The covenant signing was spearheaded by the Parish Pastoral Council for Respon-sible Voting, the Commission on Elections, the Department of the Interior and Local Government, the Philippine National Police and the Philippine Army.

ANGELES CITY -- The Tarlac police has estab-lished 42 checkpoints all over the province as part of its effort to en-sure peaceful and order-ly elections this May.

Tarlac police director Senior Supt. Alex Sintin also reported that a total of 86 illegally possessed guns have already been confiscated at these checkpoints.

“We will ensure max-imum deployment of po-licemen in the 42 check-points,” he said. “It’s

all part of the Safe and Fair Elections or SAFE program we have put in place since last Jan. 10.”

“Although we have recorded zero elec-tion-related incident in the 2013 elections, po-lice personnel will still identify possible election watchlist areas where vi-olence might erupt,” Sin-tin stressed.

CLARK FREEPORT - Some 7.1 million Filipinos resort to “open defecation” while 570,000 more use “unim-proved sanitation facilities” like buckets and open-pit latrines.

“No other report indicts our skewed progress than this. No other data portrays the lack of inclusive growth than this one,” said Sen. Ralph Recto in his speech during the 37th an-nual convention of the Philip-pine Association of Water Dis-tricts (PAWD) here Thursday.

Recto said such informa-tion was hardly noticed in a recent joint report card of the UNICEF-World Health Orga-nization on the state of wa-ter and sanitation in the Phil-ippines, as they were in fine print in the report.

water, may not jolt us, couched as they are in cold prose, but what’s disturbing are buried in its fine print,” he said.

He referred to statistics that 7.1 million Filipinos re-sort to “open defecation” while 570,000 more use “un-improved sanitation facilities” like buckets and open-pit la-trines.

“For drinking, 2.3 million Filipinos use untreated ‘sur-face water’ of rivers, dams, and canals. In addition, 6.1 million Filipinos source their drinking water from ‘unim-proved drinking water sources’ like unprotected dug wells and unprotected springs,” he said.

Recto lamented that “in this age of smart phones with flash drives, there are millions with-out flush toilets.”

“This reality is not found on reports alone. Presidentiables encounter them on their sor-ties around the country,” he noted, even as he challenged

presidential candidates to ad-dress this issue, including those that concern water sup-ply for Filipinos.

He noted that “election, like the water business, should be demand-driven.”

“It is not enough that ap-plicants for the highest office in the land should just supply us with what they intend to do with the mandate they want us to give them,” he said.

This, even as Rector urged candidates and government leaders to focus more on wa-ter and its potential problems arising from El Nino phenom-enon.

“If PAGASA forecasters have warned us that a dry spell is on the horizon, I won-der why this issue has not been captured by the political radars of presidentiables,” he said.

He noted that presidential aspirants “have a sound bite for every issue, but no sound

program for the most import-ant – water.”

“Daily, provinces have been reporting about the rav-ages of the dry spell. Dams have dried up, and crops are failing. In one province, it must have been so hot that even rats have come out of their cool hiding dens,” he lament-ed.

Recto warned that “it is not just farming towns which are getting parched; Metro Manila may soon too,” adding that “ NCR’s two water conces-sionaires have grown hoarse warning their customers that supply will be tight this sum-mer, and to brace for possible rationing.”

This, as he challenged wa-ter district nationwide to face the water crisis.

“You are present in 514 towns and cities. It is a grass-roots network that is wid-er than the country’s biggest bank,” he said.

Recto noted that “one in five Filipinos is a customer of yours. Combined, you repre-sent 20 million people. Sup-posed this population will be awarded congressional repre-sentation, then, in theory, you can end up occupying almost 60 seats in the Batasan.”

“Your charter may require you to be apolitical, but it does not prevent you from being patriotic. In fact, you will be performing good citizenship by advocating your members’ right to clean, reliable, afford-able, and adequate water,” he also said.

Recto said a department should be created to address exclusively the country’s water needs.

“The idea is to fold agen-cies like NIA, LWUA, MWSS, NWRB under this proposed department. A Department of Water and Sanitation can be considered by the next admin-istration.” he also said.

Ayon kay Apang, malak-ing tulong para sa mga katu-tubong gaya nila ang maturu-an bilang mga community health worker dahil ang maki-kinabang dito ay ang kanilang komunidad.

Dugtong pa ni Apang, ma-dalas may namamatay sa kanilang tribo dahil sa sakit na di natutugunan ng mga doktor o health worker.

Ang mga nagsanay sa mga katutubo ay mga volun-teer physicians na sina Dr. Jason Abello at Dr. Dalvie Casilang ng Department of Health.

Ang mga sinanay ba ka-tutubo na nagmula pa sa tri-bong Talaandig ng Bukid-non, Aeta ng Zambales at Pampanga, Itneg ng Ilocos Sur, Dumagat ng Bulacan, Hanunoo ng Mindoro, at Ag-ta-Dumagat ng Aurora.

Nagsimula ang training para sa mga barefoot doc-tor noong 1975 at sa kasalu-kuyan ay mayroon nang ha-los 300 mga barefoot doctor mula sa mahigit 100 tribo sa buong bansa.

ANGELES CITY – A renowned Korean centenarian expert in Oriental medicine especially on acupuncture and moxibus-tion is coming here Wednes-day (February 10).

Nam-soo Kim a.k.a. Gu-dang (meaning Moxibustion House) will be at the city hall at 10 a.m. and later at 4 pm at the Hall of Justice here.

Kim, who is now 101 years old, was a recipient of the President’s Volunteer Service Award (PVSA) Gold Medal, given by US President Barack Obama on January 28, 2012 for helping to address the most pressing needs of the USA.

“Thank you for your devo-tion to service and for doing all you can to shape a better to-morrow for our great nation,” Obama said of Kim.

Kim appeared on the Kore-an Educational Broadcasting System (EBS) on acupuncture and moxibustion series, the Korean Broadcasting System (KBS) on Chuseuok or Ko-rean Thanksgiving Day spe-cials on Gudang’s Accupunc-ture and Moxibustion story, the Seoul Broadcasting System (SBS), the O Broadcasting System (OBS), YTN on news programs, the Tianjin TV and Harbin TV in China and heard over Radio Korea 1540 AM Los Angeles, USA.

In 1984, Kim or Gudang learned his skills from his fa-ther. He started volunteer moxibustion service with his

family and clinic workers and is now heading a nationwide service in Korea and with oth-er volunteers who go through a one year education course and qualification test in acu-puncture and moxibustion.

In 2001, the first regional branch office was open in Bu-san to render the service for free. Until now, more than one million Koreans have been of-fered free acupuncture and moxibustion service at the regional clinics in Gwangju, Daegu and Jeonju.

Gudang said his only wish is to see a day when every-one benefits from what his time-tested clinical skills can give in the field of acupuncture and moxibustion.

CLARK FREEPORT – The Provin-cial Government of Pampanga and the Clark International Airport Corp. (CIAC) have reached an agreement for the use of a 2,000 square-meter prop-erty along CM Recto Avenue here to showcase Kapampangan products.

The details of the Lease Agreement (LA) were finalized on Friday at the Amare Restaurant here with Gov. Lilia “Nanay Baby” Pineda and Clark Inter-national Airport Corp. (CIAC) president and CEO Emigdio “Dino” Tanjuatco III as signatories.

The 2,000 square-meter lot along CM Recto Highway is being used ev-ery Friday as an open-type market for various produce sold by vendors from the province.

The concept was first introduced by former Candaba Mayor Jerry Pelayo which secured a permission from the

Clark Development Corp. (CDC) to sell various farm fresh produce at low prices.

The provincial government want-ed to formalize the pact with a mem-orandum of agreement (MOA) with then CDC president Antonio Remollo in 2011 but the plan was shelved after the latter was replaced as president of the state-run firm.

The property, which now falls with-in the jurisdiction of CIAC under Pres-ident Aquino’s Executive Order trans-ferring the civil aviation complex to the Department of Transportation and Communications, is now ready for leasing.

CITY OF SAN FERNAN-DO - A Quezon City Re-gional Trial Court (RTC) judge ordered the arrest of 14 persons on libel charges filed by former Candaba Mayor Jerry Pelayo whom they had accused of plunder.

This, after the Depart-ment of Agriculture (DA) and the National Irriga-tion Administration (NIA) certified that all projects identified in the plunder complaint the respon-dents filed against Pe-layo had been “fully im-plemented and properly liquidated.”

The respondents ac-cused Pelayo of alleged-ly using a P128-million fund for ghost agricultur-al projects while he was mayor of Candaba. Pe-layo sued them for libel after the DA and the NIA issued a certification that no anomalies were com-mitted in the implemen-tation of projects cov-ered by the fund.

Pelayo quoted the RTC judge as saying that the libel case respon-dents “failed to prove their allegations. They cannot provide evidence. Because there was no truth to their accusations as attested by both the DA and the NIA.”

Pelayo said “the plun-der complaint was noth-ing but political harass-ment being orchestrated by my political rival, in-cumbent Candaba May-or Rene Maglanque.”

“He (Maglanque) is behind in all of these,” said Pelayo.

Pelayo also claimed “malice was so evident in the filing of plunder case

against him as his accus-ers made sure it landed on the newspaper on the day of his son’s wedding on March 8, 2014.”

“They really wanted to humiliate me. On the day of my son’s wedding, instead of expected fes-tive mood in the event, everyone was asking me if the newspaper ar-ticle on the plunder case against me was true,” said Pelayo

He claimed he “lost business opportunities as former associates and potential partners avoided him because of the case.”

“If there is some-one who could be lia-ble for plunder, it should be Maglanque, who has been charged with plun-der before the Ombuds-man in 2013,” he said.

Pelayo said he is “contemplating filing a libel case against Mag-lanque aside from suing him for withholding all his benefits as former Cand-aba mayor even if he has all the necessary clear-ances.”

“It’s been almost three years already and yet has not released all the benefits due me and other former Candaba officials, including our terminal leave pay,” said Pelayo.

ANGELES CITY—The Infinity project broke ground on Monday to signal the start of construction of a multibil-lion-peso commercial center that will rise on a 40-hect-are lot at the back of the city hall here in Barangay Pu-lung Maragul.

Mayor Ed Pamintuan, who was the guest of honor during the ceremony, described the project as “another milestone” for the city and “a benchmark” of commercial development.

During the groundbreaking ceremony, the patriarch of the Tan family, Tan Song Bok, was on hand to usher in the new project.

Prominent businessman Eddie Tan of Jenra Super-markets was also present in the event.

Dennis A. Villanueva, a partner of the Lichauco, Gui-las, Villanueva LG+V Architects and Planners which oversees the project, said the first development will be The Promenade and the retail shops which should be finished in a year’s time.

The Promenade is about a 200-meter walk through area and forms part of the whole project. A two-storey commercial building will also be finished to complement the first phase of the ambitious project, according to Vil-lanueva.

The new commercial project, which is under the AC Beautiful Island Realty Development Corp. (ACBI), is set to transform the property into a mixed-use project that could become the next Central Business District in Cen-tral Luzon.

Project Director Alexander James E. Jazmines said the master planner for The Infinity project is Arch. Felino “Jun” Palafox Jr. of Palafox Associates while the princi-pal architect is the LG+V Architects and Planners. The Landscape Architect is BCL Asia Landscape Architects.

Jazmines explained that the project got its name from the number 8 which is the shape of the property when viewed from above.

The Infinity will house office buildings, specialty malls, new retail concepts, a one-of-a-kind dining com-plex, a convention center, a sports complex, an interna-tional school, serviced apartments, events pavilion, and residential condos.

A road will also be constructed linking Gueco Avenue here, where The Infinity is located, to barangay Dau in Mabalacat City.

Kissing not only babes but just about every woman is a Duterte affectation. Perfectly in character with the maton machismo, originally parlayed by Asiong Salonga, er, Erap Estrada, into a successful political career – mayor, senator, vice president, president, mayor.

Erap, on record, has scoffed at Duterte – “for lack of finesse” in his fornications – as nothing more than an unrated copycat, and dismissed him as good only for Davao City, sorely lacking in national perspective, if not presidential depth, much less demeanor.

That would detract from him his boorish ways, near-barbarian means and thuggish behavior. Aye, that would totally deconstruct his very being Digong Duterte.

Simply by being himself, Duterte shocks and awes. Which endears him all the more to his fanatical following, derisively, and most unfairly, called “Dutertards.” Which generates for him the widest, not necessarily deepest, media coverage. And makes him the most talked about among the candidates.

It works, and works well, for Duterte. By simply being in character, Duterte can

get away with murder. So, didn’t he himself correct an interviewer asking if he killed 700 by reckoning the number was 1,700?

Only Duterte can admit to his involvement in the foulest of crimes and gain much political capital from it.

Only Duterte can make a public display of his lechery and gain overwhelming acceptance, if not approval, for it.

Only Duterte can curse the Pope and be believed when he denied it, the indubitably damning video “Pope, putang ina ka…” notwithstanding.

Only Duterte. It’s all in character. Not that every Filipino is buying it though. Ay, the guy’s got to grow up too, even after growing old.

Similarly, only in Angeles – come to think of it – can Duterte get the most number of lips-to-lips and tonguing kisses.

Like Digong, perfectly in character here too is Angeles: as Sin City.

Duterte’s (a)rousing welcome from the city denizens is a veritable throwback to the mayorship of Don Francisco Nepomuceno at the height of the American occupation of Clark Air Base.

In every affair of the city where GI Joes were present, the stock welcome address or opening remarks of Don Paquito was always: “Angeles welcomes you with open arms…and open legs.”

Which never failed to bring the house down. And upped the city’s income, particularly from Fields Avenue.

Which, perpetuated the sufferance of Angeles’ women in the national psyche as “loose, cheap and easy.” Yeah, as in that Australian flyer in the ‘80s: “Come to Angeles City. The girls are cheap, 100 pesos only.”

Maalab ang aming kagustuhan na maglingkod sa bayan at magsilbi sa ating mga kababayan, datapwa’t ito ay isang pribilehiyo, nais namin itong makamit sa paraan na nasasang-ayon sa nakasaad sa batas kung kaya’t mariin naming inaatang sa aming sarili na panatilihin ang katapatan at integridad ng isang tagapaglingkod sa bayan.

Gayundin, kami ay tutulong na gawing ganap ang pagnanais ng Comelec at PNP na magkaroon ng isang matapat, maayos at mapayapang halalan sa 2016 sapagka’t lubos ang aming paniniwala na ang mabuting pamamahalang lokal ay nakasalalay din sa paraan ng pagkakaluklok mg tagapamahala ayon sa tunay na mithiin ng nakararami.

Kung kaya’t sa harap ng ating mga kababayan at sa mata ng ating Panginoon, aming inilalapat ang aming mga lagda bilang patunay ng aming pakikipagtipan para sa isang matapat, maayos at mapayapang halalan 2016.

WHEN actors Antonio Aquita-nia, Paolo Contis, Boy 2 Qui-zon, RJ Padilla and YouTube sensation Roadfill Sparks (Momoy Palaboy)-- collective-ly known as P.A.R.D.—cre-ated hilarious music videos on one of the longest-running gag shows Bubble Gang, ne-tizens are now glued to the group’s brand of comedy. The group’s viral music videos and songs are now compiled in their self-titled debut album re-leased by PolyEast Records.
