(AP) Scarce snow this winter required fewer hours of snowplowing and less use of sand and salt leaving northern New England communities with extra money for road maintenance and other transportation projects this summer. The Maine Department of Transportation said it’s looking at a savings of millions of dollars. But the head of the Vermont Agency of Transportation said it’s too early to tell what the savings will be. The unusu- al winter also reduced tourist visits and resulting revenues from gas purchases, said Transportation Secretary Chris Cole. The state had a net savings of $900,000 at the end of February and is expecting more expense savings in March combined with the possibility of wintry weather, he said. The New Hampshire Department of Transportation is anticipating a savings of about $5 million and hopes to use half of that on municipal bridges, said department spokesman Bill Boynton. The majority of the remaining esti- mated savings would go toward replacing deficient and aged plow trucks and heavy equipment, he said. As of March 25, Burlington, Vt., recorded 30 inches this winter, which is about 44 inches below normal, according to the National Weather Service. In Portland, Maine, the city has recorded about 48 inches of snow so far, with little snow in the forecast. loader for their plant. It needed to meet Tier IV requirements and also meet theneeds of their operators.

Bridgewater Power Company’s operation only requires the use of one wheelloader, but the loader is put through its paces. It operates 10 to 12 hours each day,

five days a week, year round. The operators need to be ableto drive up a large pile of wood chips and then back themachine down the pile with every trip.

The operators aren’t able to rely on the cameras to backdown the pile safely, because the camera lens continuouslyfogs or frosts over due to the mist coming off the wood pile.They need to be able to look over their shoulder, and have aclear view behind them to be able to maneuver safely downthe pile — multiple times a day.

Bridgewater Power Co. was having trouble finding amachine that met the emission standards, and still gave itsoperators the visibility they need. This is because most of thenew Tier IV loaders have a large hump on the back of themachine that blocks visibility and limits the drivers to solelyrelying on the cameras.

Rick Howard is a sales representative of E.W. Sleeper,located in Concord, N.H. He knocked on Bridgewater’s doorpromising a product that they couldn’t turn down.

They providedextremely competitive pricing, and stand-alone customerservice,” said Cole. “Prior to our first meeting with RickHoward, we had not done previous business with E.W.Sleeper. Their excellent customer service has quickly built alasting relationship. When we have needed them, they havehad less than a 24-hour turnaround.”

As part of the Baker-Polito Administration’s “Open forBusiness” Real Estate Asset Leveraging (REAL) Strategy,Gov. Charlie Baker and Boston Mayor Martin J. Walsh

announced a joint state and city venture with Veolia NorthAmerica to explore the strategic redevelopment of theMassachusetts Department of Transportation’s (MassDOT)District 6 Headquarters and Veolia facility in downtownBoston. A broad set of goals will be developed for the sitewith the engagement of community leaders and residents,which could include economic growth and development,job creation and the addition of more open space and afford-able, workforce and transit-oriented housing.

“Identifying prospects to redevelop and repurpose under-utilized state property to advance economic growth andaffordable housing is a valuable avenue to building strongercommunities and opportunities for the people ofMassachusetts,” said Gov. Baker. “We look forward toworking together with Mayor Walsh, Veolia, the city ofBoston and its residents to optimize this land’s impact andcontribution to the neighborhood and city at large.”

“I thank Governor Baker for his willingness to assess theinventory of state-owned land in the city of Boston andidentify parcels that, if developed, could help the cityachieve its long-term housing and planning goals,” saidMayor Walsh. “This announcement today is yet anotherexample of how a strong partnership between the city andstate can bring tremendous economic development benefitsto the people of Boston. I look forward to continuing thiswork with the Baker administration and members of thecommunity in creating a vision for the development of thissite.”

The Commonwealth and city of Boston continue to part-ner in the development of state-owned land, adding 1,300units of housing (1/3 of which are affordable), and nearly500,000 gross sq. ft. (46,451 sq m) of commercial spaceover the last five years. An additional 3,500 housing unitsand 2.5 million gross sq. ft. (232,258 sq m) of commercialspace are in the project pipeline, which both the state andcity are committed to advancing expedited construction,permitting and coordination. Both are collaborating to

develop the next round of projects for the pipeline, that inaddition to the MassDOT building, includes the develop-ment of a jointly-owned property in Lower Roxbury,MBTA-owned parcels in Jamaica Plain and an under-uti-lized MBTA parking lot near the Mattapan T stop.

The 5.5 acre parcel at 185 Kneeland St., bordered byChinatown, the Leather District and South Station with theInk Block developments nearby, offers the potential for upto 1.5 to 2 million sq. ft. (139,355 to 185,806 sq m) of rede-velopment.

MassDOT’s District 6 headquarters will be relocated orreplaced and a scaled-down version of Veolia NorthAmerica’s steam plant will be included as part of the rede-velopment.

“This location is ideal for transit-oriented redevelopmentand we look forward to the community process which willhelp determine how the property will be used in the future,”said Stephanie Pollack, MassDOT secretary and CEO. “Weknow the site can be put to better uses which will enhancethe vitality of the surrounding neighborhood and spur eco-nomic growth in the adjacent business district while gener-ating own-source revenue that MassDOT can reinvest inour transportation system.”

The administration announced the “Open for Business”Real Estate Asset Leveraging (REAL) Strategy in October,which identifies unused or underutilized Commonwealthproperties for redevelopment for affordable or market-ratehousing, job creation, reduction in government expenses,increased revenue for the Commonwealth as well as localcommunities, capital investment in state properties, andopen recreational space. Over 40 near-term opportunitiesthroughout Massachusetts and across state agencies andauthorities were first highlighted for public-private partner-ships, of which seven are currently under agreement.

Bridgewater Power Co. was having trouble finding amachine that met the emission standards and still gaveits operators the visibility they need.

The operators aren’t able to rely on the cameras toback down the pile safely because the camera lens con-tinuously fogs or frosts over due to the mist coming offthe wood pile.

Most of the new Tier IV loaders have a large hump onthe back of the machine that blocks visibility and lim-its the drivers to solely relying on the cameras.

budgeted $34 million for snow and iceremoval, but had spent only about $24 mil-lion, said spokesman Ted Talbot. Included is$2 million in savings on road salt.

The savings will be rolled right back intothe maintenance budget, for culverts, roadrepairs and, most importantly, bridge repairs,he said.

The unusual winter also allowed roadcrews to get a jump on brush clearing andditch clearing that they would normally haveto wait to do other times of the year.

Springfield, Vt., plans to use its extramoney this summer for paving, culvert

replacement, adding gravel to dirt roads, androad repair, said operations manager JohnJohnson.

The city of St. Albans, Vt., budgeted$75,000 for sand and salt this winter, butisn’t going to spend that amount. The realsavings, however, are from the lack ofextreme cold that caused water main breaksin the winter of 2015 that required costlyrepairs and less snow this year that resultedin fewer overtime hours for snowplowing.

“It’s basically going to accelerate some ofthe work that we typically get done later inthe year,’’ said Tom Leitz, the city’s directorof administration.
