CONGRESS NEEDS TO GET SERIOUS ABOUT FLOOD PROTECTION

Last month, the Chambers of Commerce from southeast Iowa and their members headed to our nation’s capital to discuss a variety of issues relative to business. The summit occurred just days after the Mississippi River crested at its third-highest level in modern history.

Flood protection has been a priority issue of the regional delegation for far too many years. It is time for Congress to get serious about flood protection, and the upper Midwest congressional delegation needs to use its collective bargaining power to get a solution in place.

Here’s the deal: a viable plan for flood protection does exist for the upper Mississippi River and its adjacent lands. Congress asked the Corps of Engineers after the ’93 flood to study the river and the movement of water during peak periods. The Corps released its findings and a series of plans to address the issue several years ago with a document called the Comprehensive Plan. Essentially, the Comprehensive Plan is a collection of small action plans that, when fully implemented, create a national plan for the conveyance and storage of water during a major flood event.

Congress has since failed to act on the plan. The objections?

“Higher levees are not the answer”- Perhaps, which is why the comprehensive plan outlines ideal levee heights up and down the Mississippi River and creates a plan for storage of water during these major events. In the majority of cases, levees do the job they were assigned to do. If the plan was fully implemented, everyone would be able plan for a major flood event accordingly.

“People shouldn’t occupy a flood plain anyway”- Although senators from the coasts don’t believe anyone should live near the river, they also fail to realize the sheer amount of food grown between the bluffs. They do not recognize the economic value of levee-protected areas such as the North Bottoms Levee (which protects CNH and a number of companies) and the tax revenue generated from land east of Hwy 99. What about Burlington’s downtown? Should it just be completely abandoned to allow Mother Nature to run her course? I think not.

“There is no money for infrastructure projects” – I’m getting a bit tired of this excuse. Infrastructure improvements are certainly a national interest. Highways, locks and dams and navigation systems all need to be upgraded - everyone in Washington agrees yet fails to do anything about it. Despite claims of inadequate funding, habitat restoration projects have been occurring on the Mississippi River and are well publicized. While these investments might be well and good, they are coming from the same tax base that would benefit from infrastructure improvements. Even if federal dollars were unavailable, authorization of the plan would allow local jurisdictions to proceed with flood improvements with local dollars.

This topic is far too complex to address in one article, but my hope is that you at least become aware of the Comprehensive Plan and its long-term potential. The Partnership has been active in an organization called UMIMRA (Upper Mississippi, Illinois, and Missouri Rivers Association) which is the lead advocate for implementation of the Comprehensive Plan. We will continue to fight the good fight - even if it takes years to be successful.

In the meantime, the City of Burlington and the businesses along the riverbank deserve kudos. Your quick efforts helped to keep the damage as controlled as possible during this last event.

ON THE COVERBUILDING BRIDGES BETWEEN EDUCATION AND BUSINESSES. That is what the Future Workforce Committee has been doing for over 15 years.

The purpose of this committee is to enhance relationships between business, education and communities in order to prepare all youth for success in life and work in a competitive, rapidly changing global economy.

Over the last five years, student programs and involvement have grown from two programs with 699 students a year to five programs with 1,600 participants a year, and the opportunity is there for even more classes to participate. Each spring volunteers from a variety of careers talk with 5th and 8th graders at our annual Career Fairs. Area human resource personnel go into schools throughout the county to talk to 8th and 10th graders about employability skills and job searching. For the

last three years area manufacturers have opened their doors twice a year to give high school students a look at what a career in their facility would be like.

The Greater Burlington Partnership was honored to celebrate the grand opening of Cobo International’s new technology center on June 19. Covering 8,000 square feet, this new technology center will primarily be used as a mechatronics engineering lab – a process which brings together multiple engineering disciplines, including electrical and mechanical engineering, to create new products and the software to operate those innovations.

Cobo’s grand opening celebration featured opportunities for guests to interact with several of Cobo’s customers, including Brammo, an Oregon

based manufacturer of all-electric motorcycles which Cobo supplies with wire harnesses.

The technology center is expected to create as many as 20 new jobs. Cobo initially expanded its operations from Italy to North America in 2003, investing in a 30,000 square foot facility in the West Burlington part of the Flint Ridge Business Park. Currently, Cobo employs approximately 120 workers.

GREAT RIVER REGION MEETS WITH ELECTED OFFICIALS Southeast Iowa representatives traveled to the nation’s capital in July for the annual D.C. Summit. The delegation, comprised of leaders from both business and government, met with Senators Harkin and Grassley and Representative Loebsack.

A variety of issues were discussed including transportation, infrastructure, health care, marketplace equity, flood protection, economic development and other items. The delegation also received several briefings from the U.S. Chamber of Commerce.

“These meetings give us the opportunity to continually tell federal delegation what is important to Southeast Iowa,” said Mark Foster, Program Director. “The decisions made in Washington can have a major impact on businesses here at home. Year-round we are finding ways to serve as the ‘Advocate for Business’ at all levels of government.”

TAX ABATEMENT VOTINGThe Greater Burlington Partnership has been advocating for an enhanced residential tax abatement for nearly two years. The 10-year tax abatement for the urban revitalization area downtown passed 4-0. The two year addition to the current three year citywide tax abatement failed 2-3.

The Greater Burlington Convention & Visitors Bureau released the 2015 Community Event Funding application on August 1. Organizations are encouraged to apply for the funding if they coordinate an event that brings visitors to the community who stay in hotels and shop locally. Applications are due October 5, and volunteers of the Steering Committee will review the applications. Those awarded will be notified in November. INVESTOR DISPLAY SHOWCASES FINANCIAL SUPPORT

2014 FLOODREACHES INSIDEWELCOME CENTERDue to the water level reaching over 23 ft., the Welcome Center was forced to close temporarily in July. Water levels reached 1 ft. inside the Welcome Center and Iowa store. Dedicated staff and volunteers moved everything out of the building on July 1. Thanks to those individuals, nothing irreplaceable was lost. Clean-up and reorganization began in late July and with swift work, the Welcome Center doors should be open to greet visitors in August!

The Welcome Center is managed by the Greater Burlington Convention & Visitors Bureau, a division of the Greater Burlington Partnership. Becky Kuster, Welcome Center Coordinator, leads a great group of volunteers including two part-time team members, Julie Meloan Bell and Sally Bailey.

The Welcome Center team would like to thank the community for the continued support and patronage!

The recognition wall showcasing investors in the Partnering for the Future II campaign is now in place. The five year initiative set a fundraising goal of $1.75 million to fund a variety of strategies and initiatives in the following programmatic areas: economic development, industrial site development, workforce attraction and preparedness, community enhancement, downtown redevelopment, and visitor attraction.

Approximately 80 investors pledged just over $2 million in financial support for the initiatives- surpassing the original goal by nearly 15%. The recognition wall is just one way to acknowledge this tremendous financial support.

The display was designed by Sherwood Company and is located just off the main corridor and outside the Johnson Room. It features the campaign’s color palate and breaks the investor into divisions based upon the level of financial support.

68 interns participated in the third summer interns program. With an event nearly every week of the summer, these future young professionals were given the opportunity to network and have fun through a variety of outlets.

Throughout the summer interns participated in numerous lunch & learns, a team building session and cookout at Starr’s Cave, golfed at Flint Hills, played kickball against young professionals, learned about resumé building, toured Borghi USA, Inc., shot guns at Big Hollow, went disc golfing in Crapo Park, partook every Tuesday night in the volleyball league at the RecPlex, and said goodbye at a farewell reception.

By making their time in our community a pleasurable one, we look forward to many of these individuals graduating in the coming years and returning to the area to work, play and have a family in the Greater Burlington area.

The interns program is hosted by the hospitality committee, another benefit of your Chamber of Commerce membership.
