Crime Prevention & Offender Management, Public Safety and Achieving ExcellenceOur approach to training is to focus on what is needed by operational staff at all levels in order to be as effective as possible. Shaped by our experience and the history of policing in the UK; we use modern techniques with our understanding of what works based on the latest research and practice.

Our COPS3 Progressive Learning Systemtm focusses learning on developing successful policing, successful police officers and staff and successful operations. We are clear on the policing role, how it is best carried out and we use national standards to ensure our courses are fit for purpose.

This starting point for policing is as relevant today as it was then. Our Crime Prevention and Offender Management courses are led by International experts in policing providing officers the skills and capabilities to be excellent in their roles in dealing with Crime and Criminals as part of the Community.Using our COPS3 Progressive Learning Systemtm students will consider their current competence, leadership capabilities and approaches to community confidence; and will learn new ways of working, engage in exercise and work based projects and become involved in developing new and better ways to reduce crime and detect offenders.

policing colleagues and partners

on community safety in many

countries such as Belgium, Italy,

and Canada to name but a few.

Simon Foy QPM LLB - As a

former senior detective and

executive level leader within

the Metropolitan Police Service,

with a reputation for operating

and delivering in difficult

and complex operational

environments, Simon has a

reputation as having an ability to

work collaboratively and build

strong relationships. Simon led

the Homicide Command of the

Metropolitan Police directing

and overseeing investigations

of murder, serious assault, rape

and sexual crime and the most

violent of organised criminals.

Simon has over 30 years’

experience of policing and for the

past few years has been the lead

in London on Murder, Serious

Sexual Offences and Organised

Crime.

All crime is committed in, against members of or impacts the community and so how we work with them to solve problems, how we consider the police as part of the community is central to our thinking and all of our programmes.”

Our Crime and Communities programme comprise courses designed to provide students with the skills to inform, involve and engage communities, lead teams and partnerships and be effective in dealing with crime. We believe that the police are part of the community and therefore should work with partners, community and voluntary groups to make people, places and property safety. Some common themes in our courses are problem solving techniques, engaging all parts of communities effectively and finding ways to break down the barriers between police and their communities

The programme consists of two tenets:

Problem SolvingLed by Steve Bloomfield QPM and delivered by Internationally renowned experts, with considerable practical experience (many of them Regional, National and International Award winners) these programmes are designed for participants who are either new or highly experienced to this area of policing and community work.

Young PeopleLed by Adrian Rabot and Rod Jarman QPM these programmes are designed to consider the issues of policing and crime from a young persons perspective and develop with young people the type of initiatives which lead to long term reductions in crime.

Adrian Rabot BSc - Adrian was the Head

of Youth Policy leading on the delivery

of youth engagement and diversion

programmes for the Metropolitan Police.

Adrian has extensive overseas training

experience. He led a team of police

officers in South Africa delivering youth

engagement and schools programmes in

township of Johannesburg to the South

African Police Service. He has also, at the

request of the Prince of Wales, visited

Trinidad & Tobago to develop a sports

coaching programme to reduce gang

violence in high crime areas.

Rod Jarman QPM - Rod held two senior

roles in the MPS as the deputy to the

Assistant Commissioner in TP responsible

for day to day policing in the Capital

and the leadership of about 30,000 staff

and then responsible for all training and

leadership development. Being at the

heart of organisational development for

the largest UK police force provided him

considerable insight into how policing

works and is led across the country. In his

role since he has worked as an advisor to

the UK Government and HRH The Prince

of Wales as well as led on a number of

partnerships in different regions of the

UK. His input will give an understanding

of the political and constitutional

arrangements in which the modern UK

police has developed and now runs.

Problem Solving

Based on the College of Policing’s Authorised Professional Practice and the SARA model our problem solving programmes are practically based and involve people working through case studies and their own work based issues to develop the capabilities to solve even the most complex policing and operational problems. As well as developing competence to use problem solving tools and analyse data we will help people understand the challenges of leading problem solving initiatives, keeping focus over the longer term and involving partners in solutions, and the key aspects of stakeholder management and community involvement. All of our courses are led by experts with extensive experience in the UK and across the world of delivering award winning problem solving approaches.

Tailored Problem Solving programmesWorking with various departments and teams we can develop a bespoke programme which will lead people form novice to expert problem solvers. Based upon the national problem solving approaches our world class experts will develop participants capabilities and competence and help them develop approaches to engage communities.

MediaFor students who already have experience of working with the media and engaging them, this course will enable them to practice their skills and develop effective long term relationships which are positive and helpful to all. The media are an essential tool for investigators and crucial for community engagement; being able to manage the risks and be positive will help officers develop their capabilities.

Advanced Problem Solving Trust and confidence are the corner stones of legitimacy, we know from many studies that where the Trust is high crime levels will drop and the community will take more responsibility in reducing crime. Recent research has shown four key factors which help build confidence in the Police and this course will explain to students what these are, explain how this knowledge can be used by them to improve performance and consider their own case studies and challenges. Participants will leave the course with a set of skills to help them and an action plan to drive change back in the workplace.

Young People

Young People and police relationships are often troubled. Young People as they grow need to learn about the boundaries in life, what is acceptable and how to behave. This often puts them in confrontation with officers. In amongst this will be a very small number of people intent on committing crime. It is the police role to understand what is really happening, to be the champion for young people who are actively engaged, to challenge those who need support and to be effective in using the criminal justice system, restorative justice and warnings to effectively address those who commit crime

Developing Policing Skills For Officers Working In SchoolsWorking through a number of cases studies and violence prevention strategies to enable students to use knowledge gained in the course to address real issues of violence in schools. Courses will examine violence from a number of perspectives, including bullying, violence in school and resolving conflict though schools policing methods from across the world.

Youth Engagement To Increase Confidence In Police & Reduce CrimeCourses will focus on the police skills involved, from communication to safe guarding and the impact of personal style and credibility. In addition to problem solving and engagement skills students will learn about restorative justice and the work of partners in diverting those vulnerable to crime to other activities.

Policing Approaches To Address Youth CrimeOfficers will develop the skills to implement programmes and tactics to ensure young victims are treated with compassion and a focus on resolving their problems, that young offenders are challenged for their behaviour and dealt with effectively to reduce the risks of further offending and all young people feel they can approach the Police.

Volunteering

Our aim is to not just informal and engage communities but to involve them in Policing operations. The best examples of the police and community being those when members of the community give up their time to work with the police and initiatives to make a difference. Our volunteer courses help organisations to become better at involving the public this way and opens up our other courses to those who volunteer with the police or for the benefit of their community.

Developing a Volunteering SchemeStudents will learn how to improve their skills and understanding of the benefits of developing opportunities for local people to volunteer with the police. Participants will be offered the opportunity to discuss various civic volunteering schemes from around the world, develop the skills that will enable them to implement schemes that utilise the skills and experience of local people to support the police to make their community safer.

Advanced Volunteer ProgrammesThese advanced programmes build on the experience of those already leading and managing volunteers and looks at how these can be advanced. It will focus on how to overcome internal barriers to the effective use of volunteers and advanced recruitment and engagement programmes to increase the pool.

Volunteer Development ProgrammesWhilst most volunteers will be developed through their experience there are always those who need additional skills to support personal development and enhance effectiveness. This suit of programmes are offered to organisations to provide for their staff and are offered at a reduced rate for Voluntary organisations with community safety focus.

Crime and CriminalsInvestigating and solving crime has always been one of the most important roles for police. Being able to find out who has committed crime and then making sure that there is the best possible chance of bringing them to justice is an important way of building confidence in communities and making them feel safer and more secure. The nature of crime and criminality is always changing - and new techniques and knowledge are often needed in order to keep investigators up to date. Investigators need to keep themselves properly equipped with the professional skills necessary to deal with modern and contemporary challenges and make use of the evidence of what works to deal with both serious and volume crime. Our courses offer a range of the skills required to deal with’ new’ criminality such as Cybercrime and issues such as modern slavery and child sexual exploitation. Our crime and criminals courses will help officers develop those capabilities and be more effective, will be able to work as part of a team and will understand the importance of keeping the community and victims informed and engaged.

Investigation

Led by Simon Foy QPM these course consider all aspects of investigation form intelligence gathering through to Forensic retrieval

and the approaches to volume and serious crime

Cyber Crime

Led by Stuart Hyde QPM the cyber team comprise a range of experts able to cover every aspect of cyber crime from

protection of systems, investigating offences, dealing with paedophile and child safety, to managing the growing problem with internet fraud. Working with partners in the Forensic world such as CCL and with academic groups such as CENTRIC at Sheffield Hallam University we can offer a range of interventions, workshops and leaning opportunities.

Stuart Hyde is the president of the Society for the Policing of Cyberspace, the Vice President of High Tech Crime Consortium and on the Board of Directors at Cumbria University. He holds a degree in Law, an Honorary Doctorate in Technology and Post Graduate qualifications in Management and Business Studies. Stuart was the lead on a project which ensured that Cybercrime was embedded in in training courses for UK policing. He has been a member of international cyber-crime bodies, the national lead in policing in UK for Cyber-crime Cyber-security, Student Crime, Electoral Fraud, Financial Fraud and Wildlife Crime.

Offender Management

Led by Steve Bloomfield this group of courses consider how police work with their partners to convict those

identified as committing crime, make use of effective less formal case disposals (restorative justice, etc.) and divert offenders from reoffending. Our team includes a range of professionals able to work with you on your criminal justice and offender management needs from police station custody systems, to prison based security and reform programmes.

Investigation

Investigation covers all aspects of police activity to gather, assess and analyse information to produce evidence. In Policing terms the evidence is mainly used in criminal prosecutions but is also for enquiries and other courts.Investigation skills comprise a number of generic aspects, whilst some specialist roles require other skills all investigators need to understand the role of evidence and how to gather it, the responsibility of police to uncover the evidence involved in an allegation or issue in a way which complies with the rules of evidence and how this can be used to help others make decisions about crimes and criminality, events and accidents, or other matters which need exploring.Police officers have considerable powers and responsibilities and these courses will consider the issues of oversight and supervision and how these are important to ensure the legitimacy and credibility of the justice system.

Investigation

Delivered by experienced professionals who ensure the best investigative thinking and acumen is applied in the most modern way to the most contemporary crimes. Our training will also support the development of professional investigators at all levels - whether it be from the first steps at the scene of a crime, to the professional forensic skills required to collect and produce good evidence, to the leadership of the investigation of serious and organised crime or the strategic approach to the management of critical incidents where a criminal investigation is the central issue.

Forensics

Our Forensic courses team have operational experience and study modern approaches to underpin our introduction to forensics, senior forensic practitioner packages and our investigators introduction to and advanced forensic management programmes will assist improve outcomes and efficiencies. Within this suite of programmes are a number which focus entirely on the recovery of evidence in mass casualty situations, the management of mortuaries and work with medical and other examiners.

Intelligence

Our team provide expertise in high risk areas such as covert policing methods - giving practitioners an opportunity to become familiar with legislation and how it operates in practise. Developing the capabilities need to collect information from open source, police systems as well more covert sources, how to handle it effectively and within Data Protection and other legislative requirements and how to analyse it to drive effective police operations and investigations.

Cyber Crime

The development of new communication systems has created a market for criminals which till now has been out of the public eye and allowed them to develop a range of scams and approaches to steal and hurt others. The same systems also provide police with new opportunities to investigate and intervene when people are committing crime.Much discussion has been had about the new nature of these crimes but at the heart of them are simple frauds, thefts and other property crimes, stalking bullying and other personal crimes and the ability to maintain anonymity.Our courses see the new communication systems as opportunities to detect crimes and offenders and we work with our students to help them understand how they can make themselves safer and more effective.

Cyber Crime

Intelligence Gathering

The normal forensic rules of ‘every contact leaves a trace’ can be applied to mobile phone, internet and wireless communication. Our experts come for a range of backgrounds to provide training on every aspect of technical surveillance from interrogating mobile phone handsets, email accounts to looking into the information held on computers.

Prevention & information security

In a world of electronic communications and commerce there are a number of reasons why criminals attempt to gain access to systems and information. Our programmes are designed for Police Forces, Public Bodies and Private Companies to put in place the policy, procedure and practice to keep their systems safe. The need to protect data goes beyond the legal requirements and enters into the ability for organisations to carry out their primary roles. Our focus is on the changes in everyday practice by all members of your team, as well as the systems which reduce risk and the counter measures which can be taken.

Offender ManagementThe purpose of detecting crimes is to bring people to justice. Bringing people to justice shows others that crime does not pay, it allows the state to facilitate restoration for loss or injury and increases perceptions of safety and security. At the heart of all our courses is a focus on the victim, their family and loved ones but the role of the justice system is to deal with Justice on behalf of society.The evidence is that arrest and detention alone may work for some people but for the majority there needs to be other processes to reduce the risk of reoffending and that often a less formal disposal will be significantly more effective in reducing the risks of reoffending and in achieving the needs of victims.Our Offender Management programmes are led by Steve Bloomfield and consider how police work with their partners to convict those identified as committing crime, make use of effective less formal case disposals (restorative justice, etc.) and divert offenders from reoffending. Our team includes a range of professionals able to work with you on your criminal justice and offender management needs from police station custody systems, to prison based security and reform programmes.

Custody SystemsThese programmes cover every aspect of detention from the street until they are released form custody. It includes custody systems within a police station, court and prison and safe systems for relocation and transport.

Case BuildingWorking with prosecutors is one of the key roles of an investigator if they are to successfully produce evidence to prove a case. Our courses consider the roles of police and prosecutor, why there should be a separation of role and how this can be managed effectively in order to produce best evidence. We also deliver achieving best evidence interview technique courses, as well as specialist forensic management, using technical evidence and providing documental evidence.

Restorative JusticeOur RJ courses help police and community leaders develop the skills and systems in order to carry out successful interventions. We also offer a range of courses to help those responsible for development and delivery of restorative and reform programmes for prisoners during and after their detention. Our experience from the Diamond District partnership work in London on how to track, successfully intervene and monitor those in detention to reduce the risk of reoffending provide us a unique insight into what works.

Public Safety is a key component of policing that is relevant across all disciplines. Our courses are designed and delivered by trainers with extensive experience of planning and operational delivery in the UK and elsewhere. They are practical courses aimed at those with responsibility for operational delivery. Bob Broadhurst OBE QPM FICPEM - Bob has a long career with the Metropolitan Police where he was Head of Public Order and Operational Response, responsible for all aspects of policy, doctrine and training. In this role he had command of the public

order branch, the dog section, mounted section, Air Support, marine section and CBRN, as well as all aspects of emergency preparedness and business continuity. One of the most experienced public order commanders in the UK, Bob was Gold for such iconic events as Trooping the Colour, Notting Hill Carnival, Tour de France, Papal visit, G20 and two Royal weddings. He was the Gold commander for the London 2012 Olympic and Paralympic Games.

Marc Davis AIOSH - Marc holds a National ‘Occupational Health and Safety’ qualification and is currently an Associate member of the Institute of Occupational Safety & Health (AIOSH). He also holds a National Training qualification. During Marc’s 30 years in

the Metropolitan Police he has accumulated extensive experience of dealing with incidents ranging from minor accidents through to fatal accidents (both road related and in the workplace), murder scenes and live firearms incidents. Marc also has a varied overseas experience working with Police Forces in India, Brazil, Indonesia, Trinidad & Tobago and Norway.

Lois Leeming Chartered FCIPD, ILM Dip. Coaching & Mentoring Skills. - Lois Leeming works as a consultant, coach and trainer. Her areas of expertise are leadership and management, HR and training. She has worked as a consultant with many organisations

including central and local government, the Police Service and National Police Training, the oil and energy industries and the voluntary sector. Before moving into consultancy Lois had more than 20 years’ experience leading and supporting strategic organisational development and change, primarily within UK Central Government. Lois also worked for Her Majesty’s Inspectorate of Constabulary and within the Cabinet Office where she administered the cross-sector Top Management Programme.

To achieve this we award learning at three levels:

Awareness > for those people who are learning about a subject which they may use in their workplace.

Delivering > for those people engaged in delivery of services; learning will enhance their capability to deliver

Leading > for those people engaged in leadership and supervision of others or organisations.

We assess through formal knowledge checks (Awareness), simulations and exercises (Working) and through work based projects (Leading). Our delivery team will work with students to ensure they achieve the award at the right level for them, supporting them to gain sufficient learning and evidence. Our courses are open to all so we often have people who are at the awareness level working alongside those who are in advanced leadership positions. Our system encourages this mixed approach, sharing experiences, knowledge and skills amongst the students to keep the learning environment rooted in current operational issues.

Awards

Crime Prevention and Offender ManagementCrime and Communities - This award develops the students’ capabilities to Solve Problems (Using the SARA methodology), Prevent Crimes (looking at current best practice from around the world) and Community engagement.

Crime and CriminalsThis award develops students’ capabilities to detect and detain offenders; investigate crimes ethically in line with the UN Charter on Human Rights; and to engage and communicate with witnesses, victims and suspects effectively.

Police and Public SafetyThis award develops the students’ capabilities to make decisions (using the UK National Decision model); Command, Respond to and Manage incidents and events; and to work safely.

Delivering Excellent ServicesThis award develops the students’ capabilities to Lead and Manage services; to communicate effectively; and develop their core operational skills.
