Executive Summary As of 31 March 2020, the Pantawid Pamilyang Pilipino Program (4Ps) is being implemented in 144 cities and 1,482 municipalities in 80 provinces, with a total of 5,084,797 registered households since the program started in 2008. Out of the total number of registered households, 4,280,935 are active or 97.3% of this year’s target of 4,400,000. The program also covers beneficiaries who are victim of natural and man-made disaster rendered homeless and with no means of livelihood, homeless street families, and Indigenous People in geographically isolated and disadvantaged areas (GIDA). Of the total number of active households, 1,744,149 (40.7%) are from Luzon, 881,908 (20.6%) are from Visayas, and 1,654,878 (38.7%) are from Mindanao. The total cash grant paid to eligible and compliant Pantawid Pamilya household beneficiaries from December 2019 to January 2020 is PhP 14,358,427,400.00. Of this amount, PhP 5,528,161,900.00 is for education grants, PhP 3,916,382,500.00 is for health grants, and Php 4,913,883,000.00 is for rice subsidy. 4Ps operates three major systems: Beneficiary Update System (BUS), Compliance Verification System (CVS), and Grievance Redress System (GRS). In March 2020, a total of 473,278 updates under BUS were approved of which 261,959 (55.3%) are update of child selection. Updating the beneficiaries’ health and education status is a continuous process to ensure beneficiaries are availing the maximum health and education grants. On the other hand, the 100% compliance rate on all program conditions is attributed to the suspension of all program conditions in support to the Proclamation No. 922, s. 2020 "Declaring a State of Public Health Emergency throughout the Philippines Due to the Corona Virus Disease (Covid-19)"; thus, all monitored beneficiaries are deemed compliant in all conditions. Finally, 22,422 complaints were encoded and recorded in the GRS as of March 2020. Of these complaints, 17,401 (77.61%) have been resolved. A total of 75,050 households have already been delisted from the program since the GRS started in 2009. In addition, 640,869 households have been deactivated or are pending for validation from the program to continuously address complaints on inclusion errors and maintain a clean database of beneficiaries.

I. Geographic Coverage
Pantawid Pamilyang Pilipino Program, or 4Ps, is on its 12th year of implementation. The program started in 2008 covering 160 cities and municipalities in 28 provinces in the 17 regions of the Philippines. As of February 29, 2020, the program is covering 41,539 barangays in all 145 cities and 1,482 municipalities in 80 provinces nationwide as shown in Table 1.

II. Household Coverage
The household beneficiaries of the program are being sourced from the Listahanan, or Listahanan ng mga Sambayahang Nangangailan (List of Households “in Need”). Listahanan serves as the national household targeting system (NHTS) in the Philippines for poverty reduction programs. In order to be eligible to 4Ps, the household should be among those identified by Listahanan as poor and with at least pregnant household member or with children aged 0-18 years old. Since its inception in 2008, 4Ps has already served 5,084,797 poor households nationwide (see Table 2). As of March 31, 2020, 4Ps is still serving 4,280,935 active household beneficiaries while others have exited already primarily due to being no longer eligible to the program.

The figure also represents 97.3% of the target 4,400,000 households this year based from the General Appropriations Act of 2020. The program also covers specific marginalized groups such as itinerant indigenous peoples, homeless street families,

IPs in geographically isolated and disadvantaged areas, and families in need of special protection due to natural and man-made calamities.
Table 3 presents the regional breakdown of the number of this year’s target and actual beneficiaries as of February 29, 2020. At the national level, the targets have reached 97.3%. At the regional level, the highest percentages of actual against the target are in Regions I, Caraga, and Region VI with more than 100.0% of their targets. This is followed by Regions II (99.9%), III (99.3%) and X (99.0%); whereas, the lowest percentages are from in Regions IX (94.0%), NCR (93.6%) and BARMM (92.5%).

The number of active 4Ps household beneficiaries as of the current reporting month marks an increase of 297 active household beneficiaries from the previous month’s update. Such increase is likewise primarily due to re-activation of some households that are inactive or not eligible from the previous month. Figure 1 shows the percentage of active 4Ps households across Island Groups. Based from the figure, most of the beneficiaries are coming from Luzon covering 1,744,149 or 40.7% of the total households nationwide. This is followed by Mindanao with 1,654,878 or 38.7% of the total households nationwide. Visayas, on the other hand, only has 881,908 household beneficiaries or 20.6% of the total household beneficiaries nationwide.

Meanwhile, Figure 2 and Table 4 shows the distribution (number and percentage) of active household beneficiaries by region. It can be noted that BARMM has the highest number of active beneficiaries accounting for 9.3%, or 397,552 households, of the total active household beneficiaries nationwide.

On the other hand, the CAR has the least number of household beneficiaries, with 60,140 households only or 1.4% of the total active households nationwide; followed by Region II, 2.4% or 103,706 households; Caraga, 4.4% or 188,897 households; MIMAROPA Region, 4.5% or 194,435 households; and Region I, 4.8% or 205,119 households. Looking at the marginalized groups, majority of the beneficiaries are Indigenous Peoples in Geographically Isolated and Disadvantaged Areas (IP-GIDA) accounting for 4.4% or 189,949 households, of the household beneficiaries nationwide. The IPs in GIDA are mostly coming from Mindanao, particularly in BARMM with 37,578 household; Regions XI with 29,219 households; and Region IX with 24,341 households. Families in Need of Special Protection (FNSP) accounts for 0.7% or 28,060 household beneficiaries of the total MCCT household beneficiaries nationwide. Majority of the FNSPs are coming from Region VIII with 13,955 households, and Region VII with 11,701 households. Homeless Street Families (HSF), majority from NCR with 3,199 households, account 0.1% for 4,297 households of the total 4Ps household beneficiaries nationwide. The Itinerant Indigenous Peoples (Itinerant IPs), meanwhile, are only at 419 households or less than 0.1% of the total households in the country.
III. Household Profile A. Grantees
Figure 3 shows the percentage of male and female grantees in 4Ps. Generally, program has more female grantees as compared with males. There are 3,653,654 female grantees or 85.3% and 627,281 male grantees or 14.7% of the total active household beneficiaries nationwide. Looking at per-region data in Figure 4, NCR has the highest proportion of female grantees at 90.3% while CAR has the lowest female grantees at 77.5%. This also makes the 2 regions with the lowest and highest percentage of male grantees at 9.7% and 22.5% respectively.

Figure 5 shows the national distribution of grantees according to their mode of payment (MOP). Of the 4,280,935 active households, 87.7% or 3,752,811 households received their grants via cash card; whereas, the remaining 12.3%, or 528,124 households, over the counter.
Table 5 presents the regional breakdown. It can be observed that the percentages of cash card holders per region are variable. But majority, or 16 out of the 17 regions, has higher percentage of cash card holders than those claiming grants over the counter.

Of these regions, IV-A CALABARZON and Region I has almost saturated the cash card as MOP to all its beneficiaries, covering 99.7% of its household beneficiaries. This is followed by NCR (98.9%), Region III (98.9%), and Region II (98.8%) – the Top 5 regions with higher cash card holders.
B. Children
Table 6 presents the number of Pantawid Pamilya children3 by region and age group. Overall, Pantawid Pamilya is covering 7,834,939 eligible children aged 0 to 18 years old4 nationwide. Most of the eligible children, on one hand, come from Region V accounting for 728,048 children or 9.3% of the total eligible children nationwide. Included also in the Top 5 regions with the highest number of eligible children are BARMM with 706,850 children or 9.0%; Region VI with 638,105 children or 8.1%; Region IV-A CALABARZON with 608,082 children or 7.8%; and Region VII with 546,617 children or 7.0% of the total eligible children nationwide. On the other hand, Regions CAR, II, and Caraga, are the bottom 3 regions in terms of children coverage. CAR has 109,800 children or 1.4%; Region II has 192,446 children or 2.5%; and Caraga has 329,619 children or 4.2% of the total eligible children nationwide.

In terms of age brackets, majority of them are within 6 to 14 years old age group accounting for 4,115,594 or 52.5% of the total eligible children nationwide. This is followed by those in the 15 to 18-year-old age group with 3,431,422 children or 43.8%. There are only a few children that fall under 0 to 2 year-old and 3 to 5-year-old age brackets. 3 to 5-year-old age group only accounts 226,575 or 2.9% and the remaining 61,348 are within 0 to 2-year-old age bracket accounting only for 0.8% of the total eligible children.
Figure 6 above shows the percentage of boys and girls (children) within each region. From the table above the Region I has the highest proportion of boys (52.2%) while BARMM has the lowest (50.2%).

Table 7 shows the distribution of children by Grade Level group. Almost half of children that the program is monitoring are in Grades 7 to 10 (Junior High School) accounting for 2,956,278 or 37.7%. This is followed by children in Grades 1 to 6 (Primary Education) accounting for 3,070,067 children or 39.2% of the total children covered. Lastly, 762,785 children are in Grades 11-12 or Senior High School representing 9.7% of the total Pantawid Pamilya children nationwide. Further, there are 1,069,652 children in Grade 6 or 13.7% of the total children covered by the program expected to move up to Junior High School. Likewise, 772,439 children in Grade 10 or 9.9% of the total children covered expected to move up to Senior High School; while 297,897 children in Grade 12 or 3.8% of the total children covered are expected to complete basic education and pursue college education.

Table 8 shows the distribution of children enrolled under the regular curriculum of Elementary (Grades 1-6), Junior and Senior High School (Grades 7-12), and in Alternative Mode of Delivery/Alternative Learning System. Of the total number of children enrolled in Grades 1-12, 98.5% or 6,685,541 children are under regular curriculum, while 1.5% or 103,589 children under ALS/ADM. Moreover, of the total children aged 6-14 years old, there are about 16,250 children or 0.2% enrolled in Elementary ALS/ADM, most of which are from Regions X, VI, VII, MIMAROPA, and IV-A CALABARZON; whereas, about 87,339 children or 1.3% enrolled in secondary ALS/ADM, most of which are from Regions VI, V, X, VIII, and III.

Table 9 presents the age group and sex of children by Grade Level. For children in Kindergarten, 75.6% or 454,226 out of 601,161 children are within the 6 to 14-year-old age group and there is no pronounced sex variance. For Grades 1-6, 83.7% or 2,568,827 out of 3,070,067 children are within 6 to 14-year-old age group, majority, about 53.7% are females, and only 46.3% are males. For Junior High School (Grades 7-10), 70.9% or 2,097,199 out of 2,956,278 children belong to 15 to 18-year-old age group, with no pronounced sex variance. And for Senior High School (Grades 11-12), 100.0% of 762,785 children are within the 15 to 18-year-old age group and 57.7% are males.
C. Indigenous People (IP) Households
Figure 7 shows the distribution of IP household beneficiaries by island groups. Out of the 4,280,935 households, 652,367 or 15.2% are Indigenous Peoples – 474,195 or 72.7% of these households are from Mindanao; 160,560 or 24.6% are from Luzon; and 17,612 or 2.7%, from the Visayas regions. Looking at the regional breakdown in Table 10, BARMM has the highest number of IPs accounting for 16.6% or 108,221 households among all the IP households in the country. This is followed by Region XI (16.1%); Region IX (13.7%); Region XII (12.7%); then Region X (8.6%) – comprising the Top 5 Regions where IPs are located.

Looking at the proportion of IPs within region as shown in Figure 8, Region CAR has the highest share of IPs representing 63.0% of its total household beneficiaries. Meanwhile, Region VIII has the lowest share with only 0.1% that are IPs.
Table 11 shows the top five ethno-linguistic groups in the Program. Most of the IP households are Tingguian-Itneg accounting for 8.2% or 53,378 IP household beneficiaries. This is followed by the Subanon (7.8%), Manobo (6.8%), Sama (5.0%), and Maguindanaon (4.0%).

D. Households with Persons with Disability (PWDs)5
The program is also accounting for the number of households with at least one (1) member classified as person with disability (PWD). Figure 9 shows that out of the total 4,280,935 Pantawid households, 4.7% or 202,827 households are with PWDs. In Figure 10, it shows that most of these are visually impaired household members with 34,517 cases; followed by those with multiple disabilities with 29,637 cases; then orthopedic disabilities, with 28,626 cases.
E. Households with Solo Parents
R.A. 8972, also known as the “Solo Parents Welfare Act of 2000”, recognizes solo parents as part of the disadvantaged sector in the country. As of February 29, 2020, there are 267,800 solo parents in the program, representing 6.3% of the Pantawid Pamilya households nationwide. Looking at the regional level, Region NCR, on one hand, has the largest proportion of solo parents at 11.6% or 25,014 out of 215,206 households as reflected in Figure 10 below. Region X, on the other hand, has the least with only 4.3% or 11,404 out of 265,880 households.

F. Households Engaged in Farming, Fishing, and/or Forestry Out of the 4,280,935 Pantawid households, about 1,935,395 or 45.2% have at least one member engaged in farming, fishing, and/or forestry. Of this figure, 892,282 or 46.1% come from Mindanao as shown in Figure 11. On the other hand, 635,980 or 32.9% come from Luzon; and 407,133 or 21.0% are from Visayas. Finally, households who are not engaged in farming, which comprises the other half of the household population are engaged in government and private employment, practicing professionals, technicians and associate professionals, clerks, service and/or shops and market sales workers, trades and related workers, plant and machine operators and assemblers, laborers, and unskilled workers.

IV. Grants Released
From December 2019 to January 2020 (Period 6 of 2019), the total cash grants released is PhP 14,358,427,400.00 paid to eligible and compliant 4Ps household beneficiaries. Of this amount, PhP 5,528,161,900.00 is for education grants, PhP 3,916,382,500.00 is for health grants, and Php 4,913,883,000.00 is for rice subsidy. In the effort to continuously improve the delivery of grants, the Department, through the Land Bank of the Philippines, is engaging other service providers such as local rural banks, and cooperatives as partner conduits. The table below shows the distribution of cash grants based on the payment modes.

V. Systems and Updates
A. Beneficiary Updates System (BUS)
The BUS records changes on the status or condition of households. It captures recent information about household members to serve as basis in monitoring compliance of beneficiaries. Updating is a continuous process to ensure that the beneficiaries are availing the maximum health and education grants. In March 2020, a total of 473,378 updates were encoded and. The breakdown of the total updates per region is shown in Table 13. Region BARMM has the highest turnout of updates of beneficiaries for the current month with a total of 56,951 and also included in the top 5 highest number of updates are Regions XII (37,463), X (34,449), V (33,556), and XI (31,208).

B. Compliance Verification System (CVS)
The CVS monitors the compliance of households with the conditions of the program as basis for the provision of grants. Table 15 below shows the distribution of monitored children by sex, IP affiliation, age group and program condition. Among the 6,794,706 monitored children, 95.7% children aged 3-18 years old are monitored in education, 2.8% children aged 0-5 years old are monitored in health, and 1.5% children aged 3-5 years old are monitored in both education and health.

As of Period 1 2020, Table 16 shows the compliance rate of household beneficiaries served by the program conditions. It can be observed that the 100% compliance rate is attributed to the Suspension of All Program conditions in support to the Proclamation of No. 922 "Declaration of State of Public Health Emergency throughout the Philippines Due to the Corona Virus Disease (Covid 19)"; thus, all monitored beneficiaries are deemed compliant in all conditions.

Table 17 shows the comparison of the present and previous compliance rates of the beneficiaries per program condition. It can be observed that the previous compliance rates as of P6 (December - January) 2019 are all at least 90.0% across education, health, and FDS, while the present compliance rates are all set at 100.0% due to the declaration of force majeure.

C. Grievance Redress System (GRS)
As of March 31, 2020, a total of 22,422 complaints were encoded and recorded in the GRS through various modes such as calls, grievance forms, social networking sites, courier, and electronic mail. Of the 22,422 encoded grievances, 17,401 (77.61%) have been resolved. Looking at the Figure 12 and Table 18, it shows that Luzon has the highest percentage of grievance encoded and recorded at 46.0%. Following this is Mindanao with 40.5%, and lastly Visayas with 13.6% grievances encoded and recorded. Per region data in Table 18 shows that the regions with highest number of grievance are Regions IX (9.9%), V (9.7%), and Caraga (9.5%); while Regions II (2.8%), NCR (1.8%), and BARMM (1.6%) have the least.

VI. Human Resource
A total of 14,026 technical and administrative positions assigned at the National and Regional Offices (including personnel assigned at the covered provinces and cities/municipalities) has been approved for the program. Partnership with Commission on Higher Education, Department of Labor and Employment and Philippine Association of State Universities and Colleges on the Student Grants in-Aid Program for Poverty Alleviation (SGP-PA) and the Expanded SGP-PA. For Academic Year 2017-2018, there are a total of 23,489 graduates. Out of the total number of graduates, 973 graduated with honors and awards. Out of these, 58 are Magna Cum Laude, 858 are Cum Laude and 57 received a leadership award. Moreover, there are still 12,778 college students enrolled for Academic Year 2018-2019.
Partnership with Philippine Health Insurance Corporation (PhilHealth). As of March 2020, 4Ps has endorsed a total of 4,526,015 households for enrolment to 2020 Indigent Program of PhilHealth.
B. Other Accomplishments/Updates
Provision of Micro-Enterprise Development through Sustainable Livelihood Program (SLP). From January 2011 to December 2019, a total of 1,486,601 Pantawid Pamilya beneficiaries were referred to and funded by Micro-Finance Institutions and other formal lending institutions.
Employment Facilitation Activities through Sustainable Livelihood Program (SLP). Beneficiaries were provided guaranteed employment by various public and private partners through SLP. From January 2011 to December 2019, there are 372,987 Pantawid Pamilya household beneficiaries were employed through Trabahong Lansangan in partnership with Department of Public Works and Highways (DPWH).
Provision of Cash Grants through Unconditional Cash Transfer (UCT) Program. UCT program provides cash subsidies amounting to Php300 a month or Php3,600 a year for 2020. As of March 2020, 4Ps has endorsed 3,998,312 households for inclusion to 2020 UCT payroll processing.
Provision of Social Amelioration Measures by DSWD. The provision of social amelioration measures by the Department to the affected households of the community quarantine due to COVID-19 outbreak targets low-income households including the 4Ps beneficiaries. The emergency subsidy amounts from a minimum of Five Thousand Pesos (PHp5,000.00) to a maximum of Eight Thousand Pesos (Php8,000.00) a month for a maximum of two months, taking into consideration the cash transfers and rice subsidies that they will be getting from the 4Ps Program in the computation of emergency subsidy. All target 4.4 million households of 4Ps, including homeless street families, indigenous peoples, and families in need of special protection (FNSP), shall be recipients of the emergency subsidy.
