MassDOT Secretary and CEO Stephanie Pollack announced July 2 the publication of new recommendations for the evaluation and prioritization of proposed capital projects. The recommendations have been submitted to MassDOT by an independent Project Selection Advisory Council, which has worked for 18 months to develop a new process for selecting transportation investments. “This new prioritization system will help us to make important decisions about our capital resources in a way that is smarter and more transparent,” said Secretary Pollack. “I want to thank the members of the Project Selection Advisory Council for their hard work in the development of these new criteria, and their continued efforts as we enter the implementation phase.” In 2013, the legislature established the Project Selection Advisory Council and charged it with developing a uni- form, data-driven, and transparent approach to scoring and ranking capital transportation projects for funding. The new process, which MassDOT will begin to implement imme- diately, seeks to ensure that transportation dollars are spent in a multi-modal and strategic manner and are distributed in a regionally balanced way across the Commonwealth. South Coast ImprovementCompany (SCI), a design-buildgeneral contractor serving NewEngland and the Mid-Atlanticstates, was recently contractedby Massachusetts Institute ofTechnology (MIT) for a renova-tion project at the Ray andMaria Stata Center at theschool’s campus in Cambridge,Mass.

The $170,000 project calls forthe conversion of a library intooffice space on the 7th floor ofthe building. Additional office spaceon 8th floor will be renovated.

“Over the years, we’ve done a con-siderable amount of work at collegesand universities in the greater Bostonarea but this is our first at MIT,” saidTom Quinlan, president of South CoastImprovement Company. “We’redelighted to bring our expertise to thisworld-renowned school and hope thatit’s just the beginning of a mutuallysatisfying relationship.”

South Coast Improvement began

work on the Stata Center project thefirst week of June. Completion is setfor mid-August.

Work on the MIT project will beundertaken by South CoastImprovement’s private school divi-sion. This special division offersclients the benefits of a big time gener-al contractor with the capability tostreamline smaller projects under tightdeadlines.

“As a company, we routinely workon six-figure projects, with our highest

being a $4 million project for anassisted living facility. We havethose systems in place so that wecan work on several smaller jobsat a school at once,” saidQuinlan. “That’s how we havebeen able to get a lot of repeatbusiness.”

That repeat business includesprojects at Boston College,Boston University, NortheasternUniversity, Mount Ida Collegeand Dean College. Those proj-ects have ranged from a new

video room for the Men’s LockerRoom at BC’s Conte Forum to confer-ence room and new President’s officeat Mount Ida to a server room for theKostas Homeland Security ResearchFacility at Northeastern.

“This report represents real progress forMassDOT,” said Jeffrey B. Mullan, Councilmember and former MassDOT secretary.“Although there is much more work still tobe done, the Council has laid the foundationfor continued improvement in how theCommonwealth prioritizes its investments,an increasingly important issue today. I lookforward to the implementation phase and tothe additional work ahead.”

Throughout the period of its work, theeight-member Project Selection AdvisoryCouncil held 12 public meetings and sixpublic hearings across Massachusetts.

The recommended evaluation processapplies to two types of projects: (1) modern-ization projects, which replace and rehabili-tate existing transportation assets, and (2)capacity projects, which add new transporta-tion capacity or expand existing connections.Projects will be ranked according to aweighted formula that takes into accountcost effectiveness, economic impact, envi-ronmental and health effects, mobility, safe-ty, social equity, and system preservation.

“In the end, our aim was to develop a for-mula that would effectively evaluate the rel-ative merit of each project, and to do so in away that would not favor any one mode oftravel, or any one region of theCommonwealth,” said Frank DePaola,Council member and interim general man-ager of the MBTA. “There is no questionthat there are a large number of worthy proj-ects out there, but the question this formulaseeks to answer is: how do we maximize ourreturn on investment by funding the bestpossible projects within financial con-straints?”The Project Selection AdvisoryCouncil’s report has been filed with the leg-islature, and implementation of the criteria isexpected to begin shortly with the develop-ment of the FY2017-FY2021 capital invest-ment plans for MassDOT and the MBTA.The Council has agreed to continue to adviseand assist MassDOT and the MBTA throughimplementation of the recommendations.

A Century in Planning: Vt.Trail Bridge Finally Opens

BOLTON, Vt. (AP) In 1912, theVermont Legislature budgeted $500 for anew foot bridge over the Winooski River,so hikers on Vermont’s north-south LongTrail wouldn’t have to make a 3-mi.detour.

More than a century and $2 millionlater, the bridge opened June 12.

The Burlington Free Press reported thatthe project turned out to be a bit morecomplicated than may have been under-stood 103 years ago.

It ended up involving not just construc-tion of the 224-ft. suspension bridge, but300 acres of land acquisition and 6 mi. ofnew trail.

But now the long-time goal of a moredirect route through Bolton and across theWinooski River is a reality.

The project was led by the GreenMountain Club, which established andmaintains the Long Trail. Fundraising by

the hiking club was augmented this timeby $500,000 from the state for land con-servation and trail work.

At the opening ceremony, MikeDeBonis, executive director of the GreenMountain Club, asked the crowd of about100 who had gathered for the event, “Arewe ready to open this thing, or what?’’

One of those attending the event wasTom Candon of Shelburne, who said hehas walked the Long Trail, which runsalong the spine of the Green Mountainsthe length of the state. He said the bridgewould make the Winooski River crossingmuch more enjoyable.

“It takes off about 3 miles of walking onhard surface of the road and you get backinto the woods quicker,’’ he said. “That’swhat it’s all about.’’
