Last year, CCARPH’s initial engagements with the Government Local Disaster Risk Reduction and Management Council of Iloilo City identified water (drought and flooding) and water governance as the key subject explored in the session. These engagements, such as inception meetings and coordination meetings, inform recent El Niño response of Iloilo City. As a result, this workshop gave emphasis on addressing water governance and insecurity for resilience. The meeting identified resilience issues relevant to the City and re-examined global, national, and local mandates, that will help local officials introduce and explain the imperative of a resilience agenda to the incoming local administration. This was made possible through the use of resilience scorecards and the Climate and Disaster Risk Assessment (CDRA) Tool of Manila Observatory. Furthermore, the gathering brought together stakeholders to establish a more coherent and mutually-enriching productive engagement of CCARPH-NRC- MO-UPV on resilience with the Iloilo City Government and its stakeholders. Various data needs for the Manila Observatory’s CDRA Tool were also raised as part of the discussion. The event was attended by various public and private partners of the Iloilo City Resilience Team such as the City Engineer’s Office, Department of Education in Iloilo, Philippine Call Center Institute Iloilo, Information Services Office, and the City Environment and Natural Resources Office, among others.

    Pasig City’s Mayor Vico Sotto visits the CCARPH Sagip exhibit

    PASIG CITY – On June 14, 2019, CCARPH welcomed (then) Mayor-elect Vico Sotto to the Sagip exhibit entitled, “SAGIP: An Exhibition on Makeshift Disaster Intervention Technology.” The mayor visited the Sagip exhibit after his interview in Ateneo de Manila University’s Radyo Katipunan entitled, “ALL KAPS, ATENEO LEVEL UP” with Noel Ferrer and 2019 Ateneo Loyola Schools Valedictorian Hyacenth Bendana.

    CCARPH is coordinating with Pasig City as it is in the process of serving as the testbed for its project outputs: The Systems Thinking Tools, the City Resilience Suites of Systems Thinking Tools, and the Systems-Dynamics Lens as well as the Computable General Equilibrium (CGE) model. The incoming mayor ran a campaign focused relentlessly on issues relevant to his stakeholders.

    The CCARPH team hopes to continue their work with the Pasig City Government under his term.

    PASIG CITY - Representatives from Coastal Cities at Risk in the Philippines (CCARPH) met with Pasig City Mayor Vico Sotto and Pasig City Disaster Risk Reduction and Management head Mr. Bryant Wong last July 19, 2019. The team, consisting of representatives from the Computable General Equilibrium (CGE), the Systems Systems Dynamics / Systems Thinking (SD/ST) Tools, and the Ateneo Innovation Center (AIC) toured the Disaster Risk Reduction Management Office and were oriented about the city’s current tools and

    technologies to continue their work with the Pasig City Government under his term. The team also paid a courtesy call to Hon. Sotto once the tour was concluded. Through this, CCARPH hopes to work with Pasig. City representatives to craft a science-informed, gender-sensitive and socially inclusive resilience plan for the City that will be the model for other cities in Metro Manila and the country. CCARPH and Pasig City are in the process of crafting a Partnership Agreement for the sharing of technologies and the collection of data. The meeting is a follow-up of Mr. Bryant Wong’s visit to the CCARPH project and SAGIP exhibit last July 11, 2019 where he assessed the makeshift technologies that may be shared with Pasig City.

    Naga City Mayor Legacion signed Partnership

    Agreement with CCARPH NAGA CITY – Last July 16, 2019, the Coastal Cities at Risk in the Philippines (CCARPH) signed a Partnership Agreement with newly-elected Mayor Nelson S. Legacion of Naga City. He also delegated Mr. Renne Gumba, Executive Officer of Naga City Resilience Council as the key person for this partnership. During the signing, Mayor Legacion reiterated on his priority for disaster risk reduction towards a resilient Naga City. Present in the meeting are Dr. Emma Porio

    (Project Leader of CCARPH), Ms. Ma. Antonia Yulo Loyzaga (President of National Resilience Council/NRC), Ms. Malu Erni (Executive Director of NRC), and Drs. Celine Vicente and Laurice Jamero (Manila Observatory). Representatives from the Naga City Local Government consist of Mayor Nelson Legacion, Mr. Renne Gumba, and Ms. Joy San Carlos (Naga City Resilience Council), Mr. Wilfredo Prilles (City Planning and Development Office), and Mr. Alec Francis Santos (City Tourism Office). The multi-stakeholder partnership between Naga City Local Government, CCARPH, Ateneo de Manila University, Ateneo de Naga University, National Resilience Council and Manila Observatory is geared towards creating a science-informed, socially inclusive resilient plan for the city.

    5G Systems for Inclusion, Resilience and Sustainability as hosted by CCARPH

    QUEZON CITY - The academic and private sector came together for the “5G Systems for Inclusion, Resilience and Sustainability” Memorandum of Understanding (MOU) Signing between the Ateneo de Manila University and PLDT-SMART. This MOU signing signaled the launching of the First University Campus 5G Testbed in the Philippines.

    Fr. Jose T. Villarin, S.J., President of the Ateneo de Manila University and Coastal Cities at Risk in the Philippines (CCARPH) Project Holder, and Manny V. Pangilinan, the CEO of SMART- PLDT, led the signing of the MOU. Fr. Nemesio Que, S.J. (Ateneo Vice President for Administration) and Dr. Maria Luz Vilches (Loyola Schools Vice President) were witnesses of the signing along with their counterparts from SMART-PLDT, Mr. Eric R. Alberto (Chief Finance Officer) and Mr. Jovy Hernandez (Senior Vice President).

    The signing was held last April 25, 3:30 pm to 4:30 pm at the third floor of the Eduardo Aboitiz Sandbox Zone in the Arete Hub of the Ateneo de Manila University. The event was hosted by the Department of Electronics, Computer, and Communications Engineering (ECCE), Coastal Cities at Risk in the Philippines (CCARPH), the Ateneo Innovation Center (AIC), and the Arete

    Creativity and Innovation Hub.

    5G Communications Systems and applications are set to launch globally throughout this year. PLDT-Smart and NOKIA are cooperating with the Ateneo de Manila University community and its network of partners to develop 5G use cases and business models that focus on the human and social aspects of this advanced communications technology platform.

    During the signing event, Nokia, SMART and Ateneo exhibited and demonstrated use cases for remote education, sustainable agriculture and air quality monitoring, remote health care and water provisioning, resilient communications, and other applications. These demonstrations showed a context for technology adoption and use that challenge current advanced systems platforms. Through this, 5G Communications leveraged its strengths to create solutions that promote inclusion, enhance the resilience of communities to disasters and to encourage sustainable development practices. The collaborative NOKIA and PLDT-SMART exhibit ran from April 25 (Thursday) to 26 (Friday), 8:00 am to 5:00 pm at the Aboitiz Sandbox Zone.

    CCARPH Participation in the Megacities at Risk in

    the Philippines Conference

    MAKATI CITY - Metro Manila is one megacity which serves as the economic capital of the country, yet is exposed to multiple risks and resides along various active fault lines. In this context, the event “Megacities at Risk in the Philippines” was created. Last April 25, 2019, the conference entitled, “Megacities at Risk: Engineering Resilience to Seismic Hazards” held its conference at the Manila Polo Club. The Coastal Cities at Risk in the Philippines (CCARPH) and the Ateneo Innovation Center (AIC) were the representatives of the Ateneo de Manila University for this event. The “Megacities at Risk” conference and workshop was hosted by the Carlos P. Romulo Foundation and the National Resilience Council (NRC). It is co-chaired by Mr. Hans Sy (SM Prime Holdings) and Secretary Delfin Lorenzana (Department of National Defense) and with the cooperation of the Department of Science and Technology (DOST), Department of Interior and

    Local Government (DILG), the National Economic and Development Authority (NEDA), and the Department of Foreign Affairs (DFA). Experts from Metro Manila, Tokyo Metropolitan area, Taipei and San Francisco were present to share their knowledge and experience on this topic. Members of local business organizations, foreign chambers, regional organizations (APEC Business Advisory Council, US-ASEAN Business Council, ASEAN Business Advisory Council), multilateral organizations (World Bank, Asian Development Bank, United Nations Office for Disaster Risk Reduction), civil society organizations, and the academe (Ateneo de Manila University, University of the Philippines) were also invited to attend.

    CCARPH and City Government of Valenzuela Meeting

    VALENZUELA CITY - Last April 30, 2019, the Coastal Cities at Risk in the Philippines (CCARPH) team met with the City Government of Valenzuela officials to discuss the next steps of the CCARPH-Valenzuela City Partnership. Dr. Emma Porio, CCARPH Project Leader and Work Package 1.2 Team Leader, presented CCARPH’s initiatives for Work Packages 1.2 and 2. Dr. Porio’s team is working on understanding exposures and contextual vulnerability and capacity of multiple stakeholders under Work Package 1.2. Likewise, Work Package 2 aims at developing methodologies and tools for climate and disaster resilience.

    Dr. Ramon Clarete, CCARPH Work Package 2.2 Team Leader and Dean of the School of Economics of the University of the Philippines (UPSE), shared the Computable General Equilibrium (CGE) Model which can be used in generating knowledge on the possible impacts of extreme nature-based shocks. Under Work Package 2.2, Dr. Clarete’s team is working on developing a Geographic Information System (GIS) Mapping and geo-spatial datasets on informality, infrastructure and environmental themes. Lastly, Dr. Kendra Gotangco Gonzales, Work Package 2.1 Team Leader and Chair of the Department of Environmental Science in the Ateneo de Manila University, discussed the City Resilience Suite (CRS) of Systems Thinking Tools. With Work Package 2.1, Dr. Gotangco Gonzales’ team is working on how the CRS can inform risk assessment tools such as the Climate and Disaster Risk Assessment (CDRA) used by local government units in climate change and disaster risk reduction planning. Other points for discussion were possible test sites for the various models presented during this meeting, as well as the next steps between CCARPH and the City Government of Valenzuela Representatives from the Valenzuela City Government who were present during the meeting were Ms. Elenita Reyes (Head of Housing and Resettlement Office), Ms. Dorothy G. Evangelista (Officer-in-Charge of the City Social Welfare and Development Office), Dr. Jaime M. Exconde (Officer-in-Charge of the City Health Office), Dr. Arnaldo F. Antonio (Head of the City Disaster Risk Reduction and Management Office), Mr. Rene Antonio I. Padolina (City Planning and Development Office), Ms. Jessabel Reyes (City Social Welfare and Development Office), and Ms. Rachel Anne M. Mallarpis (City Environment and Natural Resources Office). CCARPH team members who were in the meeting include Ms. Jean Jardeleza (Work Package 2.1), and Ms. Leal Rodriguez (Project Manager).

    Presentation of CCARPH during the Global Platform for

    Disaster Risk Reduction 2019 GENEVA, SWITZERLAND - Dr. Emma Porio, Project Leader of the Coastal Cities at Risk in the Philippines (CCARPH), successfully shared her research on the value of addressing vulnerability reduction in resilience work last May 13, 2019. This was presented at the side event entitled, “Towards a Better Resilience Dividend: Challenging Parameters of Current Approaches to Vulnerability Reduction to Avert Loss and Damage” during the Global Platform for Disaster Risk Reduction 2019 of the United Nations Office for Disaster Risk Reduction (UNDRR). Alongside Dr. Porio, practitioners from ACT Alliance member organizations and winners & runners-up of the ACT Alliance Resilience Award 2019, shared their best practices from the field on addressing vulnerabilities in their multiple dimensions. Ms. Amie Dian Utami of the Yakkum Emergency Unit in Indonesia, gave a presentation entitled, “Empowering Grassroots Women to Build Community Resilience”. Mr. Ghanashyam Bivas

    Neupane of the Integrated Self-help Association for Rural Development in Nepal, also talked about his country’s best practices on resilience with a presentation entitled, “Best Practice from Nepal: Gearing Towards Resilience and Self-reliance”.

    This event’s aim was for the participants to have a better understanding of the dimensions, elements,

    and extent of multi- dimensional vulnerabilities related to disaster risks. It also envisioned to identify

    specific courses of actions that address these

    vulnerabilities, specifically those that can be articulated

    as social protection measures. After this event, the

    participants had a guided reflection on the panel

    discussion and proposed actions to take to enhance the

    resilience dividend for vulnerable communities.

    This side-event was hosted by the Ateneo de Manila

    University and Manila Observatory, alongside ACT

    Alliance. It was held in the Ecumenical Center in

    Geneva, Switzerland.

    CCARPH and National Resilience

    Council Forge Partnership with the City Government of

    Muntinlupa on Science-Informed

    Resilience Planning

    MUNTINLUPA CITY – The Coastal Cities at Risk in the Philippines (CCARPH), National Resilience Council (NRC), and Zuellig Family Foundation met with Muntinlupa City Mayor Jaime Fresnedi and his team to discuss a multi-stakeholder partnership towards a science-informed resilience planning last June 19, 2019.

    Also present were Dr. Emma Porio (Project Lead, CCARPH), Ms. Antonia Yulo-Loyzaga (President, NRC), Ms. Marilou Erni (Executive Director, NRC), Mr. Alexander Pama (Former Undersecretary, Office of Civil Defense), Mr. Sly Barrameda (Municipal Local Government Operations Officer, Muntinlupa), Mr. Erwin Alfonso (Disaster Risk Reduction Management Office, Muntinlupa), and Mr. Noel Cadorna (City Planning and Development Office, Muntinlupa).

    Mayor Fresnedi agreed to pilot the Barangay Resilience Scorecard in the barangays of the City of Muntinlupa.

    Valenzuela City: Engendering a Resilient System in the Local Government Unit

    VALENZUELA CITY - Valenzuela is an example of a local government unit that has exemplified the ideals of the Coastal Cities at Risk in the Philippines (CCARPH) project of the Ateneo. Ms. Shaila Safaee Chalkasra (Research Awardee, IDRC-Canada), the CCARPH team, and Valenzuela City Disaster Risk Reduction and Management Office (VCDRRMO) went around to see the initiatives spearheaded by the collaboration of the local government and its partners, as well as the resiliency programs and engagement of

    Valenzuela citizens. VCDRRMO presented to the CCARPH Team the city’s programs on resiliency, such as in Disiplina Village, the Pamantasang Lungsod ng Valenzuela, and in the Valenzuela City Hall. CCARPH is grateful to the Valenzuelaños for the success of the visit, particularly to Valenzuela City Mayor Rex Gatchailan, Mrs. Dorothy G. Evangelista, Ms. Michelle Abela-Mabuti, Officer Cristobal (VCDRRMO), Ms. Marites Brillo, Ms. Lisa Labsan, and Ms. Ahngelie Igual (Barangay. Bignay Center), and Mr. Romulo T. Romo (National Service Training Program-National Service Reserve Corps/NSTP-NSRC Director of the Pamantasang Lungsod ng Valenzuela).

    Other CCARPH-Hosted Events The CCARPH team welcomed Prof. Jesse Anttila-Hughes of the University of San Francisco in Areté for a lecture session on post-disaster economic and health effects of typhoons in the Philippines. The lecture is based on a study he conducted with Dr. Solomon Hsiang last June 13, 2019.
