First: the preparation of tender dossiers including terms of reference of 55 projects in close collaboration with the Focal Points from ACP countries and RFBs to ensure that core documents follow beneficiaries’ needs and goals. Second: The third Steering Committee meeting, was held on 7th November 2011 in the Southern African Development Community (SADC) Secretariat in Gaborone, Botswana with the purpose of increasing ownership of the Programme by the SC members and beneficiary countries. Third: Training on project devising, project cycle management and drafting of terms of reference, in addition to the regular Programme Monitoring workshops, with the participation of Focal Points and a second representative. Organizing this activity, the Programme continued to build Focal Points capacity in developing projects for PE2. Fourth: ACP Fish II Network Meetings were held, where speakers were invited to present and examine critical issues for the sustainable management of fisheries in each region, giving the opportunity for the network members to interact with other national and regional stakeholders. SUMMARY OF ACTIVITIES

rd thDuring the 3 and 4 quarters of 2011, the Programme’s activities focused on four main issues. First: the preparation of tender dossiers including terms of reference of 55 projects in close collaboration with the Focal Points from ACP countries and RFBs to ensure that core documents follow beneficiaries’ needs and goals. Second: The third Steering Committee meeting, was held on 7th November 2011 in the Southern African Development Community (SADC) Secretariat in Gaborone, Botswana with the purpose of increasing ownership of the Programme by the SC members and beneficiary countries. Third: Training on project devising, project cycle management and drafting of terms of reference, in addition to the regular Programme Monitoring workshops, with the participation of Focal Points and a second representative. Organizing this activity, the Programme continued to build Focal Points capacity in developing projects for PE2. Fourth: ACP Fish II Network Meetings were held, where speakers were invited to present and examine critical issues for the sustainable management of fisheries in each region, giving the opportunity for the network members to interact with other national and regional stakeholders.

FOCAL POINTS MONITOR PROGRAMME IMPLEMENTATIONAs key partners at all stages in programme implementation, Focal Points from national and regional bodies joined together with Programme staff in reviewing progress in achieving agreed objectives. With over 38 fisheries-related projects completed during PE 1, the Workshops provided an opportunity to examine experiences in assignment planning and implementation but also to assess the potential for future positive changes as a result of the targeted interventions and agree on next steps. More specifically Workshop objectives are:Ÿ To share experiences and learn lessons on projects

implemented to-date to improve future project implemen-tation;

Ÿ To review the overall Programme implementation plan; andŸ To finalise any outstanding project descriptions for

implementation in PE 2.

BUILDING FOCAL POINTS CAPACITY Following the monitoring activity and with the objective of building Focal Points capacity, the training on the Preparation of Terms of Reference within the EDF Project Cycle started. The training consisted of sessions on the logical framework approach and Terms of reference (with specific reference to ACP FISH II ToRs) followed by practical training sessions through working groups.
