It has been a couple busy months in the Jeffco Squadron, with various ac/vi/es, training
sessions and missions that engaged our members as we entered the Spring season. To
counterbalance the training sessionsand classes required for our emergency services, the
monthly aerospaceeduca/on (AE)presenta/onsare alwaysawelcome
changeof pace. Thiswas par/cularly true for thepresenta/on held
during our General Mee/ng of 17 February, 2011, that featured a
presenta/on onmodel rocketry. JamesRussell and Dave Tjarks, two
seriousamateurrocketeers,sharedwithus themany fascina/ngaspects
ofwhatittakestolaunchanythingfromsmallbeginnerrocketstolarge,complexmul/-stage
rockets that contain onboard computers,
telemetryandcameras.Eventhoughtheyare
not members of CAP, the speakers have
helpedCAP cadets withthebuildingofhigh-
powered complexrocketsas partof their AE
curriculum.

RocketryAssocia/on(www.tripoli.org)tonameafew.
The AE presenta/on of the General Mee/ng held on 17 March, 2011, highlighted Robert
SanceWaMD,whoeducatespilots bygivingtalks tolocal pilotgroups andthroughpublica/ons.Hehas takenonthemissionofsimplifyingthe seeminglyimpossible mazeofFAAmedicalrules
andprotocols.Dr.SanceWais aresidentofBoulder,andhasbeenanAvia/onMedicalExaminer
fornearly20years.Headministers all classes ofFAAmedicalcer/ficates andEKG's.Hehas an
interna/onal consul/ng service that assists pilots who are "grounded" for various medical
problems (heart disease, diabetes, etc.) regain their medical cer/ficates via the "special
issuance"process.Asidefromhismedical prac/ce,Dr. SanceWais alsoan11,000 hour pilot,
withtypera/ngsintheDC-10,GIV,andHawkerseries aircra . He hasextensiveinterna/onal
opera/onalexperiencealongwiththatofa general avia/onpilot. Heisinterestedin helping
anyonewhohasa desiretoflytomaintainbotha medicalcer/ficateandhealthy lifestyle. Dr.
SanceWadraws most ofhisinforma/onfrom yearsofexperien/al learning,andhe hasalso

EmergencyServices
IntheJanFebissueofAirwaves(p.4),weintroducedtheSPOT2
GPSsystemthatCaptMikeLinnhas beenevalua/ngforpoten/al
use by aircrews of the Jeffco Squadron in all mission flights.
DuringtheGeneralMee/ngof21April,2011,Mikepresentedan
overview of this SPOT Satellite GPS Messenger system that
communicateswithaGPSsatellite.ThelaWertransmitstheGPSinforma/on toa communica/on satellite that then downloads
posi/on points onto a website. This website overlays the
posi/on points on a Google map in real /me, and can be
accessedbypersonnelatthemissionbase.Itallowsfortracking
oftheplaneandaircrewinreal/me,evenincaseofpoorradio
communica/on.More informa/onaboutthis GPSsystemcanbe
foundonline(www.findmespot.com).
ThisGeneral Mee/ngendedwitha short discussiononEmergency LocatorTransmiWer (ELT)
searchesby1stLtLeonardGinther.henanaircrewis sentupfora Direc/onFindersearch,it
is importantforthecrewtotransmitinforma/ontotheIncidentCommander(IC)regardingtheal/tudeofthesearchplaneduringrecep/onofanELTsignal.At1,000
feet, andELTcanbeheardwithin30miles, whileat30,000 feet the
radiusincreasesto200miles.Therefore,theknowledgeoftheal/tude
givestheICanideaofthesearcharea. Leonardinformedus that, in
his posi/onasIC,heneedsloca/onandal/tudeoftheplanewhenan
ELT signalis captured, informa/ononfrequencies(i.e.,whetherthey
werescannedormonitored),anyinforma/onregardingdirec/ons,and
anyreasonsandcondi/onsforreturningtomissionbase. Headded
that,onceanELTis found,itshouldbeswitchedoffassoonaspossible
toavoiditfromcoveringupanotherac/veELT.Leonardalsoreminded
usthat a reportedELT signal is alwayssupposedto betreated asanemergencybecausewehaveacontractwiththeStateofColoradothat
basicallystatesthatwe(CAP)willhandlealltheELTsinthisstate .
Opera/onFlyingLifesaver2011~20April2011~-MajBruceHertelendy-
Finally,FlyDay!IntrepidCAPmembersbeganshowingupat0500hoursona blusterymorningtobeginsign-infortheirflightstovarioushospitalsas simulatedpa/ents ina largescaledisaster
airli^drill.ehadover100members signeduptoflyinthisexercise,andthosewhowereable
toshowuponthedayoftheexercisewereready togo. DailyplanningcallsbetweentheAir
Boss and I were detailed down to the members name combined with their flight wave,
helicopternumber,andhospitaltheywerebeingflownto.ewereready!Sadly,theweather

hadchanged,andhelos weregroundedinColorado
Springs (COS) instead of being ready to go at
Centennial (APA). A^er several hoursof wai/ng,
they finally arrived. In the interim, our members
frozeoutdoors withnoshelter un/la bus showed
around0700hours(originalplanshadthebusdue
atStagingnot later than 0530 hours for an0600
hours transporttoTriage). Thebus washeldun/l0730hourswhenitfinallydepartedforTriage.
Onarrival,memberswerewalkedthruthegauntlet
andsent tovariousareasof Triage (Redmeaning
they hadonehourbeforedyingif notdeliveredtoahospital,Yellowallowingtwohours,and
Greenallowinganall daydelay).hentheexercisewas runinreal/mefromentry toTriage,
they effec/vely killedall Redpa/ents asnonearrivedat ahospitalwithinanhour ofTriage.
SeveralYellowsalsodied.Eventually,someonedecidedtobegin
moving pa/entsby ambulance.Unfortunately, they chose the
wronghospitals-onepa/ent(aRed)wasdriventothefarthest
possiblehospitalfromTriage,effec/velydyingintransitwhileahospital was within fiveminutes of Triagewhere the pa/ent
wouldhavesurvived.
Fast-forwardingtothefinalarrivalofthehelos, pa/entswere
loaded and flown, some without name tracking, to various
hospitals withdelaysinthe orderofhours.Thosepa/entswere
happy tofinally get in theair,mostly making up for the long
delaysandnear-hypothermiccondi/onsinthemorning.
Members wereeventually returned toStaging. Aspa/ent
trackinghadfailed,notallmemberswereaccountedforatall/mes as was required by the exercise. Some cadets had
parentsunabletopickthemuprightaway,so westayedlate
un/lthelastcadetwaspickeduparound1800hours.
Asdisastrousasthisexerciseappearedtobe,therewasa
brightside. By failingtoprovidebackupplansforthedelay
of thehelosandeffec/velykillingmany of their simulated
pa/ents,theexercisepar/cipantswewereassis/nglearned
somevaluable lessons withouttheactualdeathofany real
pa/ents. As much as some of our members were
inconveniencedordriveninsteadofflown,weshouldbeproudthatwewereabletoshowtheexercisefolkswherethey hadfailed,andhowtofix it before arealincidentoccurs. Inother
words,bysacrificingourselves undera simulatedscenario,weexpecttosavereal livesinthe
future.
Andyes, theA^erAc/onReviewwillbringthedelays,collapseofpa/ent trackingandother
issues to the forefront. e will likely not volunteer for this again un/l these issues are
addressedandcorrectedsothattheywillnotoccuragain.Personally,IwillaskCOGto

provideEStrailers&portableshelters(tents)asIhaverequestedannuallysince 1999.I will also
asktheexercisecontrolpersonnel toensurethatatthenextexercisesite, therewill befully
enclosedshelterforall par/cipants,as well asadequatefeedingthroughoutthe day,complete
pa/enttrackingfromsign-intosign-out,andrepor/ng/mesthatreflectreality(i.e.,check-inat
0900hours forallmembers wouldhaves/llresultedina check-outat1600hours). I will also
askhowtheywillensurethatmemberswhohavebeenpromisedaflightwill actuallyreceive
one.IwillagainrequestthepresenceoftheSalva/onArmythroughouttheday.
CAP lessons learned: bepreparedfor anything!Some membersshowedupin shirtswithno
jacketsor hats,underwindchill condi/onsbelowfreezing,andmanyhadnowateror snacks.
Par/cipants shouldalsoconsiderbringingreadingmaterial orgames anddevices suchas a PDA
oriPad-styledevicetopassthe/mewhilewai/ng.
AfringebenefitoftheExercisewasthatsomeofourCAPmemberswereable toflyinamilitary
aircra !All ofourmembers helpedthefolksbeingtrained(HospitalStaff,IncidentManagement
Team,etc.) learnmanylessons,andthis wasmuchappreciatedby thosewithintheExercise.
Mostimportantly,allofourmembersmadeitsafelybacktoStagingtoreturnhome.
I amextremely gratefultoalltheCAPmembers whogaveupa paiddayatworkorschoolday,andwhodroveallthewaytoDenver,pa/entlywai/ngfortheirturn,andreallynotcomplaining
nomaWerwhatwentwrong. e haveanawesomeorganiza/oninCivilAirPatrolandIam
constantly remindedofwhy I amsoproudof our members andhumbled by their sacrifice.

Mini-ExercisesProvideMoreAircrewTraining-2dLtLucMoens-
Aspartofthemonthlyseriesofevents inthe Jeffcosquadron,thelastSaturdayofeverymonth
is devoted to a mini-exercise involving Jeffco Squadron members. It provides flying
opportuni/esforseveralofouraircrewmembers whowanttofurthertheirskills,includingthe
useoftheG-1000cockpit.Theexercisesheldon26February
2011 (Mission11-B-4461) and26March2011 (Mission11-
B-4702) comprised a variety of targets to test those skills.
The scenarios focused on finding a downed aircra^, and
suspiciouscarsand trucksnearaspecific site. Therewere
alsophotomissionstothedamofGrossReservoir,thedam
on Milton Reservoir, and the radio towers on Lookout
Mountain.All scenarios for thesemonthlymini-exercisesaredesignedtolastaboutone hour. DuringtheMarchexercise,

aMissionScanner.

Preven/ngHypoxia-technicalhands-ontraining-

Thoseamongus whohavetakenaircrewtrainingknowoftheimportanceofpreven/nghypoxia
whileflyingonmissions. Hypoxiais thetermusedfor acondi/onwhereinour body /ssues
receive too liWle oxygen. Aside fromunpleasant physical
symptomssuchas headaches,fa/gue and/ngling,hypoxia
can also lead to a significant decrease in brain ac/vity.
Pilots andotheraircrewwhohaveexperiencedhypoxia,talk
aboutdiminished power of concentra/onon thetasks in
the cockpit, mental confusion, tunnel vision, poor night
vision and other symptoms that may lead to serious
accidents unless fresh oxygen is administered to the
individual. Aspartof the Aircrew Clinic heldon2 April
2011,1stLtRobertPatlovanydemonstratedtheproperset-
upoftheoxygensupplysystemsinCAPaircra^.Througha
hands-on approach, Robert gave our aircrew members a
chance to familiarize themselves with regulators and gas
cannulas.As a remindertoallaircrewmembers,makesure
youcarrya cannulainyourflightsuit,andremaincognizant
ofthepossibilityofhypoxiaduringanymission!
