Social media on the battlefield

• 2008 Mumbai attacks: terrorists had a “war room” to monitor information – killed the 2nd wealthiest businessman in India who was pretending to be a schoolteacher by looking him up on Facebook

• ISIS’ use of Facebook, YouTube, and Twitter. Recruitment and Operational Employment

Accessible, Printable Weapon Systems

“The Reprringer”

5-shot, single-action, manually indexed 6

mm pistol (0.22 caliber).

Cody Wilson (UT Austin law student) built his own semi-

automatic rifle using a 3D printer and

posted the instructions online: the “$25 weapon”

Cyber Threats to Critical Infrastructure

• Digital control of critical infrastructure = digital vulnerabilities

• Potential targets: water supply, power generation and distribution (particularly nuclear), banking and finance, etc.

• Take down a government security system in the comfort of your own home!

What you really need to know…..

Page 17: H4d DOD 101 workshop 040516

1. Where structure and $ comes from 2. How gaps become

requirements

3. How they combine to become a purchase

Gaps are created by our ability to meet:

- Our enduring interests- Our key objectives- Our Strategic Framework

- Combatant Commands plans, deployment requirements and ongoing operations

So Far So Good

Page 27: H4d DOD 101 workshop 040516

OMA: Operational $’s used for day to day operations Can be used to buy things under $250k and and demonstrate things Can’t build prototypes Good for one year - expires at the end of the fiscal year (Sep)

OPA: Procurement $ used to buy major end items (big stuff that costs a lot of $) Good for three years – expires a the end of the 3rd year Can’t be used to pay for operations

RDT&E: Research Development, Testing & Evaluation $ Good for 2 years – expires a the end of the 2nd year

Special cases “Purple” money (JIDA)

Can be used as any of the three above Comes with lots of Congressional oversight

Rapid Acquisition Authority – SecDef has the authority to change the “color” of $ $200M per year Requires Congressional notification

OCO – overseas contingency operations - $’s that pay for missions not part of the budget (Iraq/Afg/Ebola) Continuing Resolutions – Can’t plan to spend more than 65% of previous budget

The Color of Money

Who are we talking to, where do they fit & what to ask?

- Who are you?- What authorities do you have?- What are you supposed to do (mission), not supposed to do or not allowed to do (constraints)?- How are you funded (Color of money & special authorities)?- What types of contracts do you have/use (if applicable)?- Who do you work with (from the list above)?- Who else has this problem?

• R&D (Broad Agency Announcements) labs, early maturity, IP issues

• Demonstration • Small Business Innovation Research Grant (SBIR)• Responses to RFIs (Requests for Information)
