oBjeCtIVe the strategic objective of the Programme is to promote joint development activities for improvement of the region`s competitiveness by utilising its potential and beneficial location in the cross roads between the EU and the Russian Federation. The specific objective of the Programme is to make the wider border area an attractive place for its inhabitants and businesses through activities aimed at improving the living standards of local population and investment climate.

eSSeNCe oF tHe Large SCaLe ProjeCtSLarge scale cross-border project (LSP) is a strategic investment project contributing to socio-economic development of the whole cross-border area and having a strong political support at the national level.

CrIterIa For tHe Large SCaLe ProjeCtS • Contracted through the direct award procedure• Project size is over MEUR 2• Directly related to the Programme objective and fit the Programme Priority I – Socio-economic development or Priority II – Common challenges• Has a clear cross-border impact and investment character• Is coherent with state/regional development strategies• Has the Lead Partner, clearly identified as the only one being able to implement the LSP• Is strongly supported by the National Authorities* of the Programme on both sides of the border*National Authorities are national institutions responsible for the Programme development, relevant policy making and monitoring of the Programme on behalf of the participating countries. National Authorities are:in Estonia – Ministry of the Interior of the Republic of Estoniain Latvia – Ministry of Environmental Protection and Regional Development of the Republic of Latviain Russia – Ministry of Regional Development of the Russian Federation

FINaNCIaL aLLoCatIoN In total EUR 26 096 744 of the Programme Grants are allocated to large scale projects. Additional financing, EUR 9 081 558 has been made available from the Estonian State budget to the projects with Estonian partners.

Improvement of Traffic and Border Crossing Possibilities in Värska–Pechory Monastery road

tHe oVeraLL oBjeCtIVe of the project is to increase the competitiveness of the cross-border region through development of traffic possibilities in Värska-Pechory monastery road, including border crossing in Koidula/Kunichina Gora border crossing point (BCP).

MaIN aCtIVItIeSInvestments to road infrastructure in estonia: • Preparation of technical documentation for reconstruction of road Section Värska–Reha and Reha–Koidula, foot- and cycle paths in Värska village and Koidula border area;• Reconstruction of ca 14,6 km road section Reha–Koidula and ca 2,4 km of road section Värska–Reha to provide faster and safer traffic possibilities for trucks, cars;

• Construction of ca 1,6 km long foot-and cycle paths in Värska village and ca 0,3 km long foot- and cycle paths in Koidula border area between border crossing point and parking area.

Investments to road infrastructure and parking areas in russia:• Preparation of technical documentation for reconstruction of the road section Kunichina Gora BCP–Pechory monastery; • Reconstruction of ca 2,1 km long road from Kunichina Gora BCP to Pechory monastery; • Construction of ca 2,1 km cycle paths and ca 2,1 km foot paths to provide safer traffic possibilities for bicyclists and pedestrians in Pechory;

• Preparation of technical documentation for parking areas in Pskovskaja Street in Pechory and near Kunichina Gora BCP; • Construction of ca 0,5 ha parking area for tourist buses in Pskovskaja Street in Pechory; • Improvement of tourism information system in border areas of South- East Estonia and Pskov region–installation of 4 information boards in Värska village, Koidula BCP, Kunichina Gora BCP and Pechory.

Complex reconstruction of BorderCrossing Points in Invangorod and in Narva

• Arrangement of reception of cargo residues and ship-generated waste in 4 harbours (Tartu, Räpina, Mustvee and Kallaste);• Creation of additional workplaces in harbours/docks after project implementation (ca 15 directly related to harbours/docks).

• Preparation of Feasibility Study aiming at improvement of waste water treatment facilities for 16 areas of the Pskov region in Lake Peipsi area;• Update of special regional ecological programme “Pure water of the Pskov region 2012–2017” concerning improvement of the wastewater treatment system of the Lake Peipsi basin.

• Construction of power and heat supply;• Establishment of communication infrastructure;• Reconstruction of main buildings of BCP and basic infrastructure (administration building, control lanes infrastructure, roof over the control area for four lanes, two control pavilions at entry and exit; vehicle and container automatic identification system (VCAIS) on four lanes).
