according to massDOt, the four-lane $17 mil-lion highway project, just south of exit 13-a, willbe completed in September. it requires the com-plete rehabilitation of the bridge that traverses thetaunton river, a major stretch of highway in andout of a large shopping area in taunton.
the old bridge is not being replaced, but com-pletely re-fabricated with more pre-fabricationconcrete than S&r corp. has ever assembled.

SDLG Adds Two New Locations in MarchJust in time for spring, SDLG has added two new loca-
tions to its dealer network: Westbrook, Maine-basedChadwick-BaRoss and Vernon, British Columbia, Canada-based Great West Equipment. Both locations will sell and fully support the entire lineup
of SDLG wheel loaders available in the region. Both have ateam of well-trained sales and service personnel to back theirproducts — they also will offer SDLG’s 21st CenturyProduct Support, which uses a central parts location to shipparts to customers and dealers often within 24 hours.Both Chadwick-BaRoss and Great West Equipment will
be able to offer the SDLG LG938L, a 2.5 cu. yd. (1.9 cu m)capacity wheel loader; the LG948L, a 3.0 cu. yd. (2.3 cu m)capacity wheel loader; the LG958L, a 4.0 cu. yd. (3 cu m)capacity wheel loader; and the LG959, which has the samebasic specs as the LG958L, but with wet disc brakes ratherthan dry disc. All four loaders are backed by a 12-month,1,500-hour warranty.
Great West EquipmentGreat West Equipment, with 11 locations in British
Columbia and Yukon, will sell SDLG’s complete lineup ofwheel loaders in Canada. Roger Dobie, vice president of sales for the company,
said that bringing SDLG to Great West will give customersan alternative to higher-priced, premium wheel loaders,especially when they are in need of a low-productionmachine.“For our customers that in the past predominantly bought
used loaders, SDLG wheel loaders will be a great option,” hesaid. “They have a great price point and are backed by
superb product and service support.”Many of Great West’s customers work in agriculture or
general construction, among others, and should find SDLGwheel loaders ideal for their applications, he said.“There’s a whole group of customers out there that don’t
need to run a wheel loader 24/7/365,” Dobie explained. “Butthey do need a quality wheel loader that’s backed by a greatwarranty and serviced by a great dealership, and that’s whereSDLG and Great West can be successful.”
Chadwick-BaRossChadwick-Baross will offer SDLG wheel loaders in

bridge project that S&R has done,in this wave of the future to accel-erate bridge replacements.“Most of the new bridge compo-
nents are fabricated off site andtransported to the job site in orderto provide a quicker turnaroundtime on the various phases of theproject,” said Jones. “This projectrequires a high level of planningand engineering for traffic control,site coordination and precast instal-lation methods. “The structural steel is fabricat-
ed, coated, transported and assem-bled at the Oldcastle facility forcasting the concrete deck onto sec-tions of the steel framing; these arecalled prefabricated bridge units[PBUs]. Seven PhasesThe full-depth roadway con-
struction project includes drainageimprovements with some 10,000tons (9,071 t) of asphalt pavement.About 2,000 cu. yds. (1,529 cu m)of concrete will be used.Jones said that special equip-
ment is being employed. BayCrane transported three of the ninePBUs that weighed 80 tons (72 t)each.The rear of the transporter is a
remote-controlled 6-axle dollie. Jones said the first five phases,
delayed by two months due to win-ter conditions, will take a total of17 months. The final two phases(seven phases overall) should becompleted in two subsequentmonths.“This project is similar in com-
plexity to other projects we havecompleted over the past five to 10years, although this project has themost precast we have ever workedwith,” said Jones.Similar S&R bridge replace-
ment projects include the $13.5million work on Route 1A (HighRoad over the Parker River in
Newbury, Mass., completed 17months ahead of schedule).The scope of the Newbury proj-
ect was a complete demolition andreplacement of the existing bridge.The substructure is cast in placeconcrete supported by large diame-ter drilled shafts. The superstruc-ture is a NEBT 1800 frame withcast in place concrete bridge deck.Other work included full depth
reconstruction of the roadway,drainage, retaining walls, a tempo-rary utility bridge and cofferdams.The project required approximate-ly 1,968 ft. (600 m) of drilledshafts, 1,831 cu. yds. (1,400 cu m)of concrete, erection of 24 66-ton(60 t) NEBTs and the installationand removal of approximately 300tons (272 t) of steel sheeting cof-ferdams.Another recent S&R project was
the replacement of a steel bridgeover Route 28 (Broadway) andover Route 213 (Loop connector)in Methuen, Mass. This $9.8 mil-lion job was completed a yearahead of schedule in 2010.The scope of the project was a
complete demolition and replace-ment of the existing bridge. Thesubstructure was cast in place con-crete spread footings with abut-ments and one center pier. Thesuperstructure is a steel frame withcast in place concrete bridge deck.Highway work included full-depthreconstruction of the roadway,drainage, mse walls, temporarybridges, traffic signals and land-scaping.
The project required approxi-mately 130,795 cu. yds. (100,000cu m) of excavation and embank-ment construction as well as 1,831cu. yds. (1,400 cu m) of concreteconstruction.

site. The crane has a 111 ft. 6 in. (34 m) main boom, making it an ideal choice forfoundation work and its pick and carry ability.The Warrior Ice Arena’s 75,000 sq. ft. (6,968 sq m) arena broke ground in
December 2014 and is set to open in September of 2016.
Concord Reaches Agreementon 100-Year-Old Bridge Project
CONCORD, N.H. (AP) Officials sayfunding is in place for the long-awaited dem-olition and replacement of Concord’s 100-year-old Sewalls Falls Bridge.
The Concord Monitor reported CityManager Tom Aspell and the NewHampshire Department of Transportationcame to an agreement over stalled fundingfor the project May 11. The deal will allowConcord to build the new bridge and eventu-ally be reimbursed as promised by the feder-al government.
A grant from the federal Highway Trust
Fund will pay $10 million. That’s 80 percentof the cost. The city will pay the remaining20 percent.
The state will immediately allocate $5.5million of the federal grant to cover workscheduled for 2015.
For 2016 and beyond, the city can finishconstruction and spend the remaining $4.5million, which will be reimbursed.

West Grove is a side street linking Willowand Sperry that once was home to brass millworkers. But now, about half of Sperry’s twodozen properties are litter-strewn, vacant orburned-out lots.
Only a few of the houses still standing areoccupied. The rest of them are empty andboarded up, seized by the city or the banksfor unpaid taxes or mortgage payments.
At Lawlor’s urging, the WaterburyHousing Authority is planning to demolishthe homes and clear the lots and, in theirplace, build a series of two-story, Victorian-inspired duplexes.
The authority wants to buy the street itselffrom the city, repave it to add a slight curveand a garden planter in the middle, and gateit so only residents can enter — in hopes ofstopping drug traffic.
The authority plans to rent or sell thehouses to families earning less than $80,000a year. Existing residents would have theright of first refusal, but Lawlor wants torecruit cops and teachers, too.
The WHA is already making it happen,buying some properties from owners out-right and working with the city to seize otherlots for blight or unpaid taxes, said DirectorRobert Cappelletti.
The Authority controls half of WestGrove’s two dozen lots now, ranging frompublic housing it built in 1992 at the Sperryend of the street to a vacant lot it bought inFebruary on the Willow end.
And, for the few properties that don’t fallneatly into one of those categories, theAuthority is prepared to go to court, pay fairmarket value and take the properties througheminent domain.
Under such a scenario, the Authoritywould pay relocation costs for any tenantsliving in the seized properties, Cappellettisaid. They would also get first shot at buyingor leasing one of the new units.
Cappelletti is planning to break ground onthe first phase of the project — a four-unitduplex on the northwest corner of Willowand West Grove — as early as this summer.
In the middle of the street, on the southside, the Authority wants to build a dual-level senior housing complex, with condosfacing West Grove and apartments facingsouth, looking out over French Street.
Unlike the housing acquisitions, most ofwhich have been done cheaply, the seniorhousing complex will cost “real money,”which is requiring the agency to apply forhousing tax credits.
If its application for tax credits is
approved, Cappelletti said, the Authoritycould break ground on the residential part ofits proposed elderly housing complex asearly as next summer.
The Authority would like to include spaceon the ground level of the west-facing half ofthe complex for commercial use, but thatwill depend on the interest of the project’sinvestors, he said.
The Authority is funding its upfront costs,including acquisitions, design work, andlegal fees, out of a $500,000 constructionfund it hadn’t touched since 1980, Lawlorsaid.
The decades-old fund was discovered bythe U.S. Department of Housing and UrbanDevelopment during an audit of the agency’sfinances shortly after it was labeled “trou-bled” in 2012.
Earlier this year, the Authority was able toshed that label, after it enacted a series offederally approved reforms, turned itsmoney situation around and improved itspublic housing score.
In 2012, the Authority learned that it hadearned a 59 out of 100 on its annual HUDpublic housing report card, or a failing grade,for problems like having a high vacancy rate.
But now, after streamlining its repairs andplacement practices, the agency has reducedits public housing vacancy rate, earning an88 out of 100 on its last HUD report card.
When first labeled troubled, the agencywas losing $220,000 a year, Lawlor said.Now it is projected to finish its fiscal yearwith an estimated $60,000 surplus.
In Lawlor’s mind, the Authority hadcleaned its own house, and was now ready totackle the city’s housing problems. It seemedlike West Grove Street had plenty of oppor-tunity to improve.
It is a neighborhood he knows well. Hisgrandfather lived about one block away, andused to deliver milk, butter and ice to manyof the homes he will soon demolish.
“I’m disappointed to see how far it hasfallen,” Lawlor said on a recent visit to WestGrove. “As a child, I was here a lot, andbelieve me, it wasn’t like this. It needs afresh start.”
As he sidestepped broken beer bottles,chairs and drug paraphernalia on one of thevacant city-owned lots, Lawlor talked abouthow his father, a well-known local dentist,grew up in this area.
“It’s no place for kids now,” Lawlor said.“But it can be. It will be.”
