MEETING CALLED TO ORDER BY CHAIR GREG HANSEN AT 10:00 A.M. Chair led the pledge to the flag and requested a moment of silence. Chair announced that because of the large agenda and in the essence of time if there is a Council Member who would like to have an item pulled or if there is a member of the Public who would like to speak to a particular item then let the Chair know, otherwise the Council will move forward on a vote without a presentation. The Council will still ask for public comment on any motion. 1. Attendance

Review and recommendation to the Board of County Commissioners for the following grant: a) $150,000 – Town of Marineland – Town of Marineland Phase 3, Projected completion date June 2019

Leslie Babonis, Mayor of The Town of Marineland and Chris Kelly, Marineland Marina Dock master shared a PRESENTATION about the background of the project.

Grimes asked if the request is within the guidelines of no more than two requests within 5 years format. Dunn confirmed that has been checked and yes it does. Grimes asked about type of visitor at the Marina. Babonis explained there are no live aboards allowed at the Marina and most visitors are transient for no more than 30 days. The advantage of the new floating docks will be for day use boaters to visit Marineland. Grimes asked about the collection of TDT. Babonis said this has not been addressed yet and the Town Council is looking into it. Currently there is no precedent for paying bed tax in a Marina. They do collect sales tax.

Walker asked about restaurant or store facilities in Marineland. Babonis said at this time there is none but again they are working on figuring out how to get food service in town. Brown asked about the distribution of revenues from the Marina. Babonis said the revenues are split between the Marina management company and the Town of Marineland. Brown asked about commercial use of the boat docks. Babonis said there is none but Ripple Effects was Grandfathered in because of their presence at the Marine prior to the contracts for the Marina. Inks asked how the Marina markets itself. Kelly explained that word of mouth is their best advertising through internet cruising forums. Brown asked who the Marine management company is. Babonis answered Mobius Marine. Brown asked if they involved the Town of Marineland with decision making about the operation of the docks. Babonis explained they have a contract that the day-to-day operations were in the purview of the Marina manager, but the budget and capital improvements are shared with the Town. Brown shared her concern that the management company should be helping more people get involved with the marina and wants to make sure it benefits the local residents and small businesses. Hansen agreed that this is important and encouraged the Mayor to make some allowance for commercial use. Baker asked if this grant will be a match from the Florida Inland. Kelly explained the various funding resources and that the TDC funds are necessary for the matches.

Inks/Grimes. Motion to recommend to the Board of County Commissioners to approve $150,000 from Fund 109 for the Town of Marineland Phase 3 project. Motion Carries.

6. FYE 19 FUND 110 Regional Drive Market Grant Applications:

Review and recommendation to the Board of County Commissioners for the following grants:

Walker/Inks. Motion to recommend to the Board of County Commissioners to approve all FYE 19 Fund 110 Overnight Stay Grant funding requests with the exception of Item 7e, 7h and 7i due to Conflict of Interest and Item 7g for discussion. Motion Carries.

Grimes removed item 7e to declare Conflict of Interest. Form 8B completed and signed. 8b TG 7e Brown/Walker. Motion to recommend to the Board of County Commissioners to allocate $2,500 for the Corvettes at the Beach to be held October 6 & 7, 2018. Motion Carries with Grimes abstaining.

Hansen removed item 7g for discussion. Brown/Grimes. Motion to recommend to the Board of County Commissioners to allocate $2,500 for the CAAM Events Flagler Fondo to be held September 14 & 15, 2019. Motion Carries.

Hansen questioned the reasonability of awarding grants to events that are showing significant profits. Dunn explained there is not a policy regarding profit vs. non-profit policy. Grants are focused on developing overnight stays. Kim Carney, Flagler Fondo Event Director, explained that the grant support documents are merely a budget presented for this application. The grant application only requires the disclosure of expected event expenses but the applicant has provided a full budget including revenue.

Baker removed Item 7h to declare Conflict of Interest. Form 8B completed and signed. 8b SB 7h Inks/Brown. Motion to recommend to the Board of County Commissioners to allocate $8,000 for Primary Care Summer Conference Sessions to be held July 8-12, 2019. Motion Carries with Baker abstaining. Baker removed Item 7i to declare Conflict of Interest. Form 8B completed and signed. 8b SB 7i Brown/Walker. Motion to recommend to the Board of County Commissioners to allocate $8,000 for the Primary Care Spring Conference, Session I and II to be held March 25-29 and April 1-5, 2019. Motion Carries with Baker abstaining.

8. FYE18 FUND 110 Discretionary Event Funding Requests:

Review and recommendation to the Board of County Commissioners for the following funding requests:

a) $15,000 Florida Restaurant & Lodging Association – Songwriters Showcase, September 28 – October 1, 2018 b) $1,000 Sommer Sports – Florida Xtreme Triathlon, November 17-19, 2018

Baker declared Conflict of Interest for both Item 8a and 8b. Form’s 8B completed and filed. 8b SB 8a 8b SB 8b Walker/Crabb. Motion to recommend to the Board of County Commissioners to allocate funding to Items 8a and 8b. Motion Carries with Baker abstaining.

9. Tourism Development Office Update Dunn reported statistics, logistics, and possible upcoming events and opportunities. Dunn reported effective June 1, 2018 we switched the collection deposits:

Dunn stated we are about 90% of the way through the proposed FY 2019 budget process and he will be meeting individually with TDC Board members for discussion. County Commission will should approve the final budget at the first BOCC Meeting in Sept. Dunn updated the self-collection of TDT will begin August 1, 2018. The Tax Collector secured an online software program for remittance. This will allow for data collection from property owners.

Brown asked how the Air BnB TDT remittance will be handled. Dunn explained individual property owners will be responsible for registering properties, obtaining a business tax receipt and remitting the tax. Walker asked if we are also working with other booking agents for tax collection purposes. Dunn said there is an effort in place to try and form relationships with those other entities.

10. Community Outreach: A thirty-minute time has been allocated at the end of the meeting for public comment. Each

speaker will be allowed up to three minutes to address the Board on items not on the agenda. Becky Pourchot, Flagler Beach – Expressed appreciation for the effort on the 4th July to distribute garbage bags to keep
