    NSW State Government Landcare Support Package

    Business Plan: LNSW delivering major projects

    Landcare NSW has been contracted to deliver several of the Landcare

    Support Program projects. These include:

    the Snapshot and Prospectus projects;

    a Community of Pracce project;

    A Member Services ocer, Fiona Adams as the main point of contact for

    Landcare groups and networks for services such as insurance,

    incorporaon and governance;

    A series of governance, administraon and management fact sheets,

    ps and tricks publicaons and useful templates;

    Hothousing Landcare Leaders workshops.

    We are asking groups, networks and individuals to provide informaon to

    be included in the nal products. It is the aim of LNSW to launch the

    products and services developed under these projects at the NSW StateLandcare and Catchment Forum in September.

    Regional Landcare Facilitators

    The majority of RLF posions in NSW are hosted by Landcare networks and

    not regional bodies. The Australian Government has announced that the

    RLF program will connue, but that the regional bodies will be contract

    holders. DAFF have assured us that the currently external hosted posions

    should be able to connue under these new arrangements.

    Local Land Services andFunding for Natural Resource Management

    The Landcare movement with the help of Landcare NSW has worked

    hard to secure long-term NRM funding support from the state

    government. There was a real risk that the funding for NRM acon in

    NSW would decline or be removed enrely and this took a major eort

    from the movement to persuade the government to maintain their

    funding levels. Without these funding arrangements CMAs and soon

    the Local Land Services would enrely rely on Federal funding to carry

    out works. Landcarers role in securing funding is outlined in the arcle

    on page 2 that recently featured in The Land.

    2013 Landcareand Catchment

    ManagementForum3-5 Sept 2013,NewcastleThe forum will be held atNewcastle with a number of fieldtrips conducted around theregion to showcase theenvironmental values and theamazing workbeing done by

    community groups, individualsand agencies to protect andenhance it.

    This bi-annual forum is thepremier event to showcasesustainability, Landcare andvolunteering across NSW andincludes the annual LandcareMuster and the NSW StateLandcare Awards Dinner.

    Local Land Services: Governance and BoundariesThe LLS Reference Panel has provided its major piece of advice to the

    Minister for Primary Industries on these reforms. They have provided a

    preferred set of boundaries, preferred board structure and a list of

    funcons and services that the new LLS should deliver.

    Landcare NSW was able to achieve a number of outcomes by being a part ofthis panel including recommendaons for:

    A strong and ongoing role for the government via LLS to support

    community groups carrying out NRM and biodiversity acvies,

    A variety of skills including community engagement, environmental

    management, agricultural experse and natural resource management

    experse to be included on the LLS boards (skills also need to be

    independently veried for elected members),

    Boundaries to consider catchments and communies-of-interest,

    A formal community engagement process,

    The connuaon of exisng Catchment Acon Plans and theestablishment of similar plans for biosecurity and

    agricultural extension,

    and a sole auding body to audit the performance

    of the LLS across all the aspects of its operaon

    (including community engagement).

    The Minister is due to make a decision on the

    Reference Panel recommendaons shortly. This will

    be followed by the draing of Legislaon that needs

    to be passed by the end of the year for the LLSs to

    become operaonal.

    Internally LNSW re-examined and amended its constuon and

    governance structure, to allow incorporated groups to become

    members.

    Regions nominate a representave to sit on the Council of Landcare NSW

    this body provides the strategic direcon for the organisaon. From thisCouncil, a Commiee of management is elected to manage the aairs of

    LNSW in line with the direcon set by the Council.LNSW idened that it has two key areas of operaon Advocacy and

    Member Services, which are supported by the acvies of communicaon,

    governance and connuous

    improvement, and fundraising.

    Sonia Williams has been seconded to

    LNSW as General Manager. Tim

    Beshara is now Director Policy and

    Communicaons, and Amanda

    Harris and Fiona Adams have beenemployed as Project Ocers to

    deliver aspects of the Business Plan

    contracts.

    LANDCARE NSW has welcomed the

    increase the State government'snatural resource management budget.

    Aer months of uncertainty about the

    future of natural resource management

    (NRM) funding in NSW, Primary

    Industries Minister Katrina Hodgkinson

    today announced an increase to the

    budget for Catchment Management

    Authories (CMA).

    In what will be a shock to many, Ms

    Hodgkinson said the Catchment Acon

    NSW budget would be increased to$112 million during the next four years,

    which works out to a year-on-year

    increase in the 2013-14 nancial year

    of between $300,000 and $1.4M per

    CMA.

    The rumour mill had been in overdrive

    that the State government was going

    to cut its NRM budget and the Landcare

    network in parcular was concerned for

    the future of its sta members and

    projects across NSW.

    The funding will support farmer and

    community-driven projects across the

    State, like the Bega Cheese

    Environment Management Systems

    project on the NSW Far South Coast

    which has secured $462,000 under the

    funding announcement.

    Certainly when Ive been travelling

    around my electorate and more broadly

    around the State, people have been

    asking about Landcare funding,Ms

    Hodgkinson said.

    Its something weve been working on

    for quite some me.

    Landcare NSW Chairman Robert

    Dulhunty said the funding increase

    would provide certainty for the

    Landcare community.

    "(The increase) demonstrates the

    government's commitment to natural

    resource management and sustainable

    agriculture in NSW," he said.

    "It is also a testament to the hard work

    of so many Landcarers who have

    demonstrated to the NSW government

    the need for this funding.
