DELACOUR BARN COMES INTO ITS OWNBy Doug McCoy

Arnaud Delacour was no clueless rookie when he

arrived in the United States from France to work

for a countryman, trainer Christophe Clement.

Delacour had worked in France under Alain de

Royer-Dupre, one of the top horsemen in Europe

whose stable was full of regally bred runners owned

by the legendary Aga Khan, and had also spent a

year in Argentina as an assistant trainer.

"I didn't come to America as a novice when it

came to horses, but I did have a lot to learn about

the differences between racing in this country and

racing in Europe." Delacour said. "Learning to under-

stand how those differences affected how to train

horses here—now that was challenge. Fortunately I

was still young with an open mind, and after being

around Christophe and watching and learning from

him and others like Graham (Motion) I started to get

the feel of what it takes to succeed here.

"Because we race at a number of different courses

in Europe and every one has a different layout, much of

our preparation has to do with the type of ground the

horse will have to race over, and whether it's a left-hand

course or a right-hand course or a straight course. And

our courses go uphill and downhill.

"And of course in our races the pace is usually slow

early and fast coming home, whereas in this country most

races, especially on dirt, go fast early then slow down as

the race progresses. Adjusting my thought processes took

a while, but in time we learned more and more of what

we had to understand to success in the U.S."

It has been nine years since Arnaud and his wife and

training partner Leigh launched a public stable, and

it's readily apparent Delacour has acclimated to racing

American-style quite nicely.

The stable first began generating headlines sever-

al years back with multiple graded stakes-winner turf

sprinter Ageless, a Successful Appeal mare who won

seven of 13 turf starts for Lael Stables and was beaten

less than a length versus males in the 2014 Breeders'

Cup Turf Sprint (gr. IT). After garnering attention pre-

dominantly with turf runners for several seasons, the

Delacour outfit demonstrated it could train and develop

good dirt horses as well with its handling of Divining Rod.

Divining Rod, a 4-year-old Tapit colt owned and bred

by Lael Stables, showed his mettle in the late winter and

spring of 2015 when he finished third in the Sam F. Davis

Stakes (gr. III) and second to the then highly regarded

Carpe Diem in the Tampa Bay Derby (gr. II). A very pro-

fessional winning performance in the Lexington Stakes

(gr. III) at Keeneland earned him a shot in the Preakness

Stakes (gr. I), and Divining Rod ran a solid third behind

eventual Triple Crown winner American Pharoah in the

second leg of the Triple Crown.

This season the Delacours are in the headlines again.

The stable has 53 wins from 186 starts and their runners

have earned more than $1.9 million in purses.

Dark Nile, a PioneeroftheNile filly, overcame a racing

surface that was turned into a quagmire at Delaware

Park after a torrential downpour hit the area just prior to

the Delaware Oaks (gr. III) and captured that race to run

her career record to four wins from five starts.

A. P. Indian has won six of nine starts since moving

to the Delacour barn and turned in a brilliant per-

formance last time out when he captured the Alfred

Vanderbilt Stakes (gr. I) at six furlongs at Saratoga Race

Course for his fourth straight win. A. P. Indian, a 6-year-

old Indian Charlie gelding bred and owned by Green

Lantern Stables, now has to be considered among the

top sprinters in the country.

Delacour's between-race schedule with A. P. Indian

shows the adaptability of the European horseman's

training philosophy. A.P. Indian won the Belmont Sprint

Championship (gr. III) July 9, and the Vanderbilt was

run July 30. In spite of the short turnaround, Delacour

worked the horse five furlongs July 23.

"We wanted him to tell us if he was up to a race that

quick back," he said. "A. P. Indian is an older gelding and

older horses like that have tough constitutions. When

he worked, he was sharp and happy and he came back

good so we decided to run him. Now if that were a

younger horse or a filly we wouldn't have considered

that type of move. Whether it's turf or dirt, short or long,

it all boils down what's best for the horse in question."

The seven-furlong, $700,000 Forego Stakes (gr. I) Aug.

27 at Saratoga is next for A. P. Indian, and he can earn

a guaranteed starting spot in the TwinSpires Breeders'

Cup Sprint (gr. I) if he wins.

The Delacour barn also has its share of well-bred 2-

and 3-year-olds.

"It's certainly the largest group of young horses we've

ever had in training," Delacour said, "And that's a credit

to my owners, who have made a commitment to the fu-

ture by breeding their own mares to top sires and being

proactive at the sales to give us some well-bred babies

from good families.

"You could say the schoolyard's full of precocious

students, full of life and promise. This is one of the best

times for a horseman, having a chance to work with

horses that could develop into the stars of the sport." BH

MOHAYMEN CUTS BACK DISTANCE FOR KING BISHOPBy Tom LaMarra

Shadwell Stable's homebred Mohaymen, a four-

time grade II winner, will cut back to one turn for

the first time since last November in the $500,000

Ketel One King's Bishop Stakes (gr. I) for 3-year-olds

Aug. 27 at Saratoga Race Course.

The seven-furlong King's Bishop is the eighth race

on a 13-race Saturday card that features the $1.25

million Travers Stakes (gr. I), which had been the tar-

get for Mohaymen. His connections, including Shad-

well owner Sheikh Hamdan, decided to race the Tapit

colt in a sprint.

Trainer Kiaran McLaughlin said he prefers to send

the colt seven furlongs at this stage, and he added

that a victory in the King's Bishop is very good for a

potential stallion's resume.

Mohaymen broke his maiden at six furlongs in

his career debut and then won the one-turn-mile

Nashua Stakes (gr. II) last November and enters the

King's Bishop off of a troubled fourth-place finish

in the July 30 Jim Dandy Stakes (gr. II), won by the

maiden Laoban. Before that he was fourth in both

the Kentucky Derby Presented by Yum! Brands and

the Florida Derby (both gr. I).

Mohaymen, the 123-pound highweight under

Junior Alvarado, prefers to rate a bit for the first

half-mile and then make his move. There is no lack

of early speed among the other 12 horses entered in

the King's Bishop, which could play to Mohaymen's

advantage.

Trainer Bob Baffert has two colts entered for their

stakes debuts: Charles Chu's Drefong (Gio Ponti), who

has won his last three starts in California by a com-

bined 18 1/4 lengths, and Zayat Stables' Jazzy Times

(Discreetly Mine), who is two-for-four. Both have set

fast early fractions in their limited number of starts.

Jeff Drown's Summer Revolution, a Summer

Bird colt who created a buzz with easy victories in

a Belmont Park maiden special weight event and a

Saratoga entry-level allowance race this summer, will

attempt to remain undefeated in his third start for

trainer Rudy Rodgriguez. Both of his

wins have come at seven furlongs.

Also in the King's Bishop are the

first three finishers in the seven-fur-

long Woody Stephens Stakes (gr. II) in

June at Belmont: GMB Racing's Tom's

Ready (More Than Ready), Martin

Racing Stable's Fish Trappe Road

(Trappe Shot), and Calumet Farm's

Star Hill (Elusive Quality).

FLINTSHIRE HEADLINES SWORD DANCERBy Eric Mitchell

Flintshire is looking to make it two-for-two in the $1

million Longines Sword Dancer Stakes (gr. IT) Aug.

27 at Saratoga Race Course.

Juddmonte Farm's homebred turf juggernaut will

be making his 16th lifetime start in a graded/group

stakes in the Sword Dancer, one of six grade I stakes

on the Travers day card. Flintshire won this race by a

commanding 2 1/2 lengths last year, his largest win-

ning margin since he won his first group stakes—the

group III Prix du Lys Longines—by three lengths June

16, 2013, at Chantilly.

The 6-year-old son of Dansili—Dance Routine,

by Sadler's Wells, is trained by Chad Brown and will

leave from post 6 carrying 124 pounds under Javier

Castellano.

"With a horse like Flintshire, we're not trying to re-

invent the wheel," Brown said. "By the time the horse

had come over to us, he had made almost $8 million,

so I'm not going to change anything with the horse.

He's settled in nicely and, fortunately, he's taken to

our program like the

class horse he is. He

came to us in outstand-

ing condition from An-

dre Fabre. He had been

managed by both Mr.

Fabre and Juddmonte

so well, that's why we

have a horse at age 6

that's still at the top of

his game."

Grand Tito and Twilight Eclipse, who were second

and third in the Bowling Green, respectively, will be

taking another shot at Flintshire.

Grand Tito, also 6, is owned by Grupo Seven C

Racing and trained by Gustavo Delgado. The grade

II-winning son of Candy Ride has won twice this year,

taking a $100,000 allowance race at Gulfstream Park

before taking the MacDiarmida Stakes (gr. IIT) by 1

1/4 lengths. Grand Tito will be ridden by Jose Ortiz.

Twilight Eclipse, a grade I winner last year, is

looking to improve his standing in stakes company

this year. Owned by West Point Thoroughbreds, the

7-year-old son of Purim has placed in two stakes out

of five starts this year, finishing third in the Belmont

Gold Cup Invitational Stakes. Twilight Eclipse is

trained by Tom Albertrani and will be ridden by John

Velazquez.

"Apart from Flintshire, it's the same group that

we've been running with," Albertrani said. "The horse

has got it in him, so we decided to take our chances.

It's a small field and for a million dollars. We just feel

it's worth it." BH

NUMBERS FREE FALL AT OBS AUGUSTBy Ron Mitchell

There were no surprises at the first open session

of the Ocala Breeders’ Sales Company’s August

yearling sale, as the free-fall in prices and large per-

centage of buybacks seen the previous day during

the select sale continued during the Aug. 24 session.

Considering that the open horses have lesser

sire power and overall lighter pedigrees, and are

at a price point below that of the select horses, the

surprise would have been a dramatic turnaround in

fortunes for breeders and pinhookers.

With 385 horses cataloged for the session that

lasted nearly nine hours, OBS reported 207 head

sold for $1,770,300, which was down 43.6% from

the same session a year ago when only three more

sold for gross receipts of $3,141,200. The average

plummeted 42.8% to $8,552 compared to $14,958 a

year ago, and the $4,700 session median represent-

ed a decline of 53% from $10,000 in 2015. With 75

yearlings unsold, the RNA rate was 35.2%.

Those results fit the pattern seen during Tues-

day’s select sale in which the average fell by 9.9%

from a year earlier, the median was off 28.6%, and

the one-day session buyback rate of 38.1% was well

above the 22% figure in 2015.

OBS sales director Tod Wojciechowski said the

numbers reflect the market and continue trends

seen over the last two years.

“(The final numbers) are disappointing, but it

underscores the state of the market right now,” Wo-

jciechowski said. “Buyers are pretty discerning and

any horse they perceive as being below the upper

echelon is hard to move.”

Select session leading buyer de Meric Stables was

again active Wednesday, going to $80,000 to acquire

a striking chestnut Kantharos colt from the Summer-

field consignment of Francis and Barbara Vanlan-

gendonck. The colt, Hip 412, was bred in Florida by

Philip M. Matthews and Karen Matthews.

The session second-highest price of $65,000 was

paid by Southern Chase Farm for a Majesticperfec-

tion colt whose second dam Primaly was a champi-

on in Canada who finished third in the Breeders’ Cup

Juvenile Fillies (gr. I).

Offered as Hip 344 by Potrero Stables, the colt

bred in Kentucky by Brian Kahn and Bedouin Blood-

stock was purchased by the consignor for $20,000 at

last year’s Keeneland November sale.

Earlier in the session, de Meric went to $55,000

to pick up a gray Mission Impazible colt from the Se-

quel New York offerings. Hip 329, the New York-bred

colt is a half brother to grade III winner Vinceremos

and is from the female family of champion sprinter

Safely Kept.

The colt was bred in New York by Sequel Thor-

oughbreds and Twin Creeks Farm; the latter cam-

pained Mission Impazible, whose first foals are

2-year-olds this year.

Also selling for $55,000 to Groupo 7C Racing

Stable was another Kantharos colt, this one Hip 602

from the consignment of Big C Farm, which bred the

colt in Florida.

The sale in Ocala, Fla., concludes Aug. 25

with the second open session that begins at

10:30 a.m. EDT. BH

MINESHAFT YEARLING HEADS HORSES TO WATCHBy Ron Mitchell

The only Mineshaft yearling in the Ocala Breed-

ers' Sales Co.'s August yearling sale is among

the horses to watch during the Aug. 25 final ses-

sion of the two-day open sale in Ocala, Fla.

Consigned as Hip 695 by JR Racing Stables, the

colt was bred in Kentucky by Twin Creeks Farm

and is out of the Tiznow mare Tizfiz, winner of

the grade II San Gorgonio Handicap and earner

of $410,944. Tizfiz, a full sister to grade III winner

and $521,040 earner Fury Kapcori, was bought by

Twin Creeks for $125,000 out of the 2014 Keene-

land November breeding stock sale while carry-

ing the Mineshaft colt in utero.

Two freshman sires whose yearlings bear

watching include Biondetti, the sire of a filly

named Twice as Magical consigned as Hip 716 by

Woodford Thoroughbreds as agent, and Dialed

In, who is represented by Hip 838, a colt being

offered by agent Beth Bayer.

The Biondetti filly, bred in Florida by Linda

S. Rosenblatt and Emmy Gaffney, is out of the

stakes-placed Texas Glitter mare Twiceasbeauti-

ful, a half sister to grade II winner Twice As Bad.

Bred in Florida by Bridle Oaks Farm, the Dialed

In colt was produced from the winning Note-

book mare Book the Devil, granddam of stakes

winner Valery Stripe.

Among the stallions with their first-crop

yearlings are Prospective and Liaison. Pro-

spective is the sire of Hip 752 (consigned by

'TRAINER PROFILING' DISCUSSED BY CHRBBy Jeremy Balan

Auerbach, at an Aug. 24 meeting of the agency's

Medication and Track Safety Committee, called for in-

creased scrutiny of certain trainers through "profiling."

The Wednesday meeting at Del Mar touched on

several topics, from cell phone use by exercise riders

to drug policies in New Mexico, but during a discus-

sion about medical violations for the 2015-16 fiscal

year, Auerbach made her point.

"I'm going to be very politically incorrect. I see

nothing wrong with profiling at all," Auerbach said. "If

certain barns are doing things in a matter that is not

leveling the playing field, I have no problem looking

into it more carefully."

CHRB equine medical director Dr. Rick Arthur said

the regulatory agency is already employing some of

those tactics.

"If there is credible information, we do that," Ar-

thur said. "Frankly, if you're a more than 30% trainer,

you should expect to see us in your barn."

Asked to clarify her statement after the meeting,

Auerbach said indicators for increased scrutiny for

drug testing and investigation could be statistical in

nature.

"There are certain situations where you would be

curious as to—is there anything we're not aware of

going on? I would not paint with a broad brush," she

said. "We'd be looking for an anomaly—a constant

anomaly where they are more successful than would

statistically make sense. Let's profile that. Let's look

at that. That doesn't mean they are doing anything

wrong, but let's find out.

"I don't think it's a problem, but I don't want it to

become one, either. We're supposed to police the

game. We're supposed to make sure it's fair and

even-handed—not only for the owners and trainers,

but for the gamblers out there. We're trying to keep

the game clean, and I think we're doing a damn good

job of it."

California Thoroughbred Trainers executive di-

rector Alan Balch somewhat agreed with Auerbach's

sentiments, but also voiced concern after the com-

mittee meeting.

"The word 'profiling' has a lot of baggage because

the people who oppose 'profiling' immediately think

of racial profiling—profiling people to be inspected of

things. It has a connotation of discrimination," Balch

said. "There's a place for profiling. I have to agree.

But to the extent it is employed, it has to be very

carefully done and with great evidence, rather than

indiscriminately."

Balch also commented on potential conflicts of

interest regarding profiling.

"The one problem with profiling is that certain

people are—we all have friends and we all have

people who are not friends. The rule

should never be used to 'get' someone,

and that is a potential perception that

can come from profiling," he said.

As for the hard numbers, for the

2015-16 fiscal year the CHRB report-

ed 20 Class 1, 2, or 3 positives and

56 Class 4 or 5 medication violations

from 11,012 total post-race tests

(9,896 blood and urine tests, and 1,116

blood-only tests). There were zero

positives from 960 out-of-competition

samples and 20,676 pre-race samples

on Thoroughbreds and Standardbreds.

"Generally, the results of

out-of-competition testing shows that

the game is clean," CHRB executive

Grade I winner Masochistic is training forwardly

for the $200,000 Pat O'Brien Stakes (gr. II) Aug.

27 at Del Mar. A win could result in a second Breed-

ers' Cup Sprint (gr. I) bid for the 6-year-old son of

Sought After, who led gate-to-wire last out and fin-

ished 6 1/4 lengths in front.

"Visually, it was very impressive; he looks like a

different horse this year," trainer Ron Ellis said. "He

always used to be a bit of a run-off and it was nice to

see how he settled."

The result was vastly different from Masochistic's

previous start; he sustained a hairline fracture and

finished last of 14 in the 2015 TwinSpires Breeders'

Cup Sprint (gr. I). Time off led to the strong come-

back in July.

The winner of last year's Triple Bend Handicap

(gr. I) drew post 5 in a field of as many for this seven

furlong sprint. Outside Nashville, Cautious Giant,

Vyjack, and Indexical complete the field.

"I know it doesn't make for a very attractive bet-

ting race, but I don't know if I'd be very excited about

running against him right now," Ellis said.

"If he runs like I think he will, he won't run again

until the Breeders' Cup. He won his grade I last year

off a two-month layoff. ... He's not a very big horse

and he likes his races spaced." BH

What the $750,000 Personal Ensign Stakes (gr.

I) at Saratoga Race Course Aug. 27 lacks in

quantity it makes up for in quality.

The 1 1/8-mile race with five 4-year-old fillies

features four grade I winners—Curalina, I'm a Chat-

terbox, Cavorting, and Forever Unbridled. The fifth

entrant, Paid Up Subscriber, is a grade II winner.

Installed as the co-highweight at 123 pounds,

Stonestreet Stables' Cavorting drew off to score

June 11 in her last start, the $1 million Ogden Phipps

Stakes (gr. I) at Belmont Park.

The Bernardini filly trained by Kiaran McLaughlin

reeled off two consecutive graded wins at Saratoga

last year, with the Longines Test Stakes, her first

grade I, followed by the Prioress Stakes (gr. II).

Eclipse Thoroughbred Partners' Curalina comes off

a 9 1/4-length romp at Saratoga over three opponents

in the July 31 Shuvee Handicap (gr. III) in the slop.

Fletcher and Carolyn Gray's homebred I'm a

Chatterbox, also at 123 pounds, secured her second

grade I win when she overcame an horrendous start

and went on to defeat older horses in the July 16

Delaware Handicap (gr. I).

Forever Unbridled, a daughter of Unbridled's Song,

has won or placed in all 11 of her starts and earned

more than $1 million. The Dallas Stewart-trained filly

won Oaklawn Park's Apple Blossom (gr. I) in April and

From the time the gates opened at Saratoga

Race Course the morning of Aug. 21, 1920, folks

poured in.

They packed the stands, not a seat nor standing

room to be had; they filled the apron and lined the

rail, a quarter-mile of teeming humanity, moving and

shifting to stake out whatever meager territory they

could find. The races started and still they came.

Track officials, desperate to release the largest

crowd ever gathered in Saratoga's spacious grounds,

opened the infield. Immediately 5,000 fans gushed

across the track, eager to gain a better vantage point

to see the race.

The race was the 51st Travers Stakes, headlined

by Sam Riddle's wonder horse, Man o' War.

Only two dared face the imposing chestnut son of

Fair Play: H.P. Whitney's entry of John P. Grier, whom

Man o' War had been hard-pressed to defeat in the

Dwyer Stakes at Aqueduct Racetrack; and Upset, who

handed Man o' War his only defeat when he took the

measure of Riddle's pride and joy in Saratoga's San-

ford Memorial Stakes when they were juveniles.

While rumors abounded that Man o' War was less

than his best, the race forthwith dispelled any doubt.

Taking the lead at the outset, the gigantic red colt set

a torrid pace, with John P. Grier attempting to draft in

his slipstream. As the short field arced into the home-

stretch, Man o' War displayed a turn of foot his rival

could not match, striding under restraint to win by

2 1/2 lengths and equaling Sir Barton's track record.

Upset finished second, and John P. Grier came third,

some seven lengths back.

Fourteen days later Man o' War won the Lawrence

Realization by 100 lengths, then added a 15-length

score in the Jockey Club Gold Cup and a victory in the

Potomac Handicap before tackling 1919 Triple Crown

winner Sir Barton in the Kenilworth Park Gold Cup, a

$75,000 match race in Canada that Big Red won by

seven.

The October issue of the Thoroughbred Horse, forerunner of BloodHorse, reported the results of that

match race accompanied by a photo of Man o' War

drinking from the race's trophy, a $5,000 solid gold

cup designed and crafted by Tiffany & Co.

Mr. and Mrs. Riddle donated the trophy to Sarato-

ga and, now known as the Man o' War Cup, it is the

official Travers trophy. Each

year a gold-plated replica is

given to the winning owner.

The first known in-

stance of it being award-

ed to the winner was

the 1936 Travers won

by William Woodward's

Granville in a very close

finish with Calumet Farm's

Sun Teddy. Presenting the

trophy to Woodward, Mrs.

Riddle is recorded by the

New York Times as saying,

"I am very glad to present

this cup to you and hope

you enjoy winning it as

much as Mr. Riddle and

I did with Man o' War in

move Aug. 14, she was the fastest of 12 covering

four furlongs in :48 1/5 for trainer Michael Matz.

Steven Di Iorio's runner is out of Annasan, a

winning Corporate Report mare, who also foaled

Canadian multiple graded stakes winner Bit O'

Gold, stakes winner Arco's Gold, and stakes-

placed Adjalah.

All three Kentucky-bred fillies will be taking on

a more experienced morning-line favorite, Lucky

in Malibu. ZWP Stable and Non Stop Stable's

Maryland-bred has two starts behind her with

a second-place finish in her last start Aug. 4 at

ONTARIO-SIRED BONUS PROGRAM TO CONTINUEBy Tom LaMarra

Though Ontario-sired bonus payments were re-

duced for 2016, Woodbine and the Ontario Horse-

men's Benevolent and Protective Association said the

program will continue for 2017-18.

The announcement was made a little more than

a week before the Sept. 1 Canadian Thoroughbred

Horse Society's Ontario Division Canadian Premier

yearling sale "to assure buyers of Ontario-sired

yearlings there is no intention to eliminate the On-

tario-sired bonus program during the horse's 2- and

3-year-old campaigns in 2017 and 2018."

Earlier this year, Woodbine reduced the bonuses

for 2016 because payments in previous years had ex-

ceeded projections. The 40% bonus for all open races

was reduced to 30% for allowance and maiden special

weight races and 20% for all other eligible races.

Officials said Ontario-sired bonuses totaled $3.6

million in 2014 and $4.4 million in 2015. The amount

was reduced to $2 million this year to realign the

bonus to the budgeted amount.

Purses and conditions for the 2017 race meet

at Woodbine will be hammered out by the track

and Ontario HBPA later this year. Overnight purses

through Aug. 21 during the current meet have aver-

aged $405,234 in U.S. funds.

The sale, to be held at Woodbine, is offering

$100,000 in cash and prizes to those who purchase

horses. The sale company also announced that Wood-

bine in 2017 will offer four additional races with a min-

imum purse of $45,000 for 2016 sales graduates. BH

GOFFS REPORTS STRONG SALESBy Blood-Horse Staff

The two-day Goffs UK Premier yearling sale pro-

duced increases in average and median, and

though gross receipts dropped 2% from last year, 23

fewer horses were sold in 2016.

A Dark Angel colt offered by Highclere Stud

topped the auction when he sold for £280,000

($370,561) to Peter and Ross Doyle Aug. 24, the sec-

ond day of the auction. The colt, out of a stakes-win-

ning Oasis Dream half sister to Swiss Spirit, was

purchased on behalf of Shadwell and will be sent to

trainer Richard Hannon.

Six horses brought at least £200,000, and 32

yearlings topped the six-figure mark to fuel a gross

of £17,455,000 ($23,100,541). The average of £44,078

($58,334) was up 3%, while the median increased

13% to £34,000 ($44,996). Of the 454 yearlings on

offer, 396 sold for a clearance rate of 87%.

The Hong Kong Jockey Club, represented by Mark

Richards, paid £230,000 ($304,389) for Brightwalton

Stud's Acclamation colt; it was the club's second

six-figure purchase at the sale.

"For the fifth consecutive year the Premier sale

has returned improved figures following two pow-

erful days of sustained trade at a level we have not

witnessed at Doncaster at any sale in memory," Goffs

chief executive Henry Beeby said. "Add to the mix a

real hunger from our buyers from home and abroad,

and the result is the kind of consistently strong trade

that we have witnessed over the last two days head-

lined by a record-equaling yearling at £280,000 for

the second consecutive year." BH

WINNING HAND OR STACKED DECK?

Internet poker could be big business for Cali-

fornia horse racing—even though racetracks

won't be permitted to participate by creating

their own betting websites.

It's a similar set up to a system that was in

place in New Jersey for about a decade. In ex-

change for not pursuing legislation to authorize

racetrack slot machines, the racing industry—

then directly operated by the state—received

millions of dollars a year to supplement purses.

The arrangement

ended in 2010. Six

years later, New Jersey

racing and breeding is

struggling to remain

relevant in the con-

gested Mid-Atlantic

region where tracks

in neighboring states

offer casino gambling

and have far more

resources for purses.

But even when the

casino funding was

in place, there were

political efforts to reduce the supplements and

industry infighting over the amount paid to cer-

tain tracks each year.

The Internet poker bill in California would, if

gross revenue projections proved accurate, gen-

erate up to $57 million a year for racing. Accord-

ing to a California Horse Racing Board staff analy-

sis, the funds would be divvied up as such: 95.4%

for racing associations for commissions, purses

for horsemen, and incentive awards; 2.3% for a

pari-mutuel employees' pension fund; 1.15% for

a jockeys' retirement plan; and 1.15% for health

and welfare benefits for jockeys.

It's far from a done deal, however. Several

powerful tribal entities that operate casinos in

California object to the bill's "bad actor" pro-

visions designed to keep prominent Internet

poker platforms that had operated illegally in

the state in the past from being licensed. Even

the Poker Players Alliance, which supports le-

galization of Internet poker, objects to the bill's

amendments.

The organization said PokerStars.com and

Amaya.com, which have relationships with

tribes and card rooms in California, shouldn't be

singled out.

"PPA does not believe anyone should be entitled

to a license to operate Internet poker in Califor-

nia," the advocacy group said in statement issued

Aug. 18. "We feel a

license to operate is

a privilege that must

be earned through

a vigorous vetting

process and that

questions of suitabil-

ity should be left to

independent Califor-

nia gaming regula-

tors. Legislating a

'bad actor' provision

would strip regu-

lators of that inde-

pendent role."

During a committee hearing in June, the

Jockeys' Guild, California Thoroughbred Train-

ers, Churchill Downs Inc., Thoroughbred Owners

of California, California Thoroughbred Breeders

Association, Del Mar, and the Oak Tree Racing

Association spoke in favor of the bill for obvious

reasons. That $57 million each year could go

a long way—at least for several years—but it's

clearly not a panacea.

New Jersey is a prime example, as are multi-

ple states in which horse racing gets a cut of ca-

sino revenue for purses and breed development

programs. Has the system truly done its job? Or

has it merely served as a means to buy time in

the absence of a comprehensive examination of

ways to grow racing's dedicated funding source:
