NO TIME FOR TRUTHThe Marines, Justice, and the Haditha Incident

No Time for Truth is the first book to investigate the “Haditha Massacre”—the controversial killing of twenty-four unarmed Iraqi civilians by U.S. Marines in November 2005, and the subsequent prosecution of eight Marines charged with violating the rules of combat. Unraveled in this groundbreaking work, this many-faceted tragedy of the Iraq War compellingly illustrates the bitter observation of the ancient Greek playwright, Aeschylus, that “truth is the first casualty” of war.

After the explosion of an IED killed one Marine and wounded two others, the counterattack by Marines against at least nine insurgents hiding in the village of Haditha resulted in the deaths of Iraqi civilians including an old man and ten helpless women and children. Ignited by an exposé in TIME magazine, the reports of the killings exploded around the world in headline news reports citing murder and cover-up. Responding to Iraqi claims that the victims were randomly slaughtered by rampaging Marines bent on revenge, the Marines countered that the insurgents had intentionally endangered the civilians. Fueled by international and American condemnation of the killings and aided by the military’s botched response to the news stories, the Pentagon and the Marine Corps initiated court martial proceedings against the Marines involved in the incident.

Slowly at first and then with greater rapidity the government’s case began to fall apart. One after another, the alleged perpetrators walked away without sanction. Only one of the participants was convicted by merely agreeing to submit a guilty plea to a misdemeanor and an honorable discharge.

The Haditha incident triggered a divisive and highly publicized trial that left many questions unanswered about military justice and cast doubt on the honor of the tradition-bound U.S. Marine Corps. No Time for Truth makes it clear that the final cost of this incident is still to be revealed.

Comm. David Dixon Porter made history when he took the USS Essex into the Pacific and crippled the British whaling industry during the War of 1812. He later sought to reverse his fortunes in the Mexican Navy, and consistently suffered chaos in his personal and financial affairs. Criminals, Rogues, and Victims of Military Justice

Throughout American military history there have been incidents whereby men and women of all the armed services have run afoul of the system. Questionable Conduct recounts stories of individuals who found themselves in an adversarial position with the United States military. Each legal case is unique in circumstance, but all have in common the component of soldiers versus the military hierarchy. Some individuals were acquitted and others were convicted, with penalties ranging from imprisonment to death. A portion of incidents were covered up by the military or by superiors. When flogging was abolished in 1850, the U.S. Navy established a prison system that culminated with the opening of Portsmouth Naval Prison in 1908. It soon became the focal point for reformers who sought to change outdated means of punishment. Led by Thomas Mott Osborne, cell doors remained opened, inmates governed themselves, and thousands of rehabilitated prisoners returned to service. Championed by Josephus Daniels and Franklin Roosevelt, Osborne’s reforms proceeded positively until Vice Adm. William Sims and others became convinced that too many troublemakers returned to active duty. An investigation of conditions at Portsmouth prison resulted charges of gross mismanagement and rampant homosexual activity. Although exonerated, Osborne resigned and initiatives were quickly reversed as the Navy returned to a harsher system.

james e. wise jR., was a former naval aviator, intelligence officer, and Vietnam veteran. He retired from the U.S. Navy as a captain. His books include Stars in Blue and U-505 among many others. CRISIS IN THE MEDITERRANEANNaval Competition and Great Power Politics, 1904–1914

Prior to July 1914, the extensive British grip on the Mediterranean Sea was beginning to weaken, leading to a wide-open competition between Austria-Hungary, Italy, France, and Great Britain. This change, Hendrickson contends, was driven by three largely understudied events: the weakening of the British Mediterranean Fleet to provide more ships for the North Sea, Austria-Hungary’s decision to build a navy capable of operating in the Mediterranean, and Italy’s decision to seek naval security in the Triple Alliance after the Italo-Turkish War. These three factors radically altered the Mediterranean balance of power, forcing Britain and France to come to a mutual accommodation and accelerate ship construction to defend their respective interests in the region. However, the July Crisis and the ensuing World War obscured these events, leading later historians to ignore these events.

HOME SQUADRONThe U.S. Navy on the North Atlantic Station

Home Squadron examines the transformation of the U.S. Navy as a fighting organization on the North Atlantic Station between 1874 and 1897. At the beginning of this period, the warships assigned to this station were collectively administered by a rear admiral but were operationally deployed as individual units, each of whose actions were directed by their captains. In 1894, the last of the wooden ships had been replaced, and the Squadron consisted entirely of new steel warships and conducted regular fleet exercises. By 1897, the North Atlantic, or “Home” Squadron, as it was known, transformed into a protean battle fleet, moving and fighting in close-order under the immediate direction of a commanding admiral. This transformation resulted in a new organizational identity for the North Atlantic Squadron on the eve of the Spanish American War.

EDGE OF VALORA Todd Ingram Novel

Edge of Valor features the daring World War II exploits of Cdr. Todd Ingram. The action begins when Ingram, as captain of the destroyer USS Maxwell, must save his ship when it is hit by a kamikaze on the last day of the war. After retiring to Okinawa for repairs, news of the war’s end comes and Ingram expects to be shipped home. Instead, Brig. Gen. Otis Dewitt, an Army buddy from his days on Corregidor, now an intelligence aide on Gen. MacArthur’s staff, has orders for Ingram to accompany him to Manila on the same plane as sixteen Japanese senior military and civilian diplomats. The War Begins examines the U.S. Navy’s carrier counterattacks after the disaster at Pearl Harbor. Admiral William F. Halsey’s Task Force 8, centered on the Enterprise, and Rear Admiral Frank Jack Fletcher’s Task Force 17, in the Yorktown, executed the first raid on Japanese positions on February 1, 1942, with attacks on the Marshall and Gilbert Islands. Raids on Rabaul, Wake Island and Marcus Island followed. The most daring carrier raid was the unorthodox Doolittle Raid on Japan itself, on April 18th, when 16 U.S. Army B-25 medium bombers launched from the Hornet. Though the carrier raids had limited material effect on Japan’s continuing advance in the Pacific, they yielded valuable operational experience for U.S. carrier forces, kept open the lines of communications to Australia, and boosted morale. The raid on Tokyo inspired the elaborate Japanese plan to occupy Midway Island in June, resulting in a major carrier battle and the U.S. Navy’s greatest victory.

In the age of sail, these sloops were built in vast numbers and greater variety than the more regulated major warships.
