PLAY FAIR CODE EXECUTIVE COMMITTEEAt the 4th General Meeting of Play Fair Code held on 7 May 2015 the entire Executive Board and both auditors of Play Fair Code were unanimously re-elected for another term in office. This will last 3 years, until 6 May 2018.

AXEL BAMMER NEW EXECUTIVE COMMIT-TEE MEMBERAxel Bammer, Chief Operating Officer of the Erste Bank Ice Hockey League, was appointed as a new Executive Commit-tee Member at the 14th Executive Com-mittee Meeting of Play Fair Code. He will support the team as a Financial Officer of Play Fair Code in the future.

First round of education and training successfully completed at EBEL clubs

In an education module specially tailored to the needs of ice hockey, the top teams in the Erste Bank Ice Hockey League were alerted to the issues of betting fraud and

match-fixing using specific case studies, and the awareness of the question of integrity in

sport raised amongst the players.

UEFA MEETS PLAY FAIR CODEAs Austrian national youth teams successful-ly made it through the qualifi cation rounds of various UEFA competitions, the national teams of Austria, Albania, Ukraine, Scotland, Italy, Cro-atia, Denmark, Sweden and Norway were also given education courses on the issue of match-fi xing. Play Fair Code was supported by Thomas Hollerer, the Austrian Football League’s Integri-ty Offi cer and Director of Law & Administration.

Play Fair Code CEO Severin Moritzer: “We are happy to have had the chance to work with the Austrian Football League and UEFA once again in this training and education events, and to contribute to raise awareness amongst young athletes of the importance of credibility and integrity in sports.”

Summary of training in the Austrian regional league

From June 2015 onwards, Play Fair Code and its training programme toured Austria’s three regional football leagues, which are home to 48 clubs.

Having already run several highly successful training courses and events for professional footballers in Austria’s national league, Play Fair Code deliberately chose this year to focus its all-important awareness-raising on players in these lower leagues, where amateur football meets the professional game, in order to target the professionals of tomorrow.

Play Fair Code employee Klaus Aumayr: “The feedback we received from play-ers, coaches and club offi cials was extremely positive. Everybody took part in the training attentively, and there was real interest. The players and coaches then entered into a wide range of discussions and spoke up personally, contri-buting to the awareness-building further still.”

Compelling details of the background to the Austrian Football League match-fi xing case in 2013 are now being presented as part of in-depth talks with for-mer player Dominique Taboga, who was banned for life in the case. Taboga communicates his thoughts to players attending Play Fair Code training courses in a short video clip.

GUEST OF THE NATIONAL TEAMIn another key part of the training module, top Austrian footballers playing in leagues across Europe were provided with education and information about match-fi xing and betting fraud. As well as looking at the regulations in Austria itself, the players also attended talks on how the issues are dealt with in Germany, England, Switzerland, Italy and Ukraine.

The manager of the Austrian national team, Marcel Koller, said: „We need football to be clean and credible. Therefore training measures of this sort should be welcomed.“

Play Fair Code again expert partner on Erasmus+ project

In addition to its successful Erasmus+ partnership with the European Rookie Cup (www.rookiecup.eu), the Play Fair Code was chosen to actively participate in a project financed by the Erasmus+ fund, in an expert partner role.

The ‘Fix the Fixing’ project is organised by a pool of high-level experts from the world of integrity in sport, first and foremost from the project managing institu-tion Aristotle University Thessaloniki, as well as representatives of the University of Limerick, Queen’s University Belfast, the Institut de Relations Internationales et Stratégiques (IRIS), Sorbonne University and the International Council for Coaching Excellence, as well as the Play Fair Code.

EUROPEAN ROOKIE CUPSecond Consortium Meeting of European Rookie Cup

The Second Consortium Meeting of the European Rookie Cup was held in Sarajevo (BIH) from 7 to 9 October 2015.

Managed by the Erste Bank Ice Hockey League (EBEL), Play Fair Code is a partner of the Erasmus + funded EU project, the ‘Euro-pean Rookie Cup’. This project revolves around a three-year-long international tournament series with initiatives in areas such as ra-cism and discrimination, anti-doping and betting fraud and match-fixing. As part of the series of events, Play Fair Code, which has partnered the project since its inception, raises awareness of the issue of match-fixing amongst up-and-coming young players from nine different countries.

In a review of the European Rookie Cup 2015, last year’s tourna-ment, the results of a survey of the athletes, the budget and the impressions of the respective project partners were all analysed, and any optimisations that might be appropriate for the next tour-nament series were discussed and decided upon.

PLAY THE GAMEPlay Fair Code takes part in Play the Game Conference in Aarhus

The ninth Play the Game Conference, which was themed ‘global sport: reform or revolution’, was held in the Danish city of Aarhus in October. In addition to 350 journalists, academics and sports officials, Play Fair Code was invited to the event to give an expert presentation.

Numerous international stakeholders from the world of sport were present at the Play the Game Conference 2015 to develop and present optimised strategies for countering the challenges being faced in sport today, such as match-fixing, doping, corruption, racism and exploitation.

EU EXPERT GROUP MATCH-FIXING The EU Work Plan for Sport 2014 – 2017 provides a forum for an expert group to exchange best practice methods for combating match-fixing and betting fraud. This requires a cooperative and harmonised procedure between Member States and the European Commission in order to counter the global and cross-border threat presen-ted by match-fixing and create added value for sport, the integrity of sport and the commercial and social dimension of sport. Severin Moritzer was delegated to this working group of the European Union by the Austrian Ministry of Sport.

EUROPEAN PROFESSIONAL FOOTBALL LEAGUEAt the initiative and invitation of former Austrian Football League Chief Executive and current General Secretary of the European Professional Football League Georg Pangl, Play Fair Code was given an opportunity to present its content, strategies and excerpts from the Play Fair Code training programme to representatives of the top European leagues, in-cluding the English Premier League, Germany’s Bundesliga, Italy’s Serie A and Spain’s LFP, as well as UEFA, the ECA (European Club Associati-on), FIFPro and the European Commission. The presentation was made as part of the EPFL General Assembly held in March in Barcelona.

Georg Pangl, who during his time in office as the Chief Executive of the Austrian League was a founding member and active supporter of Play Fair Code, said the following: “From an Austrian viewpoint, we can be proud that Play Fair Code is playing a leading role in this field, which is of such importance for sport in general and football in particular. From the perspective of the EPFL, it’s clear that the presentation of Play Fair Code was highly professional in terms of quality and quite certainly an important and informative input for all the league representatives and stakeholders.”

DSWV BERLINA broad front against match-fixing was formed at an industry event of the German Sports Betting Association (DSWV), in the autumn of 2015. In his opening speech, Ole Schröder, Parlia-mentary State Secretary to the German Interior Ministry, expli-citly highlighted Play Fair Code as a model for best practice in the field. Play Fair Code President Günter Kaltenbrunner took part in a discussion between top experts.

The fight against global criminality in betting is being stepped up by the IOC. The latest achievement of the International Olympic Com-mittee is to set up a Compliance Hotline. The web platform (www.olympic.org) is open to athletes, coaches, referees and insiders who have concrete grounds for suspicion.

Austrian Olympic Committee (NOC) President Karl Stoss emphasised this: “This is a question of protecting the clean athlete and fair sport. Above and beyond this, however, it’s about credibility.”

ALLIANZ AGAINST CRIMINALITY IN BETTING

A range of measures and recommendations have been adopted in areas such as athlete information and training, educational work and future legislation, in addition to the Compliance Hotline. Stronger protection against any kind of match-fixing is one of a total of 40 measures to be implemented by the IOC as quickly as possible as part of its ‘Agenda 2020’. Play Fair Code CEO Severin Moritzer was represented as an expert on the IOC Match Fixing Working Group.

The stage at the annual Bruno Gala provided a means of celebrating the players once more in 2015, as Play Fair Code President Günter Kaltenbrunner awarded the ‘Team of the Season’ award to the Austrian national team built around captain Christian Fuchs and Bayern Munich star David Alaba. Austrian Football League players voted for the national side by an overwhelming majority.

LAW MEETS SPORTSThe sports law platform ‘Law Meets Sports’ invited Play Fair Code to its specialist presentation and panel discussion entitled “2 Years after the Austrian case – Do We Have Match-Fixing under Control”?

Numerous experts were on hand to discuss the theme, including Austri-an Football League President Christian Ebenbauer, ministry of the Interior representative Andreas Holzer, Austrian Footballers’ Union representative Oliver Prudlo and Play Fair Code President Günter Kaltenbrunner.

The discussion concluded that the problem can never be completely elimi-nated, which also makes it all the more important to continue strengthe-ning and expanding the axes of prevention and intervention.

The 30th round of last year’s spring season of Austria’s top football league, the tipico Bundesliga, and its second league, the SKY GO Erste Liga, saw a strong commitment being made to credibility in football once again.

Acting for Austrian professional football as a whole, captains and re-ferees put their signatures to the Play Fair Code message before the beginning of the new season’s matches, an unmistakable sign of just how important credibility really is in sport.

The Play Fair Code message the players and referees sealed with their signatures was clear and simple: We are against manipulation in sport! This claim gets right to the point of the activities of the Play Fair Code association: prevention through education, training and awareness-building.

Minister of Sport Gerald Klug: “Our aim is to work together to combat betting fraud. We want to generate broad awareness of the dangers of match-fixing and make clear that sport continues to be based on fairness and integrity.”

SK Rapid captain Steffen Hofmann went on: „There is no place for match-fixing in sport – either on the pitch or on the side lines. Spea-king for all top-flight professional football players, we have to protect our profession and our passion against match-fixing and betting fraud. Therefore we fully support the activities of Play Fair Code.“

REFEREESPONSORSHIPAt the end of July, managers, captains and numerous media representatives got together for the Austrian Football League’s traditional meet-and-greet at the press conference held to mark the start of the new season.

Harald Lechner, who was named Best Referee last season, received the winner’s trophy from Play Fair Code CEO Severin Moritzer. The new referee’s jersey for the coming season was unveiled at the same time. From now on, the jersey will also feature the message “Play Fair Code – Integrity Wins”.

Gegen Manipulation. Ein weiterer Schritt im Kampf gegen Wettbetrug: Der Österreichische Buchmacherverband hat in Zusammenarbeit mit dem Sportministerium ein Gütesiegel entwickelt, das nur jene Wettanbieter erhalten, die sich mit einer schriftlichen Erklärung verpflichten, Wetten auf Anstöße, Out-Einwürfe, auf gelbe oder rote Karten sowie auf Nachwuchsbewer-be nicht anzubieten. Den ersten Empfängern (tipp3, Admiral, bet2win, CBC) wurde dieses in Anwesenheit des Präsidenten des Play Fair Codes, Günter Kaltenbrunner, sowie des Präsidenten des Buchmacherverbandes, Harald Kochmann, übergeben.

Time for moustaches! That time was the annual Movember Campaign, an initiative desig-ned to promote men’s health organised by the Erste Bank Ice Hockey League (EBEL). The message of Play Fair Code, a partner and sponsor of the EBEL, “Play Fair Code – Integrity Wins”, also featured on the referees’ kit, which was specially produced for the campaign, sending an unmissable message.
