National Institute for Occupational Safety and Health (NIOSH) Fact Sheet The National Institute for Occupational Safety and Health (N IO SH ) is the federal agency responsible for conducting research and making recommendations for the prevention of work-related injury and illness. N IO SH is part of the Centers for Disease Control and Prevention (CDC) in the Depart ment of Health and Human Services. NIOSH Origins and Mission The Occupational Safety and Health Act of 1970 created both N IO SH and the Occupational Safety and Health Administration (OSHA). OSHA is in the U.S. Department of Labor and is responsible for developing and enforcing work place safety and health regulations. N IO SH is in the U.S. Department of Health and Human Services and is an agency established to help assure “ safe and healthful working condi tions for working men and women by providing research, information, education, and training in the field of occupa tional safety and health.” N IO SH provides national and world leadership to prevent work-related illness, injury, disability, and death by gathering information, conducting scientific research, and translating the knowledge gained into products and services. N IO SH ’s mission is critical to the health and safety of every American worker. Each day, an average of 9,000 U.S. workers sustain disabling injuries on the job, 16 workers die from an injury suffered at work, and 137 workers die from work-related dis eases. The Liberty M utual 2002 Workplace Safety Index estimates that direct costs for occupational injuries in 1999 rose to $40.1 billion, with indirect costs reaching over $200 billion. Strategic Goals The Institute’s responsibilities include: — Conducting a focused program of research to reduce injuries and illnesses among workers in high-priority areas and high-risk sectors, including mining, agriculture, con struction, and health care. — Implementing and maintaining a system of surveillance for major workplace illnesses, injuries, exposures, and health and safety hazards. — Increasing prevention activities through workplace evalu ations, interventions, and recommendations. — Providing workers, employers, the public, and the occupa tional safety and health community with information, training, and capacity to prevent occupational injuries and illnesses. NIOSH Locations N IO SH is a professionally diverse organization with a staff of over 1,400 people representing a wide range of disciplines including epidemiology, medicine, industrial hygiene, safety, psychology, engineering, chemistry, and statistics. N IO SH is headquartered in Washington, D C, with research laboratories and offices in Cincinnati, OH, Morgantown, WV, Pittsburgh, PA, Spokane, W A and Atlanta, G A. NIOSH Research N IO SH scientists work in multidisciplinary teams and carry out a focused program of intramural and extramural research to prevent or reduce work-related injury and illness. In 1996, N IO SH and over 500 partners established the National Occupational Research Agenda (NORA), a framework to guide the efforts of the occupational safety and health com munity in 21 priority research areas. N O R A encompasses research areas such as traumatic injury, asthma and chronic obstructive pulmonary disease, hearing loss, and control tech nologies. These priority areas were identified through exten sive input from N IO SH ’s federal and non-federal partners. N IO S H research has brought about im portant progress in

occupational safety and health . N IO S H has:

— D eveloped v irtu a l reality technology to simulate elevated

w orkplaces to better study the r isk factors fo r in itiating a

fa ll, the m ajo r cause o f w orkp lace fatalities in the con­

struction industry.

— Eva luated the effectiveness o f u ltravio let germ icidal irra ­

diation to p revent the transm ission o f tuberculosis in

health care settings.

— Eva luated state-of-the-art lift in g equipm ent to elim inate

low -back in juries am ong nursing aides, orderlies, and

attendants.

— Iden tified industries and occupations w ith increased risk

fo r C O P D and estimated the p rop ortio n due to w orkplace exposures by industry and occupation.

— D e fin e d the cu rren t state o f noise contro l technology fo r

the m in ing industry and conducted over 3600 audiom etric

tests w h ile tra in ing w orkers to protect their hearing.

N IO S H P re v e n t io n , S u r v e i l la n c e , a n d T ra in in g

a n d C o m m u n ic a t io n P ro g ra m s

— T h e N IO S H H ealth H azard Eva luation (H H E ) Program

responds to requests fo r w orkp lace evaluations from

employers, employees and their representatives, and other agencies. Th ro ug h the H H E program , N IO S H identifies

current hazards and recom m ends practical, scientifically

valid solutions fo r reducing exposures and preventing dis­

ease, injury, and disability. A recent H H E involved an inves­

tigation o f an outbreak o f a rare respiratory disease at a m icrowave popcorn processing plant in M issouri. N IO S H

determ ined that the w orkers’ illness was due to exposure to

inhaled vapors from artificia l butter flavorings. T h e com pa­

n y instituted N IO S H recom m endations to protect its w o rk­

ers, and N IO S H scientists continue laboratory and outreach

efforts to fu rther characterize the nature and the scope o f

the problem .

— In 1998, N IO S H established the F ire Fighter Fatality Inves­tigation and Prevention Program to reduce fire fighter line-

of-duty deaths and injuries through surveillance, investiga­

tions o f fatalities, and developm ent and dissem ination o f

practical recom m endations. Ind iv idua l reports from the

program are disseminated to over 25 ,000 volunteer and

career fire departments across the country.

— T h e N ational Personal Protective Technology Laborato ry

(N P P T L ) was established at the N IO S H P ittsburgh site to

provide leadership fo r the prevention o f in ju ry and illness am ong workers w ho m ust rely on personal protective

equipm ent, including respirators, gloves, and hard hats.

N P P T L ’s strategic research program w ill ensure that the

developm ent o f n ew personal protective equipm ent w ill

m eet real needs as w ork settings, technologies, and w orker

populations change and new threats emerge.

— N IO S H conducts and supports a variety o f program s to

track occupational injuries and illnesses. These include the

Sentinel E v e n t N otification System fo r O ccupational R isks

(S E N S O R ) , w h ich is a collaborative e ffo rt w ith state health

departments to im prove the recognition and prevention o f

occupational sentinel health events, such as asthm a, silicosis,

am putations, burns, derm atitis, and noise-induced hearing

loss. N IO S H also supports the A d u lt B lood Lead E p id e m i­

ology and Surveillance Program (A B L E S ) in over two thirds

o f the states. Th ro ug h A B L E S , states track and respond to

cases o f excessive lead exposure and develop broader inter­

vention activities.

— Estab lished in 1990, the N IO S H A g ricu ltu ra l Centers P ro ­

gram provides a national resource to address agricultural

health and safety prob lem s through research, education, p revention , and in tervention effo rts . In 2001, n ine reg ion­

al Centers nationw ide developed over 370 collaborative

program s w ith o ther regional and national agricultural

organizations.

— N IO S H supports train ing o f occupational safety and health

professionals and researchers through 16 regional Ed u ca­

tion and Research Centers (E R C s ) and 35 T ra in ing P ro ject

G rants (T P G s ) in 22 states and Puerto R ico . These p ro­grams are critical fo r m eeting the increasing demand fo r

occupational physicians, occupational nurses, industrial

hygienists and other safety professionals. T h e E R C s also

provide education to p ractic ing professionals through

extensive continuing education programs.

— T h e N IO S H Web site provides access to the fu ll range o f

N IO S H inform ation and publications. In 2002, the site sup­

ported nearly 500,000 v is ito r sessions a m onth and the aver­

age m onth ly page view s totaled 1.75 m illion . N IO S H is also

com m unicating occupational safety and health inform ation in Spanish through N IO S H en Español.
