Request and Response:

1. The current volume of domiciliary care services provided to adults with learning disabilities andmental health need by the council through its in-house service (if there is such provision), in terms ofhours delivered in 2014115.

The council does not provide in house domiciliary care services for people with learning disabilities and mentalhealth needs.

2. The current volume of domiciliary care services commissioned by the council from privateproviders, in terms of hours delivered in 2014115.

During 2014-15 the council commissioned 67,287.94 hours of domiciliary care for people with learningdisabilities and mental health needs in their own homes. These figures are based on planned hours rather thanactual hours delivered.

3. The current contractual arrangements the council has entered into with private providers for theprovision of domiciliary care services, i.e.

Whether the council has a preferred list of providers, if this is open or closed, whether the counciloperates with Block contracts, Cost and Volume contracts, Individual Service arrangements (Spotcontracts), Supplier framework or other arrangements, when the contract arrangement commenced andthe duration of the arrangement.

The Council operates an approved list of non-residential service providers which is currently open for LD andMH service providers, but closed for generic service providers of domiciliary care. Those successful domiciliarycare providers on the list hold a SPOT contract with Sandwell MBC which were entered into on differing dates(please see Appendix 1). Please note all contracts are open ended and therefore have no end dates, except forone where the contract has now ended.

4. The name and business address of each private provider contracted to the council, and thevolume of work undertaken by each provider in 2014115, in terms of hours delivered.

Please find attached the approved list of non-residential service providers (Appendix 2) which identifies thoseproviders that deliver domiciliary care for people with learning disabilities and mental health, as well as outreach,in addition to other service types which can be identified by a coding system on the first page of the approved

Please refer to Appendix I which also includes the volume of work undertaken by each provider in 2014/15.

5. The expected date that the council will re4ender the contract for its domiciliary care service.

The domiciliary care service for people with learning disabilities and mental health needs is provided for openended SPOT contracts with this Authority. There are no planned dates for a tender at this time.

The local authority no longer captures client categories and now captures the primary reason for support whichfor reablement services will always be physical personal care. We are therefore unable to provide a response tothis question.

10. If private sector providers are used, the expected date that the council will re-tender the contract forits Reablement care service. If the service is wholly in-house, does the council have any plans tooutsource this service or to seek additional capacity from private sector providers.

There is currently a re-tendering process underway in respect of the Early Supported Hospital Dischargeservice. The new contract is due to commence 7 October 2015.

In respect of whether the council has any plans to outsource this service I can confirm that we do not currentlyhave any plans to outsource our in-house service.

11. Whether the rates paid to care providers are set by the council, and if so what they are for thecurrent or most recent year;

Sandwell MBC does not set a fixed price for Learning Disability or Mental Health domiciliary care.

12. If the rates paid to care providers are established by competitive tendering, what is the averagehourly rate paid by the council for the current or most recent year.

The average hourly rate for Learning Disability Domiciliary care is £13.48.

There are no standard rates set for specialist mental health domiciliary care — providers are asked to quote a feespecific to each care package.
