In recent years Hopwood Hall College has demonstrated remarkable improvementandwehaveachievedawholerangeofsignificantgoals. This performance was endorsed by Ofsted in their inspection of the collegeinMay2011.Weareagoodcollegewithoutstandingfeatures. HoweverIcontendthatweareonlyatthestartofajourneyandthat journeyistowardsexcellence–excellenceinallthatwedo.This includesthedeliveryofexcellenceinallbusinessfunctions.Inorder forthecollegetothriveweneedmanagerswhoareoutstandingin theirmanagementoftheactivitiestheyoversee,aswellasoutstanding managersofpeople,resourcesandinformation.

BACKGROUNDTheCollegeiscurrentlyexperiencingasignificantperiodofchangeastheneedtorespondtotheGovernmentsComprehensiveSpendingReview(CSR)resultedintheBusinessTransformationPlan(BTP).TheBTPReviewhasresultedinfurtherstructuralchangeincludingthecreationofnewmanagementpositions.Duringthisperiodofchange,therehasbeenanincreaseinwork-relatedstresscasesinmanagersandemployeeswheremanagementhasbeenstatedasacontributingfactor,thisalongwiththestructuralchanges,isafurtherindicatoroftheneedforimprovedmanagementskills.
Theenvironmentinwhichweareworkingisalotmorecomplexthanpre-CSRresultinginarequirementtoleadandmanageinadifferentwaytoanticipatefurtherchangeandchallenges.TheManagementDevelopmentProgramme(MDP)willprovideManagersatalllevelswiththeleadershipqualitiesandmanagementskillsnecessarytodeliverthechangesandchallengingstrategicdirectionsoftheCollegeandwithafocusonmanagementwithinanewwayofworkingandenvironment.
AfurtherkeyconsiderationistheabilitytoidentifyandinvestintalentedemployeeswithintheCollegeandhaveeffectivesuccessionplanningtoensurethatwehavepeoplewhoareequippedtodeliverthenecessarychangesandmanagewithinthe‘NewWorld’whererolesaremorechallengingandholistic.ThereforethisinvestmentisinallemployeesfromTeamLeadersandaboveandwillbeassessedwithinthePerformanceManagementSystem.
AIMToimprovemanagementperformancethroughthedevelopmentofskills,knowledge,keybehavioursandcompetencies.TheprogrammeisdesignedtohelpmanagersandinturntheirteamstogaintheskillsrequiredinthecurrentbusinessenvironmenttomeettheneedsandstrategicobjectivesoftheCollegethrougheffectivemanagementandleadership.
Theplannedoutcomeoftheprogrammeistodevelophighperformingmanagerswhointurndeveloptalentwithintheirteams,facilitatesuccessionplanningandcanmanageeffectivelyinachangingorganisation.
Ofsted rated Leadership and Management as Good in the last inspection, this programme aims to drive the overall rating of the CollegetoOutstanding.

AllparticipatingManagersareencouragedtohaveactiveinvolvementintheprogrammeandthereforethroughouttheprogrammeareurgedtocontributeideas,suggestionsanddevelopmentneedsthatcanbemetwithinthemodules.

DELIVERYThisisa12monthprogrammerunningfromJuly2012toJuly2013withthelauncheventonthe6thJuly2012.Therewillbefourmodulesandeachmodulewillhaveavarietyoftopicsanddeliverymethods.
Personal Effectiveness BuildingandLeadingHighPerformanceTeams People and Performance Management ManaginginaBusinessContext
TheprogrammeisbasedonthecompetenciesintheCollegeCompetencyFramework.Thebehavioursrequiredtodemonstratethesecompetenciesalongwithpracticalandtechnicalmanagementskillswillbedeliveredthroughamodularprogrammefacilitatedbyinternalandexternaltrainersthroughamixofe-learning,workshopsandpracticalskillsdevelopmentactivities.Inordertoputthelearningintopracticeandtoencouragecrossfunctionalcollaborativeworkinganin-programmeprojectwillformpartoftheprogramme.TeamswilldesigntheirownprojectbasedonthethemesprovidedbySMTandtheprojectbriefwillbeagreedbySMT.Allin-programmeprojectswillhaveasustainedpositiveimpactontheCollegeandwillbedeliveredaspartoftheProjectManagementmodule.

ThroughouttheprogrammeaMDPmini-siteonItsLearningwillbepopulatedwithelearningresourcestoachieveablendedapproachtothedeliveryoftheprogramme,enablenewmanagerstousethematerialsandforparticipantstouseforrefresherpurposesoncetheyhavecompletedtheprogramme.
FUNDINGWithemphasisonvalueformoney,fundingwillbeprovidedthroughthetraininganddevelopmentbudgetandwillbethekeypriorityfor2012/13.ThisisasignificantinvestmentinthecurrentandfuturemanagementteamoftheCollegeanddemonstratestheCollege’scommitmenttothedevelopmentofahighperformanceculture.Internalvenueswillbeusedforthedeliveryofallactivitieswherepossibleandwheretheexpertiseisavailable,sessionswillbedeliveredinternally.
PARTICIPANTSAllManagersaretofullyparticipateintheprogramme.Activeinvolvementintheprogramme,completionofdevelopmentactivitiesandattendanceatthelearningeventswillbemonitoredthroughonetooneswithLineManagerswithintheperformancemanagementsystem.WherenewManagersjointheCollegemid-programme,theywillbeinvitedtojointheremainderoftheprogramme.
EVALUATIONTheprogrammewillbeevaluatedinseveralstagesthroughouttheperiodofdeliveryandcontinueuntiloneyearafterthestartoftheprogramme.
STAGE 1Establish a base line “where are we now”? ThiswillbethroughuseofdiagnostictoolatthelauncheventandtheCollege’scurrentpositionwithregardtothemeasurableobjectivesfortheprogrammeasdetailedin‘ObjectivesandPlanning’.
STAGE 2OnprogrammeevaluationThiswillbethroughworkshopevaluationsheetsspecificallydesignedforeachlearningactivity/moduleviaItsLearningandthroughreviewmeetingswiththefocusgroup.
STAGE 3 12 months after the start of the programme - how far have we travelled?Measuredthroughtheachievementoftheprogrammeobjectives.
