Iam relieved to announce that I did not have malaria after all. Thecombination of a heavy cold, plus the side-effects of the anti-malariamedication I am still taking, even though it’s now three weeks since I

returned from Africa, gave me text-book (or Google-search) malarialsymptoms. In praise of the NHS, (whom I love even more after recent brusheswith a West African hospital) I had my blood tests at 11am and the resultswere back by 3pm. They would have been even quicker, had the practise nursechecked her emails and seen the one sent by my doctor saying that I wassitting outside her door awaiting an urgent blood test. She – curious that thedoctor hadn’t phoned her instead, she said – admitted that she’d been relaxingand eating a banana while I waited outside, feeling faint and giddy (one of my‘malaria’ symptoms) but I was so spaced-out that I didn’t mind. Besides, thenurse was lovely and in spite of her banana-eating was still speedy enough toget my blood test done and give me enough time to finish preparing for mynext foreign jaunt the following day.

So, after a bit of frantic packing andorganising I made it to the station, andthe airport and I am aboard a holidayflight to Southern Turkey. I am to spend arelaxing week with my friend from TheSupermarket in her sister’s house and we’ll be mainly eating, drinking and lyingby the pool, which is a good way to recover from malaria... or a mere head-cold...Being as I am on a ‘budget’ airline, and the sun is past the yard arm, I havetaken advantage of their ‘two for £7’ bottles of fizzy wine, which are furtherenhancing my ‘giddiness’. I am happy to be as giddy as a goat now that I knowthat the light-headed feeling is down to nothing more than a head cold. Even myhead cold is much better, mainly due to the rather furtive supplication of DayNurse capsules by The Big Son, who seemingly has a stash of them squirrelledaway in his boudoir for occasions such as these.

While I am away, The Big Son has to go up to London and renew his newpassport, as his old new one got ruined when he plunged, fully clothed into aswimming pool in ‘Marbs’ last week. His passport photograph now looks like aweak facsimile of a slightly damaged boiled egg, which will not get him to hishouse music festival in Croatia next month. Ah, we sound like such a decadentfamily, what with our flagrant ‘Day Nurse’ habit and prolific foreign travel. Not tobe usurped by her mother and younger brother, The Big Daughter is off on a roundthe world trip in September. Before you ask, I’ve already rented out her room...

When I heard from a reader of thiscolumn that a thick locked doorin the corner of a classroom in

Brighton College was perhaps somewhatmore than a stationery cupboard, whichits appearance suggested, I had toinvestigate further.

Brighton College’s Head of Security,Pat McCarter, took our little group fromreception through to a fairly standardclassroom on the ground floor of thegrand flint building which occupies thenorth side of the College’s famousquadrangle. The room is apparently usedfor Classics, and detentions.

As soon as the mysterious doorwas unlocked, I knew we were in fora treat. A tight spiral staircase couldclearly be seen to twist upwards,into the dark above. Four of usascended the 50 or so narrowstone steps with me at the rear.With hindsight, this was unwise asit was always going to be me whowould be exploring whatever wefound at the top. I guess weassumed it would open out, butinstead the steps simply becamea tall wooden ladder. I squeezedpast the others and startedclimbing – from the dark, into abright chamber at the very top.

The octagonal room, with eightwindows – four wide and round,four arched and narrow –contained a large bell. Its greentinge suggests copper content soit is presumably bronze. Ropeshang down, past the ladder, and through circular holes in some of the steps sothat the bell can be rung from the ground. 

From outside, it was clear that we had been up inside a slim angular protrusionjutting out of the aforementioned flint structure. The foundation stone of thebuilding was laid in 1848 and its architect was Sir George Gilbert Scott, who wasalso responsible for the Midland Grand Hotel at St Pancras. It is clear that aserious amount of work has recently gone on to repoint between the flints and toreplace and clean much of the masonry, including many of the stone quoins. 

Halfway up the spiral staircase is a door that apparently leads to the library.But that room served as the chapel until a dedicated structure was built nearby.This is no doubt connected to why the tower is called the Chapel Bell Tower.

I t’s over 12 years since I startedto write for Latest Homes. Backthen I was pretty new to the

whole estate agency thing and, likeso many people, I had preconceivedideas of what kind of people estateagents would be. I know, so verywrong of me to prejudge, but we canall be guilty of that kind of mistake,and I have to confess I was very,very wrong.

Over the course of those years Ihave learnt that those preconceptionsare today pretty rare and that estateagents are, for the main part, a rathernice bunch. Well why wouldn’t theybe? In a very competitive market,being nice has to come high on the listof essentials. These days I count agreat many agents as friends andeven more as valued work colleagues.

So when a call came throughasking me to go out and talk to theteam at Sawyer & Co about whatthey have been doing I saw it as agreat opportunity to see friends andcatch up with their latest news.

S o, you’ve decided to extend your property. Before we let our creativeminds roam free, we need to ensure we’re within our rights to realise ourdreams. We may not have to go through the rigmarole and cost of

seeking planning permission. Recent amendments to legislation for permitteddevelopment have ushered in major changes to planning law, which introducea relaxation of what you can build without requiring planning permission.

What can I build under permitted development?How you alter your property is subject to many of the same rules as before,so if you own a flat, maisonette or a property other than a house, permitteddevelopment is not the route for you. If you live within an area of outstandingnatural beauty, such as the South Downs National Park, then chances are,any proposed extension will have to go through planning.

The big changes – as of 30 May 2013 until 30 May 2016 – apply to extensionsso the planning permission you thought you may need, you probably will not.

What do changes mean for householders?Two amendments are key: the size of the extension and the new‘neighbour consultation’ process.

For domestic houses, the rulesapply to single-storey rearextensions only, while for granderdesigns, you must still seekplanning permission. First, the greatnews is that homeowners can erectfar larger extensions than before; doubling the limit from 4m to 8m fordetached houses and from 3m to 6m for all others. Second, ‘neighbourconsultation’ has caused a bit of a stir, so it’s important to clarify the facts.

Homeowners must now seek consent from any adjoining neighbours. OK,the days of nattering over the fence may be gone for many but being on goodterms with your neighbours has no bearing on the law even though, underpermitted development, you do need their consent and ‘prior approval’ fromthe local planning authority.

Once the applications are submitted, your neighbours have 21 days andthe local authority 42 to raise any objections. If none are forthcoming withinthat window, regardless of whether both parties actually object, you canproceed. If an objection is made, however, you still have the right to appeal.

Always check the details firstIt’s always best to err on the side of caution, so before diving into abuilding project, check for anyrestrictions on your properly. Seekadvice from your local authorityplanning department and alwaysconsult an architect, planningconsultants or builders forprofessional advice.

Last week our article looked at the benefits of buying to let in principle.Here we consider some practical elements:

Attitude: Buying to let is a long-term investment, so don’t stretch yourself,because if you had to sell in the short term you would almost certainly lose money.

Choose well: Follow your head not your heart. So take advice as to whichproperty would represent a sound letting proposition. Is there a strong marketin your area? And always buy within a few miles of your home so you cankeep an eye on the property.

The right mortgage: It can be worth increasing the mortgage on your ownproperty rather than taking out a separate one on the rental property.Definitely worth speaking to a specialist here.

Hidden costs: Remember insurance, rates, maintenance and long-termimprovements. The biggest unforeseen cost could be a period of vacancy.Nationally, the average vacancy period is reported as 29 days a year*.

Management: You could manage the property yourself or appoint a lettingagent who will also find tenants, ensure the agreement is watertight, and col-lect references and rent.

Insurance: You may require special insurance, and as a landlord you alsohave certain responsibilities such as compliance with fire regulations.

Tax: Rental income is taxable but mortgage payments may be deductible.Any profit you make when you sell the property might also be liable to CapitalGains Tax, so it may be worth putting the property in joint names to takeadvantage of two personal allowances.
