- Applied for Consent to Establish. - CI is Rs. 49.12/- Crs. Industry has submitted their clarification vide letter dtd. 19.06.013 & stated that the generation of industrial effluent is 615 CMD, out of which 250 CMD effluent will be reuse/recycle and365 CMD treated effluent dispose on own land for which industry having 19 Acres of land for disposal. Also stated that total plot area of land is having 96018 Sq. mtr. out of which up to 19450 Sq. mtr area will be under civil construction and remaining i.e. 76568 Sq. mtr (19 Acres) will be available for gardening/plantation.

As per built up area mentioned i.e. 19450 Sq mtr-, it does not attract EC.

- Recommended for grant of Consent to establish subject to condition of BG of Rs. 5/-Lakhs towards compliance of consent condition and condition of recycling of treated effluent 250 CMD in the industry for different purposes & only 365 CMD discharge on land.

E-3, MIDC Shrirampur, Tal- Shrirampur, Dist- Ahmednagar HOD Remarks: Applied for Consent to Establish. CI is Rs.48.75/- Crs Clarification regarding land availability for disposal and information of treated effluent reuse/recycle was called. Industry has submitted their clarification vide letter dtd.19.06.013 stated that the industry will generate total industrial effluent to the tune of 433 CMD, out of which 150 CMD treated effluent will be reuse/recycle and remaining 283 CMD treated effluent will be dispose on own land i.e. 20 Acres land available for disposal. Industry is having total plot area 100030 Sq. Mtr out of which up to 20257 Sq mtr area will be under civil construction and remaining 79773 Sq. mtr area will be used for gardening/irrigation. Recommended for grant of Consent to establish subject to condition of BG of Rs. 5/-Lakhs towards compliance of consent condition and condition of recycling of treated effluent 150 CMD in the industry for different purposes & only 283 CMD discharge on land for irrigation/plantation.

Agenda no. 3 Name of the Industry: Pristin City, S. No. 157,

A/p- Bakori, Tal- Haveli, Dist- Pune HOD Remarks:

1. PP has applied for consent to establish. 2. The project covering total area of around 81980.0 sq.mtrs with total built up area of

73779.41 sq mtrs 3. PP has applied for environment clearance for the same area vides dated 10.12.11. 4. The total cost of the project is Rs 209.25 Crore for which they have paid Rs.430980.0 -

as consent fees for Establish 5. Total water consuming 1393.0 m3/day of water out of which 883.35 m3/day fresh water

will be supplied by PMC & generating about 1100 m3/day of sewage, which they propose to treat in the STP of capacity 1150.0 m3/day, Treated 397.51 m3/day waste water will be used for utilities, and partially of which 53.50 m3/day will be used for gardening.

6. The total solid waste generation as estimated will be 1250 Kg/D, which will be segregated, the bio degradable portion will be mechanically composted within the project area & the manure of which will be used in their own premises as per the landscape plan which is 8916.57 sq mtrs for green belt development.

7. 4 no. of DG sets each having capacity, 400 KVA. 8. Proposed site is located near about 4.50 Km from Bhima river. 9. SRO pune-II has call information from applicant on 25/09/2012 (The reply of the same

was not submitted by applicant 10. RO, Pune has recommended for grant of consent to establish after receipt of satisfactory

reply of query letter application forwarded to HQ on 17/01/2013. 11. Applicant has submitted reply of the query letter to MPCB sion on 22/02/2013 along with

necessary document. The case was discussed in CC meeting held on 28/03/2013 and during discussion it was decided to call report from RO/SRO regarding present status of the construction.

• This office has issued letter to RO Pune on 10/04/2013 • RO Pune has submitted reply along with visit report on 21/05/2013

During visit project proponent has completed about 5548 sq.mt construction work, PP has stop construction activity.

• PP has submitted undertaking about not to start construction prior to obtaining Environment clearance & consent to Establish.

In view of above case may be consider by Board Resolution & undertaking to not start construction prior to EC & CtoE with separate BG for same.

HOD Remarks: 1. The PP has applied for C to E for proposed infrastructure project at Survey No-

56/1,56/2,56/3,56/4, 56/5 & 64 Mauza - Bhokara, Tehsil - Nagpur, Dist – Nagpur for the total plot area 50,992.20 sq. mtrs. and total built up area is 27339.25 sq. mtrs. (C5)

2. PP has submitted details of commencement certificate & approved plan of competent authority are submitted. (C 15 -17)

3. PP has not submitted a copy of EC. As well as, EC application acknowledgement copy of Envi. Deptt. Also not submitted. However, applicant has submitted that EC under scrutiny process at SEAC. (C1)

4. PP has submitted NOC of local body. (C14) 5. Capital investment is 3064.72 lakhs. (C12) 6. Total water consumption will be 244 CMD and DE generation will be 184 CMD. (N2 & N4,

C6) 7. PP has proposed to provide STP having capacity of 225 CMD for treatment of domestic

effluent (N4). But, details not submitted. 8. Detail of solid waste generation & management are not submitted. PP has not submitted

details of rainwater harvesting & Green area. (C- 28-35) 9. PP has proposed to install DG set of 2 MW capacity.(C8) 10. Visit report is not submitted by SRO. 11. Consent fees of Rs. 75,000/- paid by PP. (N4) 12. SRO, Nagpur has recommended the case for grant of C to E up to Commissioning of project

or five year whichever earlier.

• Case was discussed in the CC meeting dated 28/06/2013. The case was deferred by CC and it was decided to issue prosecute the project proponent and also disconnect their electric supply and water supply for PP has not stop the work inspite of directions issued by board.

• Board has issued SCN on16/04/2013 • PP has submitted reply of the SCN on 27/06/2013 on day before CC meeting and hence not

discussed SCN reply in CC. • PP has stated that Construction activity immediately stopped after receipt of SCN. (Photo

graphs attached with reply) • PP has submitting Board of Directors Resolution and stoppage of work.

Hence we may place the case in the CC for taking further decision.

Agenda no. 5 Name of the Industry: Deepak Novochem Technologies Ltd.,

Plot No. D-27 /2/1, MIDC Lote Parshuram, Tal- Khed, Dist- Ratnagiri HOD Remarks:

• Application received at Mumbai on 12/04/2013 • Application received at HQ on 23/05/2013. • Industry is engaged in manufacturing of Petrochemicals holding consent valid up to

31.10.2014. • Industry has applied for consent to establish for new plot with additional capacity of

existing products. • Proposed expansion requires EC as per EIA notification dated 14 Sep 2006. • Industry has submitted undertaking on Rs 100 stamp paper stating that they are in

process of obtaining EC. • Existing I.E. – 16.5 CMD, ETP consist primary, treatment consisting of resin bed column.

& treated effluent is recycled back into cooling tower therefore achieving zero discharge. • Proposed I.E: 56 CMD. Separate ETP shall be provided consisting of Resin bed

treatment, Toluene extraction treatment section, Charcoal treatment section, Reverse Osmosis. The entire treated effluent will be recycled in the process therefore achieving zero discharge.

• Mechanical dust collector system and 38.5 mt height chimney is provided for existing briquette boiler. Same shall be provided for the proposed briquette boiler.

• Existing industry is member of CHWTSDF at Taloja • The case was placed before CC meeting dated.13.06.2013 and it was decided to issue

SCN for refusal of consent as the location of the unit falls in Ratnagiri district and MoEF, GoI impose moratorium for this district for the industries which require EC.

• As per the decision of CC , SCN was issued on 01/07/2013 for refusal of consent. Industry vide their letter dtd. 08/07/2013 submitted their reply to SCN and informed that, industry is a zero discharge unit and not connected to Lote CETP in their existing facility and entire effluent was treated inhouse through resin bed / carbon bed / solvent extraction and recycle back to cooling tower basin. The same operating philosophy will be followed for proposed expansion also. They have also mentioned that, the moratorium imposed by MoEF, GoI has excluded projects of National importance and the projects located in the notified industrial estates preferably with zero discharge and improved technologies from this moratorium vide letter dtd. 04.07.2011.

AS per the Office Memorandum dt. 4th July 2011 the project which are located in notified industrial estates which were received for TOR or EC before the moratorium was imposed in August 2010 are exempted from moratorium. In this case PP has not received TOR prior to August 2010; hence we may refused the consent.

Industry has submitted their reply on 01.08.2013 stating that proposed expansion is for mfg of poultry vaccines based on biological process without use of harmful chemicals like bulk drug. Also industry has submitted copy of certificate issued by FDA for mfg of poultry vaccine formulation (copy enclosed) & requested to reconsider their application by exemption it from EC requirement. The increase in C.I. is due to installation of plant & machinery required for proposed production confirms that they took effective steps without Board permission .The proposed expansion is for poultry vaccines (Biological based) without use of chemical process ,hence may not falls Scheduled 5 (f) of EIA notification 2006.

In view of above we may consider the case for Consent to establish for expansion by imposing EC condition if applicable & Board resolution with B.G. of Rs. 5 lakh & 2 lakh respectively.

4.SRO in his processing report has mentioned that additional water of 238.7 CMD will be required for cooling/boiler purpose; 4.0 CMD will be required for domestic purpose; 2.89 CMD will be required for industrial process and 10 CMD for gardening purpose. Net dischargeable Sewage (7.5 CMD) and industrial effluent (63.10 CMD) are shown same as that of existing unit.

5.Industry has submitted “No increase in pollution load” Certificate issued by ICT, Mumbai dtd. 7/12/12 stating that the company is recovering huge amount of ammonium sulphate from 160 CMD of process effluent which otherwise would have gone in the ETP. The dilute Ammonium Sulphate solution is evaporated and the concentrated slurry is centrifuged. Wet cake is dried in Rotary drier.

6.CPCB has issued directions u/s 5 of EPA 1986 on 2/11/2010. SRO reported compliances of directions by industry on 15/12/10.

7.Industry has applied to MoEF for approval of TOR for proposed expansion vide letter dtd. 29/12/11.

8.Industry has paid Consent to Establish fee as follows: DD No. Amount dtd. drawn on 171616 50,000/- 15/11/2011 Union Bank of India

9. SRO Solapur has submitted compliance report of conditional direction along with JVS reports on 26.07.2013. As per compliance report submitted by SRO it seems that industry has complied except installation of Reverse osmosis & JVS results not meeting the consented standards .

10. Cess Paid up to30.09.2012 & cess returns submitted up to 31.03.2013. 11. Env. Statement & Haz. Waste report in Form IV submitted. 12. Submitted fees Rs.450000/- 13. RO Pune has recommended for grant of renewal of consent by imposing stringent

conditions. We may consider the case for grant of renewal of consent with increase in C.I. by forfeiting B.G. of Rs. 5 Lakh out of existing Rs.10 lakh & top up with double the amount for O & M and timely completion of Reverse Osmosis.

imposing condition to submit Board resolution within 15 days towards increase in C.I without Boards permission and B.G of Rs.2.0 lakh for the same.
