Minister of State for PHE, Irrigation and Flood Control, Forest and Animal Husbandry, Abdul Majeed Padder, called for mass awareness regarding impor- tance of hygiene and proper sanita- tion measures in rural areas. The Minister stated this at a function organized in connection with Global Hand-Washing (GHD) Day at DH Pora, Srinagar. Padder said GHD is a campaign to motivate and mobilize people around and promote hand-washing habits among them. The campaign is ded- icated to raise awareness with regard to washing hands with soap as a key approach to disease pre- vention. Minister said that the campaign was initiated to reduce childhood mortality rates related to respiratory and diarrhea diseases by introduc- ing simple behavioral changes, such as washing hands with soap. He said it is also a religious obligation to maintain cleanliness and a hygienic atmosphere in and around, adding that Global Hand- Washing Day provides an opportu- nity to increase awareness and importance about washing hands with soap in an effective manner to prevent spread of diseases and save lives. On the occasion, Padder announced Rs 7.50 lakh from his CDF for Government Higher Secondary School for improving various facilities for students there. During the function, school students presented variety of pro- grammes in connection with Global Hand-Washing Day. Later, the Minister gave away prizes among participating students in presence of Chief Education offi- cer, SDM, officers from District Administration Kulgam, PHE, Irrigation and Flood Control, Forest, Rural Development Department, etc. J&K State Social Welfare Board observed the Global Hand-Washing Day at 694 Crèche Centers, across the State, where almost 17,500 children from economically poor families, in the age group of 0-6 years were told about simplicity and value of clean hands was demonstrated. These Crèche Centers are man- aged by Non Governmental Organizations and funded by the Central Social Welfare Board, through J&K State SW Board. During the awareness programme the young children and their mothers were explained about the benefits of hand-washing and were urged to continue the prac- tice, before every meal and after using the toilet, so that it incul- cates a habit of hygiene and clean- liness. Chairperson Social Welfare Board has appreciated all the NGOs that participated in this campaign. Model Academy, prestigious school of MIER along with the Interact Club, today observed Global Hand-Washing Day at both its branches. The day started with a special assembly where students spoke on the importance of Hand-Washing. Aditya Mani a member of Interact Club stressed on the importance of personal hygiene and how keeping hands clean prevents a number of stom- ach problems like Diarrhea, Pneumonia etc. Further through role play students projected how germs and bacteria attack our body if hands are not washed properly. Hand-Washing is the most effective and cheap way to keep ourselves healthy and dis- ease free. The members of Interact Club prepared slogans for spreading awareness regarding "Washing Hands" and discussed them in the junior wing. Further in the day the teachers of the Junior Wing narrated story titled "Bacteria and his friends" through which they highlighted how bacteria attack our body if personal hygiene and cleanliness is compromised. Global Hand Washing Day was observed at BSF School, Paloura. A painting competition was organized on the occasion to spread aware- ness among the students. They successfully touched various issues related to and washing techniques highlight- ing its importance in day-to- day life. Students were moti- vated to bring soap papers regularly with them. Demonstrations of proper hand washing techniques were done to help students learn and practice simple rules of washing hands. Speaking on the occasion Principal, Dr SK Shukla threw light on the importance of the day. Global Hand-Washing Day was observed in Government Higher Secondary School, Ghoumanahsan. About 400 stu- dents and prominent citizens par- ticipated and pledged to keep their individual and social hygiene in order to save themselves from dis- eases. JR Sharma, Principal of the school exhorted upon the students to keep their personal hygiene of paramount importance and save from common abdominal prob- lems resulting from unhygienic conditions. RS Chib, senior BJP leader, Gandharv Singh, Som Nath, Rohni, Iqbal Qasim, Promila, Jyoti Jamwal, Anuradha, Anita, Sindhu, Tulsi and staff members were present on the occasion. World Hand-Washing Day was observed at Government Boys Higher Secondary School, Bakshi Nagar. A cleanliness drive was organized on the occa- sion and the students were sensi- tized by the importance of the Hand-Washing. Principal of the institution Rajni Kotwal in her speech highlighted the impor- tance of the day. A programme on the occasion of Global Hand-Washing Day was organized by District Education Department, Reasi, Rural Development and Social Welfare Departments at Government Girls Higher Secondary School, Reasi. DDC Reasi Sushma Chauhan was the chief guest on the occasion and other dignitaries namely ADDC Bhawani Rakwal, CEO Reasi Vinod Soni, BDO Reasi Akshi Gupta and Principal of the institu- tion PD Sharma were also pres- ent. While speaking, DDC focused on the importance of the day. On the occasion of the Global Hand-washing Day, a programme was organised by the District Administration Udhampur at Tikri, in which the PRI members, teachers, Anganwadi workers, ASHA workers and a large num- ber of students were present. A day-long sensitization-cum- awareness programme was con- ducted by the District Panchayat Officer, Udhampur. District Development Commissioner Udhampur, Shahid Iqbal Choudhary, who is also the Chairman, District Water and Sanitation Mission was the chief guest on the occasion, who while speaking stressed on inculcating the practice of hand washing as an innate habit among the children. DPO Sukriti Sharma and CMO Chander Prakash also highlighted the significance of hand washing in ensuring a better quality of life. The other officers present on the occasion include the ACD, PO ICDS, BDO Tikri, Xen of PHE, REW, PWD and PMGSY. Global Hand-Washing Day observed across State Imprisonment to 3 for thrashing officials Excelsior Correspondent SRINAGAR, Oct 15: A local Court today awarded one year imprisonment to three men who thrashed Fire and Emergency staff and damaged a Fire Tender in a village in Central Kashmir district of Budgam ago. The court of Judicial Magistrate Budgam presided by Imtiyaz Ahmad Lone convicted three accused person for commit- ting offences U/S 353,336 and 427 of Ranbir Penal Code and award- ed them one year imprisonment. The three persons have been found guilty by the court for thrashing Fire and Emergency staff and damaging a Fire Tender in village Watred Khan Sahib in Central Kashmir district of Budgam where they had gone to extinguish fire. On December 11, 2009 fire broke out at Watred Khan Sahib in district Budgam and on receiving the massage the fire tenders reached the spot within no time. Some miscreants among the mob gathered in the village and attacked the Fire tender and the crew by pelting stones and attack- ing with with lathis. They dam- aged the fire tender and manhan- dled the staff as a result of which hurdles were created in putting off the fire. Police swung into action and an FIR vide No. 548/2009 under Sections 353, 336, 427 RPC was registered and investigation of the case was carried out. The accused were chargesheeted on 22.5.2010. Given the reference of crimi- nal law justice court said: "The courts of law are meant to see that no innocent is punished and of course it is also to be seen that no guilty goes Scot free" and awarded sentence to three persons involved in the offences. "Accused persons shall under- go imprisonment of one year for the commission of offence made punishable under Section 353 RPC and a fine of Rs 1000 in default of deposit of fine persons accused shall serve further impris- onment of 2 months", court said. A police spokesman said that an Alto Car bearing chassis num- ber 705263 collided with a motorcycle bearing registration number JK03-9281 near Petrol Pump in Dooru area of Anantnag district resulting in injuries to the motorcyclist, Sabzar Ahmad. "The injured was shifted to dis- trict hospital for treatment. Police have registered a case in this regard," he said. The spokesman said that a Tata Mobile vehicle bearing reg- istration number JK03E-0328 collided with Tata Ace load carri- er at Kachakoot in Awantipora area of Pulwama district, result- ing in injuries to the driver of Tata Ace, Mohammad Younis Shah. "The injured was shifted to hospital for treatment. Police have registered a case in this regard," the spokesman said. He said that a Sumo bearing registration number JK05A-9453 hit and injure a pedestrian, Ofran Iqbal Sheikh at Chogal in Handwara area of Kupwara dis- trict. "The injured was shifted to JVC Srinagar for treatment. Police have registered a case in this regard," the police spokesman said. A Tavera vehicle bearing reg- istration number JK03-2731 col- lided with a Swift car bearing registration number JK01W- 1841 near PHE Kakapora in Pulwama district, resulting in injuries to Shabnum Rashid, and her 8 year old daughter Toiba. "Both the injured have been shifted to hospital for treatment. Police have registered a case in this regard," the police spokesman added. Dhar heads 18 member Shiv Mandir Committee Excelsior Correspondent JAMMU, Oct 15: The Hindu Biradri members of Y K Pora, Qazigund district Anantnag today said that they have already constituted a 18 member Mandir Committee under the name of Shiv Mandir Committee Y K Pora to look after the temple and other religious places in the area. In a statement issued here, today through Rajeev Dhar, pres- ident of the Committee, it said that said Committee has already started functioning two months back and some of its members presently in the village are on the said job. Mr Dhar said the other mem- bers of the Committee are Soom Nath Dhar as Vice President, Bushan Lal Dhar general secre- tary and Avtar Krishan Koul as secretary. SRTC VRS employees protest Excelsior Correspondent JAMMU, Oct 15: A demon- stration was held by All J&K SRTC Volunteer Retired Employees Association at Exhibition Ground here under the leadership Dev Raj Bali president VRS Union. The demonstrators strongly criticized the attitude of the Higher authorities of Transport Department and J&K SRTC Management as they failed to clear the legitimate dues as it was promised that one who takes VRS his dues will be cleared within 60 days but sorry to State that the volun- teer retired persons are strug- gling for the last five years for their legitimate dues and dur- ing this long struggle 12 VRS employees have died. The protesters said that they are unable to understand that why they are being harassed whereas the Government has issued orders thrice but these orders were never implemented on ground. The VRS employees of SRTC feel harassed and cheated by authorities of SRTC, they added, The protesters said the bills have been prepared and they are lying with Finance Department Civil Secretariat for clearance and the total amount to be paid is Rs 30,1610,673.00. The protesters gave warning to government that if the dues were not cleared before the close of Secretariat in Srinagar the Association will call for anti Government agitation on November 9 at Jammu. The Association is demand- ing COLA arrears since 1999, release of 6th Pay Commission arrears from January 1, 2006, bonus 8.33 percent on basic pay, implementation of one rank one pension in the public sector of the State. Those who addressed the demonstration included Balwinder Singh, Surinder Singh, J D Singh, Gulshan Singh, D N Sharma, Sain Mohammed, Kulbir Singh and others. DDC convenes public meetings at Hartaryan, Tikri, Muttal Excelsior Correspondent UDHAMPUR, Oct 15: District Development Commissioner, Udhampur, Dr Shahid Iqbal Choudhary, along with team of District Officers, convened public grievance redressal meetings and enrol- ment camps at Hartaryan, Tikri and Muttal where issues related to 12 Panchayats of Udhampur and Tikri block were discussed. At Hartaryan decisions were taken for construction of bridge, upgradation of road, coverage of unelectrified villages, rationali- sation of staff in schools and various developmental works. A camp on Global Hand Washing Day was organised at Tikri where developmental issues related to 4 panchayats were discussed which included construction of CSC, restoration of damaged road, ration supply and revenue matters. The DDC directed the concerned depart- ments for immediate restoration of roads, providing ration and Kerosene Oil, construction of community toilets, sports ground and interior roads. A public meeting was organ- ised at Muttal where a large number of people from 5 pan- chayats participated and raised issues related to developmental works. The DDC provided Rs 6 lakh for repairs of Basa Morh to Muttal Road, Rs 3 lakhsfor replacement of water supply pipes, a foot bridge for Samoli- Muttal connectivity, one 250 KV transformers, power supply to panchayat ghar and two ham- lets; and directed for upgarad- tion of water supply in Samoli. CEO was directed for providing Urdu teacher at Muttal. Enrolment camp for social secu- rity scheme Aasra registered more than 200 women. Dr Shahid and MLA Reasi Ajay Nanda also inaugurated a Model Panchayat Ghar at Muttal constructed at cost of Rs 20 lakh. Devotional songs mark 2nd day of Navratra festival at Gandhi Nagar Excelsior Correspondent JAMMU, Oct 15: On the second day of Navratra Festival in Lakshmi Narayan Temple Gandhi Nagar, an enthralling 90-minute musical evening of devotional songs was held. About 25 young budding artists from schools and individ- uals entertained a huge gather- ing of devotees with their melo- dious Bhajans and Mata Ki Bhaintein. The festival is being organ- ized for the first time by the Lakshmi Narayan Temple Management Trust, Gandhi Nagar. As per the ritual, the evening started with Maha Aarti which was participated by a large num- ber of devotees including the chief guest of the evening, Director, All India Radio, Jammu, V S Samyal. The musical evening opened with Vandhna presented by a group of students of Dogra Higher Secondary School. It was followed by a Mata Ki Bhaint, "Chandi Maa Machailon Wali", sung by a 7th class stu- dent, Harsh. The highlight of the evening was a rare and bold presentation by a 21 year old artist, Bhanu Sumbariya who presented Bhaint with burning lamps kept on small wheel kept on his head which he meticulously balanced while dancing and singing Mata Ki Bhaint. Small kids also stole the show by their solo performances including one by a 5-year-old Pragati, who sang "Raghupati Raghav Raja Ram, Patit Paawan Sita Ram" to huge clapping of the gathering. High level seminar on traffic management on Oct 17 Excelsior Correspondent SRINAGAR, Oct 15: Institution of Studies, Learning and Analysis (ISLA) is organizing a seminar on 'Traffic Management' on October 17 at Sher-e-Kashmir International Conference Centre (SKICC) here. Addressing a press conference here, the Director ISLA and ADGP Armed Police SM Sahai said that the State has been facing problems of improper traffic man- agement. "Of late, the capital cities, Srinagar and Jammu, have seen upsurge in the vehicular traf- fic and the rising numbers of vehi- cles coupled with inadequate infrastructure are causing high traffic congestion in the cities and the National highways," he said. Sahai said that the manage- ment of traffic has become a hot issue and the masses are suffering because of the frequent jams espe- cially in the two capitals and the highway connecting them. "In order to discuss the traffic prob- lems in the State, Institution of Studies, Learning and Analysis (ISLA) is organizing this semi- nar," he said. The seminar is scheduled to be inaugurated by Chief Minister Mufti Mohammad Syed. JU Law School organizes extension lecture Excelsior Correspondent JAMMU, Oct 15: Law School in University of Jammu today organized an extension lecture by Bharat Desai from JNU, Delhi. In his lecture to the students, Mr Desai talked about the cur- rent challenges and develop- ments in the field of law. One of the biggest challenges, he said, was commercialization of law as a profession in present context of the consumerist trends that had set in. While making a refer- ence to Mahatma Gandhi, he focused upon the need to rebuild value systems and essential role of ethics in every profession. Further, he highlighted the role of teachers towards promot- ing value education among the students who are the future of tomorrow. Maintaining that Law needs to be changed with chang- ing needs of the society, he said that future architecture of the judiciary has to be based upon ethical foundations and mere making the legislations is not enough. Sensitization with regard to diverse issues is equal- ly important in order to make the laws workable, he added. Dr Sanjay Gupta, Director of the Law School, presented wel- come address while Dr Rinku Gupta introduced the speaker to the students and faculty. SRINAGAR, Oct 15: A localCourt today awarded one yearimprisonment to three men whothrashed Fire and Emergency staffand damaged a Fire Tender in avillage in Central Kashmir districtof Budgam ago.

The court of JudicialMagistrate Budgam presided byImtiyaz Ahmad Lone convictedthree accused person for commit-ting offences U/S 353,336 and 427of Ranbir Penal Code and award-ed them one year imprisonment.

The three persons have beenfound guilty by the court forthrashing Fire and Emergencystaff and damaging a Fire Tenderin village Watred Khan Sahib inCentral Kashmir district ofBudgam where they had gone toextinguish fire.

On December 11, 2009 firebroke out at Watred Khan Sahib indistrict Budgam and on receivingthe massage the fire tendersreached the spot within no time.Some miscreants among the mobgathered in the village andattacked the Fire tender and thecrew by pelting stones and attack-ing with with lathis. They dam-aged the fire tender and manhan-dled the staff as a result of whichhurdles were created in putting offthe fire.

Police swung into action andan FIR vide No. 548/2009 underSections 353, 336, 427 RPC wasregistered and investigation of thecase was carried out. The accusedwere chargesheeted on 22.5.2010.

Given the reference of crimi-nal law justice court said: "Thecourts of law are meant to see thatno innocent is punished and ofcourse it is also to be seen that noguilty goes Scot free" and awardedsentence to three persons involvedin the offences.

"Accused persons shall under-go imprisonment of one year forthe commission of offence madepunishable under Section 353RPC and a fine of Rs 1000 indefault of deposit of fine personsaccused shall serve further impris-onment of 2 months", court said.

"Accused persons shall under-go imprisonment of 3 months forthe commission of offence madepunishable under Section 336RPC", court said.

"Accused persons shall under-go imprisonment of one year forthe commission of offences madepunishable under Section 427RPC and a fine of Rs 1000 indefault of deposit of fine personsaccused shall serve further impris-onment of 2 months", court saidthese punishments shall run con-currently.

A police spokesman said thatan Alto Car bearing chassis num-ber 705263 collided with amotorcycle bearing registrationnumber JK03-9281 near PetrolPump in Dooru area of Anantnagdistrict resulting in injuries to themotorcyclist, Sabzar Ahmad."The injured was shifted to dis-trict hospital for treatment. The spokesman said that aTata Mobile vehicle bearing reg-istration number JK03E-0328collided with Tata Ace load carri-er at Kachakoot in Awantiporaarea of Pulwama district, result-ing in injuries to the driver ofTata Ace, Mohammad YounisShah. "The injured was shiftedto hospital for treatment. Policehave registered a case in thisregard," the spokesman said.

He said that a Sumo bearingregistration number JK05A-9453hit and injure a pedestrian, OfranIqbal Sheikh at Chogal inHandwara area of Kupwara dis-trict. "The injured was shifted toJVC Srinagar for treatment.

Addressing a press conferencehere, the Director ISLA andADGP Armed Police SM Sahaisaid that the State has been facingproblems of improper traffic man-agement. "Of late, the capitalcities, Srinagar and Jammu, haveseen upsurge in the vehicular traf-fic and the rising numbers of vehi-cles coupled with inadequateinfrastructure are causing hightraffic congestion in the cities andthe National highways," he said.

Sahai said that the manage-ment of traffic has become a hotissue and the masses are sufferingbecause of the frequent jams espe-cially in the two capitals and thehighway connecting them. "Inorder to discuss the traffic prob-lems in the State, Institution ofStudies, Learning and Analysis

(ISLA) is organizing this semi-nar," he said.
