A few years ago, construction teams could replace a big,steel and concrete bridge in 61 months. With the remark-able advancement of new technologies, Rhode Island andother states have replaced bridges in 61 days. But 61 hours?
The Vermont Agency of Transportation (VTrans)replaced an Interstate 91 bridge in White River Junction in
just one weekend, using an innovative technique to mini-mize the impact on drivers.
“We have done this kind of work on smaller scales, butnot on this scale,” said Eric Filkhorn, communications spe-cialist at VTrans.
The bridge is one of two Hartford bridges, side by side.VTrans will be replacing the parallel bridge in a similar,whirlwind amount of time.

The slide-in construction method replaced the northboundbridge in a mere three days with a Florida crew, general con-tractors well versed in this latest technology, working aroundthe clock. The bridge on Interstate 91 over U.S. Route 5 atexit 11 closed on a Friday at 6 p.m. Hydraulic jacks slid thebridge over 18 in. (45.72 cm) at a time. The new bridgeopened on Monday morning. Agency Secretary Sue Minter said the technique substan-
tially reduces the amount of inconvenience to travelers bylimiting closure. The $11.1 million project was mostly covered by federal
funding. Vermont will pay 5 percent of the cost.
One Short SeasonThe bridge replacement was fast-tracked through VTrans’
Accelerated Bridge Program (ABP). Typically, fast trackbridge projects use innovative techniques and are completedin approximately half the time it would take by convention-al construction, often in just one construction season. Theculmination of that season was late August and earlySeptember.The construction method known as a lateral slide was
used to replace the Interstate 91 Hartford bridge for the firsttime in Vermont. The slide took place over a weekend, min-imizing road closures on Interstate 91 and inconvenience totravelers. U.S. Route 5 remained open while the two bridgewas moved into place.“How it works, there are two interstate bridges, side by
side, with 40 ft. between them,” said Kristen Higgins, senior
project manager. “We completed the new bridge construc-tion on temporary supports adjacent to the bridges. We alsoconstructed the supports in advance that the bridges will siton.” Higgins said the new bridges, comprised of steel beams
and concrete rail construction, with concrete decks, are thenslid over in small increments over the new supports overslide beams.Higgins explained how these projects would typically be
completed in the past. “This project would have been crossovers and working on
one bridge at a time over two construction seasons, thenanother season and then again,” said Higgins. “The reasonwe didn’t want to do this here is that it is a major interchangeof two highways. There is a significant commuter issue. Soputting in a crossover wasn’t a good idea. Highway 5 is amajor route and traffic would have been affected for two sea-sons.“So, we tackle this in one construction season. There are
no dangerous crossovers and two weekends of inconven-ience of rerouting over the Interstate,” added Higgins. “Geton the ramp, get off the ramp.”While VTrans looked at bids from various local and New
England general contractors, Florida-based PCL CivilConstructors Inc. was chosen as the general contractor. “PCL has experience with slide-in bridge construction and
heavy lift,” said Higgins. “We procured them while in designphase to incorporate the means and methods into the plan.We do an RFP for a contractor with experience for this typeof thing, then we evaluate based on the best experience.”
According to VTrans, this is how the lateral slide single-season construction works: The new bridges are one-span,allowing the new abutments to be built without affectingtraffic flow on the highway.
Building a FoundationIn the spring of 2015, construction began on a new foun-
dation, according to the VTrans Web site. Piers and abut-ments, otherwise known as a substructure, were built foreach new bridge underneath the existing bridges. The newsuperstructure, consisting of the bridge deck and supportbeams for both bridges was constructed on temporary sup-ports right next to the existing highway bridges.Traffic along Interstate 91 over the existing bridges was
able to flow as usual while construction went on underneathand next to the bridges. Travel lanes on U.S. Route 5 werereduced from three lanes to two, but traffic flowed in bothdirections throughout construction.
Moving the BridgeThe superstructures for each bridge were moved over one
weekend at a time for each structure. One side of the high-way was shut down and traffic was rerouted onto a detour toallow the bridge to be connected to its new foundation, whilethe other side of the highway remained open.The foundation and deck of the old bridge were demol-
ished. Hydraulic jacks were used to push or slide the bridgein place–thus the name “slide-in bridge construction.”Once the new bridge was installed and related work was
completed, the bridge was reopened to traffic. This processwill be repeated for the second bridge on another weekend.U.S. Route 5 remained open during the lateral slide and
crucial traffic detours were set in place, which minimized theeffect on commuters.Representatives of VTrans said that replacing a bridge on

Chappell to Showcase Milford Shop During Open House

Within the past decade Chappell hasexpanded from 50 to 70 employees. It isback up to 2006, pre-recession inventorylevels and has had 44 percent growth thisyear alone at one location.
A Long HistoryChappell Tractor Sales was founded 60
years ago by Perley Chappell. Perley livedlong enough to see the third generation ownand operate what has become ChappellTractor. Now the fourth generation owns andoperates the business.
From the first Ford tractor sold out of the
family barn to today, Chappell Tractor con-tinues to treat all customers like pearls. Youhave to like machines to sell them for morethan five decades. And Perley likedmachines. Back in the 1930s, he was amongthe first dairy farmers in Clarksville to own atractor.
Having a big family was a way to get hardfarm work done more easily, so he and wife,Diana, and the first four of his six childrenmoved to Milford in November 1935. Twomore daughters were born later.
Milking an OpportunityAfter the family moved down to Milford,
life on the farm became routine and one daywhile milking the cows, son George men-tioned to his father, Perley, that a Ford trac-tor dealership was going out of business.Perley replied that he’d “look into it.”

Fourth Generation of ChappellsThank Customers for Their Loyaltywas complete and George was off and running the dealer-ship, while Perley continued on the farm for a time until hetoo left farming and supported George’s efforts in makingthe tractor business work.
New Machines, New MovesWith his new machines, George instilled a work ethic
geared to customer satisfaction and loyalty. He believed thatif he treated people right, they would continue coming backto him. His philosophy worked as the company grew, addingmachine lines and moving to increasingly larger facilities.
In 1960, the company moved from the Chappell familyfarm to a 3,000-sq.-ft. cement block building on Route 13.
The development of Route 101 led to another move in1970 to a 7,200-sq.-ft. structural steel building up the road.An addition of a lawn and garden showroom soon followed.
In 1985, the company moved across the street to a facilitymore than twice the size of its previous location. BrothersKent and Roger Chappell built the unique post and beambuilding where the company’s headquarters is now. It was abig leap to go from 9,840 sq. ft. to almost 25,000 sq. ft., butthey were up for the challenge.
In 1995, Chappell Tractor added the “big house” servicearea for larger pieces of equipment, and in 2005, the familyadded on to that facility with another post andbeam addition of approximately 15,000 sq. ft.
In September 2005, the company began anexpansion project that would add 14,000 sq. ft.to the existing dealership at 454 Route 13 inMilford. The expansion was completed duringsummer of 2006, with a grand opening. Thenew facility is home to both Chappell Tractorand B-B Chain.
This provided the Chappell brand with a newtractor showroom, lawn and garden showroomand added space for the newest department,Outfitters by Chappell, to sell a complete line ofclothing, shoes and boots for the company.
Today, Chappell Tractor carries Kubota,New Holland agricultural and constructionequipment, Hyundai, Link-Belt excavators,Takeuchi and much more.
