Katia Pilar Carranza, 2019'2020 Climate Corps Fellow Katia has directed a variety of advocacy and developmental initiatives focused on climate change mitigation, renewable energy, and, immigrant rights. Recognizing the interconnected roots of environmental and social issues, Katia is pursuing a career in sustainability in order to develop equitable solutions that conserve our natural resources and distribute economic opportunities. Fellow Photo Reducing Waste is a Community Effort City of San Rafael Changing Sustainable Behavior Achievements & Results Future Plans Equity in Sustainability As a member of the Urban Sustainability Director Network’s Equity cohort, I have had the opportunity to learn about and contribute to recommended equitable approaches for developing sustainable governments. Policy Analysis While analyzing SB 1383’s stipulations and regulations, I gained experience with the legislative process as there have been various versions of the policy and Cities have interpreted it differently. Content Creation I enjoy creating outreach materials, a surprising revelation during this fellowship. I have designed graphics and written articles for several years, but it was not until I developed content for the SanRafaelClimateAction.org website that I realized I want content creation to be a part of my career path. Under the guidance of Manager Cory Bytof, the Sustainability division of the City of San Rafael has been a recognized leader in sustainability. The City first developed a Climate Change Action Plan in 2009 in order to reduce greenhouse gas emissions, and revised the plan in 2019 in order to meet updated state reduction targets. The division employs a multifaceted approach to changing sustainable behavior as it continually considers the needs, knowledge, and advice of relevant stakeholders like local utilities, City staff, community members, and local organizations. As a Zero Waste fellow, I worked on furthering the Division’s waste reduction goals, and I managed a variety of projects working to change sustainable behavior, including a partnership with SPARKL Reusables, development of AB 1826 compliance method, analysis of SB 1383 among others. SPARKL Reusables An example of the multi'sector nature of sustainability, I represented the City as I provided tactical assistance to SPARKL Reusables, a reusable take'out container start'up working to create a circular economy. I had the opportunity to participate in strategy meetings, recruit members to the Whole Foods pilot, develop marketing materials, and create an internship program. SB 1383 Analysis California, a leader in waste reduction policy, has passed a series of laws that require and enforce recycling and composting. SB 1383 is a stricter policy for organic waste composting, and it will be enforced January 2022. In order to prepare the City for the policy’s regulations, I read and analyzed the law, developing a policy brief that outlines recommendations for the City. AB 1826 Compliance In order to enforce compliance with AB 1826, I developed the compliance protocols for commercial businesses and multi' family dwellings. The development process was iterative as Cory and I ensured the form was consistent with the law, County efforts, and Marin Sanitary Service’s procedures. I also developed an animated infographic regarding this process. SPARKL Reusables COVID'19 has paused the SPARKL Reusables pilot, but it will resume when the shelter'in'place ends. In the meantime, the start'up will be recruiting other vendors in anticipation of policies regarding disposables. AB 1826 Compliance When the video is finalized, it will serve as an informational resource for new or existing commercial businesses and multi'family dwellings regarding AB 1826. However, the City will have to wait until the pandemic is over to mail out the compliance forms and conduct verification visits. SB 1383 Analysis CALRecycle was expected to have finalized SB 1383 regulations by January 2020, but in an unexpected turn of events, the agency announced in April that it is requesting more feedback. When the regulations are finalized, the City will have to revise the policy brief and plan the implementation of the law’s stipulations.
