Crews are replacing the existing bridges carrying Route 2 east and westbound over I-95 in Lexington, also called the Concord Turnpike. The $60 million contract was awarded in February 2014 and crews began the work in May 2014. The bridge and associated roadway recon- struction at the Route 2/I-95 interchange is being funded by 80 percent federal and 20 percent state dollars. Massachusetts Group Takes on Its First ‘Veterans Build’By Lisa Kashinsky EAGLE TRIBUNE

LAWRENCE, Mass. (AP) Between a triple-decker and asingle-family home on Phillips Street a new duplex is rising,each piece of plywood nailed into place by a MerrimackValley Habitat for Humanity volunteer. But this isn’t a typical Merrimack Valley Habitat build

site. It’s the affiliate’s first “veterans build” — a home builtspecifically for veterans and their families. In a project that’s been more than a year in the making,

construction is now under way at the 124-126 Phillips St.duplex, with volunteers on site three days a week. Veterans builds are a popular facet of Habitat for

Humanity nationwide, supporting veterans by providinghousing and employment opportunities for those who haveserved. The concept got off the ground locally over the pastyear, bolstered by interest both from Merrimack ValleyHabitat and several local veterans organizations and person-nel who came together to bring the build to fruition. “There was demand, there was support. Personally, I love

and respect veterans,” said Randy Larson, executive directorof Merrimack Valley Habitat for Humanity, noting that hisfather was in the U.S. Marine Corps. Doing a veterans build has “been on our radar for several

years,” Larson said. “This is our first attempt and it won’t be our last; it’s real-

ly popular with volunteers and donors and corporate builds,churches and veterans groups, obviously,” he continued. The Merrimack Valley effort comes on the heels of a com-

pleted veterans build in Worcester, where theMetroWest/Greater Worcester Habitat affiliate renovated anexisting building into a home for a Marine Corps veteran, hiswife and three sons. That project began in late 2014 and wascompleted in March, and was officially sold to the family inearly April, said Grace Warwick, development coordinatorof the MetroWest/Greater Worcester affiliate. The Greater Plymouth affiliate similarly received veterans

build certification in 2014. Worcester’s veterans build came about as part of “a need

to serve our veteran community,” Warwick said, a sentimentechoed in the Merrimack Valley. In general, Habitat for Humanity focuses on veterans

housing needs to ease affordability issues. For instance,according to Habitat, nearly 1 million veterans who ownhomes are “severely cost burdened,” despite access to helpsuch as VA loans, while more than 1.5 million veterans’households pay more than 50 percent of their income forhousing. Additionally, approximately 1.4 million veteranslive in poverty. To that end, Jaime Melendez, director of Lawrence’s vet-

erans’ services, called Merrimack Valley Habitat’s effortswith the veterans build “uplifting.” Melendez has beeninvolved in the family selection process for the veterans whowill ultimately live in the Phillips Street duplex, and praisedthe local Habitat affiliate for working so closely with veter-ans organizations throughout the Merrimack Valley. According to Larson, “it takes three things” to make a

Habitat build work: “Land, money and volunteers.” It was a bit serendipitous how Merrimack Valley Habitat

acquired the Phillips Street property for its veterans build, ina process that can be traced back to 2008. In June of that year, the city of Lawrence voted to sell the

Phillips Street property to the Veterans Northeast OutreachCenter Inc. (VNOC), in Haverhill, but the actual transactiondidn’t occur until 2015. “Lawrence had sold this to the Veterans Northeast

Outreach Center with the understanding they would buildhousing for veterans,” said George Koehler, a member ofMerrimack Valley Habitat’s board of directors. That property came into the mix when Koehler and

Larson went to a land auction in Haverhill last year wherethey were “quickly outbid.” On the way out the door, theyencountered John Ratka, executive director of VNOC, whosaid he might have a lot they’d be interested in. With approval from the city of Lawrence, VNOC sold the

land to Merrimack Valley Habitat last October for $6,000. Throughout the land acquisition process also came the

donations. Among them was $100,000 from the CummingsFoundation, a Woburn-based organization founded in 1986by Bill and Joyce Cummings that, through its annual $100Kfor 100 program, gives grants to organizations in Middlesex,Essex and Suffolk counties. That funding was announced inMay 2015. Other donors have ranged from the Highland Street

Foundation in Newton to the Bank of America CharitableFoundation to Schneider Electric, which has offices inAndover. While a preliminary groundbreaking had been held for the

project during Comcast Cares Day in April 2015, J.W.Watson Jr. Excavating Inc., officially broke ground on thebuild on Oct. 14. From there, the foundation was poured and construction

began, with volunteer crews starting to frame the house inMarch. When completed, the Phillips Street duplex will fea-ture three-bed, one-and-a-half bath units on either side. Larson and those involved with the project hope to have it

completed by Veterans Day on Nov. 11, when Gov. CharlieBaker is expected to come to the site for a ceremony, thoughBuilding Director Emerson Dahmen said the build couldtake eight to nine months. Volunteers work on the variousMerrimack Valley Habitat build sites on Wednesdays,Thursdays and Saturdays. While construction is under way, the family selection

process for the veterans and families that will own the duplexis winding down. Initially, seven applications were receivedfor the home, and those families have since been narroweddown to three, with selections expected to be finalized laterthis month. “Normally we would get 50 to 60 applications for a

Habitat house,” Larson said, adding that with the veteransrestriction, “we knew there would be fewer.” Once the families are selected, they’ll begin their “sweat

equity” hours on the house, about 250 to 300 hours of work. But for now, work is being carried about by volunteers

including Tom Knight of Hopkinton, a member of the“Thursday crew” that typically volunteers at MerrimackValley Habitat sites. “It’s appropriate that deserving veterans families get an

opportunity to be part of a Habitat family of others who havehad an opportunity to get a hand up,” he said. “That’s a verygood thing.”For more information, visit http://www.eagletribune.com.

MassDOT’s ongoing pro-gram to replace aging high-way infrastructure that wasbuilt during the buildingboom of the 1960s. Thework area goes from OldCounty Road in the westnear the Lincoln town line toSpring Street in the east, andis close to many high techand biotech businesses.

The June 18 Newington, Conn., the East Pine Bush eventwas packed under a perfect summer sky. More than 100 peo-ple came to enjoy a feast for the palate, the hands and theeyes.

“A lot of people worked hard to put this together, many

volunteers. We are so happy that all of you came out. Weknow you have busy schedules and you spent that time withus and it touches my heart,” Holly Bodnar, Pine BushEquipment’s president told the assemblage as they enjoyedfestivities and a noon barbecue that included cheeseburgers,hot dogs, pulled pork sandwiches, cole slaw and all the trim-mings.

PBE started in 1956 when Edward “Ted” Boniface andhis wife, Dorothy “Dot,” took the plunge — into this busi-ness.

“When my dad first started this business he was an exca-vating contractor,” said Bodnar, Ted and Dot’s daughter. “Hewanted a shop where he could work on his equipment. Hebuilt roads, ponds, foundations.”

When a local Case agricultural dealership on State Route302 went up for sale, the couple took their chance.

The company grew, expanded to three locations, incorpo-rated, adapted with the times and always with their sights seton superb customer service.

To that end, PBE recently hired Pat Plenzio as team leaderin sales. “I wanted to come here because this equipmentalways interested me,” said Plenzio. “I love the brands theysell here and PBE stands behind everything they sell and thatis what I am about — customer service.

“That’s what it is all about today,” he added. “Relatingwith the customer and getting the job done. We sell highquality equipment, but when they do go down, customersneed support and we are there for them. That is what we dobest.”

Charlie Nash is in charge of warranties for that equipment.Nash has been with PBE for 40 years.

protect the environment and reduce annualmaintenance costs. Accelerated BridgeConstruction [ABC] techniques will be usedto minimize disruption and reduce construc-tion duration. They include the first-time usein Massachusetts of precast, modular con-crete abutments instead of a deep foundationsystem using numerous drilled shafts.”

The work is complicated and varied, andrequires serious planning throughout itsmany stages as the replacement bridges con-sist of two 334-ft. (101.8 m), two-span steelplate girder structures. The new bridge crosssections will provide three 12-ft. (3.65 m)travel lanes, one 12-ft. auxiliary lane and two6-ft. (1.8 m) wide shoulders in each direction.MassDOT is also realigning and reconstruct-ing portions of Route 2 to improve clearanceover I-95 to 16.5 ft. (41.91 cm), making iteasier to stage the construction.

Also included are an upgraded stormwater drainage system, treatment and archi-tectural elements, landscape restoration toimprove aesthetics and the resurfacing of a 2-mi. (3.21 km) section of I-95, which includesreconstructing the median; upgrading andreplacing guard rails; widening shoulders;installing new pavement and markings; andimproving storm water drainage.

“The project features MassDOT’s first use of ‘IntelligentCompaction.’ Compaction is one of the most importantprocesses in roadway construction for high quality, uniform,long-lasting pavement,” noted the project’s Web page.

This construction method employs vibratory rollersequipped with an on-board computer reporting system andglobal positioning system (GPS) mapping. This provides theoperator with an on-board, real-time record of the locationand number of roller passes, as well as compaction data.

The bridge and highway design was complete last Aprilby TranSystems Corporation, the design lead. It was assisted

by Haley & Aldrich for Geotechnical Engineering, andGreen International Affiliates Inc. for landscape architectureand utilities. Regina Villa Associates Inc. assisted MassDOTwith the public outreach component.

The project is currently at 64 percent complete. The newwestbound Route 2 Bridge (carrying eastbound traffic dur-ing Phase 2 construction) is complete, with the exception offinal wearing surface and the glandular type strip seal jointsystem. Construction of the new eastbound bridge has pro-gressed rapidly with the favorable winter weather conditionsexperienced this year. The cast-in-place concrete deck was

placed on March 19, 2016, and work is con-tinuing on the barrier walls, end walls andother miscellaneous components of thebridge.

A few of the challenges encountered dur-ing construction include the high traffic vol-umes on I-95 and Route 2, and coordinatingthe work around those high volumes andadjacent projects.

“Communication with project staff andother DOT project personnel on adjacentcontracts, and the general public is vital tominimizing traffic disruptions and scheduledelays,” stated MassDOT in response to var-ious questions concerning the project’sprogress. “Bi-weekly project meetings keepthe lines of communication open and assistall parties in resolving technical or construc-tion issues that arise during the design-buildprocess.

“The goal of any new or replacementbridge design project,” added MassDOT, “isto provide a structure that has been designedin accordance with the latest applicableAASHTO LRFD and MassDOT BridgeManual requirements for design and loadcarrying capacity and which can reasonablybe expected to achieve a minimum servicelife of 75 years. We do this by incorporatingMassDOT standardized structure detailing

that has proven effective under service, strength and mainte-nance considerations, and by using new high-performanceconcrete and steels that aid in reducing long-term mainte-nance and extending the service life of the structure.”

This project will require the use of 9,475 tons (8,595.5 t)of concrete, 577 tons (523.4 t) of rebar, 1,096 tons (994 t) ofstructural steel, 78,100 tons (70,851 t) of asphalt, and 5,850linear ft. (1,783 m) of RCP drainage pipe.
