DILG 10 to hold regional forum on local governance

MAMBAJAO, Camiguin, (PIA) -- For 33 years, drums here would come alive and beat festive rhythmic sounds everywhere as locals prepare for the yearly thanksgiving with dances to celebrate the blessing of a continuous yield of the sweet, luscious lanzones fruit, said to be the sweetest around the country. “Buahan,” as it is fondly called, is mostly grown in the backyards of local folks here. It is a yellow grapelike fruit that grows in clusters or bunches. Local agriculturist says it is a seasonal crop and only bears fruit in the months of September to November. Now as the third week of October draws near, when the festival is annually set, the island has prepared a weeklong

festivity highlighted by a lively and colorful extravaganza of traditional dances (tableau presentation) on October 27, a Saturday. Most performances would portray the tale of the fruit and how it gets so sweet, while fairy dancers await to astound the crowd with their grace and beauty. One can expect dances of all sorts during the festivity, as it features a Music and Kabog (Bats) showdown, Kalanrakas sa Kabataan (Charivari-Street Dancing), Kalanrakas for the barangay category, and festival king and queen, and diwata (fairies) showdowns. Visitors may also take pleasure at the island’s best products and handicraf ts which will be showcased in the Agro-Industrial Technol-ogy Trade Fair (UGMAD). Camiguin Island celebrates Lanzones Festival

TAGUM CITY--The Micro, Small and Medium Enter-prises still play a vital role in generating investments in the country in Davao del Norte where 44 percent of the total investments gener-ated from July to September this year was contributed by newly-registered MSMEs. “Up to P101.765 million of the P233.35 million to-tal investments generated during the third quarter of 2012 was contributed by the MSME sector,” Depart-ment of Trade and industry Davao del Norte Field Office acting provincial director Vedastito C. Galvez said. Among the top invest-ment sectors of the province

DTI data shows that compared to the 4,710 jobs generated in the third quar-ter last year, this year’s job generation is short by 66 percent at only 1,583. The number of Business Name Registration (BNRs) processed however increased by 25 percent at 599 BNRs this year compared to the 480 BNRs processed during the same period last year. Financial facilitation for the MSMEs in the prov-ince is also in full blast, he said, with up to P0.450 mil l ion received by the Marsman Agrarian Reform Beneficiaries Cooperative (MARBCO) from the De-partment of Labor and Employment. The grant was used to purchase the machineries for the Banana Fiber Processing project of the cooperative.

THE current lack of clarity and uniformity in mobile telephone contracts and bills which leads to consumer confusion has prompted a lawmaker to file a bill to pro-tect the welfare of end-users. House Bill 6334 was intro-duced in Congress mandating mobile telephone service pro-vider to furnish subscribers with written notice of change in rates, terms or conditions of service at least 30 days prior to such change is to take effect. It was lleanred that mobile telephone contracts do not clearly and uniformly disclose to the customer the relevant terms and conditions, includ-ing charges, minutes, service plans, taxes and surcharges,. “Such practice impedes the

delivery of basic information necessary for consumers to compare the cost of mobile telephone services offered by different carriers,” Rep. Lord Allan Jay Velasco (Lone District, Marinduque) said. The lawmaker added that competitive markets function properly only when consum-ers have access to accurate, meaningful information in

a format that they readily understand. Velasco said mobi le telephone companies often charge early termination fees whenever a customer ends his or her service before the expiration of the contract.“In many instances, the same fee is charged regardless of whether the contract is ter-minated a day or a year after

it is signed so long as the contract period has not ex-pired,” Velasco said. Velasco explained that the term of contract is of-ten extended whenever a customer makes a change in the service, so an early ter-mination fee may apply after a customer first subscribed to a company’s service. “Early termination fees imposed in this way, do not bear a strong relationship to legitimate business practices such as recovery of the cost of a mobile telephone device,” Velasco said. Velasco added that cus-tomers very often are unaware that their contracts can be extended based on changes, often minor changes, to their service and modified in ma-terially adverse ways. The bill to be known as the “Mobile Phone Consumer Empowerment Act,” directs mobile service providers to inform subscribers of any

change in rates, terms, or conditions of service that will result in higher rates or more restrictions on ser-vice or otherwise result in a material, adverse change for a subscriber. Such sub-scriber, may terminate the service without penalty and receives a pro rata refund of the charges, if any paid for the handset used for such service within the day of the date of effectivity of such change. The mobile service provid-er shall inform the subscriber of his right to terminate the service and to a handset re-fund, the procedures to be followed for such termination and the subscriber’s right of rescission. Under the measure, a contract for mobile telephone service may be cancelled upon the request of a subscriber for any reason, 30 days sub-sequent to the execution of the contract. In the exercise of the sub-scriber’s right of rescission, there shall be no penalty or

other costs to be imposed on the subscriber, except that such subscriber shall be responsible for the cost of the mobile telephone service used during the time period the contract was in effect. When a subscriber re-turns any purchased or leased handset pertaining to the acquisition of mobile tele-phone service, a subscriber is entitled to a pro-rated refund of any amount paid for the handset.

The measure mandates the Department of Transporta-tion and Communications (DOTC) through the National Telecommunications Com-mission (NTC) to effect the implementation of the law. “The State recognizes the need to protect the welfare of each end-user as consumers, shield them from deceptive, unfair and unconscionable acts and practices, provide information and education to facilitate sound choice and the proper exercise of rights by the consumer,” Velasco said.

CAGAYAN de Oro City––An official of the Depart-ment of Environment and Natural Resources ordered the immediate cancellation of the Environmental Com-pliance Certificate (ECC) issued to different sand and gravel concessionaires operating along the Iponan River.

Regional Executive Di-rector Ruth M. Tawantawan ordered the cancellation after Sulog, a civil society group in Cagayan de Oro City, had a dialogue with DENR officials Wednesday on stoppinf illegal mining in Iponan River.

Sulog presented visual evidences, showing alleg-edly foreign-owned private barges, mining gold in the river, instead of dredging activities indicated in their permits.

The photos also revealed that instead of widening the river channel, the barges were actually throwing back the soil into the river, short-ening further the width of the river banks.

The Mines and Geosci-ences Bureau 10 confirmed the practices and stopped operation of barges that failed to present documents during inspection in the area.

Sulog said the unabated mining in the area has now affected farmlands near the riverbanks, bringing heavily silted water during tropical storm Sendong.

Tawantawan asked MGB Chief Rex S. Monsanto to investigate the case further saying that the city is at a very fragile state having been devastated by tropical storm Sendong last year.

DIPOLOG City––With the Aquino administra-tion aiming to bring in 2 million tourists by 2016, the Department of Tour-ism (DOT) is now tapping the support of the local government units (LGUs) to realize such a goal.

Tourism Undersecre-tary Ma. Victoria Jazmin in a press conference held recently in Dapitan City said the DOT needs the support of the local gov-ernment officials to pro-mote tourism industry in the country.

Jazmin underscored the importance of con-vergence not only with the national government agencies (NGAs) but also with the LGUs to boost tourism industry in the country.

saw the mother and father of a young 15-year-old girl being interviewed. Their daughter’s teenage boy-friend had told her that the only way they could be together was for them to kill themselves.

So the 15-year-old girl took a gun and shot herself in the head. But when her boyfriend saw her dead, he became afraid and ran away.

I watched the parents of this young girl who killed herself break down and cry on TV. They were begging all parents to get closer to our children, and to especially really understand what our kids are feeling and going through in their own life.

It doesn’t matter how much success you and I have in our jobs and careers. Even if we get the best educa-

tion, become leaders with high titles and respected by many people, or if make heaps of money or have the highest titles. But if we fail in our marriage and with our children.

If we fail to love and raise our children to be confident, mature, honest people who passionately love God and others. None of our other successes can make up for us failing as parents. It’s the one job we must not fail!

Being a successful par-ent is a tough job and big

responsibility. To love, teach, and shape a human being wisely from the moment they start life is overwhelm-ing!

After all, babies come into our world with no manual or instructions. Then, as they grow their needs change. Plus, each child is different, so what works with one of our kids, may not work with the other.

Yet even when we make mistakes, we can still get closer to our children so they will both respect us

and also count us as their close friends.

Many times the kids who rebel and make bad choices are the ones with parents who just make strict rules, but they are not close to their children.

It’s usually the kids who are close to their parents who really respect, love, and want to care for their parents when they’re old.

But no matter how old your children are, it’s never too late to start being a bet-ter parent. Why not ask Jesus to forgive you for all your mistakes and to take charge, so He can start changing you with His love, power, and wisdom?

It’s only with Jesus in complete charge of your character that you can be-come the parent and friend your kids need.

THE dictionary defines sacrifice as “anything consecrated and offered to God.” How do we consecrate and offer ourselves to God as a living sacrifice?

In Romans 12:1, Paul says, “I beseech you therefore, brothers, by the mercies of God to present your bodies a living sacrifice, holy, pleasing to God, which is your reasonable service.” Paul was teaching the early Chris-tians to sacrifice themselves to God, not as a sacrifice on the altar, but as a living sacrifice.

In the Old Covenant, God accepted the sacrifices of animals. But these were just a foreshadowing of the sacrifice of Jesus Christ. Because of His ultimate, once-for-all-time sacrifice on the cross, the Old Testament sacrifices became obsolete and are no longer of any effect . For those who are in Christ by virtue of saving faith, the only acceptable worship is to offer ourselves completely to the Lord.

What does a living sacrifice look like in the practi-cal sense? The following verse (Romans 12:2) “Do not be conformed to this world, but be transformed by the renewal of your mind, that by testing you may discern what is the will of God, what is good and acceptable and perfect” helps us to understand.

We are a living sacrifice for God by not being con-formed to this world. The world is defined for us as the lust of the flesh, the lust of the eyes, and the pride of life. All that the world has to offer can be reduced to these three things.

The lust of the flesh includes everything that appeals to our appetites and involves excessive desires for food, drink, sex, and anything else that satisfies physical needs.

Lust of the eyes mostly involves materialism, coveting whatever we see that we don’t have and envying those who have what we want. The pride of life is defined by any ambition for that which puffs us up and puts us on the throne of our own lives.

Most of the possible suits will be whimsical and frivo-lous, and should merit an outright dismissal by the courts.

So does fair comment and criticism. The challenge is in proving otherwise, which is the burden of the one bringing the suit for cyber libel.

Section 4(c) of R.A. No. 10175 is a step in the wrong direction. Our legislative growth is supposed to move forward by decriminalizing libel and increasing fines instead, to assure self-reg-ulation and shared respon-sibility among writers and publishers.

Just last September 25 no less than President Obama

said before the U.N. General Assembly that ‘the stron-gest weapon against hateful speech is not repression, it is more speech - the voices of tolerance that rally against bigotry and blasphemy, and lift up the values of understanding and mutual respect.’

We teach students in school of that oft-quoted

statement, ‘I may disap-prove of what you say, but I will defend to death your right to say it.’ These are arguments in support of the very foundation of our democracy, that of freedom of speech and expression in order to foster an informed citizenry.

I value all the expressions made over social media because they present me with different mirrors of reality. Social media pres-ents us with information as they happen. Taking that away by threat of suit and severe punishment will only further weaken those who are already too weak to take criticism.

ZAMBOANGA City––A local court has disqualified a former lawmaker, who was convicted of statutory rape, in running in Zamboanga City in the May 2013 elections.

Municipal Trial Court Judge Nancy Cuaresma, in a 16-page resolu-tion, said Romeo Jalosjos, Sr.––who is running for the mayoralty post in Zamboanga City––cannot exercise the right of suffrage or the right to vote because he is disqualified.

“Jalosjos is not qualified to and cannot vote or be voted upon in any national or local elections until his perpetual absolute disqualification s are expressly remitted and restored by pardon,” the judge said.

The aging political kingpin, who was convicted in 1997 for raping an 11-year old girl, was able to register

with the Commission on Elections in Zamboanga City, but this was opposed by Congresswoman Maria Isabelle Salazar on the grounds that the former politician is disqualified to register as a new voter here because of his conviction.

Jalosjos, who was convicted with two counts of statutory rape and six counts of acts of lasciviousness, insisted his right to suffrage, adding he had served his sentence.

But Salazar said Jalosjos who was sentenced to suffer “reclusion perpetua” and “reclusion temporal” for each count of his crimes, is not qualified to run. The penalty for reclusion perpetua shall be from 20 years, while reclusion tempo-ral is from 12 years. And Salazar said Jalosjos was granted a mere commutation of sentence by then President Gloria Arroyo in 2007 which resulted in the reduction of

his original sentence.Official records with the Bureau

of Corrections also show that Jalosjos was discharged from the National Bilibid Prison only on March 18, 2009, less than the 5-year period prescribed under the Voter’s Reg-istration Act, according to Salazar.

The Election Registration Board also ruled in favor of Salazar, who is also gunning for the mayoralty post in Zamboanga.

“The decision of the Honorable Court serves to strengthen our faith in our justice system. With this, we will continue our advocacy of pro-tecting the electoral system from unqualified or ineligible voters and candidates alike, whose participation in the election would only serve to desecrate and insult the electoral system whose sanctity we seek to preserve,” Salazar said.

for Industry, Energy and Emerging Technology Re-search and Development (PCIEERD) of the DOST, said they are presently evaluating several areas in

Mindanao and other parts of the country that could host the micro-grids and the operations of small wind farms.

She said they are specifi-

cally considering tapping small island localities and coastal areas as potential sites for the project.

“The assessment of the sites is currently ongoing

and we’re targeting to roll out this project by 2014 or 2015,” she said.

ILIGAN City––The signing of Bangasamoro Framework Agree-ment has established a road map and working atmosphere towards peace would add more confidence to investors to put their investment in Iligan City.

Mayor Lawrence Lluch Cruz and chairperson of the Regional Development Council Region 10 who witnessed the signing of the agreement told Mindanao Daily News in an interview “the feeling of the people who were there in Malacanan was up beat wherein the people were very happy of the most historical milestone in achieving a lasting peace in Mindanao “.

“Though this is not yet the fi-nal agreement but the parameters of agreement and the relationship has been established to end the four decades of armed conflict in Mindanao”, Mayor Cruz said. Iligan City ha been tagged as tough opposition to Bangsamoro Juridical Entity in August 2008

where Iligan City’s 82 per cent of the total land areawas supposed to be included in the BJE and the Supreme Court declared it unconstitutional and sparked a new conflict between the MILF and the government forces on August 17 bombing in Iligan City and August 18, 2008 attack in two barangays of Lapayan and Tacub, Kauswagan and Kolambugan towns in Lanao del Norte that displaced thousands of civilians.

“The signing of Bangsamoro Framework Agreement was a victory not only for Iligan City but for the entire nation” Cruz said. The barangays in Iligan City targeted for inclusion in 2008 failed deal was no longer included in the recently signed peace pact” Mayor Cruz said, For or those who are still opposing the peace agreement Mayor Cruz said, “ Let’s give peace a chance”

Development directions of Region 10

Mayor Cruz and RDC 10 chairperson announced in a Business Forum in Iligan City Wednesday the Laguindingan

Airport Development Project in Laguuindingan, Misamis Oriental will be operational to commercial flights by first quarter of 2014 instead of November 2013.

Cruz said, this is due to new bidding of navigational equip-ment participated in by competent bidders with significant track records.With the entry Trans-portation and Communication Secretary Mar Roxas, a review of project document has been going on to ensure quality of the project.

Mayor Cruz said, under the new budget for infrastructure development, the national high-way from Iligan City to Cagayan de Oro City will be transformed in four lanes to pave way to the Laguindingan airport.” Though it is not yet called Laguindingan International Airport but furture flights will cater some Asian countries flight destination.

Lanao del Norte Provincial Governor Mohammad Khalid Dimaporo also gave preference for plebesite so that the constituents within the Six municipalities to be included in the Bangsam-oro entity should be properly consulted.

For Kauswagan town Mayor Rommel C, Arnado said “even before the Bangsamoro Frame-work Agreement, the municipal-ity of Kauswagan has sustained peace and development initiatives where Muslim and Christian co-exist with equal opportunity in terms of development benefits of social services” Kauswagan (development) gradually live by its name so why not give peace a chance”

Kauswagan was once a flash-point during the armed conflict in March 2000 and 2008.

Iligan City sees brighter business prospect as Bangsamoro Framework Agreement sealed

OROQUIETA City––Some P9.07 million worth of goods, mostly for use of the City Disaster Risk Reduction and Management Council (CDRRMC), have been bid out by the city during the second quarter, this year.

Mayor Jason Almonte said the goods were bid out, under Republic Act No. 9184 (Govern-ment Procurement Reform Act of 2003).

Almonte added RA 9184 requires transparency in the procurement process and in the implementation of procurement contracts.

It also requires competitive-ness in the process by extending equal opportunity to enable private contracting parties who are eligible and qualified to participate in public bidding.

Heading the list of goods are 10 units of handheld radio,

totaling P4.89 million, for use of the office of the city mayor (OCM), which have been bidded out to De Oro Conching Electric and Construction Supply.

Next in the list were the supply and delivery of various closed-circuit television (CCTV)

camera equipment and cabling supplies worth P3.5 million, for use of the OCM, which went to MagnaPhil System Sales.

Also in the list were 288 bottles of Paracetamol drops for use of the City Health Office (CHO) worth P375,664, which

went to CP Pharma and General Merchandise.

Construction supplies and materials for a health center worth P305,397.12 at Barangay Lower Langcangan, this city. It went to SBU Construction Supplies.

CAGAYAN de Oro City––The National Economic and Development Authority of Region (NEDA-10), in partnership with the Climate Change Commission (CCC), held a Regional Experts’ Forum on Disaster Risk Reduction and Management (DRRM) on October 10 and 11 here in the city.

The group of experts reviewed the meth-ods used in disaster risk/vulnerability as-sessments (DR/VAs) for the provinces of Misamis Oriental, Lanao del Norte and the cities of Cagayan de Oro and Iligan.

The draft DR/VAs of the local govern-ment units (LGU), along with the other three provinces in the region and Valencia City, are initial outputs of the Enhancing Capacities on DRRM/CCA Project being implemented by the NEDA, the Regional Land Use Committee and the LGUs.

The activity also sought to identify ar-eas of collaboration between the on-going

project and a newer and bigger project being implemented by the CCC, the Project Climate Twin Phoenix, whose areas of coverage are the two cities heavily hit by tropical storm “Sendong,” – Cagayan de Oro, Iligan and surrounding communities.

Some of the experts’ suggestions were tak-ing into consideration the whole watershed of Cagayan de Oro and Iligan cities, especially its geomorphology, sub-ranking the water-shed’s river systems and identifying those which caused the severest damage; including future climate scenarios and household-level impact among the vulnerability indicators; emphasizing adaptive capacities of com-munities in vulnerability assessment; and localizing and laymanizing information to generate community support.

The Chinese government, in an attempt to press claims of sovereignty over thousands of small islands and islets, is giving them official names, according to the state news agency Xinhua.

China has already given names to 1,660 islands and islets and plans to name an additional 1,664 by August of next year, according to the Xinhua report. Provincial authorities are also working on a local island census and will compile information with names and locations of the islands and islets by the end of April 2013.

China counts more than 7,300 islands and islets mea-suring 500 square meters or larger, the report said.

According Jacques deL-isle a University of Penn-sylvania law professor and expert on Chinese law, under generally accepted

principles of international law, the way a nation claims sovereignty over uninhab-ited or sparsely inhabited territory is to exercise sov-ereignty over it, meaning populating it with nation-als, establishing effective government over the people who live there and building an infrastructure.

Another, weaker form of exercising sovereignty, he said is “is reflected in the periodic stationing of hapless People’s Liberation Army soldiers on Mischief Reef (a reef in the Spratly Islands) and the dispatching of a garrison this summer to one of the larger landforms in the Paracel Island (Xisha in Chinese) group.”

Since many of these newly named islands and islets cannot support even that level of population, these forms of exercising sovereignty are impractical there, said deLisle.

Councilor Barba, who chairs the committee on education, said the proposed legislation will augment the policies already imple-mented by schools.

When enacted, this should be included in the handbooks of all schools for the information and guidance of the students, he stressed.

The authors requested the schools to submit their inputs and suggestions in two weeks time so that these can be considered and in-corporated in the proposed legislation.

“Help us. Let us all work together to address this and come up with something,” added Councilor Tabor as he expressed hopes that the problem of bullying in schools will be addressed for this generation and the next generations to come.

The drafting of the pro-posed law is in response to the special report of Coun-cilor Tabor regarding bully-ing cases in schools, which he says, causes physical, psychological, and emo-tional harm to students.

Taylor Fravel, an expert on Chinese foreign policy and security at MIT, says the naming policy is “symbolic.”

“Most of these are unin-habited and best described as rocks,” he said. “It is not really about establishing sovereignty, as no one else claims them.”

News of the island nam-ing comes amid growing tensions over the sovereignty of numerous islands in the East China Sea and South China Sea.

China is currently em-broiled in an escalating dis-pute with Japan over islands called Senkaku in Japan and Diaoyu in China.

On Tuesday, Japan said it spotted seven Chinese naval ships near one of the disputed islands, as tensions between the two Asian powers remain high. So far there have been no clashes.

In the South China Sea, China is involved in several territorial disputes, including the Spratly Islands, which are claimed by China, Tai-wan, Malaysia, Vietnam, Brunei and the Philippines; the Paracel Islands, which are claimed by China, Taiwan and Vietnam; the Pratas Islands, which are claimed by China and Taiwan; the Macclesfield Bank, which is claimed by China, Taiwan, the Philip-pines and Vietnam; and the Scarborough Shoal, which is claimed by China, Taiwan and the Philippines.

The islands are contested because of suspected large reserves of oil, natural gas, minerals and fisheries in the areas.

China has been very as-sertive in staking its claims recently, leading to increased tensions with its neighbors.

Last July, China estab-lished a military garrison called Sansha City on one of the Spratly islands.

“The establishment of Sansha City is a wise decision by the Chinese Communist Party’s Central Committee to safeguard national sovereign-ty and security, to strengthen the protection of resources and overall development in the South China Sea,” said Xiao Jie, the First Mayor of the new Sansha City.

Beijing plans to use its Sansha base to increase pa-trols in waters claimed by Vietnam and the Philippines.

DAVAO City––It said it is ironic that while the govern-ment is signing peace with the Moro Islamic Liberation Front (MILF), it continues to suppress the Moro people through anti-terror laws

and curtail their civil and political rights.

This was the contention of the Suara Bangsamoro, a militant Moro organization based in Zamboanga City.

Suara further stated it questions the sincerity of the Aquino government on the issue of creating the new

agreement as tool to divide the Moro people.

Besides, “this is the same autonomous entity promised to MNLF (Moro National Liberation Front) in the 1996 final peace agreement and to PNoy’s Moro party mates in the Liberal Party,” Suara added.

VILLANUEVA, Misamis Oriental––The Vale Minas Gerais, the world’s larg-est iron-ore carrier, recently made its maiden voyage to the Philippines car-rying iron-ore for the Japanese firm Philippines Sinter Corp. (PSC) in Vil-lanueva, Misamis Oriental.

The Valemax ships are part of Vale’s strategy to reduce the economical dis-tance between Brazil and Asia, the main consumer market for iron ore.

The very large ore car-riers adhere to strict safety standards and contribute significantly towards reduc-ing the carbon footprint in the long haul transporta-tion of iron ore as well as to reductions in the cost of seaborne transportation of iron ore to steelmakers.

Vale’s executive director for Ferrous and Strategy, José Carlos Martins, said that JFE is the latest steel-maker to benefit from the advantages of scale and

efficiency brought by a Vale-max vessel. Until now, Ilva, ThyssenKrupp, Rogesa and Nippon Steel have received the very large ore carriers.

“We are in advanced negotiations so as to allow for other customers and

ports also benefit from the advantages of these vessels,” Martins said.

“With the startup of our second floating transfer sta-tion expected for the first quarter of 2013, the distribu-tion center in Malaysia and

our entire fleet of Valemax vessels in place, Vale will be fully prepared to serve the Asian markets on equal terms with its competitors in the region,” he added. This whole logístics

THE PROPOSED law pro-hibiting acts of bullying committed among students in different schools in the city received the support of the academe, the Philippine National Police and even the City Prosecutors Office.

The proposed legislation was presented and discussed by Councilors Ramon Tabor and Adrian Barba during the public hearing held at the City Council Session Hall yesterday.

According to Tabor, while some schools may already have policies re-garding bullying, there are those that have yet to come up with measures and need guidance to prevent bullying in their respective campuses.

He said schools should intervene as substitute parents and exercise their special parental author-ity over the students. Not doing anything to prevent bullying or to act on such incidents make them prin-cipally and solidarily liable, as provided for in Section 4 of the proposed ordinance.
