Included in the proposal is the reconfiguration of sports pitches at Bridgefield, which will happen in consultation with local sports clubs, into a car park. Many local residents who were actively opposing the idea thought that this meant that the proposal would not go ahead, and that this is a resub- mission by the council of a rejected proposal, however, this is not the case. This proposition is a ‘Part 8 Planning Application’. What this means is that only the full democrati- cally elected council can either pass or reject it, regardless of the result of the vote at area committee level. This proposition is still very much on the cards. There are still a number of people who are in opposition to the proposal as there has been some concern over the fact that certain procedures have not been adhered to. These procedures are part of the Council’s own regulations. Cllr A few weeks ago this paper brought you the news that this same proposal was voted down by the Howth/Malahide area committee meeting by five votes to three. However there seems to be some misunder- standing as to what that means. David Healy, (GP) is one such councillor who is currently in opposition of the proposal. Speaking to the County Leader, he said; “We still have the funda- mental problem that we had at the area committee meeting which is that basic infor- mation is not available. There is no design for either project. The regulations are very clear, and as it stands it’s not legal for us to approve it. The law agents view has been given on that. I don’t see how we can approve it without a design.” There was also some concern around the lack of information available on the project. On this Cllr Daire Ni Laoi (SF) said; “Local opinion is split on the proposals. Disappointment At Delay InHalawa CaseFianna Fáil Spokesperson on Foreign Affairsand Trade , Darragh O’Brien TD has expressedhis disappointment that Ibrahim Halawa’scase has been postponed for the fourteenthtime, Abrahim has been detained in anEgyptian jail awaiting trial. The next trial datehas been set for October 2nd. Commenting onthe issue Deputy O’Brien said, “I am verydisappointed and gravely concerned thatIbrahim Halawa’s trial has been postponed forthe fourteenth time. This situa-tion is becoming increasinglyabsurd and cannot be allowed tocontinue indefinitely.” “Irecently met with Ibrahim’ssister Somaia to discuss herbrother’s case and sheexpressed her hope and beliefthat today would bring some conclusion tothis long-running saga. I am sure that theHalawa family must be bitterly disappointedand disheartened by this further delay,” hesaid. “Ibrahim is an Irish citizen and has beendetained without trial for almost three years. Iam calling on the Government to exploreevery option available to them to secureIbrahim’s release. It is simply unacceptablethat there appears no end in sight to this case, and at this point we can no longer trust thatthe next trial date, set for the 2nd October, will actually come to pass,” he added. Hewent on to say; “My colleague Senator MarkDaly, Seanad Spokesperson on Foreign Affairsand Trade & the Diaspora, has raised this issuein the Seanad this morning and has called onthe Minister for Foreign Affairs and Trade toappear before the Seanad next week to explainthe further delay in this case. I hope that theMinister will make himself available in thisregard.” “It is imperative that Ibrahim’s case iskept to the fore and that our opposition to this, now indefensible situation, is communicated tothe Egyptian authorities in the clearestpossible terms,” concluded Deputy O’Brien.

Centenary Art Competition WinnersDeputy Mayor Cllr EithneLoftus, has announcedthe prize winners of the2016 Centenary ArtCompetition. The artcompetition, part of theLocal Authorities 2016Centenary Programme, asked primary schoolchildren across theCounty to think abouttransport in 1916 Irelandand to draw pictures ofhow they imaginedtransport would looklike 100 years from now.A total of 1,309 applica-tions were received from40 schools across thecounty. The overall prizewinners were as follows:1st Prize, Annie Kinsella,4th Class Pope JohnPaul’s NS Malahide; 2ndPrize Hezamary Paul,4th Class Holy Family NSRiver Valley; 3rd PrizeFilip Buliga, 1st Class StCiarán’s NS, Hartstown. There were a number of

highly commended andmerit prizes awardedbecause the standard ofartwork was so high inthe competition. Thewinning entries will be

on display in FingalLibraries starting inBlanchardstown butthey will tour the countyso look out for them inyour local library. Thechosen theme of travelfor this competitionstems from the fact thatin 1916 many of themessages delivered tothe volunteers wouldhave been by bicycle.Bicycles were also asymbol of freedom, especially for women asit allowed them to travelgreater distances awayfrom their home-placeand move towards thegreater independencethat would unfold in the

coming years. In Fingal, female messengers suchas Mary (Molly) Adriendelivered dispatchesfrom Padraig Pearse inthe GPO to Thomas Ashein the Swords area.Speaking to the CountyLeader, Chief Executiveof the County Council,Paul Reid said; “Whatstrikes me is the wealthof artistic talent amongour young people inFingal. As ChiefExecutive of FingalCounty Council, I wouldlike to thank everyonewho participated. Iwould also like to thankthe teachers and parentswho supported the chil-dren in getting the appli-cations to us. Withoutthis support none of thiswould have beenpossible. The job we hadto pick the winners wasa difficult one but nonethe less we are here

today to celebrate thewinning entries”. DeputyMayor, Cllr EithneLoftus, thanked the prizesponsors; HalfordsBicycles, Swords, theIrish Cycling Centre andDraíocht who very kindlyprovided the prizes forthe competition. Shethanked all of thestudents for their appli-cations; “Getting youngchildren involved in theFingal 1916 CentenaryCommemorations hasbeen really high on ourpriority list; we wantedthem to understandthe contribution thatmen and women ofFingal made at theBattle of Ashbourne, the Mendicity Institute, the GPO and otherlocations aroundDublin during theevents of the 1916Rising. This art compe-tition has, I thinkhelped them to under-stand what it was likefor people in Ireland100 years ago particu-larly with regard totransport.”

Continued from page 1of issues, allaying some concerns, but many of those present werelooking for more information, envi-ronmental impact reports, trafficstudies etc. which have not to datebeen provided. Personally, I seemerit in both proposals, but wouldwish to see the process re-started,and go to public consultationagain, but more informationprovided, and as two distinct sepa-rate proposals.”Whether or not this proposal isrejected, it has certainly stirred upa lot of controversy locally. However, many local people andbusinesses are very much in favourof it. At the meeting, the MalahideChamber of Commerce, StSylvester’s GAA club and TheMalahide Tidy Towns allcame out in favour of it. Gerry Rafferty, Chairpersonof the Malahide Tidy townstold this paper that; “I amvery much in support of theproposal. Malahide is agrowing community and ithas been growing and expandingfor the last 40 years. The servicesand facilities must grow andexpand along with the community. The County Council have taken avery professional and calculatedapproach to putting forward thisproposal and I feel that theoutcome of the project will be verybeneficial for Malahide and I wouldbe eager to help people to under-stand why it is a good thing for thearea.”It seems that there has been a lot ofmisinformation circulatingregarding what exactly the projectwill entail. Rumours of overcommercialisation and restrictionson access to parts of the Demesnehave been rife across social media. Cllr Eoghan O’Brien (FF) was eagerto put those rumours to bed.Speaking to this paper he said;“One issue that came up was thatpeople were told that access would

be cut off to the woodland, howeverthere would be no restriction onaccess in and around the woodlandarea.”Much of the local outcry has beendue to the fact that this is going tobe a commercial venture should itbe passed. On this Cllr O’Brien said;“It will be a commercial enterprise,it will create an estimated 5 to 7jobs, there will be a commercialaspect to it, as there is in say Avoca,or the castle itself. There has neverbeen any attempt to hide the factthat it will be privately run. I feel itis also important to point out thatunder no circumstances would thismean that there would be a chargeon entering the castle grounds.”So what happens next? The plan-

ning application will go to fullcouncil on July 11th. If it isaccepted there will be aprocurement process wherethe Council would go into a‘seeking expressions ofinterest’ phase for theproject.Speaking to the County

Leader about this process, GerryMcDermott, Media CommunicationsOfficer for the Local Authority said;“The submissions from the consul-tation process and the feedbackfrom the public meeting will influ-ence the controls that will bewritten into the planning permis-sion. If this project is granted plan-ning permission, it will only begranted with certain conditionsattached.”He concluded by saying; “It isimportant to note that the Councilhas a vested interest in maintainingthese types of areas to the utmostdegree and to the best of their abili-ties. The casino is coming in as welland that’s going to cost over 2million euro with a substantial partof that coming directly from thecouncil. We are committed toMalahide, Malahide Castle and thedemesne and improving it and alsofuture proofing it as well.”

EU Game NotPlayed Out YetDavid Cameron having lost the BrexitReferendum played great cards in its after-math. He bought time not just for Britain, torealise the extent of the decision taken, but healso has made space for the other memberstates to appreciate the actual implications ofBrexit on the future of the EU. In the weeksince, there have been lots of plays mainly inthe UK but it seems from comments acrossEurope that there are a lot of cards yet to beplayed. Brexit is just one aspect of a much largerdeveloping political landscape acrossEurope. The Spanish Election againsaw PM Marino Rajoy again fail tosecure a majority. For the moment,Rajoy looks set to retain office insome form as a minority adminis-tration. The Austrian Presidentialelection has to be rerun due to thepossibility of election irregularities.Italy faces a referendum on electoralpractice on which the PM has staked his career.Poor Dave may not be the only resignationfollowing a referendum result this year. Both the French President and Rajoy say theircountries will oppose any negotiation withScotland before the UK has formally departedthe Union. This will be an added factor in howthe exit negotiations are conducted and willput great pressure on the London Government

to be mindful of the result inboth Scotland and N. Ireland. It may well be that the nextBritish PM will before servingnotice on the EU go immedi-ately to the country seeking amandate to negotiate forBritain the best deal with theEU. And on their return topower, negotiate with a verychanged Council of Ministersand Commission. Many countries have strong

movements calling for reform and some seekreferendums to decide their future within theEU. The EU must be careful in how it proceedsacross many fronts and it must be cautious of

how they deal with TTIP. Recent indicationsare that the commission are prepared to

make what is described as politicaldecision (compromises) to secure anagreement by the end of the year.Such action may fuel the Stop TTIPcampaign and galvanise the move-

ment calling for state ratification ofan agreement which has major impli-

cations for each member state andtheir citizens.

In both France and Germany the heavyweightsare now formulating strategies on how to fixEurope. Some of the policies floating inRépublican Party circles are not that farremoved from what the UK seems to havewanted. All players appear to know that realreform must happen if the European Project isto survive. Some have yet to learn that in ademocracy every person counts.

With summer well andtruly in full swing, it’s ahigh time to startthinking about somenew and fresh ways tocheer up your home andyour garden, especiallyas we have beenblessed with somelovely weather lately. A neatly kept garden isthe first impression avisitor gets of yourhouse. This first impres-sion is lasting and if yourgarden is not kept up toscratch, it’s unlikely thatyour home will be anybetter. Now is theperfect time to starttidying up your garden. If you need a majorclean-up, you will needto engage the services ofa professional land-scaper. Luckily there aremany such companieshere in the NorthCounty, who will provideyou with a top classservice to make sureyour garden, theentrance to your homelooks at it’s best. Withsmaller gardens, youmay be in a position toundertake small jobs.Sowing a new lawn canbe undertaken now, withlocal garden centresready to provide youwith all your require-ments and to give excel-lent advice. Larger jobs, like paving and deckingwill give your house anadded dimension and

can provide that all-important outside room, which can be enjoyed inthe brighter evenings.

GARDEN FENCING AND DECKING

Decking is incrediblyeffective in wet condi-tions as their designallows for maximumdrainage meaning anend to boggy conditionsunder foot, meaningcleaner kids and no foot-prints through thehouse. Perfect forclimbing frames, tableand chairs for BBQevenings as well.Fencing can be cut toornate designs to set outa decorative perimeterto any garden which canalso be stained to anyshade of teak, pine, etc. Professional deck layers

warmer days is to let thelight flow in. So, leavethe dark, heavy curtainsfor winter and go forsome thin, translucentfabric instead. Whenchanging the curtainsand blinds, think aboutall the spring coloursand choose the lightestand brightest options.Browse around the localdecoration shops here inthe North County to getsome inspiration anddon’t be too shy to tryout something totallynew, or trust the classicspring colours such asgreen or yellow andwhite.

BATHROOM

The same tricks can workwonders as well in thebathroom as in any otherroom of the house, sostart off by trying torefresh with little things. So, get your towelsupdated and see if it’d beabout time to get somenew, different colouredones. Find somematching storage boxesas that’s the one sureway to keep your bath-room clean. Organise thethick and heavy toiletriesbehind the shelves andreplace the products withlighter ones. If there’s alittle window in yourbathroom, try changingto a new type of glass ifyou feel this is needed, oreven just place someornaments close to thewindow ledge.

LIVING ROOM

Summer brings peopletogether both outdoorsand in, so make sureyour living room is verywelcoming to familyand friends. Get rid ofthe thick and heavycushions and replacethem with somesmaller, lighter ones.Place large plants onthe corners of the roomand by the window andget some smaller onesto fill the place else-where. Otherwise, keepthe decoration spaciousand light, even minimal-istic, as well as all thefabric and colourchoices. That includesthe curtains, blinds andsuch but also in furni-ture. If you have noneed to buy a totallynew sofa, you canalways get a new coverfor it to make it lookbrand new. You can alsoupdate the wall pictures

which will give a freshlook to your room.

BEDROOM

Scrutinise the room forobjects that appear tobe unwelcoming or cold. For example, replace thecandle sticks that have acolder design for some-thing summer-like. Alsoget rid of all kinds ofclutter that you knowwon’t see the light ofday for ages. Rememberthe sun can make yourbedroom look so muchbrighter and bigger too,so pull up those blindsand let the light in. Nowis also a good time tochange your cushioncovers for somethinglighter, so you can keepthe oh-so-cosy and

Newman ConcernedAbout Irish WaterCommitmentLocal councillor Joe Newman (NP) is concernedthat Irish Water is set to renege on its commit-ment to provide the vital 30 inch water main inSwords in the timeframe agreed. He told the County Leader, “I had a meetingrecently with Irish Water regarding a number ofissues and one of them was about the 30 inchwater main on Forest Road in Swords, which has ahistory of bursting on a regular basis over thepast 30 or so years.“I asked them when they were actually going todo the work, as I had a commitment that theywould start in Q4 of 2016 and now it seems theyhave rowed back on that commitment and we arelooking a somewhere in 2017, finishing in 2018.“What concerns me about this is that if this is puton the long finger, nothing will be done about it.We’ve just had a burst at Ballintrane Wood estateand one towards the Retail Park not so long ago.We need to have this water main replaced assoon as possible, as it will save money in thelong term and I have concerns about their initialcommitment. It seems ridiculous and hugelyexpensive to have to constantly repair this main, which is happening on a regular basis since I’vebeen living in Swords,” said Newman.“Replacing this water main is of the utmosturgency, particularly with what’s happenedrecently with water charges and that they mayrenege on their commitment,” he said. The water main is proposed to start besideForrest Little and go down Forest Road past the

Garda station andterminate at Balheary, with part of it alreadycompleted on SwordsMain Street.
