Facility Description:
The Central Office campus consists of eight buildings located at 1961 Midway in Shreveport, Louisiana. The original campus was constructed in 1954. The Administrative Building was renovated and had an addition constructed in 1991; the ROTC Maintenance Repair Building had an addition in 1974; and the Teacher Resource Building was renovated in 1991. This report contains condition and adequacy data collected during the 2009/2010 Facility Condition Assessment (FCA). The detailed condition and deficiency statements are contained in this report for each building or other facility on the campus.

Facility Description:
The Administrative Building is a 2-story building located at 1961 Midway Street in Shreveport, Louisiana. There has been a 1-story addition and a renovation in 1991. This report contains condition and adequacy data collected during the 2009/2010 Facility Condition Assessment (FCA). The detailed condition and deficiency statements are contained in this report.
Energy conservation opportunities for this building include: 1) Replacement of the dual duct system with a VAV design and a building automation system would allow programs to improve operation and reduce energy use; 2) Exterior windows are steel frame, operable clear glass design. Installation of fixed, double pane, low e, thermal windows with thermal breaks would improve energy use and improve comfort; 3) New low flow plumbing fixtures would reduce water use; and 4) A review of billing rate may justify addition of power factor correction capacitors.
ADA vertical access needs for this facility have been addressed with an elevator.

FUTURE FACILITY AND SITE ASSESSMENT
School CENTRAL OFFICE 1961 Midway Lane Shreveport, LA 71108
Site Description 15.8 acre (approx.) site in central Shreveport south of the I-20 and Hearne intersection. The property faces Midway Avenue on the north, the eastern edge is Joplin Avenue, single-family residential borders the southern boundary, and the western edge is formed by a lumber yard and a small finger of land extends to the railroad right-of-way. The complex houses the main Administration Building and support facilities, primarily on the west side and the buildings along Midway, and also the major bus and vehicle maintenance facilities on the east side. The site is basically flat with a slight slope to the southwest (there is a 20 ft. storm drainage easement and collection ditch in the southwest corner). The main buildings sit along the Midway frontage which is also slightly higher ground. The facilities consist of the 2-story Administration Building (1972) and the adjacent 1-story Instructional Center, several warehouses and shops beginning in 1954 and added incrementally, the Teacher Resource Center added in 1991; other shops include Paint, Wash Rack, Garage, Carpenter, and the ROTC addition, and bus storage shed. There are six wooden modular buildings lined up north to south separating the west and east zones. Most buildings have flat roofs, some of the shops have low-slope metal roofs. The architectural styles are eclectic and simple, the only stand-out is the Administration building which is typical of its era. The exterior envelopes consist primarily of brick masonry for the offices and warehouse, the other shops and sheds are pre-engineered metal buildings. Site features include a bus fueling station near the Joplin driveway (with underground fuel tanks). The site is almost entirely paved: large concrete parking lots for the Administration functions; concrete, asphalt and gravel parking lots and drives for the shops zone; and gravel parking for the bus lot on the southeast. There are a few mature trees in the small yard around the main building and along the lumber yard border, also at the south edge by the Construction and Capital Projects building.

Facility Description:
The Central Warehouse Building is a 1-story building located at 7300 West Bert Kouns Industrial Loop in Shreveport, Louisiana. The building was acquired and renovated in 1981 and has had no additions or major renovations since that time. This report contains condition and adequacy data collected during the 2009/2010 Facility Condition Assessment (FCA). Energy conservation opportunities for this building include: 1) Replacement of the dual duct system with a VAV design and a building automation system would allow programs to improve operation and reduce energy use; 2) A retrofit to higher efficiency (T8) lamps and corresponding electronic ballasts would, with proper maintenance, improve lighting effectiveness and reduce electrical energy consumption; and 3) A review of billing rate may justify addition of power factor correction capacitors.

Site Description 11.7 acre site in west Shreveport just south of the I-20 and the West Bert Kouns Industrial Loop intersection and touches a major railroad switching yard on the south. The site fronts onto Julie Frances Drive although the address is on Kouns which runs along the east boundary. The south and west boundaries abut a rail spur, a segment of which formerly served the warehouse building but has been removed (the servitude still sits over the south end of the site. The site is relatively flat with the main warehouse building on the north end with a small office wing on the east side; a long thin shop building lies along the west side of the large paved truck yard which forms the middle of the site; to the south is a grass and gravel lay down yard; and along the east boundary is a gravel access road along which employees park. There are trees along the Julie Frances front of the building and a few along the railroad spur on the south and west. The buildings are pre-engineered metal structures with typical corrugated metal siding and low-sloped metal roofs.

School BUILDING 6 3004 Knight Street Shreveport, LA 71105
Site Description 2.55 acre site in east Shreveport near the Red River adjacent to an oxbow cutoff of a former tributary and close to the Barksdale highway bridge over the Red River. The narrow, odd-shaped site is among a group of office buildings fronting on Knight Street. The building primarily houses administrative functions for the District but there are some small areas used for Special Education activities. The water area on the southwest edge is included in the 100-year flood plain and there is a culverted drainage easement passing under the building leading from the roadside ditch to the water. The T-shaped 2-story building and the surrounding parking lot fill the site. The adjacent building to the west shares a parking lot and the property line divides the paved area between them. There are trees along the bank of the watercourse. The office building is 2-story, T-shaped, with a decorative rough-finished stucco surface, and flat roof with a modest overhang. Site features include a footbridge across the west-side drainage ditch leading to the building to the west, paved parking lots and drives that surround the building, and the vegetated bank down to the water.
