CITY STUDIED TECHNOLOGY OPTIONS: AUTOMATED PEOPLE MOVER (APM) SYSTEM

Common characteristics for APMs around the country are:

• Elevated guideways to eliminate interference with surface roads

• Automated system - driverless technologies can be operated at shorter (more frequent) headways

• Very short wait times at stations (3 minutes or less)

• Ability to meet peak hour ridership (line capacity)

• Electric-powered cars that will improve air quality and reduce traffic congestion

Project Delivery

• City is developing a Design-Build-Finance-Operate-Maintain (DBFOM) and Availability Payment

structure for the ITC Project

• DBFOM and Availability Payment structure is focused on:

• Performance/outcome-based specifications

• Private sector innovation

• Lifecycle cost efficiencies

• Developer typically selected competitively on basis of fixed-price, fully-banked proposals. Developer

obligated to complete project and carry out O&M for asset life (20-35 years)

Project Governance

• City is exploring a Community Services District (CSD), a single purpose entity that would be responsible

for permanent governance of the ITC Project and dedicated to overseeing construction and completing

the Project by 2026

● Advance planning and project definition of the APM Civil Works Infrastructure consistent with the requirements of APM Operating System, Architecture and Urban Design requirements

● Develop performance based technical specifications, drawings and other technical requirements as required for incorporation into the DBFOM procurement documents;

● Coordinate with regulatory authorities to obtain concurrence on requirements to comply with applicable codes and standards

● Develop construction logistics/requirements, maintenance of traffic requirements, shut down requirements, work hours, etc;

The selected Consultant will provide a range of technical services to support the City in the definition, procurement and delivery of the Project.

Support the procurement and contract award process, including:

• Provide technical reviews of DBFOM proposals;• Assist with negotiations and contract award to the selected DBFOM Contractor;• Oversee the administration of the DBFOM Contract;

Supporting the City’s program management of the overall Project, including providing reports, findings, recommendations etc. as requested.

• Review of DBFOM Contractor design and other submittals;• Review safety certification and security reviews for the integrated Project;• Oversee operations and maintenance;

EVALUATION AND SELECTION PROCESS

• All Proposals that are responsive and meet all the minimum qualifications will be evaluated

• If a Proposal is non-responsive or fails to satisfy any of the minimum qualifications, then the City may reject the Proposal and disqualify it from further evaluation and consideration for award

• The written proposal, and potentially an oral interview, will be evaluated using the following weighted criteria:
