• Continued growth by emerging countries will keep pressure on demand for raw materials
• Demand also increasingly driven by demand for new technologies
• EU highly dependent on imports of important raw materials which are increasingly affected by market distortions
• Potential in Europe, but increased competition for different land uses and a highly regulated environment
The EIP framework will stand on five “pillars”:
�Developing new innovative technologies and solutions for
sustainable raw materials supply
�Developing new innovative materials by design and solutions for
the substitution of critical materials
�Improving Europe's raw materials regulatory framework,
knowledge and infrastructure base
�Improving the regulatory framework via promotion of excellence
and promoting recycling through public procurement and private
initiatives
�International framework

• …construction and industrial minerals…improve the overall sustainability…+ primary production….higher proportion of recycling
• Only a small number of metal ores are extracted within the EU….recycled metal scrap represents around 40% to 60% of input to EU metal production….For several metals….the EU completely relies on imports + Exploration, sustainable mining, processing and refining technologies, recycling of ELP, substitution
• Regarding wood-based raw materials, the EU is…self-sufficient. However, there is a growing necessity to secure its sustainable supply, partly due to increasing demand from…bio-energy, and…new bio-based products + mobilisation, collection
• EU industry relies completely on imports of natural rubber. + substitution of natural rubber sources (=plant species)
• Import dependency is over 90% (for)….phosphates (and) ethylene and propylene (oil derivatives) + alternative sources….and recycling technologies

Le tre ondate di KIC
� 1st wave (2009): Energy (http://www.kic-innoenergy.com/), Climate
(http://www.climate-kic.org/), ICT (http://www.eitictlabs.eu/)
� 2nd wave (2014): Innovation for healthy living and active
ageing; Raw materials - sustainable exploration, extraction,
processing, recycling and substitution
� 3rd wave (2016): Food4Future - sustainable supply chain from
resources to consumers; Added-value manufacturing
� 4th wave (2018): Urban mobility
L’Italia è presente nella KIC climate, con la Regione Emilia Romagna come partner
regionale e nella KIC ICT Labs, con Trento Rise come partner effettivo
• Una collaborazione di alto profilo - ’MIT of Europe’
• 4-6 Regioni/Stati Membri di eccellenza
• Durata minima: 7 anni
• 25 % finanziamento dall’EIT, 75% da fonti esterne
• Il finanziamento annuale stimato (dalle analisi delle KIC esistenti) attorno a 15 M€ per EIT, attorno a 50 M€ per i partner, ovvero 3M€ e 10M€ rispettivamente, per ogni co-location
• Un’azione congiunta tra Università, Impresa, Autorità Pubbliche sul Triangolo della Conoscenza (Formazione, Ricerca, Innovazione) che formano una nuova Società o firmano un Accordo Consortile
• Impatto misurabile sulla società, da un punto di vista economico, scientifico, formativo, imprenditoriale.

organizzate in uno sforzo nazionale, per operare in un regime di
risorse finanziarie ridotte
� Regolamenti, leggi, incentivi, per essere efficaci necessitano della
sinergia del governo centrale con la pianificazione e regionale,
territoriale, distrettuale.
� Le grandi città italiane ospitano grandi poli di esperienza e di
business, e possono essere ideali “miniere urbane” per recuperare
materie prime dai prodotti a fine vita
� Armonizzare i lati comuni delle iniziative regionali, può permettere
di attuare iniziative nazionali, dotate delle necessaria massa critica
per presentarsi sullo scacchiere internazionale
