Foreword
Over the past 20 years, more than 20,000 breeding lines and varieties of rice developed in countries around the world have been exchanged and evaluated through the International Net- work for Genetic Evaluation of Rice (INGER), crossing all political, religious, cultural, and philosophical boundaries. Both the international agricultural research centers and the national agricultural research systems have participated in the process of sharing their best and most promising rice germplasm, which was then evaluated at INGER for yield performance and/or resistance to both biotic and abiotic stresses.
The results of the INGER evaluation are shared with participating countries, with the best- performing rice germplasm freely shared and used without copyright or patent considerations. INGER itself facilitates the distribution of seeds to cooperating countries, strictly adhering to safety and quarantine procedures. Through the years, INGER’s transport of seeds from one country to another has not caused any pest or disease outbreak.
As the program looks back to its many years of rewarding performance, a total of 349 breeding lines tested through INGER have already been released as 525 varieties in 62 countries across the globe. Yale economist Bob Evenson has computed the annual net worth of each released variety to be USS2.5 million—a large impact, indeed. especially in the developing countries which are the cooperators and main supporters of INGER.
Over the years. INGER has been funded by the United Nations Development Programme (1975-96). the World Bank (1991-96), the Swiss Agency for Development and Cooperation (1993, and the Federal Ministry of Economic Cooperation /German Agency for Technical Cooperation (1995-97).
In the light of the significant impact of INGER, this compilation of INGER-tested and locally released rice varieties will help further improve access to rice information needed by plant breeders and rice scientists around the world.

Introduction About 1,000 rice scientists from the national agricultural research systems (NARS) in countries of Asia, Africa, and Latin America participate in the International Network for Genetic Evaluation of Rice (INGER). Participants are asked to nominate their best varieties and breeding lines for global testing in INGER nurseries. Half of the test entries in INGER trials originate outside IRRI. These are nominated by cooperating plant breeders who send the seed to INGER. Besides IRRI, other international agricul- tural research centers (IARCs) such as the Centro lnternacional de Agricultura Tropical (CIAT), the International Institute of Tropical Agriculture (IITA), and the West Africa Rice Development Association (WARDA) also participate. Plant breeders, agronomists, physi- ologists, plant pathologists, entomologists, and soil scientists of IARCs and NARS are involved. The best breeding lines and varieties developed at IARCs and NARS are acquired and combined into a series of observational, yield, and screening nurseries for evaluation in about 800 locations.
There are about 25 different kinds of nurseries for irrigated, rainfed lowland (rainfed), upland, and flood-prone ecosystems. A large number of breeding lines are evaluated in observational nurseries. A limited number of lines are evaluated intensively in repli- cated trials in yield nurseries. The stress-oriented nurseries focus on major biotic (pests, diseases) and abiotic (temperature, moisture, soil) stresses. Once entries are found to be promising for stress resistance, they are further tested in national sys- tems and used. A general flow diagram of the germplasm acquisition, testing, and utilization scheme is given in Figure 1.

System of cross and pedigree designation The system of cross and pedigree designation is more or less universal with some exceptions. The system used for designating crosses employs a slash (/) to indicate a single cross and two slashes (//) for the second cross, and so forth:

Backcrosses are designated by an asterisk (*) and a number indicating the dos- age of the recurrent parent. The asterisk and the number are placed adjacent to the crossing symbol, which divides the recurrent and donor parents. The following exam- ples involve one backcross (2 doses).

IR numbers are assigned consecutively to crosses made at IRRI just before the hybrid seeds are incubated for germination. When plant selections are made from the F 2 and subsequent generations of an IR cross, numerical designations are given for each breeding line. For example, lR2061-214-3-8-2, a breeding line which was named IR28 in 1974, was selected from the cross IR2061. Plant selections from F 2 of this cross numbering 806 were grown in the pedigree nursery as F 3 rows which were con- secutively designated as IR2061-1, lR2061-2, and so on up to lR2061-806. From selection 214, three plants were selected, planted in the pedigree nursery as F 4 selec- tions, and designated as lR2061-214-1, lR2061-214-2, and lR2061-214-3. From se- lection lR2061-214-3, ten plants were again selected and planted in the pedigree nursery as F 5 rows. These selections were designated as lR2061-214-3-1 up to IR2061- 214-3-10. From selection lR2061-214-3-8, three plants were again selected and planted in the pedigree nursery as F 6 rows. These were designated as lR2061-214-3-8-1, lR2061-214-3-8-2, and lR2061-214-3-8-3. At maturity, selection lR2061-214-3-8-2 appeared uniform and seeds of the entire row were bulk-harvested and used for yield evaluation in replicated yield trials and other tests. This line was evaluated in the lowland rice performance trials conducted by the Rice Varietal Improvement Group of the Philippine Seed Board and, on the basis of its superior performance, was released as IR28.

Thus, there is no relationship between the IR designation of a recommended vari- ety (IR28) and the IR cross no. (IR2061) from which it was selected. The exceptions to this statement are the first two varieties, IR8 and IR5, which were selected from cross numbers IR8 and IR5. respectively. IR20, the next variety, was selected from cross no. lR576. This practice has been followed and the recommended varieties are desig- nated with consecutive even numbers. Of the four odd-numbered varieties, IR29 and IR65 are glutinous and IR43 and IR45 were recommended for upland conditions. There are 34 IR recommended varieties to date.
In 1990, the Philippine Seed Industry Council decided to name rice varieties irre- spective of their source under the designation PSBRc. PSBRc1, PSBRc4, PSBRc10, PSBRc18, PSBRc20, PSBRc28, PSBRc30, PSBRc52, and PSBRc54 are IRRI breeding lines.
Letters of the alphabet are occasionally used in the designation of selections. The use of alpha designations has been systematized as follows:
1. Alpha after a hyphen • B for bulk generations; e.g., IR11288-B-B-118-1 indicates that F 3 and F 4 gen-
erations were grown in bulk. • R for rapid generation advance (RGA); e.g., IR40000-R-R-R-110-3 indicates
that F 3 , F 4 , and F 5 generations were grown in RGA and plant selections were made in F 5.
• Ci for composite populations with i indicating the specific cycle of composite; e.g., IR41235-C3-11 indicates plant selection number 11 from the third cycle of composite population lR41235.
• AC for true breeding materials obtained from an F 1 hybrid through anther CUI- ture; e.g., IR42002-AC-1 and IR42002-AC-2 designate the first and second lines selected through anther culture from the cross lR42002, whereas lR42002-15-2 designates an F 4 line selected from lR42002 through the con- ventional breeding method.
• BPi for materials from biparental crosses where several F 2 plants of a cross are intermated, with i indicating the specific cycle of mating; e.g., lR51463- BP1 designates F 1 progenies from the first cycle of mating.
• Three-alpha codes for collaborative institutions handling the breeding materi- als through shuttle breeding; e.g., IR46856-CNR-1 indicates plant selection number 1 made from an F 2 population of the cross lR46856 grown at the China National Rice Research Institute (CNRRI). Keys to other codes are listed below:

through a backcrossing program using one of the sources of cytoplasmic male sterility; A for the cytosterile line (IR50201A) and B for its fertile counterpart (IR50201B).
• R (at the end of the selection) for a stable and purified breeding line or a variety with restoration capacity to restore the fertility of the male sterile line; e.g., purified lR9761-19-1 with restoration ability is designated as lR9761-19- IR.
• H (as suffix to IR cross number) for an elite hybrid combination involving the cytoplasmic male sterile lines and restorer lines; e.g.. IR55150H is a promis- ing F 1 combination IR50201A/IR54R.
The crossing designs and methods of germplasm development are described in Table 1.
Origin and parentage of germplasm Pedigree designation, origin, and method used in germplasm improvement, and the parentage of various entries released are given in Table 2. In a few cases, the method could not be ascertained and therefore has been left blank. Entries (numbering 349) are listed alphabetically.
The origin of entries for testing in the INGER nursery has been identified either by country or by organization from where the entry was nominated. In a few cases, the cross was made by a certain organization, but segregating generations were handled in another country. Upon nomination, this country was recognized as the source of origin of that germplasm.
The sources of information on the IR line pedigrees were two IRRI publications (1985 and 1995). Similarly for IITA-bred germplasm, two IlTA publications (1990a, b) were the authentic sources. For germplasm originating from Latin America and the Caribbean countries, verification was made from Martínez and Cuevas-Pérez (1996). For Indian-bred lines, aside from reports from the All India Coordinated Rice Improve- ment Project (AICRIP), a compilation from the Directorate of Rice Research in Hyderabad (DRR 1991) was considered authentic. For other varieties. individual sources from the regions and countries involved were contacted. In spite of all these efforts, it was not possible to find a reliable source of the parentage and breeding method used for a few varieties. These spaces in the table were left blank.
These breeding lines and selections were developed in 46 countries and organiza- tions.
Varieties released in different countries A total of 349 breeding lines and varieties were released as 525 varieties in 62 coun- tries as of 1995 (Fig. 2). Table 3 gives the pedigree designation of entries, country or organization of origin, name given, year of release, and ecosystem suitability.
Table 4 shows the number of varieties released in different countries, that origi- nated from the breeding programs of various countries and organizations. Varieties released in Brazil, Burkina Faso, China, Côte d’lvoire, Myanmar, China, Sierra Leone, and Vietnam were bred in nine or more countries and organizations.

Inter- and intracontinental movement of germplasm Germplasm is acquired from all collaborative institutions in various countries and or- ganizations. More than 20,000 breeding lines and varieties thus acquired were evalu- ated through the INGER nurseries during the period 1975-95 (Fig. 3). Test entries, if found suitable, were released by various countries. The mutual benefits derived from such an exchange and utilization are reflected in the number of varieties that moved from one continent to another.
INGER, with its forerunner, the International Rice Testing Program (IRTP), has evalu- ated more than 20,000 breeding lines which it has shared with 95 countries over a period of 20 years. Out of this vast rice germplasm acquisition, thousands of lines have been used as parents in hybridization to diversify and improve rice germplasm in cooperating countries. Hundreds have been used as donors of resistance to problem pests and diseases and abiotic stresses such as drought, submergence, nutritional disorders, problem soils, and cold. At the top of the list are materials which have been tested rigorously in national programs and been found promising for specific growing situations. Based on these considerations, these have been released as varieties for cultivation by farmers. These lines were produced by the breeding programs of 31 countries and IARCs such as IRRI, IITA, and CIAT. Germplasm has moved not only from one continent to another but also within a continent — from one country to another (Fig. 3). Some of these countries have no diplomatic relations and the political neutral- ity of INGER has helped these countries overcome those barriers.

More than 3,000 breeding lines and varieties distributed through INGER have been used in hybridization by national programs to improve the productivity of local varieties. Similarly, IRRI and other IARCs working with rice had easy access to breeding material in NARS. The genetic materials made available through INGER have contributed sig- nificantly to increased rice production in many countries.
Worldwide germplasm exchange accelerates the development of improved varie- ties and enhances genetic diversity. A study of Evenson and Gollin (1993) clearly brought out the following points about INGER: • A 1992 study of germplasm dispersal examined data on rice varieties released in
18 countries from 1965 to 1990. Of 1,709 modern varieties released, 390 were borrowed—developed in one country and released in another. IRRI provided 75% of the borrowed varieties. Most of the varieties borrowed were made available through INGER.
• Of all the varieties released, some 75% have at least one borrowed parent, more than 45% have at least one parent from IRRI, and more than 3% have at least one parent from another country. About 80% of the parental borrowings appear to have been chosen from INGER nurseries.
• The diversity of the varietal pedigree has increased: only three varieties released before 1965 contained more than four ancestors; 222 varieties released during 1986-91 could be traced to five or more ancestors, and 72 had more than 15 ancestors.
• The share of ancestors delivered through IRRI lines continues to grow: IRRI pro- vided more than half of the ancestors for varieties during 1965-74 and nearly three-fourths of the ancestors for varieties released during 1981-90. The average number of land races and other progenitors was considerably higher for materials with IRRI ancestors than for those without. IRRI materials represent a significant source of germplasm and genetic diversity in the varieties for which they were ancestors or parents. These donor parents have rendered a very valuable service and the same will be
available in the near and remote future. The exact value of these donors is hard to imagine as they protect the crop, stabilize yield, save on pesticides and other agrochemicals, and thus protect the environment and human health. The widened genetic base of farmers’ varieties reduces vulnerability to attacks of pests and dis- eases and their wide-scale impact. In fact, the origin of 1,709 modern varieties can be traced to 11,592 cultivars used in developing those resistances. Varieties with a superior degree of resistance to pests and diseases make the use of harmful pesti- cides unnecessary, thus ensuring human health and environmental protection.
The less developed countries benefited most from INGER. Cambodia, Myanmar, and Vietnam, where research infrastructure was lacking or even nonexistent, took the best advantage of breeding lines developed at IRRI. Cambodia’s research infrastruc- ture was ruined during the civil war which started in the 1960s, and no scientific capability existed. Almost all rice varieties cultivated were unimproved. IR8, the Green Revolution variety, did not even reach Cambodia. But from 1988 to 1993, a total of 12 varieties were released in Cambodia, 10 of which came directly from INGER nurseries. This would not have been possible without INGER. The newly released varieties have spread to more than 150,000 ha in such a short time and the country became self- sufficient in rice.

Multiple releases Some of the test entries were released in more than one country (Table 5). Multiple releases speak of the wider adaptability of a breeding line. A total of 85 breeding lines and selections were released as 263 varieties.
The relative adaptability of a breeding line can also be gleaned in Table 5. For example, the breeding line BG90-2, which was bred at the Central Rice Research and Development Centre (Batalagoda) in Sri Lanka, was released in 12 Asian (China, India, Myanmar, Nepal) and African (Benin, Cotê d’lvoire, Gambia, Ghana, Kenya, Nigeria, Sierra Leone, Tanzania) countries. These countries represent a wide diversity of agro- climate, soil types, cultural methods, and consumer preferences.
Country of origin of released varieties Table 6 shows the country of origin of varieties released in different countries. If the number of varieties released is any measurement of the strength of a country’s or organization’s breeding program, Table 6 reflects that. Out of the 525 varieties re- leased, 207 originated from IRRI, followed by 58 from CIAT, 41 from India, and 39 from IITA. It is heartening to note that some relatively smaller NARS, such as Sri Lanka, have been very successful in contributing to the release of varieties. Sri Lanka pro- vided 25 varieties which were released in other Asian, African, and Latin American countries.
Released varieties vis-à-vis breeding method and ecosystem The breeding materials tested in INGER nurseries over a period of more than 20 years provide an excellent opportunity to test the relative prevalence and strength of a breeding method used in developing the germplasm (Table 2). Most of the varieties released were developed by the single cross method. Using three parents in the form of a three- way cross was the next most popular method. For 39 varieties, information on the method used to generate the breeding material was not available and they were clas- sified as unknown.
A majority of the varieties were released for the irrigated ecosystem (315), fol- lowed by the rainfed and upland ecosystems. The rainfed and flood-prone ecosystems benefited less by way of varietal release of INGER-shared material. Information on the type of ecosystem for which 86 varieties were released could not be gathered in spite of strong efforts.
Acknowledgments Compilation is hard, painstaking, and tedious, particularly when it relates to varietal releases for which information trickles down slowly. The system of varietal releases varies from country to country (and even within the same country), making it hard to monitor. Dr. D.V. Seshu, former INGER global coordinator, began compiling the list; the list was later verified, corrected, and updated to bring it to the present form. Assist- ance from Latin America was also provided by Dr. Elcio P. Guimarães, former lNGER Latin America coordinator (now with EMBRAPA/CNPAF, Goiânia, Brazil).
