• Is an independent autonomous
• Established in 1947 named as UGC
• Its modern form came in 2002
• The HEC is made responsible for formulating higher
education policy.
• The HEC also facilitated the development of higher
educational system in the country
• Focal point of the high learning of education , research
and development.

• The HEC plays an important and leading role towards
building a knowledge based economy in pakistan by
giving out hundreds of doctoral, Scholarships for
education abroad every year.
OBJECTIVES
• Higher Education commission (HEC) pakistan intend to
conduct standardized and transparent test for the
students and professionals of varying educational back
grounds. The aim of these test is to asses and rank the
individual knowledge and skills at uniform
• To provide an opportunity for talented students who are
financially disadvantaged and are incapable of meeting
higher education costs at partner institution/universities
in all discipline.
OBJECTIVES CONTIN…….
• To Provide opportunity for academically qualified, yet
financially needy,pakistani,especially form remote and
rural areas of pakistan,especially from remote and rural
areas of pakistan(FATA,khyber pakhtun khwa.
ROLE OF HEC
• Prepare a list of tests to be conducted by the agency /
company .
• Make a formal announcement through media for the
awareness of public in this regard and will also its
jurisdiction adopt these tests so that the objective set in
education policy and IT Action Plan of the Government of
Pakistan could be achieve optimally.

• Appoint members for the joint committee with the
company to monitor the ongoing activities and advice.
• HEC charged directly ,for a period of one year and may
not allow them being used another test during this
period.

• HEC is providing an environment conducive to quality
education.
• During the year 2003-04,55 universities and degree
awarding institutions were operating in the public sector.
• Since the establishment of HEC in 2002.In addition the
HEC digital library now provides access to over 20,000
leading research journals, covering about 75% of the
world’s peer received scientific journals.
CONCLUSION
• UGC aims was to maintain quality of education and
implement uniform education policy allover the country .
• In 1976,UGC had no real financial powers.
• Therefore,UGC remained ineffective Institution in 2000.
• Resultantly,the standard of education in pakistan
declined considerably .Ultimately HEC has been
established in 2002.

• HEC revitalize ,invigorate the standard of education by
adopting modern policies of education.
THE INSTITUTION (IER)
• The Institute of education and Research (IER) was
established in September 1960 in cooperation with the
school of education, Indiana university,USA.
• It is located at the Lahore Quaid-e-Azam campus,
university of the Punjab , Lahore.
• It is the pioneer Institute in pakistan for advance studies
in the field of education.

• The major aim of the institute is to provide advanced
teacher training and promote educational research.
• Many new departments and programs have been added
to the institute since its inception and its enrolment has
increased manifold.

• The institute is published scholary essays ,reviews
critiques, theoritical,and conceptual articles and original
research articles that contribute to understand
issues,problems ,and research concerning all aspects of
education .The first issue of the journal was published in
1961.

• To facilitate teaching practice to the students, carry out
research programs and recommend syllabi for promotion
of education system.

To achieve excellence in the field of teachers and
developing their competencies in areas of content,
pedagogical skills and research in the field of education.
