste; (2) lubricant clouts; (3) unused battery; Collection frequency is based on the request of the construction site. Also, at oil supplement areas and hazardous wastes are put/ stored at a storage in accordance with Vietnam regulation as follows having concrete floor, roof, drainage with collection pit to collect water and leaked oil. The leaked oil will be absorbed into the clout. 13. In 2012, Viet Xanh Environmental Limited Company collected and treated the hazardous solid waste one time in May, including: 1500 liters of oil waste; 22 batteries and 15kg clouts with lubricant. 14. From May 2012, the used-oil has been reused to lubricate the formworks for concrete work at the dam, at the tunnel… Hence, there is little used-oil at site (except some cloths sticking oil, unused battery have been all stored at site) and will be treated before the Project ending.

3.3. Non-conformance reports (NCR)

15. In the first six months of 2014, eight Non-Conformance Reports (NCR) has been issued (with one NCR was closed). Thus, there are the total twelve unclosed NCR.

The main contents of the NCRs have not closed as follows:

- The material layer of slope is unsuitable at Disposal area No.1 & 2 and it is not in

accordance with SCL's method statement ;

- The D6 road to Surge Shaft Platform at EL 222.5 mm is formed on filled material. Much of

the excavated material has been tipped form the side of this Platform west into the valley.

Significant erosion has taken place following heavy rain undercutting the access road and

washing material into the valley ;

- Opposite from Adit No.1, domestic solid waste is mixing with construction waste has been

dumped on the riverside near the small batching plant beside the D5 road. This action

does not comply with the requirement of the approved EMP ;

- Waste water due to the process of crushing material is not collected thoroughly into the

sediment pond at small Crushing Plant in Snake Valley. It has discharged directly to the

river. This action does not comply with the requirement of the approved EMP;

- In the powerhoouse, there are much excrement in the supply air ventilation pit and in the

ventilation equipment room at EL104 of Powerhouse and in the both spiral cases and in

the drainage ditch behind switchyard. The excrements are not collected and it is bad smell.

Those action does't comply with the requirement of the approved Environmental

Management Plant;

- At the powerhouse area, two mobile toilets have not been used because their doors areas

always locked so that workers could not gone to the toilet in right place. This action does

not comply with the requirement of the approved Environmental Management Plant;

- Construction waste has been dumped on the riverside from Disposal No.4 to Substation

nearly powerhouse area and in front of small crushing plant in snake valley but SCL

Contractor has not implemented any measures at the ruver side to prevent soil erosion

and land slide. Constructor also did not been transported construction waste to Disposal

No.4 for burying. This action does not comply with the requirement of the approved

Environmental Management Plant;

- At the Camp No.45, there are much garbage in the drainage ditch beside the camp,

behind the camp and many other location. The garbage is not collected to dustbin or

temporary garbage pit beside D1 road nearby and that smell bad. There are many insect

here and the sanitation is not satisfied. Those action does not comply with the requirement

of the approved Environmental Management Plant;

-The toilet of the HESCO’s camp at the left bank has no cesspool or septic tank. The waste

from this toilet has been discharged directly into the enviroment.

4. MONITORING PROGRAM

4.1. Monitoring background

The Socio consultant as an independent monitoring agency conducts monitoring programs every 03 months. The monitoring aspects are following:

- Surface water quality - Waste water quality - Air quality - Underground water quality

The detail monitoring locations, parameters and results are described un the following sections:

4.2. Water quality monitoring

Two water samples were taken atupstreamand down stream of the construction site(Figure 2) to monitor the impact of construction activities on the water quality. The detail description ofsurfacewatersamplinglocations and parameters to be monitored are presented in Table 7

16. These are the results from random samples at the monitoring period. The main issues of surface water quality are the Total suspended solid (TSS), nitrogen. The remaining parameters are under allowable limits. 17. Comparing water quality at upstream and downstream of construction site,showed that the project activitieshave impact on water quality regarding total suspended solid. Comparing water quality during first quarterand second quarter. showed that during the first quarter the water quality was seriously impacted than that in thesecond quarter. It can be explained that the at the first quarterthe construction activities were actively implemented. Mean time, during second quarter, the construction activies were much less intensive.

However, This water source is not used for domestic use in construction site and for local people in radius of 15 km downstream of the powerhouse. The site workers and local people use the upper streams for their domesticuse. Thus, the impact is negligible

18... Conclusion. Surface water of Bung river has been affected by the construction activities, especially the turbidity is very high. However, site workers and local people living around do not use this water source for domestic use. Hence, this will not impact on their health.

4.3. Wastewater quality monitoring

Three wastewater samples treated by septic tank were taken at worker camps’ areas (Figure 4) to monitor the wastewater quality generated by daily activities of workers before discharginginto the surrounding water bodies. The detail description of waste water samplingl ocations and parameters to be monitored are presented in Table 9

19. The sampling locations are at worker camps’ areas where domestic activities generate wastewater. All the wastewater has been treated by septic tank before discharging into environment.

The monitoring results are compared with Vietnam standard for wastewater quality, named QCVN 14:2008/BTNMT, column B (pollution parameters as a basis for calculating the regulated maximum value in the wastewater when being discharge into the water that is not used for domestic water supply). 21. Conclusion: From the monitoring results, most of wastewater parameters before discharging into environment that have met requirements (under the allowable limits of QCVN 14:2008/BTNMT), coliform parameter is the main issue of the wastewater quality. The results have been informed to Contractors, Mott MacDonald& PECC4 to excavate the full septic tanks to ensure the treatment capacity for water before discharging into environment.

4.4. Air quality monitoring

Noise, dust, vibration, gas generate from: (i) Operation of rock crushing and screening stations and concrete mixing

stations cause concentrated dust.

(ii) Vehicles traveling on road, blasting cause distributed dust. Mitigation measures are spraying water onto the road, at least 4 times/ day; cover the trucks transporting materials.

(iii) In the first six-month of 2014, the source of pollution was generated from rock exploiting (aggregation, crushing plant) transporting material to dam construction. The main pollution parameters were dust and noise.

Five air samples were taken at different construction areas (Figure 6) to monitor the air quality regarding to dust, noise and emission gases. The detail description of air quality sampling locations and parameters to be monitored are presented in Table 10

22. .The dust (TSP) and noise in some Project areas (crushing plan in rock quarry) were exceeded the allowable limits by a slight margin. However, value of these parameters at the village near by were lower than limits. Hence, the impacts were temporary and localized and would disappear once the construction is complete; the project-related construction activities area contributing factor.

Conclusion: Air environment in the construction site is not polluted by toxic emission. The

main issue of air quality is the dust in the rock quarry. Contractors have been reminded to water the road during transporting materials, cover the trucks and keep spraying water at the rock crushing plant.

4.5. Underground water quality

23. Construction workers have not used the underground water for domestic use. Some households in some villages (in Ta Poo commune, Chaval commune) that might be impacted by Project construction. Hence, six underground water samples at different communes (figure 8 and figure 9) are taken to evaluate the underground water quality. The sampling stations for underground water and parameters to be monitored are presented in Table 12.

24. Conclusion: Quality of underground water meets the QCVN 09:2008/BTNMT standard but it needs to be treated when use as clean water for domestic use.

5. BIODIVERSITY OFFSET PROGRAMS

5.1. Capacity building program

Objective

25. Inundating reservoir and building road for flood avoidance of the Song Bung 4 project will increase access to the Song Thanh Nature Reserve. This would increase activities such as illegal timber logging and hunting, water quality decrease, excessive forest products exploitation and change of forest use as well as decrease of water quality.

26. As a result of the inundation, the access by water to Tra Vinh (Vinh stream), Dak Pring and Bung Rivers will be created at Ta Bhing and Zuoih communes. Since access into the forests will be easier by boat, hunters and loggers in the area may be tempted to gain access to the forest products of both Song Thanh Nature Reserve and watershed areas (Dak Pring river, forest near the dam site). The forest products may be removed from the forests first by using the waterway then transported by road. Hence, the capacity program for Song Thanh NR with supplying equipment and building guards post is useful and necessary.

27. The construction of guard post is finished and put in use at the end of 2013 ; the boat has been ordered and brought to STNR. The boat will be launched when the reservoir is inundated, probably in August 2014. 28. The capacity building has been implemented. At the project site, there are 02 guards post to ensure the security at site; One is at the entrance of the construction site of main civil works, SB4 built a guard post (construction finished in June 2011) for Police of Nam Giang District to patrol at the construction site. The other is the above mentioned guard post for STNR that has just been built to control the illegal access to forest by water way.

5.2. Rehabilitation program

Objective

29. The implementation of rehabilitation plan will enhance forest quality and soil conservation through plant and enriching forests, and thus increase watershed protection. 30. The rehabilitation plan for STNR is a part of the afforestation and rehabilitation for areas that are affected by Song Bung 4 HPP. Some of these total areas will be planted as production forest by affected communities in the Community based forest management. So that they can have benefits from forest (non-timber forest products such as rattan, bamboos). 31. The decisions/ actions related to the reforestation activities are as follows:

(i) Decision No. 2334 of Quang Nam PPC dated 26 July 2010 on Approval of

Afforestation Plan replacement for Forest areas to be transferred by purpose serving for Song Bung 4 hydropower project. According to thí decision, the affected areas includes: 128.5ha of special –use forest (these are of STNR, 141.5 ha of protection forest and 182.9 ha of productive forest areas.

(ii) Decision 2464/QD-UBND of Quang Nam PPC dated 09 August 2013 on 03 types of forest planning. According to this Decision, the affected special-use forest has changed from 128.5ha to 65.05 ha, the affected productive forest areas changed

from 182.9ha to 49.8ha. Hence, the Afforestation Plan will be submitted to Quang Nam PPC for approval due to the chage of the affected areas.

(iii) Only the protection forest area has not been changed and this forest areas has been reforested. The taking care activities are going on from 2014 to 2020.

(iv) Fund/ source Total cost for the rehabilitation plan is 15.6 billion VND (based on Decision No.2334). SB4 has transferred 5.2 billion VND from budget for protection forest replantation to nam Giang Reforestation management Board (RMB) to conduct the reforestation at sites. The money transferred to RMB is based on the implementation progress.

32. Conclusion: The afforestation design for productive forest and special-use forest and geeting approval form Quang Nam PPC have taken much time. This will cause the whole afforestation slower than schedule.

5.3. Reservoir clearance

33. The project will create a reservoir with an area of about 16 km2 and store a total volume of water of 493 million m3 at the Normal Water Level (NWL) of El. 222.5 m. Thus, the vegetation cover will be inundated by the reservoir. Before reservoir inundation, the reservoir must be cleared trees must be cut down in order to mitigate eutrophication and water pollution.

34. The reservoir clearance plan was reviewed by MONRE and DONRE. Also, these agencies have sent the comments to SB4 in January 2013 to revise the plan. Based on the calculation in EIA, 60% of biomass volume must be removed from the reservoir to ensure the concentration of Dissolved oxygen (DO) in the reservoir > 6 mg/L in accordance with Vietnam standard QCVN 08:2008/BTNMT of the surface water.

35. The reservoir plan was submitted to EVN and got approval in July 2013. The plan show that the DO in water course after reservoir inundation is 6.324 mg/L. (>6mg/L). Volume of components cleared in the reservoir are shown in Table 14..

36. At the beginning of July 2014, the reservoir clearance activities were finished at site. Currently, SB4 PMB has prepared all the necessary documents to invite the MONRE, Quang Nam DONRE, local agencies to conduct site inspection and accept the reservoir clearance results in accordance with requirements in EIA before impounding the reservoir.

7. CONCLUSION AND RECOMMENDATION

7.1 Conclusion

37. Environmental programs being conducted in the first six –month of 2014 have been compliance with plan schedule basically, only the conservation off-set program are implemented slower than schedule. In general, SB4 PMB have been trying to implement all the committed environmental programs catching up with the Prject construction, in accordance with EMP and EIA. 38. The biodiversity off-set program is a little late than the general schedule. Because the change 03 types of forest planning of Quang Nam PPC.

7.2. Recommendation

39. SB4 PMB will cooperate closely with RMB, STNR, related agencies to get approval for the afforestation design of special-use forest, productive forest so that the replanting at site can be conducted in September 2014 ( rainy season).
