Twen- ty acres for a reported $68,- 000 was transferred from Melvin Schmitt to the School Department this week. Construction is planned for a September 1958 com- pletion. The transaction was handled by Henry Warren of Weeks Realty and Bill Mitchell as co-broker. The site is located north of N.W- 20th street between 2nd and 5th avenues. 450 Register in Boca Elementary Expecting to break the attendance record are approx-. imately 450 new and returning students to the Boca Elemen- tary School this year. With registrations made last Wed- nesday, classes are schedul- ed to start Friday morning. Students will have a holi- day, Monday, Labor Day and classes will resume on Tues- day. 4 New Classrooms Added at Seacrest According to Principal Robert Fulton, the largest enrollment in the history of Seacrest High School is ex- pected this year. Fulton said approximately 800 students will register during the year and that two hundred fifty- six of them will be fresh- men. Four new classrooms were constructed during the sum- mer, to accommodate the in- creased enrollment, and ten teachers have been added to the faculty, making a total of 33. Also, during the sum- mer the gymnasium floor was refinished and new science equipment was in- stalled. Hearing Tuesday On New Budget Tuesday, September 3rd has been set as the date for public hearing in the Council Chamber, on the proposed new budget for the forth coming fiscal year. As a community service, to allow all interested parties to study it at their leisure, the Boca Raton News printed a copy on page 10 of last Fridays newspaper. One of the outstanding features of the proposed new budget is that it reduces the millage rate from 18 to 14y 2 , an un- usual accomplishment for a growing community. They stated that they thought the original permit had been for a store or office building and requested town council- men to stop construction at once, protesting that the building under construction violated the zoning in a B-l district. H.L. Gallup speaking for himself and neighbors, de- nounced the area as an "eye- sore" and a hazardous con- dition if a hurricane arose. "This is the first building of its kind, he said and we don't want to feel that it can go on." Ray Leach, across from the Wentworth property, backed up Gallup in his protests. Town officials stated that an official notification of zoning violation had already been sent to the plasterer. Firemen Under Social Security Act Council voted this week to include firemen in the Social Security Act. This would allow them to receive Federal Old Age benefits and survival insurance. It was suggested but not con- iirmed, that this be retro- active to J an. 1955. E.M. Laird said he was a property owner on Oleander Ave. and protested the assess- ment because he would receive "no constructive benefits." A letter was read from Mr, and Mrs. Aschehouy of Man- marac, N.Y; stating that they would not receive "any bene- fits" and it would be "unfair to require us to pay for pave- ments or water mains we do not need," Miles Sheppardj of Hibiscus St. said the "streets we have now are good and he wanted to go on record as opposing both the water mains and paving." Rudolph Ma] the, chairman of the Civil Service Board said Hibiscus Street has been used for many years with no trouble and wanted to know where the authority came from for trucks and heavy equipment to move in there to start the paving. Sign Ordinance Is Read In Full The long, awaited, ofter, disputed, new sign ordinance of Boca Raton, read in full, all twenty-five sections, at Tuesdays council meeting was passed unanimously by vote of Councilman Paul Bebout, Melvin Schmitt and Mayor LeRoy Shores. Absent were Harold Turner and W. H. Herbfeld. This ordinance regulations the size and use of signs, bulletins and was drawn to protect the safety, health and public welfare of the residents.

Beach picnics tookplace on Fridays and a littlesand in a sandwich didn'tmatter at all to the frolickingyoungsters.

Quiet periods were heldand movies shown. Activitywas balanced between exer-cise and relaxing and manynew skills were learned.Children and parents ratedthe program a great success.'

Boca's New Charter

It is the inalienable right of the Amer-ican people to vote; pro or con, late orearly, but they can vote. It is as much aright as free speech or free press. But tomany, it has become a habit and they arenot always well informed on the subjectin question.

Like an inquisitive child playing with astck of dynamte, they vote because theyhave a rght, not because they have a cause.And like the child, sometimes it can blowup in their faces.

Take the subject of Boca Raton's newCharter, set for referendum of the people.Questions have poured in from every side,some intelligent, some bewildered, andsome just plain antagonistic. Most of thelatter, when queried, answered that theyhadn't read the new charter but "so and sotold me" this could happen, etc.

The person who knows what he is votingfor or against and knows why, is an assetto any community. The ones who go "byguess or by gorry," just so they can vote,are a clog in the wheel of progress. Each isentitled to his own opinion but it shouldbe an informed one, based on facts. Someone once said, " I may not agree with whatyou say, but I'll defend to the death yourright to say it". That still holds true inAmerica oday.

Say what you want, or think what youwish, but when .you vote leave personali-ties or emotions out of it, vote with thefacts and your own deducions from them,in your mind.

The facts in the new Boca Raton Char-ter are clear, instructive and advantageousto the town. Named as House Bill Number213, under the Laws of Florida, it is anAct to abolish the present municipality ofthe town and make it a city. It providesfor expansion of its present territorial boun-daries and a town that has about doubledits year-round population in the past yearhas to expand somewhere or burst its seams.We want to keep Boca Raton the quiet,beautiful place it is, not a teaming spot ofhouses crowded one against the other orrow after row of apartments and business.To do this, we MUST expand. There is anold law of physics that "two bodies cannatoccupy the same space at the same time".Expansion must come from the west and thenorth, possibly a little to the south and verylittle to the east and the new charter pro-vides for this.

It also contains provisions for violatorsof ordinances and penalties for same whichwould work toward keepng the charm ofBoca Raton as it is and its growth andprogress would be in a controlled manner,not just any old haphazard affair that might

eventually become an eyesore or offenseto surrounding residents.

Certain unintentional errors in the pre-sent charter would be corrected and citizensof the city would benefit by having theadministrative functions attended to immed-ately rather than going through severalchannels and waiting sometime long periodsfor a decision..

One of the changes would be the dateof the Municipal election day from Novem-ber to the third Tuesday in February. Inthis way, we would have access to regularcounty voting machines and not have touse the old "hand" counting way. The ma-chines are easier for everyone, count auto-matically and expedite the whole procedureto the benefit of the city.

The new charter retains the Civil Ser-vice Act which includes all departmentheads and the type of city manager plansuggested is a modified one with no radicalgovernment changes. It is an easing into abetter form of government vastly neededby growing community affairs and popula-tion increase. A manager would have manyadministrative duties and act as a co-ordi-nator between all departments and the com-mission.

The commissioners will be elected byyou and responsible to the people and themanager will be responsible' to the com-mission for carrying out its policies. Thuseveryone will be better informed of thecity's operations and needs.

As a business grows, an assistant is add-ed, and another, until the staff reaches fullforce to handle all the business efficiently;so grows a town. When progress and growthnecessitates a more efficient method of op-erating its business ,than it is time for thevoters to realze that a newer and more effi-cient method of governing is needed if it isgoing to grow in a stablizd manner.

Stablization means economy. If you canbuy a dozen pencils cheaper than a half-dozen, think how much you'd save on agross. The new charter proposes centralizedpurchasing of town supplies and would re-sult in considerable savings to the taxpayers.

Progress has made it necessary for someone to do these jobs, would it not be betterto have one capable person applying him-self to the betterment of the communitythan to hire several new employees whichwould cost more, save less, and still be anadministrative bottleneck? Well, it's up toyou. Only you can decide what you wantfor Boca. But from talking to so many ofyou, I know wise heads in town will notyote without some clear thinking. See youat the polls.

Wutts said everyone wouldbenefit that way, There wouldstill be room for boats and anattractive lake contour andthe petitioner would be ableto retain needed land.

Mayor LeRoy Shores asked:"If we grant additional waterfront to a]J owners, wouldwe soon have no Jake?"

Town Attorney Leon Weaversaid that, in his opinion,submerged land does belong-

to the people but the burdenof proving claim and produc-ing dear title is up to theowner and/or attorney. Theconflict was referred to thetown attorney for furtherstudy until next councilmeeting, Sept. 10th.

Building permits for thetown of Boca Raton totaled$2,669,266 for the first sevenmonths of this year. Pros-pects look good for passingthe five million mark by yearend, Chamber of Commerceofficials stated. Boca est-imated year-round populationis now 4,250 residents.

Always interested In the history of the American Indian,many interesting experiences have come my way. Stayingnear the Seminole Reservation a few years ago, I graduallymade the acquaintance of several Indians there. At firstthey are very reserved, and often well educated ones pre-tend not to speak English.

As I got to know them, I found they have a delightfulsense of humor and find laughter very easy. Hard working,strong family people, with children their chief pride, theyalso have great dignity.' Strange tales were told about theold days and even some of the present day customs in the"Big Cypress". The story of the Green Corn Dance, tribalpunishments, and tender love affairs kept me enthralled.

I filmed the first Indian wedding arranged according toWhite custom with the bride in a satiny white gown andveil. Her knees were shaking with stage fright until herbridal attendants teased her, causing her to break intolaughter and easing the tension. The bridegroom even car-ried his bride over the threshhold for the reception held inthe mission house. She was slim and tall and stunning asthe legendry Indian princess and the wide shoulders of herbridegroom towered over her.

Now she has several children, but I know she will alwaysremember her wedding day.

Visiting in Cherokee, N.C. I sat in the rain to watch theunfolding of "Unto These Hills". As the shimmering greenback-lights showly rose to highlight the towering trees andthe narrator's, moving voice "In the Beginning was theiWord . . . " I didn't care if the rain had been snow,wouldn't have missed a word for anything. This was real,this, was history. Novelized, true, but close enough to thetruth to have happened in just that way.

Through trickery, many Florida Indians left for untolddisasters. The strong survived and multiplied in the West-ern Areas. But the Cherokees who escaped into the vastEverglades and banded together as Seminoles fought a longbattle with the U.S. Government which just recently ended.

Peace has been signed and they will hold their firstchartered election of officers for the Serninoles of Florida,Inc. Their constitution, adopted by 241 -5 vote, states thateight officers must be elected within 30 days after the rati-fication of the charter and constitution. One representativefrom each of the three reservations and five "at large" areto "exercise the authority contained in the constitutionand by-laws of the corporate charter".

No too well known is the fact that the Seminoles areone of the fleetest, fastest riding- cowboys on any range andtheir cattle herds number in the thousands of top stock.Each family starting with a few carefully chosen cattle,they've bred and multiplied into an unusual number.

Around their necksthey wear a strand of beads for each year of their age andtheir coifures, of the older generation, are carefully comb-ed over precisely shaped cardboard to a design so oldthe origin is forgotten. Younger, modern Indian girls andboys wear the same clothes as other youngsters, their fav-orites are blue jeans but the girls prefer simple smart dress-es for Sundays and "dress-up" occasions.

It's been a long time and they have traveled a longweary road but their goal is in sight, and I for one, know,they'll be wise leaders with just the light touch of wit tostave off stuffiness. Good luck to them all.
