The 2016 Commission evaluation concluded that "there are indications
that some implementation efforts which are not due until 2020 may be
costly and difficult to achieve, in particular in relation to data
harmonisation."
Member States questioned the effectiveness of future data harmonisation
due to the significant effort and cost involved in transforming existing
datasets to meet the new requirements
