Businesses throughout Drumheller may soon see an end to their an-nual business tax. At their meeting on January 14, Drumheller Town Council defeated a motion to established the business tax rate for 2013 and directed ad-ministration to come up with alternatives to gen-erate the same amount of revenue. Th e proposal pre-sented at the February 11 meeting of Town Council was to replace the business tax by col-lecting the same revenue from the non-residential property tax. In eff ect, the Town would be rev-enue neutral with the change. “Th is seems to be just a change in mechanism from something archaic to one that is more com-mon. With things be-ing revenue neutral, it’s quite likely in many cas-es, business owners will still be paying a similar amount, it’ll just reach them in a diff erent way,” said Councillor Andrew

Berdahl. Th e decision to seek al-ternatives to replace the business tax was made after surveying other communities and fi nd-ing none subscribed to the tax. In addition, the Town is aiming to elimi-nate noncompliance in regards to the tax. “We did a poll of any community our size or larger and we found Cal-gary is phasing out their business tax, Edmonton and Red Deer have a section which is for revi-talization of the business areas. No other com-munities our size have a business tax,” said Bill Wulff , acting director of Corporate Services. “Currently, the busi-ness owner is getting charged the value of the business tax. However, there is $23,000 (27 per cent noncompliance) outstanding that we can-not collect, because the buildings aren’t owner occupied and we can’t apply the outstanding tax to them.” Councillor Jay Garbutt agreed it was time to make the change. “With 27 per cent non-

compliance, it behooves us to do something to make it easier to collect these outstanding fees,” said Garbutt. With the proposal, non-residential property owners would make up the diff erence. “Th e downside is, if we add the revenue to com-mercial property taxes,

the property will prob-ably transfer the diff er-ence to their renter or, if the building is unoc-cupied, will have to pay themselves,” said Wulff . Th e business tax was charged to business owners in Drumheller and was calculated as a percentage of the prop-erty assessment for the

building it occupied. A motion to direct ad-ministration to collect the revenue through the non-residential assess-ment was passed 5-1 by Council, with Councillor Lisa Hansen-Zacharuk opposed.

Town Council passed a motion at their most recent meeting to replace Drum-heller’s business tax with an increase to non-residential property assessments. The change would have a revenue neutral

result for the Town, but would essentially pass the business tax on to property own-ers, rather than business owners.

Complaints have been received associat-ed to congested traffi c issues at St. Anthony’s School. It is unfortunate that the school could not have been placed on the property where it was initially planned. As we cannot move the school, we need to fi nd a solution. With that being stat-ed, the cause of this congestion is parents and guardians attend-ing to the school ap-proximately 20 min-utes before school gets released. Th is, in turn, is causing parents to block the access road on to school property. Bus drivers are com-plaining that it is mak-ing it diffi cult for them to see, thus putting busses and students at risk. Persons attempting

to get to Quadrock Trucking and Excavat-ing are being blocked off , thus interfering with that business as well. Th ere is a very sim-ple solution. Parents and guardians, please do not attend to the school until after bus-ses have left, roughly 3:20 p.m. Monday to Th ursday and 12:20 p.m. on Friday. If you need to pick up your child for an ap-pointment, then make arrangements to pick the child up before 3:00 p.m. We also ask parents and guardians if you cannot pull into the pick up area, then keep moving down the road. Drumheller RCMP members will be at-tending the school to keep vehicles from stopping on the road or on the approach. RCMP members will be sending any vehicle

not in the pick-up area down the road. No stopping on the ap-proach or on the road will be permitted. Re-peat off enders may end up receiving a ticket for obstructing traffi c. Please, come a few minutes later. Nobody needs the stress associ-ated to a problem that has such an easy solu-tion.

Cuts for Cancer came through again and is approaching its goal of $30,000 this year. Th e eighth annual event went Sunday, Feb-ruary 3, with supporters streaming through the door at the Chop Shop to get their hair cut for a good cause. Cathy Morse, founder of the event, confi rmed that so far, they have raised $25,825.11 and it

is still growing. “We will be accepting donations until February 28,” said an elated Morse. Th is year saw support from a variety of individ-uals, all who have seen their lives touched in dif-ferent ways by cancer. Walter Albrecht has participated in the event every year since its in-ception and this year raised $2,477. Zach Ber-nard saw not only his hair and moustache shorn, but also his eyebrows. For this he brought

in $1,199.50. Spencer Fournier, who sacrifi ced his trademark mullet, raised $810, as did Justin Gillis. Members of the Drumheller Titans and the Drumheller Dragons were at the Chop Shop on Sunday to show sup-port and raise funds. Th is year staff at WHIFS, in support of a former colleague, took donations at the res-taurant and also con-tributed their tips from Sunday and raised an additional $925.

Many more went un-der the razor for the cause. Th e funds this year are going to the Drumheller Area Health Foundation to help top up a fund that supports patients and their fami-lies as they undergo treatment at the Drum-heller Cancer Centre. Morse says there are three more individu-als who are collecting pledges and will see their hair shorn later this month.

In a world where con-necting can be done in the blink of an eye, it can also serve to pull people further apart. Th e Family and Community Support Services (FCSS) in the Drumheller area are hoping to change that this Family Day, Mon-day, February 18, with their campaign “Dis-connect to connect.” Th e idea is for fami-lies to spend some time together during the day doing activities that do not require electricity, such as watching tele-vision or playing video games. Th ere are innumera-ble activities for a fam-ily unplugged. For ex-ample, families can go outside for a walk, go skating, or toboggan-ing. Indoors, families can play a board game, read together, or play

music. Various attractions in the area are also available. Th e Bad-lands Community Fa-cility will have an in-fl atable obstacle course throughout the day, Morrin and Delia Are-nas will have free pub-lic skating from 1 to 4 p.m., the Drumheller Arena will have free public skating from 1:45 p.m. to 3:30 p.m., the Aquaplex is hav-ing a toonie swim from 1:30 to 4 p.m., and the Royal Tyrrell Museum will have free admis-sion. Unplugging from technology has its ben-efi ts. Research sug-gests 73 per cent of kids would rather play with their parents than watch TV or use the internet. Teens having more than three fam-ily dinners per week are more likely to get better grades. Resi-dents in connected

neighbourhoods have a greater quality of life. Lastly, three fac-tors for healthy physi-cal and psychological child development are movement, touch, and connection to other humans. Residents who un-

plug are asked to head to the Family and Community Sup-port Services Website, which is linked from www.drumhellermail.com, to log your hours and share your story of what your family did while unplugged.

After a thrilling Wednesday night game, the Drumheller Minor Hockey Midget Raptors are heading to provincials at the end of March. Th e 6-1 win over the Kneehill Chiefs so-lidifi ed a spot for the Raptors in Coaldale to battle for the title of provincial champions in the Midget C divi-sion. Th e battle for zones began on February 7 in Th ree Hills. Th e Chiefs took the game 2-1. To advance to provincials, the Rap-tors would have to win

on Wednesday by at least two goals, as pro-vincial playdowns are decided by who can score the most goals in two games. Th e Raptors, un-daunted, brought their best game. Right from the get go, they were in control and rap-idly gained the lead. Th ey also had some solid goaltending from Chase Kostelecky and later Liam Hilchey. “It’s a pretty awe-some feeling. Th e boys played hard and worked hard all night. Th e fi rst two periods we took it to them and everyone chipped in,” said head coach Tom

Fournier. Th is will be the Midget Raptors sec-ond berth at provin-cials in as many years. “Some of these kids were there last year and for others, this will be their fi rst time. It’s an awesome ex-perience being there. Let’s hope we can carry things on to pro-vincials and league championships,” said Fournier. Provincials will be held from March 21 to 24 in Coaldale. Until then, the Raptors have a busy league sched-ule. Th ey are currently in a fi ve way tie for fi rst in their league.

With only three weeks left in the AJHL regular season, the Dragons are ensuring they will have a good position for this season’s playoff s. Over the past week, the Dragons have put to-gether a couple wins. On Wednesday, Feb-ruary 6, the Dragons travelled to Canmore to face the Eagles in their nest. Recently, the Eagles had been gaining on the Dragons in the stand-ings. Th e Dragons clipped the wings of the Eagles with a decisive 5-0 vic-tory. Th e Dragons were in control from the fi rst puck drop. Cavin Leth got the Dragons on the scoreboard four min-utes into the fi rst period. However, it wasn’t until the second period when the Dragons put the game out of reach. Bry-ton Mills scored back-to-back in the fi rst fi ve and a half minutes of the second. Mitchell Cook followed up with anoth-er goal before the period was out. In the last minute

and a half, Ryan Bloom racked the Dragons fi fth goal while on the power play. Th roughout the game, Dragons goalie Adam Beukeboom was a brick wall in net and earned his second shut-out of the season. Th e Dragons then had several days off . On Saturday, they re-turned home to face the Grande Prairie Storm. Th e game was close, but the Dragons weathered the Storm, winning by a close 3-2 in a shootout. Late in the fi rst, Mitchell Gartner gave the Dragons a 1-0 lead. It proved to be short-lived. Th e Storm struck fast in the fi rst 13 seconds of the second period and tied the game at one apiece. Th e two teams were deadlocked until the last fi ve minutes of the third when the Storm took a 2-1 lead. Th e Dragons fought hard and even-tually cracked the solid Storm defence and tied the game up with just over two minutes to go. Th e game then went into a scoreless overtime period and then a shoot-out.

Both goalies were solid in net. Each team’s fi rst three shooters went scoreless. Brett Printz, the fourth shooter for the Storm, couldn’t get the puck by Beukeboom. Th e Dragons then sent out team points leader Ryan Bloom, who stuff ed the puck into the back of the net for another Dragons victory. Th e Dragons were giv-en little time to rest and had to face a well-rested Calgary Mustangs team the following afternoon. Th e Mustangs previ-ous game was the prior Tuesday. Th e Dragons managed to keep up the pressure in the off ensive zone, shooting 42 shots to the Mustangs 27, but suf-fered defensive break-downs in their own end. In addition, the Dragons power play fi zzled, going scoreless in eight oppor-tunities. Th e fi rst two periods saw the two teams trad-ing goals. Tyler Kerner scored twice in the fi rst and Stepehen Doane gave the Dragons their third goal in the second. By the second inter-mission the game was locked in a 3-3 tie.

Th e Mustangs came out in the third swinging and took a 4-3 lead 29 seconds in. Dakota Za-harichuk tied the game up just over four min-utes later. Th e two battled back and forth, with the Drag-ons pouring shot after

shot at the Mustangs’ net to no avail. With three minutes left in the game, the Mustangs took a 5-4 lead from which the Dragons could not re-cover. It’s a busy few days coming up for the Drag-ons, who head to Cam-

rose tomorrow to face the Kodiaks. Th e fol-lowing night they are back in Drumheller for a rematch against the Eagles. On Sunday, they travel to Calgary to face the Canucks.
