Hanami is the Japanese custom of enjoying the beauty of flowers – usually cherry blossoms (sakura). From the end of March to early May, sakura bloom all over Japan. The blossom forecast is announced each year by the weather bureau and is watched carefully by those planning celebrations. Otago organiser Haruko Stuart (of the Japanese Programme in the Department of Languages and Cultures) says the University event was held to celebrate the arrival of Spring and allow staff and students to experience one of Japan’s most popular cultural events.

Otago will raise the cap on international student enrolments to 15 percent from next year.
The change, which was announced this week, takes the number of international students the University is able to accept up an additional three percent from the current 12 percent.
Professor Sarah Todd, Pro Vice-Chancellor (International), says increasing the cap to 15 percent will provide scope for more than 500 extra international students to come to the University to study. Professor Todd adds that New Zealand is rated among the best in the world for delivering a quality experience to international students, and Otago leads on many of the indicators.
With this established record in mind, the University will continue its focus on quality and balance when lifting international enrolments, Professor Todd says.
“We are fully committed to the new 15 percent cap, and at the same time we are also aware of the need to deliver a quality education and lifestyle to every overseas student who comes to Otago and Dunedin. Each student must feel welcomed and valued.”
The requirement Otago has in place stipulating that no more than 25 percent of students come from any one country remains.
“It is important that the cohort of international students is diverse. Otago currently has over 100 different countries represented over a range of different subject areas, both at undergraduate and postgraduate level.
“We value the diversity our current system offers because it is important that our domestic students learn more about the wider world from international students. The vibrancy international students add to both the University and the wider Dunedin community cannot be underestimated.”
The 12 percent cap came into force for 2003, and replaced a previous cap of 10 percent. Otago’s international roll has more than doubled, from 1235 students in 2001, to 2798 students last year. Currently, Otago has the third highest percentage of international students of New Zealand universities.
Professor Todd says it is difficult to predict the future rate and speed of growth Otago could expect in its international enrolments under the new 15 percent cap.
However, planning is already underway for a number of initiatives, including new postgraduate qualifications that are expected to prove attractive to international students.

Interest Only students welcomed backThe University is re-opening its courses to Interest Only students after a two-year suspension of this policy, effective from 2013.
Deputy Vice-Chancellor (Academic and International) Professor Vernon Squire says the ability for people to attend courses in an Interest Only capacity, without sitting exams or undergoing formal assessment, was suspended from 2011 as a result of upwards pressure on enrolments across the University.
However, the University had revisited the decision as a result of easing pressure on enrolments this year.
“Offering Interest Only in papers maintains and extends the community service and engagement aspects of activities – allowing the University to engage positively with its wider community,” he says.
“However, if enrolments in any particular course are at cut-off levels, preference will still
be given to students who need the paper for credit in their course.”
The first courses to be open to Interest Only students are those of Summer School.
Summer School and Continuing Education Director Dr Elaine Webster says taking courses this way is a great way for people to explore
their areas of interest.
She says the papers that tend to be popular with Interest Only students include practical botany, a physics paper which looks at the sun-earth system, and English, theology and education papers.
Interest Only students are required to pay standard tuition fees, but are exempt from paying student services fees, and count as non-funded domestic EFTS.

Departments That Cannot Close:Heads of Departments should seek formal approval from their Divisional Head, or the Dean of the School in the Division of Health Sciences, should it not be possible to close their Departments, or parts of their Departments, during this time due to essential work requirements. Consequently, when staff are required to work during the Christmas/New Year break, the general University closure at this time will clearly not apply to them.
*REGALIA LOAN SCHEME FOR STAFFThe University has a loan scheme to enable staff to purchase academic regalia.
The purpose of the scheme is to encourage and enable staff to participate in University ceremonial occasions.

An open question session will also be included where questions relating to reports can be asked.
Prerequisites – Users must have attended Finance One Enquiry and Reporting Overview, and had at least three months’ Finance One Enquiry Only experience.

Exploring the potential of Finance One for Administrators. This is a hands-on course where staff will build on their existing Finance One Administrator role knowledge and learn how to perform more advanced searching techniques and customising Finance One to enhance user functionality. The training will be performed on the Training environment using training logins.
Prerequisites: Users must have attended training module: Finance One Administrators’ Overview, and have at least three months’ practical Finance One Administrator experience.

This module highlights taxation issues relating to departmental activity incorporating GST (Goods and Services Tax) and FBT (Fringe Benefit Tax). There will be discussion on when GST should be added to invoices and instances where GST should not be charged. In the middle years of the 17th Century, Oxford was torn by the Civil War. At the same time it saw a remarkable flowering of interest in natural philosophy with research into anatomy and physiology by a group including Thomas Willis, Robert Boyle and Richard Lower. This presentation examines the achievements of this group, in the setting of medical practice of the period. This is a public lecture. All interested are welcome.

The 3rd Annual Interdisciplinary Doctoral Students SymposiumThu 22 Nov
The Pakistani Students Association (PSA) at Massey University, Turitea Campus, Palmerston North, would like to invite all PhD students at Massey University and other universities in New Zealand to participate in the 3rd Annual Interdisciplinary Doctoral Student Symposium.
The symposium will include both oral and poster presentations. Participants are invited to submit an abstract of 250-300 words before Fri 28 Sep for both. Oral presentations will be in four sessions, broadly categorized as:
I. Agricultural and Natural Sciences II. Biological and Health Sciences III. Social Sciences, Business Studies and
Humanities IV. Computer Sciences and Engineering
Each session is proposed to include six presentations (10 minutes each), based upon the accepted abstracts in each category.
There will be two prizes in each category for the above sessions. There will be one prize for the winner, and one for the people’s choice. In addition, two prizes for the best posters will also be awarded. A panel of judges from Massey University faculty will decide the prizes in each category. The successful candidate(s) will undertake a PhD focussing on suicide prevention. This will stem from one of the Unit’s core research projects, the Multi-level Intervention for Suicide Prevention, New Zealand (MISP NZ). This project has been funded by the Ministry of Health to develop, deliver and evaluate community level interventions in eight DHB regions to help reduce rates of suicidal behaviours.
We are seeking high-quality research proposals from candidates to further investigate specific research topics which have emerged from the MISP study. These include: examining the long-term impact and sustainability of the interventions in the DHB regions, and the influence of media on suicide behaviours. Other relevant topics may be considered at the discretion of the SoPop Director.

PhD Opportunities in BODE3: epidemiology, health economics and/or modellingWe are currently looking for high-quality PhD candidates to join our innovative and exciting research team. The PhD would occur within the Burden of Disease Epidemiology, Equity and Cost Effectiveness (BODE3) Programme (uow.otago.ac.nz/BODE3-info.html) which
is determining the cost-effectiveness of preventive (e.g. cardiovascular disease) and cancer control (prevention to treatment to palliation) interventions. We are currently evaluating the health and disease impact, and cost effectiveness, of multiple cancer control and preventive interventions.
