Preamble:

On June 9, 2020, the Government of Saskatchewan announced that in-classroom learning will resume for the

2020-21 school year. This plan complies with the guidelines prescribed by Saskatchewan’s Ministry of

Education and the recommendations of the Chief Medical Health Officer (CMHO). It has been developed with

input from Administrators and Horizon Teachers’ Association (HTA) and takes into consideration the

experiences shared by teachers across Horizon School Division during the COVID-19 Pandemic Emergency

Remote Learning Phase. This plan is intended to support teachers and administrators in the decisions around

ensuring the safety and well-being of children while offering optimal instruction and programming. In addition,

it will provide assurances to parents and caregivers that Horizon School Division (and its community of

educators) hold the best interest of children’s safety and education as its highest priority. 1

Schools will respond to the needs within their communities using these guidelines as the framework for key decisions. This document is responsive in nature and will be updated as new information or circumstances arise. Nokomis School recognizes the importance of implementing prevention and mitigation efforts. When necessary, we must act upon well-established procedures when disruptive events threaten the safety of a person, property, or learning. We are committed to protecting the health and safety of our staff and communities. In an effort to reduce the risk of spreading the COVID-19 virus.

Beginning August 24, 2020 all employees will be required to report to their place of work respecting these guidelines. We will continue to review and modify the COVID-19 work and instructional arrangements as necessary based on recommendations from the Chief Medical Health Officer. Physical distancing of 2 metres shall be maintained as much as possible, as well as staying away from worksites when sick. Nokomis School recognizes the need to be flexible due to the varying nature and configuration of schools, however, the guidelines listed should be adhered to.

1 Consideration will be made for staff and students who have compromised immune systems, or other medical accommodations as recommended by the Ministry of Education and the CMHO.

Purpose With the introduction of Phase IV of ‘Reopen Saskatchewan’ we will be shifting from a Learning From Home environment (during the initial stages of the Pandemic), to all students returning to school. This document outlines the processes and procedures that will be followed to assure parents, students, and families, as well as staff members that all necessary precautions will be taken to provide a safe and caring learning environment.

Part I: Learning

As per recommendations and direction from Horizon School Division, the Ministry of Education, and

Saskatchewan’s Chief Medical Officer, Nokomis School will support the the following parameters:

● ALL students are required to participate with no “opting out” option available;

● Full Saskatchewan curriculum will be delivered. Horizon School Division takes the position that all

curricular outcomes are essential. Students will be expected to to access and learn all outcomes set

out by the Ministry of Saskatchewan;

● The school will minimize the number of Instructional teachers per student;

● Differentiation of instruction will be prioritized as students experienced supplemental learning in

varying ways;

● The focus will be on teaching of outcomes, rather than amount of time per subject (a cross-curricular

approach is recommended where possible);

● We will focus efficient learning opportunities and approaches that are conducive to flexible learning

spaces and interaction time with teachers;

● Subjects impacted by the physical environment will be delivered using an approach that allows for

flexible learning spaces and considers safety;

● Physical distancing of 2 metres shall be maintained as much as possible and other health precautions

will be followed according to the Chief Medical Health Officer’s direction;

● Teachers will use their professional discretion to determine the appropriate assessment practices

within the current context and recommendations of Horizon School Division;

● Our school acknowledges the experience of staff and students since March, 2020 and this plan

includes considerations for assessment, transition to safety and sanitization, mental wellness, physical

safety, and reassurances around these items);

● Horizon teachers have prepared for any contingency, working collaboratively to prioritize outcomes

and share resources and learnings that occurred during the supplemental learning phase in March

2020 and will continue to be responsive to the needs of students and families in our community;

Learning From Home

Some families may choose to “learn from home” even when the option to return to school is offered. These

situations should be based on a medical need to accommodate the child or family members in the home.

Students who are “learning from home” shall register with their local school. Public assurances and

communication will continue to be shared in order for parents/caregivers to make informed choices around

their child(ren)’s learning. Horizon School Division is prepared to offer options for learning from home that may

include the following options;

● Children may video conference into classrooms with their peers but are not physically present. This

option may not be practicable in every situation.

● In the event that families who have children or adults in the home or extended family who are

immunocompromised and who, as a result, need an option for learning from home. Horizon will have

a Learning From Home (LFM) teacher meet the needs of children;

○ Based on the number of students needing this option, a cohort/classroom will be

created and a teacher shall be assigned to support the learning of that cohort; however

If a parent chooses to keep their child(ren) at home, the student must be registered

with the local school. 2

Students with Intensive/Additional Needs:

● Updated assessments and appropriate goals will be completed as needed when students return;

● Inclusion and intervention plan goals of all students with intensive needs shall be reviewed by the

school team to ensure student health and safety;

2 Home-based (Homeschooling) Programming will follow the Ministry of Saskatchewan guidelines.

● Appropriate goals based on time that has gone by/supplemental learning that occurred will be set;

● CMHO safety orders will be in place for students who require a more hands-on approach and have

personal care needs;

○ Where there is a requirement around PPE, Horizon School Division will provide such materials;

● When utilizing specialized areas for instruction for students with compromised immunity every effort

should be made to ensure students feel included and safe;

● All health and safety measures must be in place and communicated with the relevant staff and family

prior to the provision of the service;

○ Students with compromised immunity will receive their classes or service in consultation with

parents, medical professionals, and Horizon Student Services;

● Students with intensive needs will continue to be supported unless otherwise advised;

○ It may not be possible to support all students with intensive needs in-school due to health and

safety guidelines. In such instances, supports will be provided in consultation with family,

Student Services and the appropriate professionals;

● Specialized therapies, professional assessments and unique transitions that can’t be provided virtually

may be provided face-to-face as per guidelines from the CMHO;

● Students with intensive needs shall have an individual orientation prior to the start of the school year

in consultation with parents; and school staff.

● Students will not be attending supported employment workshops, such as those at MDSI, Interlake

Human Resources, or other supportive agency programming.

Mental Health and Social-Emotional Supports:

● Support for students and staff health and wellness will be provided, including helping students

understand the importance of preventative measures that are in place and practicing proper hand

hygiene and coughing/sneezing etiquette. Hygiene materials will be provided by Horizon School

Division including hand sanitizer, paper products, gloves and masks. These materials have been

stockpiled in the event of a shortage to maintain continuity;

washing and hygiene, coughing and sneezing etiquette, proper physical distancing, the importance of

wearing a mask in certain situations and areas of the school, and any other new procedures that the

school has implemented to ensure the safety of everyone. We will promote and encourage student

independence in supporting the new guidelines and procedures implemented at the school. Learning

about health, well-being and safety will be ongoing throughout the school year.

● The Ministry of Education supports for mental wellness, including but are not limited to: a resource

posted on saskatchewan.ca to assist parents and caregivers; working with Kids Help Phone to promote

their professional counselling services, which are available 24 hours a day via phone, online chat or

text, as well as their database of local community resources; working with SaskTel to prevent and

respond to bullying, cyberbullying and promote healthy relationships through the Be Kind Online

website, which includes a number of resources and tools; providing a provincial license for Respect in

Schools training for all staff; and, offering grants to school divisions to support mental health and

student safety training initiatives.

Part II: Health and Wellness In accordance with the guidelines set out by the Ministry of Education, physical distancing of 2 metres shall

be maintained as much as possible.

Guidelines for Being At School:

● Student and employee safety is our primary concern. Staff are expected to maintain a safe and secure work environment and follow directions from the Government of Saskatchewan and/or Chief Medical Health Officer;

● At Nokomis School the designated ‘Isolation Room’ will be the PAA room. If a child is sick and requires close contact and care, staff will continue to care for the child in the sick room until the parent is able to pick the child up. Staff will be required to wear a procedural/surgical mask and eye protection during all interactions with the sick child, and should try to avoid contact with the child's respiratory secretions. Once the child leaves, staff will wash their hands and ensure all areas that the sick child touched are cleaned and disinfected. All items used by the child while isolated should be cleaned and disinfected as soon as the child is picked up. (See Horizon School Division AP 166.1 - Illness in Care)

Staff Wellness ● Any employee entering Nokomis School has

declared that they have no flu-like symptoms, have not been outside of the country in the past 14 days, and have not been in contact with anyone that is not voluntarily being tested or has tested positive for COVID 19;

● Any employee who exhibits symptoms of illness/COVID-19 is to stay home. The employee must request their absence using the normal process established at the school level and enter the absence into Aesop and make direct contact with Human Resources Services for direction; and

● All employees are expected to self-monitor for COVID-19 symptoms. It is recommended employees use the online Saskatchewan COVID-19 Self-Assessment Tool at https://public.ehealthsask.ca/sites/COVID-19/ .

Student Wellness

In accordance with the guidelines set out by the Ministry of Education, maintaining physical distance,

wherever possible should be facilitated. The priority in this plan is to ensure limited physical contact is

maintained and “practical” physical distancing is provided as best schools are able to do so. 3

● Students who exhibit signs of illness are not permitted to attend school as per AP 166.1 - Illness in Care;

● All parents, guardians, children and staff who are under mandatory self-isolation must not attend the facility. Instead, they must stay home and self-isolate. Children can return once they are cleared by public health as recommended by the CMHO and AP 166.1 - Illness in Care;

3 The term “practical” in this instance refers to the reasonable-ness and common sense of the adults in charge. It is not practical to have an arbitrary distance of 2 meters but it may be practical to have students at arms length or not touching one another, or having physical distance measures such as desk spacing or alternate locker use to mitigate the opportunities of inadvertent physical contact.

designated sanitary space. A designated adult will remain with the student until a

parent or designated adult is able to take them home. That adult will follow

appropriate protocols for physical distancing and appropriate PPE (personal protective

equipment).

○ The parent will be contacted immediately to come and pick up the child or send a

designated adult to do so.

○ If the symptoms are severe and an adult is unavailable to retrieve the student, the

school will call Emergency Medical Services to transport the student to the closest

Part III: School Day Structure

In order to minimize physical contact and maintain physical distancing during student breaks it the school

will ensure the following:

● Classroom Cohorts – During instructional time, all students K – Grade 8 will remain with the same

student cohort, their homeroom class, throughout the day.

○ Cohorts will not be mixed as they re-enter the school. Students will line up with their

homeroom class outside of their designated entrance and wait for the teacher to

direct them inside.

● At Nokomis School, students will be split into 4 cohorts a k-1, 2-3-4, a 5-6 and a 7-8. The k-1 and the

2-3-4 cohorts will run on the first bell schedule and the 5-6 and the 7-8 will run on the second. At any

time during the day and at lunch hour and recess there will only be the k-4 and the 5-8 out at the

same time.

● Each cohort will have a separate bell schedule which will ensure that there is no mixing of students.

● If students arrive prior to entry they will only be permitted to play in their designated zones. It will

be essential that students do not come to school early.

● Nokomis School will provide an individual set of playground supplies (ex. Balls, skipping ropes, etc.)

for each cohort to ensure that the sharing of equipment is limited to within each grade. Cleaning of

the classroom equipment will be the responsibility of each homeroom classroom.

● In order to maintain safe physical distancing, arrows and signage directing traffic will be added to the

main hallway and only one cohort will ever be in the hallway at a time.

● Nutrition programs or food preparation will comply with the recommendations found in the

Educational Institution Guidelines - June 18. Students who are not part of a credited

commercial food preparation program are not permitted to prepare food for public

consumption. (See PAA Food Studies Programs)

Students Leaving the Classroom:

● Due to concerns with respect to student flow and minimizing physical contact with surfaces while

maintaining physical distance , students will not be excused or removed from class (either voluntarily

or by invitation of the teacher);

○ Should a student need to be removed from a classroom during an unscheduled time, the

classroom teacher will call the principal and the principal will escort the student out minimizing

the contact that the student has with other students or surfaces. The student will be taken to

work in an independent spot in the office area. Students will not be asked to leave the room

and wait in the hallway.

○ Student Behaviour - in the event that a student is displaying inappropriate behaviour, the

school will continue to follow the Horizon School Division Student Discipline Procedure

(AP-350)

○ Students will not be asked or permitted to leave the classroom multiple times to retrieve

supplies. Much care will be taken to ensure that all materials needed for a lesson will be

brought to the classroom at the beginning of the class.

● Teachers will document all times students leave the classroom at unscheduled times (e.g. bathroom

breaks, movement breaks, etc.).

● Teachers can exclude any student from the class setting for overt opposition to the teacher’s

authority, or other gross misconduct where the safety of others may be at risk. If this occurs, the

classroom teacher will call the office and an administrator will supervise the removal of the student

from the classroom into an alternate safe space. Parents/guardians will be contacted by the school.

By the conclusion of that day, the teacher will report in writing to the principal the circumstances of

that exclusion.

Band or Music Classes:

Band classes will follow the recommendations of the CMHO. (See Performing Arts Guidelines in the Re-Open

Saskatchewan Plan, p. 118) ; 5

The COVID-19 virus is spread between individuals from exposure to droplets and aerosols generated in an

individual’s respiratory system (mouth, nose, throat, lungs, etc.). Droplets are created when talking, singing,

playing instruments that require air to be blown into them, and through activities that require physical

exertion, resulting in heavier breathing. The greater the force that droplets are expelled from the respiratory

system, the greater the distance they can travel;

● Physical distancing measures will be put in place. The Re-Open Saskatchewan plan requires that

physical distancing of two metres must be maintained between individuals.

● Frequent and effective hand hygiene and respiratory etiquette must be practised and promoted;

● Sheet music will not be shared between instrumentalists;

● There will be no sharing of wind instruments, reeds, mouthpieces, or recorders;

● Under the current understanding Band/Music classes will still move forward with the

recommendation that the instructional or theoretical components happen during class time and the

instrumental and practice components happen at home;

○ Band directors will use alternate delivery methods learned and used during supplemental

learning to have students practice and perform at home and share with the teacher through a

remote platform. This includes band instruments, recorders, or any shared instruments used by

multiple students in multiple classes;

● Students will be able to continue to travel to other schools for music classes as has been the previous

practice while following the aforementioned guidelines as well as the transportation guidelines as

stated in this document;

● Musicians, regardless of the type of instrument, must remain two metres from each other. For

woodwind and brass instruments, this distance should be measured from the end of the instrument;

● Instruments, drumsticks/mallets, music stands and other items must not be shared between

participants, unless cleaned and disinfected between uses. Items that can’t be disinfected (e.g. sheet

music) must not be shared;

● The conductor will maintain a minimum distance of four metres from performers;

● Band/Choirs are not permitted to hold public performances at this time;

● Choral or music classes where students are singing must follow strict physical distancing protocols as

stated above. In addition, the Re-Open Saskatchewan Plan recommends that:

○ All participants must wear a non-medical or procedure mask and maintain at least two metres

of separation from other participants;

○ Choir participants must face forward;

○ The conductor should maintain a minimum distance of four metres from singers.

Fine Arts Classes:

● At Nokomis School Arts Ed classes will take place in the students' classroom. Shared tools must be

properly sanitized or isolated where a single student will be the sole user (pencils, brushes, other tools

labeled and stored away from each other - ziploc bags are suitable so long as they are properly sealed

and sanitized once the tools are securely zipped.)

● Students in Nokomis School will no longer utilize the Collaboratory for art class, all supplies will be

brought to the classroom.

Physical Education:

● Masking will be required in PE classes where physical distancing cannot be maintained.

● Shared equipment is discouraged unless equipment is sanitized between users/classes;

● At Nokomis School physical education outcomes will be viewed through the lens of physical fitness

rather than team or collaborative games where physical contact cannot be controlled or limited.

● Intentional physical contact or instructional activities that involve the passing of objects between

students is discouraged, and

● Changing clothing for PE will not be required as a condition of participation.

Grade 7-8 PAA Programs: ● Students will learn about safety and sanitation in the preparation and storage of food;

● Students will not be involved in the preparation of foods for public consumption.

Libraries: ● Library circulation will happen at the classroom level this year. As a result, students will not be led to

the library to pick out books. Instead librarians, with the support of the teacher, will provide a

selection of books that will be brought back to the classroom for students to choose from.

● Classroom drop-off: Once per week, the librarian will drop off a box of books outside the classroom

door. The books would all be checked out under the teacher's name. A list of all the books in the

box will be provided so that the teacher can simply write the name of the student who chooses a

particular book. The teacher would keep this list. It will be the teacher's responsibility to track this

and gather the books from the students for returning. The list should make it easier for her/him.

● Voracious readers: Students can go onto the L4U tab and browse books by title, subject or author.

They can send the librarian an email with their requests. Then, the librarian will do a "curbside" drop

off outside the classroom door. The book(s) would be in a plastic bag with the student's name on it,

and it would be checked out under the student's name. They can return their books in the same box

as the books mentioned below.

● Returning books: Returned books will be left until the end of the workday. Librarians will then put

on gloves, masks and face shields, collect and check in the books, put them in sealed containers with

the "when to open" date labelled on the the container, then disinfect everything the books and their

gloved hands have touched (counters, keyboard, scanner, chair, desk, the outside of the sealed

containers, etc, etc).

● Classroom libraries - student selections will need to be kept in an individual place - student desk or

ziploc bag and upon return will need to be removed from circulation for three days.

● Materials received through the mail or from couriers including inter-office mail will sit for a minimum

of three days prior to opening.

● Technology use will follow the protocols in Horizon’s Technical Guidelines for COVID-19;

○ Students must wash their hands / use approved hand sanitizer before signing out a

device

■ All shared devices must be sanitized prior to returning the device to the cart

using the Approved cleaning and disinfecting procedures;

■ Students must wash their hands / use approved hand sanitizer once the device

is returned.

● At Nokomis School we have 46 Chromebooks, therefore, most students will receive a

designated Chromebook. For those that have to share, devices will be thoroughly sanitized or

left to sit for 3 days in between use.

Early Learning (K/1) Considerations:

● Nokomis School has been given an additional Educational Assistant to help the Kindergarten

learn and become familiar with our new processes and protocols for the month of September

● While masking is not mandatory in the k-1 we will be practicing. Hand washing and sanitizing

protocols will be used.

● Kindergarten students at Nokomis School will start on September 9, 2020 using the K-4

cohort bell schedule.

● Nokomis School has two separate classrooms for the K and the grade one and both will be

used respectively.

Any centers that cannot be sanitized will be removed from the classroom (ie: sand table,

sensory bins).

● A deep clean will be done at the end of the day.

● Seating and play opportunities will encourage maximum distancing between students.

Students will be encouraged to focus on minimum physical contact.

● Handwashing techniques and routines will be taught and reinforced during the Kindergarten

day. Students will have access to a sink in the classroom. Handwashing times will be

scheduled into the day. When handwashing is not available hand sanitizer will be used.

Students will use hand sanitizer before leaving the classroom and again upon entering the

room. Students will also sanitize their hands before and after leaving another learning space

such as the gymnasium, and before and after using technology such as an iPad or Chromebook.

● Scheduled bathroom breaks for the entire class will be built into the daily schedule. These

breaks will take place in the school bathrooms in the hallway outside the classroom. Each time

students use the hall bathroom it will be documented on a tracking sheet which will be kept

inside the classroom.

● Washrooms will be sanitized throughout the day after high traffic times.

● Hands on learning activities will focus on individualized practice opportunities and may take

place independently or within mini cohorts
