While every semester is an experiment and a step further into learnings, this spring semester commenced with a hustling study environment where every program is rethinking their ways on how the students learn more in a cohesive way. One of them is to exhibit work for exchange of learnings happening at various study sites and domains.

The spring semester in FP is brimming with enthusiasm and hard work. Students enrolled in Masters in Urban Planning are envisioning to make a Development Plan for the cities of Surat, Rajkot and Bharuch-Ankleshwar. Masters in Urban Design sees students realize a neighborhood level master plan in Gandhinagar by understanding the key elements of urban design while also exploring ways to prepare drawings that communicate better. Masters in Infrastructure program involves students conceptualize an infrastructural plan, its preliminary cost estimates and prepare pilot demonstration proposals while working on the principles of sustainability, inclusiveness and resilience. Students pursuing Masters in Urban Housing are looking forward to unlock housing markets of Vadodara through policies, programs and regulations.

Winter School 2018, Illustrated by Aditi Rai

The Faculty of Planning is constantly involved in resolving issues pertaining to Indian cities. It conducts numerous short-duration courses in the form of summer winter schools to improve the knowledge of students and professionals in this regard.

This year’s winter schools were aimed at improving the participants’ knowledge on varied aspects in the urban domain. The pedagogy included lectures, exercises as well as immersive field visits.

One of the courses, taught by Prof. Purvi Bhatt and Ar. Lalit Bharti, focussed on proposing urban design policies for public spaces in the mixed-use belt of Auroville. Three courses analysed cities with reference to their water resources. The first, under the guidance of Dr Mona Khakhar and Ms Rutool Sharma, was aimed at analysing the issues faced by the natural water systems of Ahmedabad and Bangalore; the second course examined the inter-relationship of water features with the cultural heritage and socio-economic settings of cities, focussing on the forts of Rajasthan; it was taken up by Prof. Ashwani Kumar. Lastly, under the guidance of Ar. Nitish Vidyadhar and Ar. Tanvi Patil, students analysed the musings around step-wells and their impacts on the surrounding spaces. Proposals in the form of presentations and booklets showcased the learning outcomes of these courses.

CEPT Academic Festivals Weekend26th January (Saturday) and 27th January (Sunday)

To conclude, the winter schools acted as a platform providing insights on urban issues related to Indian cities, enlightening both students and professionals alike.

Date: 22 nd April to 27th April 2019

Bimal Patel addressing the gathering on Day 02 of NACUS, P.C. Sairavichandra Gollavilli

The L2 and L3 studios in B.UD. are focussed at helping students gain knowledge and hone their skills in different fields, such as representation, hand-drawing, use of different software, etc., that prepare them for their future as professionals in the field of Urban Design. Level 2, consisting of students from the second and third years, consists of 6 studios, while level 3, consisting of students from the fourth year, consists of 3 studios.

“From Utopias to Heterotopias” is a housing studio in level 2, focusing on migrant housing in Kumbharwada, Dharavi. It is a process-based studio which tries to equip students with skills like physical and digital model-making, technical drawing, etc.

“Designing Water Infrastructure for Civic Expression” tries to investigate many natures of water and its different scales. This level 2 studio simultaneously also tries to develop an approach to techniques of documentation, representation and design to bring about a collective imagination of water in the city of Ahmedabad.

“Generative techniques” is a level 2 studio that uses computational techniques in urban settings to tackle urban issues such as population, housing, networks, etc. It uses different generative techniques to provide on with different iterations that one could use to tackle a range of urban issues.

“Urban Inserts: Making a Shared Space” is a level 2 studio divided in three parts: First, the students observe and analyze the site in Anand to understand the need of an ‘Insert’. After this, they develop a program to facilitate commuters by adding value to the shared experience of their commute. Finally, the student engages in Making a proposal for this program.

“People, Place, Identity, Change” aims to revive historical identity of the people of Ambli by inserting new programs that strengthen the ties through a participatory process which includes interacting closely with the community. It, too, is an L2 Studio.

The 2nd semester studio pedagogy of Faculty of Planning is structured to prepare the students to deal with projects that would help them in their professional growth in their respective fields and understanding their responsibilities.

The Urban Planning studio titled ‘Development Plan Studio’ deals with preparation of Development Plans for Surat, Bharuch-Ankaleshwar and Rajkot by understanding existing physical, social and economic condition of these cities and predicting their future growth and requirements.

The Urban Housing studio titled ‘Housing Strategy’ aims to efficiently address the issue of housing unaffordability in Surat’s land and labour market by means of policy and regulatory intervention.

The Urban Infrastructure studio titled ‘City Wide Infrastructure Planning’ deals with understanding macro, micro and sectoral issues in Surat and Ahmedabad and coming up

The fourth semester of the Faculty of Planning focuses on individual proposals from each student, through thesis or directed research projects (DRP). However, this year witnessed a minor change in the pedagogy.

The students specialising in urban housing, infrastructure, and transport systems have the option to choose between a thesis or a DRP, the latter being a part of an ongoing research. The DRPs include research initiated by the faculty members and numerous research organisations and NGOs.

The students of the Master of Urban Planning programme have a choice of either applying for a DRP or a Guided Research Project (GRP), unlike earlier, when they could propose their own thesis topics as well. The GRP is a research proposal from prospective guides, similar to funded DRPs; unlike DRPs, this is not a funded research.

Unlike other specialisations, the Master of Urban Design students have a studio, titled “Urban Transformation Studio”, aimed at exploring methods

“Humanising Urban Space” is a level 3 studio which uses the place-making theories of Christian Norberg Schulz and Jan Gehl to build the character of an urban place. The students are needed to decode the everyday life and events as they are, at a neighbourhood level.

“Urban Assemblies” is a level 3 studio that, by mapping space elevation through careful analysis of sites as they are and then applying lessons of possibility to an underused public space, tries to re-imagine it as a space that supports the common public.

“Urban Planning and Regulations” is a level 3 studio that helps students build and communicate evidence-based chronological narratives of the cities through the various planning and design interventions.

with a city level proposal to address demand and supply issues and project prioritization and investment programming.

The Urban Design studio titled ‘Elements of Urban Design Studio’ focuses on studying and communicating spatial qualities of urban built environment including identifying problems and potentials and proposing urban design solutions for them.

The Urban Transport Systems studio titled ‘Strategic Plan for Urban Transport System’ deals with preparation of strategic transportation plan by understanding the existing situation in Rajkot and developing a long-term vision for the city.

An interactive session with Ms. Aparna Das on Statutory Urban Planning and Economy in Indian cities was held on January 29, 2020 in the FP Auditorium.

Ms. Aparna Das is a Senior Urban Development expert in GIZ, India. Most of her work revolves around theorizing for the Global South cities, particularly in the Indian context. She emphasized on the need for practitioners and students to put out theories for Indian conditions.

Her session focused on addressing informalities in statutory planning. Most of the interactions revolved around the gap that exists currently between theory and practice. Literature that exists is based on American or European context, while in India we face unique situations which are not included in their experiences. In the Indian context, we have ample solutions being carried out in practice, but there is no theory available for others to refer to. She shared a handbook published by her, “Demystifying Urban Land Tenure Issues: The Curious case of small cities in India; a case study from Orissa”, and encouraged the students to take on theorizing their work as well.

to integrate regulatory framework like TP Schemes and Local Area Plans with urban design interventions, creating more functional, liveable and sustainable areas. The students will be grouped under three tutors; each group classified according to the major schemes and suggested themes for their sites – area-based development under Smart Cities Mission, HRIDAY+PRASAD and Urbanising Urban Villages. The studio aims to work on brownfield areas which are unable to sustain the pressure of existing infrastructure. Ahmedabad, Delhi, Ajmer, Mathura, Gaya, Velankani, Panaji, and Jaipur are among the cities chosen for the studio. The expected outcomes include a strategic framework plan with detailed design of the identified UD projects.

‘Citiscope-Transforming the participatory planning approaches in Indian Cities’, an interactive session with Mr Georg Jahnsen, was held on 30th January 2020 at CEPT University.

Mr. Georg Jahnsen, Project Leader, Sustainable Urban Development-Smart Cities (SUD-SC), GIZ India conducted an interactive session with students where he talked about a centralised system within the government for spatial data and sectors feeding in their baseline data and planning continuously.

Dr.Rajan Chedambath stated the mission to make Kochi a liveable city. He discussed major environmental shifts, like loss of mangrove forests, creation of heat islands etc.; and Government interventions like Mangalavanam Conservation project, Cities for Forests, net zero carbon emission buildings etc.; to tackle the issues. He strongly believes people enjoy the natural comfort that a city offers more than man-made interventions and ended with the quote; “Kochi – Our City| Our Nature| Our Water”.

Paper emphasising the need for sustainable faecal sludge management (FSM) published in international journal

PUBLICATIONS @ FP

A paper outlining the need for scheduled desludging in different cities, its benefits and challenges, was published in the peer-reviewed journal “Frontiers in Environmental Science” that has an impact factor of 3.14. It was authored by Prof Meera Mehta, Prof Dinesh Mehta, professors emiriti at Faculty of Planning & Project Directors at Centre for Water and Sanitation, and Ms Upasana Yadav, Program Lead at C-WAS.

The paper, titled “Citywide Inclusive Sanitation Through Scheduled Desludging Services: Emerging Experience from India”, discusses the need for regular desludging of septic tanks and the benefits of scheduled desludging in Indian cities. The case of two Indian cities – Wai and Sinnar – is taken to describe the implementation of the process, including the understanding of its payment framework. The authors have further described different FSM service models used across Asia, which may help to provide equitable, and sustainable sanitation to achieve social and environmental benefits.

Faculty of Planning, CEPT University has had the honour of being led by Prof. Vidyadhar K. Phatak. On the occasion of his retirement as the Dean of Faculty of Planning, we are happy to share a short interview with the readers.

SI : What changes have you seen at the Faculty of Planning, CEPT University during your tenure?

VP : I can tell you about a few major changes that happened during my tenure of three and a half years at the Faculty of Planning.

The discipline of planning has to relate to markets and economy; plans cannot be imposed without studying the markets. Hence, planners need to understand economics and its implications on cities. I have tried to infuse this idea in the curriculum of Faculty of Planning. Now, economics has stabilized as a mandatory course. Apart from this, there has been some re-structuring of courses. Earlier students used to learn the fundamentals of planning in their first semester and got only two semesters to learn the nuances of their specialization, before they worked on their thesis. Now, with

five distinct specializations, more concentrated understanding of the subjects can be achieved. The final outcome, however, is yet to be seen.

A recent change was to reintroduce more mandatory courses, while reducing the number of credits for studios. This will provide a solid grounding to students in terms of basic skill sets.

Another thing was to look at how the market for planners works. Trends change with time, and, teaching and curriculum should evolve with it. Consultants used to say that students lack the skills for quantitative analysis. It has been resolved to a certain extent but needs more working. Things are now easier because there are good softwares for quantitative analysis.

SI : Would you like to share a message for the current students?

VP : Completing masters is just a beginning and not the end. Everyone has to keep learning; things should not remain stuck. Completing four semesters, in a way, opens the doors, just slightly, to a lot of opportunities. You should learn to make efforts to open doors, not just one, but one after another.

URBAN BLOCK

Establishing hierarchy of green connectors to integrate neighbourhoods of inside with outside.

MAIN PEDESTRIAN SPINE

The quality of pedestrian experience is choreographed through series of social occurrences through parklets, jogging and cycling track, street furniture etc. The porous nature of ‘amenity plots’ add to the openness of the public realm.

PUBLIC EDGE

The street furniture is assembled to accommodate people in diverse arrangements to catalyse interactions. In the proposed case it is achieved through outdoor kiosks or the porous shopping edge overlooked by open to sky cafes on first floors.
