Preparing for your child to start full time education is a very exciting time filledwith opportunities. Making the right decision about which schools you wouldlike your child to attend is an important, but concerning time forparents/carers. This booklet is designed to give you the information you needto understand the admissions process and start to identify the schools you maywish to consider for your child.

I would encourage you to contact and visit the schools you wish to consider tohelp you make informed decisions about what they can offer your child andwhether you feel they are the right environment for your child. Headteachersand staff will be happy to discuss things with you, show you round and answeryour questions and concerns.

The start of your child’s full time school life is an exciting time for both you andthem. It can also be a time full of questions and concerns about choosing theright school, deciding where they will be happiest and where is best to helpthem achieve their potential.

The information in this booklet is provided to assist you in making the mostinformed decisions about the schools to name on your application for your child.

Choosing the right school for your child to starttheir education can be a difficult and anxious timefor parents and children. Medway Council’sStudent Services Admissions Team is here to helpyou understand the process and make the rightdecisions for your child.

It is very important that you read carefully, andunderstand, the information in this bookletregarding how the admissions process works andhow school places are allocated before you submityour school application.

Throughout this booklet we have provided usefulinformation to help you make the most informeddecisions possible. We encourage you to use thisinformation, do your own research on schools andvisit the schools you are interested in if you can. It is also important to help your child feel happyand comfortable about starting their education, so you may want to involve them in the process.

� Can I visit the schools I’m interested in?

Schools will be happy for you to contact them todiscuss whether you can visit the school at anytime. School’s may not have scheduled opensessions but may be happy to consider requestsfor a tour. It is up to individual schools whetherthey will permit this or not.

� What happens if my child has as Statement forSpecial Educational Needs (SSEN)?

If your child is statemented, they do not need togo through this admission process. You will bediscussing you school preferences with theSpecial Educational Needs Team to determinewhich school is right for your child.

Please do not complete the application for thisadmissions process as the allocated school willbe named in your child’s statement.

Term Meaning

Oversubscription criteria Any application for a school is ranked (prioritised) against the schoolsoversubscription criteria. This is a set of criteria that details the order ofpriority in which places will be offered. Each school has it’s own criteria andthe details of these can be found later in this booklet.

Equal preference scheme This means that school places are not offered based on which preference youname a school. Your application will be considered and ranked against theschools oversubscription criteria. The schools you name will not be told byStudent Services which preference you named them. The order of yourpreferences is between you and Student Services only. When allocatingplaces, Student Services will look to offer your child a place at the highestnamed school where a place can be offered. It is important to list the schoolsin your preferred order.

Home local authority This is the local authority where the child lives and is the local authority towhich applications must be made for school places. The easiest way todetermine which local authority you live in is to look at whom you pay CouncilTax to. For example: If you pay Council Tax to Medway Council – you mustapply for schools through Medway Council. If you pay your Council Tax to oneof the 12 district councils of Kent (e.g Tonbridge and Malling or Swale) – youmust apply for schools through Kent County Council. You can name schools inany local authority, but you must apply through your home local authority.

School status All schools have a particular status and this is, basically, the type of school it is.You will hear about Academies, Community Schools, Foundation Schools,Voluntary Aided Schools and Voluntary Controlled schools. The status of eachschool will be shown alongside the school details later in this booklet. Pleasespeak to the school to find out more about what they can offer your child.

Supplementary Some schools require you to complete and additional ‘supplementary information form information form’ or ‘SIF’. The information requested on these forms is in

addition to your application and is required by the school to help apply theiroversubscription criteria.Please note that completing a SIF does not mean you have applied for theschool. You must complete and submit the application for your home LocalAuthority as this is the only application that can be processed.

� What are the different age ranges of schools?

In Medway we have:

• Infant schools – for children aged 4-7 years old.The point of entry is Year R (Reception).

• Primary schools - for children aged 4-11 yearsold. The point of entry is Year R (Reception).

• Junior Schools - for children aged 7-11 yearsold. The point of entry is Year 3.

� Do schools offer before and after schoolfacilities?

Many Medway schools already provide breakfastand/or after school clubs and it is envisaged thatmore will be setting these up in the future.

Admissions drop-in sessionsTo help you understand the admissions processand the steps you need to take, Student Services are holding a number of drop-in sessions across Medway.

The drop–in sessions will tell you about the entireadmissions process, help you understand theimportant dates and the actions you need to take.You will also be able to ask any questions you mayhave to help you make decisions about whichschools to name on your application.

These are being held in various libraries and coverthe whole of Medway, so you should be able tofind a date, time and location convenient for youto attend if you wish to.

You do not need to book a time, just turn up at thesession that suits you best.

It is hoped that there will also be computerfacilities available at the sessions, should you wishto apply online at the time.


Section two Starting school in Medway - admission to Reception year

Reception year (Year R) is the first compulsory yearin education and is the year in which your childreaches compulsory school age.

� When is my child due to start school in Year R?

Children born between 1 September 2009 and 31 August 2010 are due to start school inSeptember 2014. Legally a child reachescompulsory school age and must be in school bythe term following their fifth birthday.

� What schools can I apply for and how many canI name?

You can name infant and primary schools. Detailsof the Medway infant and primary schools areprovided later in this booklet.

If you live in Medway, you can also apply forschools outside of Medway, but these must benamed on your Medway application.

You can name any school you wish your child to beconsidered for. Medway invites parents to nameup to four schools on the Medway application.You don’t have to name four, but it is important tounderstand that naming only one school does notgive you a stronger claim to a place.

Please only name each school once. If you namea school more than once it will only beconsidered as one preference.

� What application form do I need to complete forYear R?

For admission into infant and primary school inYear R you can either apply onlinewww.medway.gov.uk/onlineadmissions or youcan complete the pink paper Reception CommonApplication Form (RCAF), which is available fromMedway infant and primary schools or from theStudent Services Admissions Team.

� I have already put my child’s name down at aschool, is that enough?

No. A large number of parents may have alreadyvisited schools and asked for their child to beadded to a list held by the school regardingplace. This does not mean that an application hasbeen made, it is only an expression of interest.

You must complete and submit the councilapplication in order for your child to beconsidered for a place at the school.

Your child will not be considered for a place if anapplication is not received by Medway Council tobe processed.

� My child attends the nursery/pre-schoolattached to the school. Does this mean I willdefinitely get a place at the school?

No. Attendance at a nursery or pre-schoolwhich is attached to a infant or primary school

does not guarantee your child a place at theschool and it does not give your child a higherpriority for a place.

You still need to complete the application and itwill be considered against the school’s publishedoversubscription criteria.

� Will my child start part-time or full-time?

Individual schools organise their own startingarrangements and you will need to speak to theschool your child is offered to confirm whatthese arrangements are.

It is your right to request for your child to startfull-time on the first day of school if you wish to,even if the school suggests a part-time startinitially. It will be up to you to make yourindividual arrangements with the school.


If your child is in an infant school they will finish atthe end of Year 2 and must transfer to Year 3 inanother school.

� When is my child due to start school in Year 3?

Children born between 1 September 2006 and 31August 2007 are due to transfer in Year 3 inSeptember 2014.

� What schools can I apply for and how many canI name?

You can name junior schools only. Details of theMedway junior schools are provided later in this booklet.

If you live in Medway, you can also apply forjunior schools outside of Medway, but thesemust be named on your Medway application.

� Can I defer my child’s starting date?

Children must, legally, be in school the termfollowing their fifth birthday as they have thenreached compulsory school age.

You may wish to defer your child’s start atschool, particularly if they are younger, but theymust start school the term after they turn five.After you have applied and been offered aschool place, if you then choose to defer entry

you will need to make your individualarrangements with the school offered and theplace will be held open for your child.

If your child is born between 1 April and 31August then you may choose to defer yourchild’s start at school until September 2015.However, it is important to understand thatshould you choose to do this your child may thenhave to start in Year 1 and may miss Year R.

Section three Transfer from infant to junior school in Medway - admission to Year 3 in junior schools only

You can name any junior school you wish yourchild to be considered for. Medway invitesparents to name up to four schools on theMedway application. You don’t have to namefour, but it is important to understand thatnaming only one school does not give you astronger claim to a place.

Please note that if you name a primary school onyour junior application it will be deleted as onlyjunior school preferences can be considered.


� If my child is in a primary school, do I need toapply to transfer to Year 3?

No. If your child is in an ‘all-through’ primaryschool (where they will remain until the end of

Year 6), you do not need to apply for transfer toYear 3.

This admission process is only for childrenseeking places in Year 3 in junior schools only.

The majority of these children will currently beattending infant schools, but if your child is inYear 2 in a primary school and you wish them totransfer to a junior school, then you can applythrough this process.

� My child is in an infant school, but I want themto go to a primary school. Can I apply throughthis process?

No. This process is for admission to Year 3 injunior schools only. If you wish to apply for aplace in primary school you must complete acasual admission application form (which isavailable from all Medway schools).

If you opt to do this, the place offered will notbe held open for your child and you will have tore-apply nearer the time you want your child tostart school.

Important to note*

At the time of going to print consultation is taking place on the amalgamation of the following school:

• Gordon Infant School and Gordon Junior School

If this is approved these schools will amalgamate tomake an ‘all through’ primary school (wherechildren attend from Year R to Year 6) and yourchild will automatically carry on into Year 3 in theschool if they currently attend the infant school.However, as this is not yet approved, you will needto apply for a place in the junior school at this stage.

Once a decision has been made on theamalgamations, Medway Council will inform youwhether your child will automatically continue intoYear 3 or whether the application for transfer tothe junior school will still be processed.

It is important to understand that you wouldhave to apply for a place in Year 2 for immediatestart, as places in primary schools cannot beoffered and held open until September.

If you wish to apply for a Year 3 place in aprimary school for September 2014, you will notbe able to do so until the end of June 2014.

We would advise that you should still apply for aplace at a junior school to ensure that your childhas a school place for September 2014. This doesnot stop you from also applying as a casualadmission for primary schools if you wish, butyou must complete the separate casual admissionapplication form.

� What application form do I need to complete forYear 3?

For admission into junior school in Year 3 youcan either apply onlinewww.medway.gov.uk/onlineadmissions or youcan complete the orange paper Junior CommonApplication Form (JCAF), which is available fromMedway infant schools or from the StudentServices Admissions Team.

� What does ‘pairing’ mean?

The majority of Medway infant schools arepaired with a junior school. This means thatchildren in the infant school have a higherpriority for a place in the paired junior schoolthan children not in the infant school.

You can still name any junior school you wish to(even if it is not paired with your child’s infantschool), but your child will be considered under a

� When can I apply for school places?

Medway Council’s applications for admission toYear R and transfer to Year 3 in junior schoolsare open from Monday, 16 September 2013 until4pm on Wednesday, 15 January 2014.

� Who do I apply to?

You must submit your school application to the local authority where you live (home local authority).

If you live in Medway, ie pay your council tax toMedway, then you submit your schoolapplication to Medway Council.

If you live in Kent (ie pay you Council Tax to oneof the 12 district councils of Kent, for exampleSwale) then you must submit your schoolapplication to Kent County Council.

� How do I apply for schools?

You can apply for your child online atwww.medway.gov.uk/onlineadmissionsOrFor admission to Year R - You can complete a pinkRCAF (Reception Common Application Form) andreturn it to the Student Services Admissions Team(address details can be found in section 1) or anyMedway infant or primary school.

For transfer to Year 3 in junior schools – You cancomplete a orange JCAF (Junior CommonApplication Form) and return it to the StudentServices Admissions Team (address details can befound in section 1) or your child’s infant school.

Please note that you can only use one of thesemethods. We cannot accept more than oneapplication per child. If you apply online, pleasedo not complete a paper form and vice versa.

� I need to apply for more than one child. Whatdo I do?

You will need to complete a separate applicationfor each child.

If you are applying online, please ensure thatyou start a fresh application for each child anddo not overwrite one child’s application with theother child’s details. If you do this, the firstapplication will become invalid.

� Are there any benefits to applying online?

When applying online, you will receive an emailconfirmation that your application has beenreceived. Application made on paper forms willnot be acknowledged. Please also see section 5.

Parents who apply online for schools, andprovide us with an email address, will be sent anemail after 4pm on 16 April 2014 advising them

of the school place offered, as well as being senta formal offer letter which provides informationon what to do next.

� I live outside of Medway, how do I apply?

If you live in another authority you must submityour school application through that authority.You can still name schools in Medway, but theapplication must go through your home localauthority. If you require information on theirschools, please contact the relevant localauthority to ask for a copy of the primaryadmissions booklet or visit their website.

� I live in Medway, but want to apply for schooloutside Medway. What do I do?

You must submit your school application toMedway Council. You can name schools outsideof Medway and we will liaise with the relevantlocal authority to see if a place can be offered.

� My child has a Statement of Special EducationalNeeds, can I apply?

If your child is statemented you would havealready had discussions with the SEN Teamregarding which schools you wish your child tobe considered for. Your child will not go throughthe main admissions process.

Please do not complete the school admissionsapplication.

� I live in Medway, what schools can I apply for?

Details of the Medway infant, primary and juniorschools are provided later in this booklet.

You can also apply for schools outside ofMedway, but these must be named on yourMedway application.

You can name any school you wish your child tobe considered for. Medway invites parents toname up to four schools on the Medwayapplication form. You don’t have to name four,but it is important to understand that namingonly one school does not give you a strongerclaim to a place.


� Is the order I name school important?

It is important that you name the schools in youpreferred order.

Medway operates an equal preference scheme,which means that school places are not offeredbased on which preference you name the school.

Your application will be considered andprioritised against the named school’soversubscription criteria.

Medway Council will not tell the schools whichpreference you named them. The order of yourpreference is between you and Medway Council.

When school places are being offered, MedwayCouncil will look to offer your child a place atthe highest named school where a place can be offered.

� I need to apply for children of multiple birth, for example twins. What do I need to do?

You will need to complete a separate applicationfor each child.

You need to ensure that you tick the appropriatebox on the application to indicate that yourchildren are of a multiple birth.

Please see the oversubscription criteria section,later in this booklet, for more details on howplaces are allocated for children of multiple birth.

� Why is my address important?

The address you give on your school applicationis very important and will be used to calculatehome to school distance for the schools you havenamed. This will have an effect on your child’sapplication when it is considered against theschool’s oversubscription criteria.

It is important that the address you provide isyour child’s main place of residence. This meansthat they must live at this address permanentlyor, in the case of separated families; it must bethe address of the parent where your childspends the majority of the school nights. Pleasebe aware that only one address can be used onthe application. We can send duplicatecorrespondence to another address as long as allparties are in agreement.

If you are unsure of the address to be used inyour circumstances, please contact the StudentServices Admissions Team who will be happy toassist you.

� I have childcare arrangements in place for my child. Are these taken into account?

No. Your personal childcare arrangementscannot be taken into account in the admissionsprocess even if they are a factor in the schoolsyou name as a preference on your application.Places are offered against oversubscriptioncriteria, which do not include childcare orattendance at nursery/pre-school.


� Can I use the address of my childcare provideron the application?

You must provide the address details of whereyour child permanently lives or, in the case ofseparated families, the address of the parentwhere your child spends (sleeps at) the majorityof the school nights.

� How do you define the majority of the school nights?

For the purposes of the admissions process,school nights are defined as Sunday, Monday,Tuesday, Wednesday and Thursday. This isbecause children will be going to school on thefollowing morning. To determine how manyschool nights your child spends with each parent,please use this definition.

For example, if your child sleeps Sunday,Monday, Tuesday at your address andWednesday, Thursday at their other parent’saddress, the admission process would determinethat your address is where your child spends themajority of the school nights. This is becausethey will be going to school from your addresson three school days and from their otherparent’s address on two school days.

If you are unsure of how this will be defined inyour personal circumstances, please contact theStudent Services Admissions Team for adviceand assistance.

� My child comes from a separated family. Whathappens if you receive an application from meand one from my child’s other parent?

If Medway Council receive two applications foryour child (one from each parent), we will

contact both parties to seek written agreementon the following:1 The child’s main address to be used for theapplication.

2 The schools to be considered on theapplication.

3 The preference order of the schools to beconsidered.

Whilst awaiting written agreement from bothparties, the applications will be removed fromthe process and held pending.

Once written agreement is received from bothparties, your child’s application will be includedin the process with the agreed details.

If written agreement from both parties is notreceived your child’s application will continue tobe held pending until the matter is resolved. Inthese situations parents may wish to seek theirown independent legal advice on how to resolvethe situation.

It is important to understand that, if both partiescannot reach agreement and the situationremains unresolved, your child may not beoffered a school place on 16 April 2014 or untilthe matter is settled. This means that your childcould be disadvantaged because agreement onthe application has not been reached.

� I am moving shortly, what address do I use?

You must use the address you are living at on the closing date for school applications, 15 January 2014.

If you are moving after you have submitted yourapplication, you will need to provide the Student

Services Admissions Team with proof of yourmove. This proof can be in the form of a copy ofyour exchange of contracts or tenancy agreement.

Any request for a change of address can beaccepted up until Friday, 31 January 2014 ifaccompanied by sufficient evidence.

� What happens if I give false information?

If you deliberately provide false information onyour school application, such as an address, anda place is granted on the basis of thisinformation that wouldn’t have otherwise beenoffered we can, and will, withdraw the offer of aschool place.

If you believe that someone has provided falseinformation on their school application, we askthat you contact The Student Services Manager


at Medway Council. All such contacts will betreated in confidence and we will not discloseany of your information.

If any part of your application is thought to befalse, we will investigate and the emphasis willbe on parents to provide satisfactory evidenceproving the point being queried.

� What do Medway Council accept as proof ofaddress, if required, for the admissions process?

If Medway Council request you to provide proofof the address where your child is living for theadmission process, a copy of one of thefollowing will be acceptable:

• A Child Benefit letter • A Child Tax Credits award letter • A copy of your child’s medical card showing theaddress they are registered from with their GP

• A copy of your most recent Council Tax bill.

Copies of any letters or bills provided must bedated during the application period (September2013 to 15 January 2014). Any evidence provideddated outside the application period may not beaccepted as you will be requested to prove yourchild’s address at the time of application.

� What happens if I miss the closing date forapplications?

The closing date for applications is 15 January2014. Late applications cannot be made online.All late applicants must complete a paperapplication form and return it direct to theStudent Services Admissions Team.

As far as reasonably practicable, late applications(for good reason) that are received, will beaccepted provided they are received by MedwayCouncil by close of business on Friday, 31January 2014. These applications must beaccompanied by a written explanation of thereasons for late submission. Only exceptionalcircumstances (good reason) can be consideredby the Student Services Management Team. If itis decided that the reason for late submissiondoes not constitute good reason, the applicationwill be held until after allocation on 16 April2014 and will be considered at re-allocation.

If you have moved into Medway between 15January 2014 and when you submit yourapplication, proof of the Medway address andthe date of the move must be provided. This canbe a copy of a signed tenancy agreement,exchange of contracts or completion documents.

Any application received after 31 January 2014will not be considered for places on 16 April2014, but will be included in the re-allocation ofplaces on 2 June 2014 and after consultation withthe relevant admission authority for the namedschools. The child’s name will automatically beplaced on the waiting list for any schools namedthat are unable to offer a place.

� Can I change my preferences after the closing date?

Changes to preference are not allowed after theclosing date for applications, 15 January 2014 otherthan in exceptional circumstances. If you feel thatyour circumstance fall into this category, please

submit your request in writing to the StudentServices Management Team for consideration.Please note any request for changes made after31 January 2014 will not be considered.

The online system provides a safe, fast and easymethod of sending us your application andprovides you with a full confirmation that it hasbeen received.

After 4pm on the offer day, 16 April 2014,Medway Council will send details, by email, of

� What do I need to do to apply online?

Firstly, you will need to register with the website.You will be asked to create a username andpassword for yourself. We suggest that you makethese easy to remember and keep a note ofthese (space is provided on the inside front coverof this booklet), as you will need these in thefuture to access your application.

You will then need to enter your details and yourchild’s details, add your school preferences andreasons, then submit your application forprocessing during the dates shown above.

If you provide an email address in yourinformation, you will receive an emailconfirmation of the application you havesubmitted. This will be a full copy of theinformation you have provided.

� Can I change my application or my informationafter I have submitted it?

Yes, You can make any changes to yourapplication up until the closing date forapplications (15 January 2014).

You will need your username and password tore-enter your application and make any changes.

It is vitally important that you remember toresubmit your application after you have madeyour changes as we can only process the lastsubmitted application after the closing date.

If you make changes and do not re-submit theapplication for processing, your changes will notbe included when the application is processed.

� Will I still get a letter telling me my child’sschool offer?

Yes, all applicants receive the formal offer letter.Online applicants, who have provided an emailaddress, also receive an email advising them ofthe school place offered.

� Can I submit an online application and a paperapplication?

No, we can only process one application for eachpupil. If you have applied online, do notcomplete a paper application as well.

Please note, if you submit an online applicationthis will override any paper application we receivefor your child unless you contact us prior to theclosing date to cancel your online application.


Section six The school offer (allocation) process and next steps

� When will I find out my child’s school offer?

School places are offered on 16 April 2014.

All parents will be sent a formal offer letteradvising them of the school offered and what todo next. These letters will be posted by MedwayCouncil by 1st class post on 16 April 2014 to bereceived in the following few days.

If you apply online, and provide an emailaddress, you will also receive an email after 4pmon 16 April 2014 advising you of your child’sschool offer. You will still receive a formal letterand will need this to take the next steps.

� Who will I receive my offer from?

You will receive your school offer letter fromyour home local authority. This means, if you livein Medway (ie pay you Council Tax to MedwayCouncil), you will receive your letter fromMedway Council.

If you live in Kent (ie pay you Council Tax to oneof the 12 district councils of Kent, for exampleSwale) then you will receive your offer letterfrom Kent County Council.

� Why does it take so long from applying forschools to receiving the school offer?

There are many procedures that need to beundertaken by councils to process applicationsincluding exchanging data with other councilsand schools, working with schools to prioritiseapplicants, etc before school offers can be made.

� How does Medway Council work out whatpriority my child has for a place at the schools Ihave named?

All school places are allocated in accordance withthe individual school’s published oversubscriptioncriteria. Full details of each school’s criteria can befound later in this booklet.

The Student Services Admissions Team work inpartnership with each school to ensure that all

applicants are prioritised (ranked) correctlyagainst the published oversubscription criteria.

� How does Medway Council work out whichschool is to be offered to my child?

Medway Council operates an equal preferencescheme, which means that school places are notoffered based on which preference you namethe school.

Your application will be considered andprioritised against the named school’soversubscription criteria.

Medway Council will not tell the schools whichpreference you named them. The order of yourpreference is between you and Medway Council.

When school places are being offered,Medway Council will look to offer your child aplace at the highest named school where aplace can be offered.

� What happens if more than one of the school’s I name can offer my child a place?

You will only receive the offer of one school placeon 16 April 2014 and Medway Council will look tooffer your child a place at the highest namedschool where a place can be offered.


� What about children with a Statement of SpecialEducational Needs?

Children with a Statement of Special EducationalNeeds do not go through this admissions processand any places being offered to a Statementedchild at a school will be allocated before allother places.

The school’s published admission number (PAN) will be adjusted to take account of any Statemented children offered and TheStudent Services Admissions Team will offer upto the remaining number of places available atthe school.

� Am I guaranteed to get one of the schoolsnamed on my application?

Unfortunately, we cannot guarantee that we canoffer a place at one of your named schools. Itwill depend on how oversubscribed the schoolsnamed are and where your child is prioritisedagainst the schools over subscription criteria.

We strongly advise you to name more than oneschool on your application to give you the mostopportunity to receive the offer of a place at aschool you are satisfied with. Medway residentscan name up to four preferences.

For Year R admissions for September 2013, 96 percent of children received the offer of a place at aschool named on their application form on 12April 2013. Of these 88 per cent received the offerof a place at their first preference school.

For Year 3 transfer to junior school forSeptember 2013, 99.5 per cent of childrenreceived the offer of a place at a school namedon their application on 12 April 2013.

Of these 99 per cent received the offer of a placeat their first preference school.

� What happens if you can’t offer my child at aschool named on my application?

The council have a duty to ensure that a schoolplace is offered on 16 April 2014 to every childwho has applied for a school place by theclosing date.

If we are not able to offer a place at one of yourpreferences, we will look to allocate a place atthe nearest appropriate school to your homeaddress that have a place available.

� If I am not happy with the school place offered,what can I do?

Full details of the next steps you can takefollowing the school offer made on 16 April2014 will be provided along with the offer letter.You have a number of options includingrequesting to be placed on a waiting list, to beconsidered at re-allocation and lodging a schooladmission appeal. Brief details of some of theseoptions are listed below:

� Waiting lists / Re-allocation:You will be sent a waiting list request form alongwith your school offer letter on 16 April 2014.Using this form you can request to be placed onthe waiting list for any of the schools youoriginally named on your application form and/orany other Medway school*

Your child will not automatically be added to awaiting list unless you have submitted a requestform. The only exception to this is where anappeal has been lodged. Children who haveappealed will also be added to the relevantschools’* waiting list.

*Please note that, under the transfer to juniorschool processes, you can only request to goon the waiting list for a Medway junior school.

The Student Services Admissions Team will thencollate all waiting list requests and look to re-allocate (offer) any vacant places that maybecome available in schools to children whohave requested to be placed on the waiting list.

A child’s position on a school’s waiting list will bedecided in accordance with the school’s


published oversubscription criteria. Places arenot held on a first come first served basis.

It is important to understand that a child’s placeon the waiting list may change (up or down)dependent on the eligibility of other childrenwho have requested to be on the waiting list.

Waiting list requests must be submitted byTuesday 20 May 2014.

Vacant places will be re-allocated after 2 June 2014.

NB: If you are offered a school place at one ofthe schools you have named on your waiting

list request, any other school offer will beautomatically withdrawn to be re-allocated toanother child. You will not have a claim on theoriginal place offered if you change your mindand will need to request to be added to thatschool’s waiting list for consideration at future re-allocation.

� Appeals:

You have the right of appeal to any of theschools you have named on your applicationform that has not been able to offer your childa place.

You cannot lodge an appeal for a school youhave not named on your application form.

Full details of how to appeal and an appeal formwill be included with your school offer letter on16 April 2014.

You can submit more than one appeal at thesame time, as the schools being appealed for willnot be aware that you have appealed foranother school.

Who you submit your appeal request to willdepend on the school being appealed for anddetails of where you need to send you form willbe included with your letter on 16 April 2014.

An Independent Appeal Panel will hearadmission appeals. They are independent of theschool and the Council and their decision isbinding on the school and the Council.

Appeal requests must be lodged by Tuesday 20May 2014.

� Can I go on the waiting list and lodge an appealfor the same school?

Yes. You can submit a waiting list form andlodge an appeal for the same school. The twoprocesses are independent of each other and,being on the waiting list will not affect yourappeal and vice versa.

� How do I accept or refuse the school placeoffered?

You will receive an ‘Acceptance/Refusal’ formwith your school offer letter on 16 April 2014.You will need to complete this form and return itto the school being offered with your decision.

Acceptance/refusal forms must be returned tothe schools by Tuesday 20 May 2014.

� If I refuse the place offered, do I have a betterchance being offered a place from the waitinglist or being successful at appeal?

No. Vacant places are only offered from waitinglists in accordance with the school’soversubscription criteria, not dependent onwhether you are holding the offer of a schoolplace or not. In a similar way, appeal decisionsare based on the cases heard by the IndependentAppeal Panel and not on whether you areholding a school place or not.


Section seven Free School Meals and Home to School Transport

The following information on Free School Mealsand Home to School Transport is correct at thetime of going to print.

Please check the Medway Council websitewww.medway.gov.uk for the most up to dateinformation nearer the time of your child starting school.

Free School Meals

� Will my child be entitled to Free School Meals?

Your child may qualify to receive free schoolmeals if you receive certain qualifying benefits.

At the time of printing this booklet, these are:• Income Support• Jobseeker’s Allowance (income based)• Employment and Support Allowance (Incomerelated)

• The Guarantee element of State Pension Credit• Support under part VI of the Immigration andAsylum Act 1999

• Child Tax Credit, but not entitled to WorkingTax Credit, and whose annual income (asassessed by Her Majesty’s Revenue andCustoms) does not exceed £16,190.

As the Government is looking to change thebenefits system, please be aware these couldhave changed by September 2014.

� Do I need to complete the application form forall Medway schools?

A number of academies in Medway are nowprocessing their own free school meals andtherefore Medway Council are unable to deal withyour entitlement. Please contact the school direct

to make your application. For a list of schools andacademies please visit www.medway.gov.uk andsearch free school meals.

� How do I apply for Free School Meals?

You will need to complete the free school mealsapplication form.

If applying during the school holidays, you willneed to send the completed form to the freepostaddress on the bottom of the form. If applyingat any other time, as well as this option, you cantake it into your child’s school office.

You can obtain an application form by ringing theStudent Services Operations Team on 01634 331155,or collecting one from your child’s school office,Medway’s contact points, or the main libraries:Gillingham, Chatham, Rochester and Strood.

� Do I need to provide proof of benefit with myapplication?

You do not need to provide proof of benefit atthis time. By signing the form you are allowingthe Student Services Operations Team to verifyyour claim.

If free school meals cannot be verified, the teamwill ask for an up to date, full copy of the proof ofbenefit you are receiving, to reassess your claim.


� Do I have to renew my application for freeschool meals and if so, when?

No, you do not have to renew your application ifall your details have remained the same.

The Student Services Operations Team will carryout regular reviews and contact you for furtherproof of benefit, if required.

� Who do I contact if any of mine and/or my child’spersonal details change, or I stop receivingbenefit, once I am receiving free school meals?

Please contact the Student Services OperationsTeam on 01634 331155 to update your details. If you have moved address, you will be asked tocomplete a new application form.

If you do not notify the team, it could result inyou having to repay the cost of any free schoolmeals that your child has received.

Home to School Transport

� How do I know if my child is eligible for freehome to school transport?

If you feel your child is eligible for free home toschool transport, you need to complete anapplication form; the Student ServicesOperations Team will assess it and send writtenconfirmation of the decision.

� Where can I get an application form?

You can get an application from any Medwayschool, Medway contact points or the mainlibraries (Gillingham, Chatham, Rochester andStrood). Alternatively, you can contact the StudentServices Operations Team on 01634 331155.

� What is the current transport policy, includingthe minimum distances?

At the time of going to print, the basicqualifying criteria to be eligible for free home toschool transport is the following: • if your child is up to eight years old, you mustlive more than two miles from the primaryschool your child will be attending and it mustbe deemed as the ‘nearest appropriate school’to your home address

• if your child is eight years old and above, youmust live more than three miles from theprimary school your child will be attending andit must be deemed as the ‘nearest appropriateschool’ to your home address.

� How are distances measured for home to schooltransport?

It is important to understand that the schooladmissions policies and the home to schooltransport policies are completely separate anddo not interlink.

Distance for home to school transport arecalculated using the geographical informationsoftware available to Medway Council. Thedistance is calculated from the home address tothe school address by the shortest availablewalking route. It may take account of footpaths,public rights of way, etc.

The shortest available walking route is one alongwhich a child can walk to school, accompanied asnecessary, with reasonable safety.

� What does ‘nearest appropriate school’ mean?

This means the school geographically nearest toyour home address that is suitable to a child’sage, ability and aptitude.

Only one school can be the nearest appropriateschool from your home address.

If you express a preference for a school which isnot the nearest appropriate school and you areoffered a place, you will not qualify for freetransport, even if the school is more than theminimum distance from your home address.

� Can I get free home to school transport if I amon a low income?

Yes. If you are on a low-income you can qualifyfor free home to school transport if you livemore than two miles, but not more than six milesfrom one of your three nearest appropriateschools. Low-income families are defined aschildren who are entitled to free school meals(see details on page 18), or if parents receive themaximum level of working tax credit.

When returning the application form you willneed to provide an up to date full copy of


your proof of benefit in order for us to assessyour claim.

� Can a child get free home to school transportfrom two addresses if their parents are separatedand they live part time with each parent?

No. Medway Council can only issue one travelpass for one return journey from home to schooleach day. We can only assess a transportapplication from the address that is the child’smain place of residence. If you have any specificquestions regarding these situations, pleasecontact the Student Services Operations Team on01634 331155.

� Will my child receive free home to schooltransport automatically if they have medical orspecial educational needs?

If a child has specific medical needs for transport,you will need to provide medical evidence to beassessed by the Student Service Operations Team.This evidence must provide sufficient detail toenable an assessment to be carried out.

If a child has a Statement of Special EducationalNeeds, you will need to discuss their transportneeds with the SEN team on 01634 331130 andthey will advise what information they need toassess the case.

� I have chosen a school on faith grounds; can Iget free home to school transport?

If your child attends a school chosen ondenominational grounds, the council will countthis as your nearest appropriate school. Toqualify your child must be a regularly practisingmember of a church of the same denominationas the school concerned. If you apply for travelassistance on denominational grounds you will

need your vicar or priest to sign the appropriatesection of the transport application form. Theminimum distances still apply.

If you are on a low-income, you will be entitled tofree transport if you live between two and 15 milesfrom the school and your child is a regularlypractising member of a church of the same religionas the school, if you send in confirmation inwriting, by the church and proof of your benefit.

� My child will be attending a private/independent school or a non-Medway school.Can I still apply for home to school transport?

Medway Council do not provide home to schooltransport for children attending private/independent schools.

If your child will be attending a non-Medwayschool, please contact the Student ServicesOperations Team to discuss your child’s individualcircumstances. We cannot guarantee that theywill be eligible for home to school transport.

� What if I don’t agree with the decision?

If you feel that the decision that your child is noteligible for free home to school transport isincorrect or that your child’s circumstanceswarrant an exception to be made, you cansubmit an application form enclosing a letterexplaining the reason why you wish your child’scase to be looked at further. The Student ServicesManagement Team will look at this.

� If we are refused free transport again, is there aright of appeal?

If the Student Services Management Teamrefuses your application for free home to schooltransport again, you may wish to make a formal

appeal to Members of Medway Council againstthis decision. Further details of how to appeal tothe Medway Council School Transport AppealsCommittee will be provided if your application isnot granted.

� How do I find out what bus routes andcompanies cover the journey to my child’schosen school?

Arriva Bus Company operates the majority of busroutes in Medway. You can contact them foradvice on 01634 283600 or visit their websitewww.arrivabus.co.uk to find out the servicenumbers, times, boarding points etc.

This pass isnot valid on buses run by companies who alreadyoffer a child fare.

� If my child has a free bus pass and misbehaveson the bus, will the pass be taken away?

All transport provided is subject to your childbehaving in an acceptable manner whiletravelling. If however, the transport companyfeel that your child’s behaviour is unacceptable,their ticket can be withdrawn. In such cases,Medway Council will cease to accept liability fortravel arrangements and you will have to makeyour own arrangements from then on.

Common oversubscription criteriaThe opposite table provides some definitions forthe most common oversubscription criteria usedby schools. The definitions quoted are those ofMedway Council and may be different for anindividual school.

Please ensure you read each individual school’soversubscription criteria in Section 9 to ascertainexactly what their oversubscription criteria is andwhat it means for your child.

Criteria Definition

Children in public Looked after children are children who are (i) in the care of a local authority, orcare/looked after (ii) being provided with accommodation by a local authority in the exercise ofchildren and previously their social services functions (as defined in Section 22(1) of the Children Act looked after children 1989) at the time of making the application for a school.

Previously looked after children are children who were looked after, but ceasedto be so because they were adopted (under the terms of the Adoption andChildren Act 2002, Section 46) or became subject to a residence order or specialguardianship order (under the terms of the Children Act 1989, Section 8 andSection 14A).

Please note that the Council may ask for a copy of the adoption/residenceorder to validate this criterion.

Sibling Sibling means children who live permanently as brother/sister in the same houseand includes natural siblings, adopted siblings, foster siblings and step siblings.

Extended family, for example cousins, living in the same house do not qualify as siblings. The sibling must be attending the named school at the time ofapplication and at the time the younger child would start (September 2014).

Child’s health reasons Medical evidence must be provided to the Student Services Admissions Team.This evidence must demonstrate a specific link between the child’s medicalconditions and needs and how the named school can meet these needs.

Nearness of children’s The distance calculated is the shortest available safe walking route known home/distance* to the geographical information software used by Student Services

Admissions Team.

This geographical information software may not know all footpaths that are inexistence and certain new roads may not be known. Where a footpath or newroad is not known to the software an alternative route will be used. Where achild’s home is situated on a new road the distance calculation will begin fromthe nearest available known road plotted in the software. New developmentsmay be subject to this.

In certain cases it may not be possible to calculate a distance where the entireroute is deemed as a safe walking route. In these circumstances the distancecalculated is used purely to prioritise an application for admission. There is noexpectation that the walk should be taken.

The oversubscription criteria listed on pages 24and 25 relate to the following schools.

This table lists Medway community and voluntarycontrolled schools. In addition, recently convertedacademies are also listed because they werecommunity schools at the time theoversubscription criteria was determined.


This section provides you with the details of theoversubscription criteria for each Medway infant,primary and junior school.

For all schools, places will first be offered tochildren with a statement of special educationalneeds, which names the school.

If there are more applications for a school thanplaces available, all other applications for theabove schools will be prioritised using the school’spublished oversubscription criteria.

Oversubscription criteria

Community and voluntary controlled schools

The over-subscription criteria for all Communityand Voluntary Controlled primary schools are: 1 Children in public care/looked after children and

previously looked after children - (see note 1)2 Attendance at a paired infant school - (see note 2)3 Sibling (a brother or sister attending the namedschools at the time of application and who will stillbe attending in September 2014) – (see note 3)

4 Denominational preference (for VoluntaryControlled church schools only) – A supplementaryinformation form is also required (see note 4)

5 Child’s health reasons – (see note 5)6 Nearness of children’s home and (for HallingPrimary School only) ease of access to the school– (see note 6)

Please note for children of multiple birth –In the event of a school being oversubscribedwhere the parent/carer for the final qualifyingplace(s) available is the parent/carer of twins,

triplets or other multiple birth, the Council willgive multiple birth applications a higher priorityfor place than other applications with theexception of children in public care.Parents/carers/carers must tick the appropriatebox on the application to indicate the children areof multiple birth.

Tiebreaker – in the event of a tie within anycriterion 1-5 (i.e. if two or more children have thesame priority in any criterion), places will beallocated to those living closest to the schoolmeasured by the shortest available walking route.

Definitions and notes1 Looked after children are children who are (i) inthe care of a local authority, or (ii) beingprovided with accommodation by a localauthority in the exercise of their social servicesfunctions (as defined in Section 22(1) of theChildren Act 1989) at the time of making theapplication for a school.

Previously looked after children are children whowere looked after, but ceased to be so becausethey were adopted (under the terms of theAdoption and Children Act 2002, Section 46) orbecame subject to a residence order or specialguardianship order (under the terms of theChildren Act 1989, Section 8 and Section 14A).

Please note that the Council may ask for a copyof the adoption/residence order to validate this criterion.

2 This criterion applies to applications for Year 3 injunior schools only where a paired school isnamed in this co-ordinated scheme and theadmission booklet.

3 We give priority to children who have a sibling atthe named school. Sibling means children wholive as brother/sister in the same house andincludes natural siblings, adopted siblings, fostersiblings and step siblings. Extended family, forexample cousins, living in the same house do notqualify as siblings.

The sibling link also applies across ‘paired’schools. This means if parents/carers are applyingfor Year R in the infant school and have an oldersibling in the ‘paired’ junior school the siblinglink will be considered and also if the parent isapplying for Year 3 in the junior school and has ayounger sibling in the ‘paired’ infant school thesibling link will apply.

Please note:a If the older sibling is in Year 6 at the time ofapplication, the link cannot be considered, asthey will not be in the school when the youngerchild would start in September 2014


b The sibling must be attending the named schoolat the time of application AND at the time ofadmission, when the younger child would startthe school. Any sibling admitted to the namedschool after the closing date for applications as acasual admission would not be considered as asibling link because they were not at the schoolwhen the application was made.

4 When a parent/carer applies for a place at aMedway Voluntary Controlled Church of EnglandSchool, such application must be supported byevidence that either the child or at least oneparent/carer is a regular worshipper (the level ofattendance should be at least once a month) at achurch affiliated to, or represented at “ChurchesTogether in England” or the “EvangelicalAlliance” and has been for at least 12 monthsprior to the application being made.

Parents/carers must ensure that they have alsocompleted the supplementary information form (SIF) for Medway Voluntary Controlledchurch schools.

The SIF is available from and returnable to anyMedway Voluntary Controlled church schools (as listed below) and is also available on theCouncil’s website (www.medway.gov.uk).

The SIF does not constitute an application forthe school and parents/carers must completethe Council application as well (either online or paper). The SIF on its own will not beprocessed unless there is also a validapplication for the school.

5 Medical evidence must be provided to theStudent Services Admissions Team. This evidencemust demonstrate a specific link between thechild’s medical condition and needs and how thenamed school can meet these needs.

Only the child’s medical /health reasons can beconsidered, not the parents/carers or those of a sibling.

6 The distance calculated is the shortest availablesafe walking route between the child’s home andschool using roads and footpaths known to themapping layer used by the Student ServicesAdmissions Team within the GeographicalInformation Software (GIS).

The start point -The centre point of the nearestroad or footpath known to the GIS to the seedpoint of the child’s home (The seed point is a gridreference for the property taken from OrdnanceSurvey mapping data). This may not always be thepostal address road, in rare circumstances where analternative road or footpath is actually nearer tothe seed point of the property this will be used.

The end point - A pre defined centre point of theroad adjacent the school site or a pre definedcentre point within the school site. The same end

point is used for all distance calculations to theschool concerned.

The distance - The distance calculated is theshortest available safe walking route known to theMedway GIS using the centre point of streets andother available safe walking routes. The MedwayGIS may not know all footpaths that are inexistence and certain new roads may not beknown. Where a footpath or new road is notknown to the GIS an alternative route will be used.Where a child’s home is situated on a new road thedistance calculation will begin from the nearest


available known road plotted in the GIS. Newdevelopments may be subject to this.

In certain cases it may not be possible to calculate adistance where the entire route is deemed as anunsafe walking route. In these circumstances thedistance calculated is used purely to prioritise anapplication for admission. There is no expectationthat the walk should be taken.

Halling Primary School only – This school will usethe ease of access part of criterion 6, which means:

• Places are first offered to children living in UpperHalling (as defined in the hatched area on a mapwhich is available at the school), which includesLadds Farm and Clements Farm areas.

• Secondly, places are offered to those childrenliving in Halling (as defined in the checkered areaon a map which is available at the school)including Formby Cottages to the north andLadds Lane area to the south.

• Any remaining places at Halling Primary Schoolwill be offered on nearness of children’s homesto the school.

If yes, then you must collect the form from the relevant school,complete it and return it directly to the school. This is in addition tothe Medway application that you need to complete.
