    M ichigan Wing participates in Search and Rescue Exercise, April 5, 2008.

    On Friday afternoon of April 4th, the Michigan Wing communications van,as well as various ground teams from across Michigan, came to Grand Havento participate in a Search and Rescue Exercise (SAREX). This type of exe r-cise provides training for new members as well as recurrence training forqualified personnel.

    Several corporate aircraft arrived on Saturday to participate in the air portionof the exercise which included sorties over Port Sheldon and West OliveTownships. The aircrews used both visual and electronic methods to detectcolored targets pre-positioned the night before in he area. Once a target wasfound by an aircrew ground teams were directed to the area to identify thetarget and practice procedures to bring emergency services personal to thescene of the accident.

    The Muskegon Composite Squadron, headquartered in Grand Haven, hostedthe event by arranging for headquarters facilities at the Grand Haven Munic i-pal Airport and by providing personnel at the Command Post.

    My thanks for all seniors that participated on our

    monthly Senior Staff meetings. I believe that thisprocess will allow us to better plan the direction wewant the squadron to follow. I encourage all to bringitems and ideas to these meetings and to d o their verybest to keep on schedule when assigned tasks.

    The Grand Haven Public Safety Department (GHPSD), in charge of both Fire and Police services in GrandHaven, has asked for our assistance for several upcoming dates in manning road blocks as well as to bethere for the purpose of a homeland security stand point for the "what-if" situations that could happen atlarge events. While those who have completed CERT training are preferred, all members can be of esse n-tial use during these events. We would love to help them and build our relationship with our local Eme r-gency Services organizations through events like these. More information will be announced during outTuesday meetings and through the chain of command outside of the meeting nights. For now, any one whomight be available for the following dates, primarily in the mornings, please let me know via e-mail orthrough the Chain of Command so I can add you to lists of availability for the dates to give to theGHPSD. The dates of current are 24 May, 31 May, 13 Jul, 26 Jul.

    One of our responsibilities of Emergency Services is the volunteering to assist other agencies were we canand build relationships with such agencies so we can, as the cadet oath states, "be of service to our comm u-nity, state, and nation." Any and all help members can provide to help our squadron be a part of that r e-spo nsibility is vastly appreciated.

    MICHIGAN WING 2008 CONFERENCEREPORT By Lt Col Frank Roldn, CAP

    The Michigan Wing 2008 conference was held on Saturday, 3 May, at the RadissonHotel in Lansing. The conference opened with a General Assembly at which ColJames Klynstra, National Guard Executive Planner, described the 2007 joint exerciseand their plans for future events in 2008-2010. Lt Col Tim Neill explained an ongoingwing history project and requested input from the membership. Gabriel Watts d e-scribed the 2007 events for Wreaths Across America and the plans to expand theproject for 2008. Mr. Bob Belting, a high school teacher, made a presentation aboutASET. This program is based on NASAs Neutral Buoyancy Laboratory where a s-tronauts practice underwater in a swimming pool to simulate conditions they will find inspace as the build the International Space Station (ISS). The students are trained inthe use of SCUBA and assemble, underwater, a mock up frame equal in size to mo d-ules of the ISS. The students have to develop the entire work schedule and processesfor the project they are given, including how to communicate without the use of radios.Problems are introduced while they work to train them to react to emergencies, et c.This program is being considered by CAP as another cadet summer activities. CaptMichael Sandstrom, Wing PAO, introduced the new wing marketing plan that is beingadopted by National. The new slogan is; Citizens Serving Communities: Above andBeyond. He also highlighted the new public website, http://gocivilairpatrol.com.

    During lunch, Col Saile, Wing CC, gave a brief talk about the latest National Board.Many awards were presented and Lt Col Roldn was honored to accept our squa d-rons Mishap-Free Certificate of Achievement. He also accepted a similar certificatefor the Western Michigan Group on behalf of Lt Col Redeker.

    Three 45-minute breakout sessions where held in the afternoon. Each session offeredfive different topics to pick from. Most areas of CAP where covered.

    Personal Views and Experiences in Creating a Successful Composite Squadron

    1. Be real! Don't be something you're not. What I mean by this is that many people in CAP, cadetand senior, tend to want to portray themselves as soldiers, marines, airman, pilots, rangers, etc. Al thoughwe attempt to follow many of the same rules as the "real military", we must first realize that we are our ownentity. Instead of trying to be like them, be like us, the professionals of Civil Air Patrol. Realize the true i m-portance of the standards set forth in writing for our organization. Abide by these standards and teach thesestandards to every one, cadets and seniors. More importantly though , enforce our written doctrine .2. Looks count! Do everything within your power to make yourself look good; like aprofessional. Then, do everything you can to make your squadron members look good -- just li ke you.DO NOT allow members of your squadron to get away with anything like wearing part of a uniform or auniform without prop er insignia. No matter how much that person wants to go on that mission or help out ata recruiting drive, they'll only make you look bad.

    3. Uniformity goes along with being professional. We are the auxiliary of the US Air Force; thefourth leg that hol ds the Air Force high in the sky. Everyone looks the same or everyone looks bad. Thismeans that either everyone wears their BDU sleeves down or no one wears them down. If your squadronhas a squadron hat or T -shirt, then they all wear it or none at all. E nough said about that.

    4. The only thing that should be last minute is a REDCAP. Always be aware of what activityis coming up . You built your schedule now use it. If you know that your annual air show is coming up May15th, don't wait until May 1st to o rganize it. My thought on scheduling is that if it's not planned a monthahead of time it's not planned properly.

    5. Communica te and distribute all information. E-mail is the best way to communicate today.People forget about a phone call, and they forge t about email too. But the next time they open up their emailaccount it will hopefully still be sitting there and remind them they were supposed to call their cadets. Al-ways put out information multiple times. By multiple, I mean every chance you get.

    6. T -Flight, or Training Flight, is one of the best concepts to ever come about duringmy tenure as DCC. With the help of an experienced cadet whose maturity level exceeded his age, wedeveloped an 8 -week program for all new/potential cadet members. T -Flight could take up pages of this pa-per so I won't go into it in great detail. Basically you take your new recruits, make them wear the samething (white t -shirt an d jeans), teach them everything in Chapter I of the leadership book, and have themgraduate together wearing a complete uniform (usually BDUs).

    7. Give your cadets responsibility. This is probably the newest thing I did at my squadron. It wasn'tuntil 1999 that I got the idea to start having some of the older, higher -ranking cadets teach emergency se r-vices classes. It's not as easy as just telling them to teach any old task, I had to first give classes to them ongiving classes. I taught them everything I know about standing in front of a group of people and giving a

    Carroll Composite Squadron's Reed named ME RegionCadet of the Year

    Carl A. Spaatz Award: The Carl A. Spaatz Award is the highest Cadet Award and d e-notes exceptional performance in the Cadet career. This award has existed since1964. The award honors the late General Carl A. Spaatz, who became the first U.S. AirForce Chief of Staff on Septe mber 26, 1947. General Spaatz (pronounced spots) was

    also CAPs first National Board Chairman, a position he held from May 26, 1948, to April 27, 1959. The Cade t mustsuccessfully complete all phases of the CAP Cadet Program and the General Carl A. Spaatz Award examination. Thisaward is certified and awarded only by National Headquarters. (See CAPR 52 -16) The Spaatz is CAP's highest achieve-ment for a cadet, one earned by only about one -half of 1 percent, with less than 1,700 awarded since the honor wasinstituted in 1964.

    Capt. Brenda A. Reed Public Affairs Officer Maryland Wing

    MARYLAND -- Cadet Col . Jacob Reed of the Carroll Composite Squadron has been named theCadet of the Year for the Middle East Region.

    The award was presented by Col. Charles Glass, commander of the Middle East Region, duringthe region conference banquet in Richmon d, Va.

    Reed has been a Civil Air Patrol member since 2002. During his tenure as the Carroll squa d-ron's cadet commander, the unit earned the Regions Squadron of Distinction Award for best cadetprogram.

    He has attended five T ri-Wing Encampments and was chosen as cadet commander for the 2008encampment, which annually trains 160 new cadets. In addition, he very active in activities in theMaryland Wing, recently serving as coordinator for the Wing Cadet Conference and project o fficerfor the Cadet Speak -Off.

    Reed has attended five national cadet special activities -- the Civic Leadership Academy, AirForce Space Command, Air Force Weather Command, Advanced Technologies Academy, and AirEducation and Training Command Familiari zation Course.

    He also participated in three National Cadet Competitions and has served as commander of theMaryland Wing drill team the last three years. He has been a member of the National Cadet Adv i-sory Council and has participated in Legislative Day in Washington, D.C. for four years.

    During the summer of 2007, Reed attended the Maryland Wing Solo School Academy, where hesoloed in a Cessna 172 and passed the Federal Aviation Administration's priva te pilots exam. Hewas awarded the Aaron Charles Joslin Flight Scholarship for the school and the Spaatz Associ a-tion Aerospace Scholarship to continue his pilot training.

    Reed earned CAP's Gen. Carl A. Spaatz Award in 2005. His decorations include six CommandersCommendations, a National Commanders Commendation and a Meritorious Service Award.

    He graduate this spring from the Carroll Community College and will transfer to the University of Maryland Baltimore County this fall as a junior, majoring in international economics. He has

    worked full-time for the Department of Defense since 2006. He is a member of the Phi ThetaKappa Honor Society and the Toastmasters Club of Fort Meade, Md.
