Technical Activities:
The Section had its annual technical field trip in July, 2013. This year’s trip included a visit to the New
Mexico Department of Transportation’s Traffic Management Center (TMC). The event started with an
introductory presentation by Charles Remkes discussing the history of the TMC, what is does, and
where it is going. The group then had an opportunity to tour the NMDOT’s command center and view
the many incident management cameras throughout the state.
Legislative Activities:
The legislative committee is responsible for following transportation-related policy within the state of
New Mexico and then reports these goings on to the Section. Our Peristaltic Chair is Steve Eagan and
he logged the following reports throughout the year:
ITE International Legislative Issues
In January International ITE President Hibbett Neel Jr. announced three new Committees, Student
Chapters Committee, Young Transportations Professionals Committee, and the Advocacy Committee.
But he also abolished the Policy and Legislative Committee, to which I had been appointed for the last 2
and half years.
The Advocacy Committee will not be concerned about proposed policy changes to be considered by ITE
but will be a special group of members who will provide public reaction tasks before decision makers
regarding ITE’s wishes pertaining to forthcoming legislation. The Advocacy Committee will issue
Legislation Alerts to section Legislative Chairs about forthcoming legislation about which each section
member should be notified.
Federal Legislation
MAP-21 Reauthorization or Replacement
US House and US Senate both having hearings on whether or not to pass legislation to extend or replace
our current federal Surface Transportation (highways and transit) Act, MAP-21 that expires September
30.
Highway Trust Fund
It is forecast to go broke by August or September. House and Senate hearings and general discussions
underway about alternatives to raise more funding for highways and transit.
Raise the fuel tax rate by some number of cents per gallon
Change fuel taxes to a distance based (VMT) tax instead of pennies per gallon of fuel tax
Use General Fund Revenue from Federal Income Tax Reform Legislation

New Mexico Legislation
A variety of transportation bills considered germane to the Governor’s executive Message have been
introduced as well as a variety of finance related legislation that is allowed for this ongoing 30-day
Session that ends on February 20.

In addition several capital outlay bills have been introduced to propose to fund a variety of
transportation related facilities ( roadways and transit) using revenue from severance tax bonds and
some bills have proposed to directly fund certain roadway capital projects.
Social Activities:
ITE hosts an annual Social at the Pyramid Hotel after the first day of the UNM Paving Conference. The
event was well attended. The Social is intended for networking, developing corporate sponsors and
funding the student chapter.
Student Chapter Activities:
In May, the University of New Mexico students conducted VISSIM Traffic Modeling projects for their
undergraduate Traffic Engineering class with Dr. Zhang. The students coordinated with local ITE
professionals to understand the modeling software and how to come up with a cohesive analysis for the
project competition. The winners of the competition gave presentations at the ITE Monthly Luncheon.

First place award of $200 went to the NM 217 at NM 333 team and Second place award of $100 went to
the Alameda at Balloon Fiesta team.
After an absence of a couple of years, the Student Chapter has once again been recruiting membership
and having meetings in which local professional ITE members have given some technical. Dr. Zhang
(Student Chapter Chair) has put much effort to get the student chapter off the ground and 2014 looks to
have even more involvement with a newly elected student executive committee.
The New Mexico ITE Chapter also decided to fund three students to attend the 2013 Phoenix Western
District Annual Meeting. All lodging and travel expenses were provided for the students. They all had
a great experience and even helped NMITE bring home the Traffic Bowl!
Scholarship Activities:
The Scholarship Committee met in December and chose Thaddeus Yazzey (current student chapter
president), undergraduate at the University of New Mexico, as the recipient of the 2013 Jerome W. Hall
Scholarship of $1000. The scholarship was awarded at the luncheon at the UNM Paving and
Transportation Conference by David Wilson, Scholarship Committee Chair. Applicants wrote a 1- to 2-
page essay on one of the following topics: • What would I like to do in my job as a transportation professional? • How could I benefit society as a transportation professional?
• What might my role in the future be as a transportation professional?

Purpose/Description: “Is the Current MUTCD Better Than the 1961 Edition?” “The 1961 MUTCD had six chapters, including a very short one on Signing for Civil Defense; it had 333
pages in a 6” by 9” format. The current MUTCD consists of nine chapters, two appendices, cover material,
and a section on retro reflectivity; the document now has 868 pages in an 8.5” by 11” format. Adjusting for
margin size, the 2009 MUTCD has over 5 times as much verbiage as the 1961 edition, but is it actually any
better? This presentation discusses the features of the 1961 edition, the evolution to the 1971 edition
overseen by FHWA, and the transition to the current edition, considering the commonalities and the
differences among the versions. It discusses the role of wording, standardization, and engineering
judgment regarding device usage, and the engineer’s role in enhancing motorists’ understanding of traffic

Other News:
2016 Western District Planning As mentioned in the previous annual report. Albuquerque had been
chosen to host the 2016 Western District Annual Meeting.
General Co-Chairs Jim Barrera and Paul Barricklow have been in
the process of getting arrangements together. Both Co-Chairs
attended the 2013 Phoenix meeting in order to speak with planners
of that meeting. They can confirm that the Hotel Albuquerque Old
Town will serve as our conference hotel. Additionally, they are
excited to share that the Explora Science Center and Children’s
Museum will serve as our locale for the Family Night and Dinner.
There will be loads of science activities for both young and old alike.
The committee will continue to meet monthly throughout 2014 to
discuss preparations for this exciting opportunity for NMITE!
