This year’s conference will be held at the Sheraton Hotel and Towers in downtown Seattle, WA, July 11-15, 2005. We will continue the tradition of previous NSRE Conferences by offering an outstanding technical program, a one day Short Course preceding the technical program, a Radiation Effects Data Workshop, and an Industrial Exhibit. Engineers, scientists, managers, and other interested parties from around the world will attend. Some highlights of the Conference are given below; complete details are provided in the booklet. Additional information on the conference is available on the Web at http://www.nsrec.com. sessions will focus on Total Dose Effects inModern Integrated Circuits and Single EventTransients in Linear Integrated Circuits.Attendees can earn Continuing EducationCredits at the conclusion of the Short Course.

This year’s Industrial Exhibit, organizedby Nazik Maloyan (International Rectifier),will permit one-on-one discussions betweenconference attendees and exhibitors on thelatest developments in radiation-hardenedand radiation-tolerant electronic devices,radiation analysis and testing services, andradiation test facilities and equipment. OnTuesday evening, attendees and their com-panions are invited to a reception that show-cases the Industrial Exhibit.

Social events have been planned to giveConference attendees and their guests manyopportunities to informally discuss radiationeffects and to become better acquainted.

Kay Jobe (Boeing Space Systems), thisyear’s Local Arrangements Chairwoman, hasput together a memorable social program. TheWednesday evening social is a visit to TillicumVillage on Blake Island, where attendees willsample authentic local cuisine and be enter-tained by dances and songs recounting the his-tory and tradition of the Native American cul-ture. There will also be time for exploring theisland before returning to the conferencehotel. We strongly encourage you to register asearly as possible for the social events sincesome of them are limited in the numbers wecan accommodate.

Seattle, with its combination of water,hills, and lush greenery set against a backdropof distant mountains, is one of America’smost spectacular urban areas. This easilyaccessible and pedestrian-friendly city hasnumerous fine restaurants, interesting muse-ums, and a vigorous arts scene in the down-town area. Unique attractions draw visitorsand locals alike, such as the Pike PlaceMarket, featuring the famous “flying fish,”the Experience Music Project, a Paul Allenhands-on museum of rock and roll, and theSpace Needle, which offers a 360° view of thecity and its environs. Cycling and walkingtrails interlace the urban area, and local ferriesinterconnect nearby islands, providing yetanother fun and unique way to tour the area.There are many other attractions that arewithin easy driving distance.

SHORT COURSE PROGRAMAttendees will have the opportunity to partici-pate in a one-day Short Course on Monday,July 11. This one-day Short Course willaddress several evolving problems that areimportant when modern microelectronicdevices are used in space. The motivationstems from the rapid evolution of microelec-tronic device design and manufacturing. Thishas allowed devices to be designed with veryhigh density, extreme complexity and marked-ly improved performance. Although thosemanufacturing trends improve some aspects ofradiation hardness, they also raise new issuesand concerns that impact their performance inspace that have not been addressed in previousshort courses at this conference. Much of thematerial presented in the course will emphasizescaling effects, and the likely effects of contin-ued progression on device scaling on radiationsusceptibility in space environments. AllanJohnston of the Jet Propulsion Laboratory, the2005 Short Course Chairman, has organized ahighly qualified team of lecturers for these top-ics. Four different talks will be presented.Experts in the semiconductor industry willgive the first two talks, providing specialinsight into scaling effects, technology evolu-tion and soft-error sensitivity of unhardenedcommercial microelectronics. The pace ofchange in this industry is affected by econom-ic factors and capitalization costs as well astechnical requirements. The last two talks willbe given by experts in the radiation effectscommunity, discussing two specific issues –total dose effects and single-event transients inlinear circuits – that will include hardeneddevices as well as commercial devices.

TECHNICAL PROGRAMThe NSREC technical program will consist ofcontributed oral and poster papers, three invit-ed papers, and a data workshop. The 21st IEEE/NPSS Symposium onFusion Engineering (SOFE05) will takeplace September 26-29, 2005 at the

Hilton Hotel in downtown Knoxville,Tennessee. The Symposium is dedicated to thescientific, technological and engineering issuesof fusion energy research and presents a mix-ture of oral presentations and poster sessionsallowing for extensive interactions among theparticipants. The conference is open to thepublic, and all individuals with an interest infusion energy are invited to register and attend.

The meeting is being organized by Oak RidgeNational Laboratory. The SOFE05 conferenceGeneral Chair is Nermin Uckan. The TechnicalProgram Chair is David Rasmussen and thechairman of the Local Organizing Committee isSteve Combs. David Swain is the PublicationsChair and Gwen Green is the conference coordi-nator. The organization of the technical pro-gram is similar to previous conferences in thisseries, with plenary sessions in the first part ofeach morning followed by late morning parallelsessions with oral invited and contributed pre-sentations in selected technical areas. The 2005 edition of the Nuclear ScienceSymposium (NSS) and MedicalImaging Conference (MIC) is here

again and will be held from October 23 – 29in Puerto Rico. This is the first time we haveheld the conference in the Caribbean and thevenue is a hotel that exemplifies the local topi-cal nature of the island – the Wyndham ElConquistador. The hotel is situated on top ofa bluff on the NE coast of Puerto Rico (about40 minutes from San Juan). We have the entireconference space reserved and will take fulladvantage of the venue. For example, the areasaround the conference center floors are idealfor informal discussions and exchange of ideas.To facilitate such exchanges (and to allow foreasier mixing of conference and family activi-ties), we are arranging the meeting schedule toprovide “free” time between 12 noon and3:30 PM. This “free time” will also be usedfor a series of lectures on Puerto Rico (historyand culture) and small group meetings relatedto the conference.

The hotel rooms are large and can easilyaccommodate multiple individuals per room.The many restaurants and snack shops on-siteoffer a variety of options for dining. For thosewith special dietary needs, there is a shoppingcenter about a 5-minute drive from the hotel.This will be a different experience than we nor-mally have at a NSS/MIC conference. We arestaying at a resort that is outside of majortowns and functions as a self-contained unit.We did get a very good room rate for such ahigh-level property ($150/night) and havemade arrangements with the hotel to providean option for the hotel transport to meetattendees at the airport (for ~ $50 round trip).We will remind registrations about this option(one must inform the hotel of the arrival flightinformation at the time of room registration).There have been some who have raised con-cerns about the cost of the restaurants on-site.This is a legitimate concern in that these aremore expensive than the off-site options atten-

dees have become used to at past meetings.While there are many options, the committeerecognizes the limited budgets of many atten-dees and we will be making efforts to offersome alternatives at the meeting. We can notbe more specific, since our ability to offer alter-natives is highly dependent on the number ofregistrations for the meeting. But we will doour best to minimize the impact of a “captive”venue where it is difficult to go off-propertyfor alternative eating establishments.

To meet ever-increasing demand, access tothe internet will be expanded with more areasset up for wireless connections – both in andoutside of the exhibits area – as well as ourmore traditional collection of computers. Thiswill also be the first NSS/MIC conference totake full advantage of the computer AV equip-ment owned by NPSS. All of our computerroom systems, the projectors, and the comput-ers connected to the projectors will be fromthe NPSS pool. The access to a stable, wellsupported (and virus clean) set of computerand AV hardware for the conference is a majorstep forward in reducing the worries of theGeneral Chair. The fact is that the person incharge of this equipment (Tony Lavietes) isalso my local arrangements chair, so for 2005the computer and AV issues in regards to thehotel capabilities are also well in-hand.

We do not expect the attendance we havehad at Rome or Portland (we do not have theRTSD conference in conjunction with themeeting), but we do have 1119 abstracts as ofthe deadline, and are expecting over 1000attendees. We also expect a larger than normalparticipation at the meeting of families. We areproviding a larger companion program and willbe working with the hotel to make sure familymembers are made aware of the many optionson-site for activities. The registration pages onthe conference web site will have more details,but our companion program chairs will also beavailable for assistance to attendee families on-site to interface with the hotel options.

There will be trainee support available inthe form of funds applied toward hotel roomand registration fees. Trainees (students andpostdoctoral fellows) looking for support willneed to have their mentor(s) write a letter tothe appropriate technical chair (Richard Lanzafor NSS papers, and Simon Cherry for MICpapers) to apply. We are still working onincreasing the amount of funds available forsuch support, so I cannot provide any infor-mation at this time on the number of traineeswe will be supporting.

One unexpected complication for 2005 wasthe retirement of Jay Forster who has chairedthe Symposium on Nuclear Power Systemsthat has been part of this meeting for so manyyears. We were unable to recruit a new chairfor SNPS who could work within the con-straints of the structure of the NSS/MIC con-ference, and so I must report that there willnot be a SNPS at the 2005 meeting.

The conference closed for abstract submis-sion on May 2 and should open for registrationby June 1. We are encouraging attendees to reg-ister early to both allow us to look into the afore-mentioned meal options as well as give us earlywarning of any problems in the number of hotelrooms we will need. The venue has a large num-ber of rooms available and we do not expect tohave any major difficulties. However, after the

experiences in the large number of attendeesover the past couple of years, we are also makingcontingency plans if an overflow hotel is needed.We are expecting to accommodate everyone atthe El Conquistador so that all can take fulladvantage of the relaxed, informal atmosphere,but we will be prepared if the meeting growsbeyond our optimistic projections.

We will begin the meeting with NSS shortcourses on Sunday, October 23. The openingceremonies will take place on MondayOctober 24 along with the start of the mainNSS program. The commercial exhibits willopen on Tuesday, October 25 and close at 8pm on Thursday, October 27. The MIC shortcourses will also run on Tuesday. An impor-tant event, the exhibitor reception, will be heldthat Tuesday evening. The MIC will beginwith joint NSS/MIC sessions on Wednesday,October 26, and end with the MIC dinner onSaturday evening, October 29. The conferencereception will be on Wednesday evening. All inall, a very full week!

NPSS GENERAL BUSINESS

I’m going to do something different forthis Newsletter article. Rather than give anoverview of many things that are happen-

ing within the higher levels of IEEE, I’mgoing to focus on a single issue that is impor-tant at all levels of IEEE, and that is volun-teers. Volunteers are the one thing that IEEEabsolutely could not survive without, and so isthe one thing that we need the most. To a cer-tain extent, we tend to take them for granted,despite their immense value. Thus, I’d like totalk a little bit more about them and aboutwhat “IEEE” is.

When I first joined IEEE, I heard a lotabout its size. It is the world’s largest profes-sional association. Over three hundred thou-sand members. Holds more meetings and pub-lishes more journals than any other profession-al association. IEEE Spectrum is a very attrac-tive, professional, high-quality magazine.IEEE is the big player in its field — theMicrosoft or the General Electric. The amountthat I pay for dues is nontrivial. Therefore, mymental picture of “IEEE” was a large, faceless,well-to-do corporation located somewhere faraway, presumably in Piscataway, NJ. When Igot together with other IEEE members at aconference or a chapter meeting, we often hadideas for how “IEEE” might do things better.We tended to be a little disappointed that“IEEE” didn’t think of these ideas first, butsometimes went as far as passing along the ideato somebody so they could pass it to “IEEE.”The disappointment invariably continued asthe crack squad of attractively dressed IEEEoperatives never appeared to promptly imple-

ment the idea.I confess that the previous statement is a bit

exaggerated, but it is not too far from the waythat I felt when I first began to get involvedwith IEEE. I recently heard a statistic thatshowed me just how ridiculous that picturewas. There are 300 paid staff in “IEEE”— onaverage one staff person for every 1000 mem-bers! For a Society the size of NPSS (3000members) that would imply three staff people.Yet NPSS runs eight international conferences,sponsors or co-sponsors four peer-reviewedjournals, and has 15 chapters (many in collab-oration with other IEEE Societies). This is far,far more than three people could possiblyaccomplish — how do we do it? You guessedit. Volunteers!

Volunteers provide not only the intellectualvision for what IEEE should be doing, but alsothe muscle and sweat that actually gets it done.Volunteers really do it all. What I visualized asa shiny, titanic corporate headquarters inPiscataway is really a small group of peoplethat spend most of their effort fighting desper-ately to keep 39 Societies from going in 39totally different directions.

By now you might have guessed where I’mgoing with this. We need you! If you believethat IEEE is doing good things, we need youto volunteer some of your valuable time tomake sure that these good things keep hap-pening. We are fortunate in NPSS (and inIEEE) that our volunteers are high quality andthat we have enough volunteers to operatevery effectively. But we always need freshblood and your new ideas, and there are always

jointly by the European Organisation for NuclearResearch (CERN, Geneva, Switzerland), and the“Centre de Recherches en Physique des Plasma”(CRPP) of the “École Polytechnique Fédérale deLausanne” (EPFL), the Swiss FederalPolytechnical School of Lausanne (Switzerland).

The conference has traditionally attractedcontrols engineers principally from the particleaccelerator community. However, in recenttimes there has been a growing attendance bypeople from other research domains, such asfusion and astronomy. It is expected that thesecommunities will have an even larger participa-tion at this conference. ICALEPCS thus offers

a unique opportunity to all those involved inthe challenging field of controls for experimen-tal physics worldwide to hear about the latestdevelopments, new projects, the latest tech-nologies being applied, and to discuss prob-lems and solutions with peers from the world’smajor laboratories, to identify new issues, andto shape future directions for research.

more things that we would like to do.I have personally found volunteering in the

IEEE to be very rewarding (although I wouldbe awfully foolish to continue volunteering if Ididn’t). It is a little difficult to explain why, justas it is difficult to justify the pride in earning anadvanced degree or to explain the rewards ofparenthood to somebody who doesn’t havechildren. A large part of the attraction is thepeople — the other volunteers. They are intel-ligent, dedicated, and basically fun to workwith. I think that it is possible to rise relativelyquickly through the IEEE organization if youhave the desire to. Promotion often comesslowly in the universities, corporations, ornational laboratories where we work, while“promotion” within the IEEE is often just amatter of saying “I’ll do it.” I get a lot of satis-faction from “giving back” to the field. I feelthat I have personally profited from the abilityto present and publish my work through IEEEand have also benefited from access to otherpeople’s work through IEEE conferences andpublications, and so I would like to make surethat others get this opportunity. Finally, Ibelieve that it has helped me advance in my dayjob. The organizational and management skillsthat I have learned by taking on IEEE projectshave come in quite handy in my workplace; Ihave made a tremendous number of very valu-able contacts, and being a conference chair orjournal editor sure looks good when you arebeing considered for a raise or promotion.

So how do you go about volunteering? First,realize that you are probably going to start

small — your first task is unlikely to be a con-ference chair or journal editor. Once you startgetting involved, how high you rise is really upto you. Go with your interests and what you arefamiliar with. If there is a conference that youattend, contact the conference chair and offeryour services. There are lots of tasks that needto be done with every conference. They are notalways glamorous, but they are all necessary.Once you start working within the conference,you will start seeing things that need doing andstart making contacts with other volunteers.Similarly, if you frequently publish in one of theNPSS journals, tell the Editor that you wouldbe interested in reviewing papers. If you arealready reviewing papers, mention that youmight be interested in becoming an AssociateEditor should an opening occur, or would per-haps be willing to put together a special issue.If there is a chapter near where you live, contactthe chapter chair and ask what needs doing.Contact information is available on our website: http://ewh.ieee.org/soc/nps/.

In short, “IEEE” is us. It is the volunteersthat spend so much of their time to make surethat it runs smoothly. Maybe not perfectly, butwe are number one for a reason, and that rea-son is our outstanding volunteers!

The AdCom met in Tucson, Arizona onMarch 12th, following a meeting of theCommunications Committee held on

the afternoon of March 11th that was attend-ed by a significant number of committee andAdCom members. New members Ilan Ben-Zvi, Chair - Particle Accelerator Science andTechnology; Uwe Bratzler, Chair -Transnational Committee; Gerry Cooperstein,Chair - Pulsed Power TC; Chris Deeney,(PSAC); Ron Jaszczak, (NMIS); Dan Jobe,Chair – Plasma Science and Applications; andJean Pierre Martin, Chair – CANPS were wel-comed to the AdCom meeting by PresidentBill Moses.

Ed Lampo again exhorted conference chairsand treasurers to close their conferencespromptly. In general, using IEEE Concentration

Banking helps facilitate this process. Check itout. Several 2003 conferences are close to closeout or are in audit. Most 2004 conferences areclosing.

Neither TPS nor TNS came close enoughto their page budget this year to earn an extrabonus. This has to be corrected especially sinceincome from periodical sales is down signifi-cantly. Income from conferences is up justslightly. Overall, NPSS remains in good finan-cial health.

Bill Moses gave the new members ofAdCom an overview of IEEE and of NPSS.Much discussion focused on Open Access andhow it will affect us. Certainly there must be amechanism established to support the costs ofmaintaining and upgrading web sites, weblinks, indexing, formatting and myriad other

expensive tasks that are needed to make OpenAccess possible. There is much work ahead tosort this out and it is likely to be expensive forus. There are many discussions going on inTAB and in IEEE Pubs to figure out what allthis will mean. In the interim, IEEE hasannounced IEEE Enterprise, a scaled-downversion of IEL allowing selection of a limitedjournal package for electronic access and amore flexible package of downloads.

Another IEEE initiative of interest is XELL, aprogram to make short courses available for sale.The production cost is very high at the momentso we have opted to wait and see how they do.We do offer some outstanding short courses atour conferences so we will keep an eye onXELL’s progress and will reassess our interest ininvolvement after they have some track record.

Conferences are IEEE’s second largestsource of income. Although NPSS has donevery well in terms of growth in conferenceattendance, that is not true across theInstitute. Growth has been flat for a numberof years. We continue to think of indepen-dent conferences that would benefit fromIEEE’s umbrella and that would match oursubject areas.

Bill announced some realignment of NPSScommittee chairs. Peter Winokur has taken thereins of the Fellow Evaluation Committeefrom Ron Jaszczak, Charles Neumeyer hasassumed responsibility for the DistinguishedLecturers program, and we continue to debateour relationship with the Students and Careerscommittee, the Sensors Council and theIEEE-USA R&D Policy committee. Is thereanyone out there interested in the latter? Getin touch with Bill Moses!

Membership matters are under review andJane Lehr will work on member recruitmentand Charles Neumeyer will work on memberservices. Each will form committees to addressthese issues. Tony Lavietes has assumed therole of assistant treasurer with primary focuson conference budgets.

At the last TAB meeting our new StudentConference Paper Award was approved. Thisgives each conference the opportunity to offertwo outstanding student paper awards and twohonorable mentions. These are funded fromindividual conference budgets and it is at thediscretion of the conference committee andoverseeing Technical Committee whether ornot to include them. For information on theaward procedure, please contact me.

TECHNICAL COMMITTEE NEWS:All preparations for 2005 conferences are pro-ceeding well. This year the RT2005 confer-ence will be held in Stockholm, Sweden. Arecord number of abstracts has been receivedand it is expected that attendance will be good,barring the kinds of international incidents,including the Asian SARS outbreak that limit-ed attendance in 2003.

The Symposium on Fusion Engineering willmeet in Knoxville, TN in the fall, with NerminUckan as the General Chair and DaveRasmussen as the program chair. Future SOFEconferences will collocate with ICOPS or thejoint ICOPS Pulsed Power Conference.Should the ITER project move forward ashoped, one would expect to see growth inSOFE attendance over the next few years. Foran ITER update, see Phil Heitzenroeder’s arti-cle below.

Plans for both the Medical ImagingConference and the Nuclear ScienceSymposium are well in hand. Read TomLewellen’s article to learn about all the con-tingency planning. The 2006 meeting will bein San Diego, 2007 in Hawaii and 2008 inGermany. The chairs of the NMIS and RITCare working on their respective Bylaws tobring them into alignment. This will assist instreamlining the organization and manage-ment of this highly successful joint confer-ence series. Joel Karp and Paul Kinahan aredealing with the review and editorial issuesrelated to papers submitted for publication toTNS from the MIC.

This is also a year in which the ParticleAccelerator Science and TechnologyCommittee together with the APS Division ofParticles and Beams hosts the PAC, which willbe held in Knoxville, TN and will be over bythe time you receive this. See the article underAwards, and look for a report on the confer-ence’s successes in the September issue. Thenew PAST chair, Ilan Ben-Zvi, gave kudos toBruce Brown for all his work in getting resolu-tions to many PAC issues including the use ofJACoW for posting PAC papers, getting thedigitization of PAC proceedings completed,increasing IEEE NPSS involvement in thePAC Organizing committee, working towardgetting more senior members and Fellowsamong the accelerator science and technologymembers of IEEE, getting visible articles intothe Newsletter, and so on. Bruce continues tocontribute generously. This year the

Proceedings will be distributed on CD-ROMwith paper copies available from IEEE. Therewill be several special events in honor of theWorld Year of Physics celebrating the 100thanniversary of Einstein’s Theory of GeneralRelativity. PAC07, Stan Schriber, chair, will beheld in Albuquerque contiguous to the PPST.

The Plasma Sciences and ApplicationsTechnical Committee has revised itsConstitution and Bylaws. Look at them in thesection on Technical Committee reports. The2004 conference has closed. The 2005 con-ference, to be held in Monterey this June 20to 23, has received ~480 abstracts, somewhatlower than last year. There will be a mini-course on Z-pinches. The 2006 conferencewill be held in Traverse City, MI with JessAsmussen as general chair.

The ICOPS will be preceded by both theJune AdCom meeting and then the PulsedPower conference in the same venue, startingon 13 June through 17 June. In 2006 therewill be a Megagauss Conference cosponsoredby NPSS in Santa Fe, NM. These conferencesmeet as the Pulsed Power Plasma ScienceConference in Albuquerque in 2007.

The next NSREC conference will be held inSeattle in July. See the cover story if you man-aged to miss it! Conferences are in the plan-ning stage through 2008 and the chairpersonfor 2009 will be selected in Seattle. The con-ference is now using IEEE’s ManuscriptCentral to manage papers reviewed for TNS.This year’s issue of TNS containing submitted2004 NSREC papers scheduled for Decembermade it out on time. This is critical for NSRECsince the committee uses the journal as part ofits review process for selection of the nextyear’s papers.

Craig Woody, chair of the RadiationInstrumentation TC, noted that HomelandSecurity is a growing field and that there willbe a short course on this subject at the NSS inOctober. This is a new subject to add to theNSS arsenal.

Uwe Bratzler reports that the activities ofthe Transnational committee include chapterdevelopment, supporting non-NorthAmerican conference locations, encouragingIEEE NPSS awards to non-US citizens,encouraging NPSS membership and dealingwith problems of international membershipsuch as clarifying what various institutions are,and recognizing their status appropriately.Communications across many time zones is

nontrivial but must be dealt with to include allregions. The CIP (Conference Informationand Promotion Committee) works in parallelwith the Transnational committee. It was start-ed to provide support for the Lyon meetingwith a group of somewhat younger, enthusias-tic people and has grown now to about 50members worldwide. They have a luncheon atthe NSS/MIC conference annually, and theyare rather more informal than theTransnational Committee.

OTHER COMMITTEES AND LIAISONSThe Conference Policy Committee continuesto gather and publish on the web, informationabout upcoming conferences. If you know of aconference that is not listed and should be,contact Ray Larsen to make sure the list isupdated ([email protected]).

The Awards committee is responsible forawarding the seven Society awards as well askeeping track of the individual TC awards.Very few nominations for 2005 awards havebeen received as this newsletter goes to press(although the deadline has not yet passed).Read Igor’s article below and send in nomina-tions for 2006. It is not too early. We all havedeserving colleagues eligible for these Societyawards. And we have new awards, justapproved by TAB. These are conference BestStudent Paper awards. Each conference spon-sored by NPSS may include these awards in itsbudget (at the conference management’s dis-cretion). Two awards of $500 and a certificateeach, and two honorable mention certificatesare allowed at each conference.

The Membership and Chapters committeereported that U.S. membership in IEEE isdown to about 60% while the internationalmembership has climbed to 40%. This is a 6%change for each. Chapters are somewhatstrange. They are formed from societies butthen come under the aegis of RAB, the region-al activities board. Perhaps that is one of thereasons we give them such a low level of sup-port! Does anyone have any thoughts on this?

The Fellows Evaluation Committee reportappears below. NPSS has always done a goodjob in evaluating Fellow candidates, whichmeans that they are honest and realistic in theirrankings and the Society is successful. There isa new Fellows category for ApplicationsEngineers and Practitioners to try to encour-age more Fellows from industry.

They willbe from Pulsed Power, Radiation Effects,Plasma Science and Applications, ComputerApplications in Nuclear and Plasma Sciencesand Radiation Instrumentation. If you haveideas for good candidates let either your TCchair or Peter Winokur know.

Paul Dressendorfer announced somePublications Committee changes. For TNS,Joel Karp will take the lead as MIC editorwith 5 associates. Zane Bell will be the NSSlead with 16 associates, Jean-Pierre Dufay willbe Real Time editor and John Pressler will belead NSREC editor with two associates. Theywill start to use MS Central for the 2005NSREC papers. IEEE is starting to digitizeits early journals. TNS started in 1953 andTPS in 1973. Do you have old copies collect-ing dust somewhere? Why not see if IEEEcould use them? They also need the IRE jour-nals for those early years. The TPS special edi-tion “Images in Plasma Sciences” should havea budget included within the Publicationsbudget. TMI, for which we are one of foursponsors, did well in 2004 and came in with-in the 5% of its page budget so was eligible fora bonus.

The liaison to the Social Implications ofTechnology committee noted that in the1970s and 1980s we worried about the socialvalues and impacts of technology changes,the development of third world appropriatetechnologies and so on. The SSIT journal isgood and has some compelling articles. Theethics activities of IEEE, despite the strongcode of ethics that each member acknowl-edges at membership renewal each year, istimid and trivial. The independent OnlineCenter for Engineering Ethics in Engineeringand Science works hard to provide on-linehelp to people in need. Most cases involvefaculty publishing grad student ideas andwork without proper credit, and the problemsof line engineers finding unsafe equipmentand bringing it to management attention

without resolution by management. Your edi-tor wonders why so many corporations wouldrather pay big legal fees than pay for safety-motivated design changes.

Standards need updating and reaffirmation.NIM and CAMAC are up for reaffirmationand there should be a new vote soon.

The IEEE Nuclear and Plasma SciencesSociety (NPSS) is managed by anAdministrative Committee (AdCom)

consisting of 16 directly elected members pluscertain ex officio members as specified in itsConstitution and Bylaws (C&B). The C&Bspecify that the Transnational FunctionalCommittee (TN) be allocated one directlyelected AdCom member. The remainingvacancies are allocated based on the percentageof NPSS AdCom members active in the soci-ety’s eight Technical Committees. This isaccomplished by a periodic survey, typicallyconducted every five (5) years.

The results of the most recent survey con-ducted earlier this year are shown in the tablebelow. The three table headings are: TechnicalCommittee (TC), Old Allocation, and NewAllocation. NPSS Technical Committees are:Computer Applications in Nuclear and PlasmaSciences (CANPS); Fusion Technology (FT);Nuclear Medical Imaging and Sciences(NMIS); Particle Accelerator Science andTechnology (PAST); Plasma Sciences andApplications (PSA); Pulsed Power Science andTechnology (PPST); Radiation Effects (RE);and Radiation Instrumentation (RI).

Committee (NIDCOM) was changed from a“technical” to a “functional” committee.

The survey maintained the allocation of alltechnical committee seats except for the PulsedPower Science and Technology TechnicalCommittee that increased its representationfrom 1 to 2 elected members. There werenearly 360 ballots cast, which is approximately20% of NPSS membership. U.S. membersaccounted for 77.2% of the vote; Region 7(Canada) for 1.4%; Region 8 (Europe, MiddleEast, and Africa) for 15.4%; and Region 10(Asia, Australia) for 6%. No votes werereceived from Region 9, which is SouthAmerica. The top 5 voting countries were theU.S., Germany, Japan, the U.K., and France.

In addition to determining representation onAdCom, the survey included a series of questionsintended to improve the operation of AdComand o better understand the interests of NPSSmembers and opportunities for Society growth.

Not surprisingly, more than half the respon-dents were involved as NPSS volunteers orindicated a willingness to serve if asked. Clearly,the folks that voted are the members of NPSSmost actively involved in our superbly run con-ferences and prestigious publications. On theother hand, participation in IEEE local sectionand chapter activities remains low at only 20%of respondents. I believe this is a problem thatmany technical societies experience and seemsto illustrate the dichotomy between IEEETechnical and Regional Activities.

Many of our members belong to other soci-eties. Topping the list is Electron Devices,Computer Society, Microwave Theory andTechniques, Dielectrics and ElectricalInsulation, and Engineering in Medicine andBiology. And our members belong to manyother non-IEEE societies. Leading the list wasthe American Physical Society (109), Societyfor Optical Engineering (23), Society ofNuclear Medicine (22), American Association

AU.S. Department of Energy (DOE),Office of Science review of the U.S.Contributions to ITER was held in

Oak Ridge from March 22-24. The U.S. con-tributions are currently “provisional” since thenegotiated details need to be finalized after anagreement on ITER siting and other detailsare concluded. The provisional scope includes4 of 7 modules of the superconducting centralsolenoid; the steady-state power supplies; 16%of the diagnostic instrumentation; 44% of theICRH antennae and all associated transmis-sion lines, rf sources and power supplies; theECH start-up gyrotrons and all associatedtransmission lines and power supplies; 10% ofthe blanket/shield; the Tokamak ExhaustProcessing System; the cooling water systemrequired for the divertor and vacuum vessel;and vacuum roughing pumps and standardvacuum components for the guard and servicevacuum systems and for the heating systems.

The purpose of the review was to evaluatethe project’s readiness for setting the prelim-inary baseline cost range - so-called “CriticalDecision-1,” or “CD-1.” This is one of aseries of prerequisites that must be met inorder to obtain approval for construction.The review team consisted of experts in the

various technology and management areaswho evaluated the subsystem scopes of work,costs, schedules, and risk management planswhich were presented by members of theU.S. ITER Project Office (USIPO). TheUSIPO is jointly managed by the PrincetonPlasma Physics Laboratory and the OakRidge National Laboratory and was estab-lished in July 2004 (please refer to theSeptember 2004 IEEE / NPSS Newsletterarticle “US ITER Project OfficeAnnounced” for more details). Also reviewedwere a number of documents required forCD-1, including an Acquisition Strategy forprocurements, a Preliminary ProjectExecution Plan, Risk Analysis, PreliminaryCost Range and Schedule, and a ConceptualDesign Report which includes an analysis ofalternatives. The reviewers made a number ofsuggestions which are presently beingaddressed in preparation of formal submittalof these documents for CD-1 approvalrequest in the next month or so. Once CD-1 approval is granted, work can begin on thepreliminary design activities whose majorgoal is to establish a cost baseline.

Starting with the U.S. Particle AcceleratorConference in 1995, electronic submis-sion of papers meant that CDs replaced

the 2-5 rather thick volumes of books thatwould arrive several months later. But it waseasy to lose the CDs, and the distribution ofour collective wisdom was limited to thosewho attended the conferences. In 1996 IlanBen-Zvi proposed a solution to this problem,and his idea has blossomed into the JointAccelerator Conferences Website atwww.jacow.org. Housed on two servers inEurope and Asia (the American server wasfound to be unnecessary due to the copiousbandwidth between Europe and America), thecontents of these CDs from America, Asia andEurope along with specific conferences such asLINAC, Cyclotrons, DIPAC and ICALEPCScan all be found on this common website.Free access, coupled with a comprehensivesearch engine, have made this website a pre-mier research tool for accelerator scientists.

Based on seed contributions fromPAC2001 and the U.S. Department ofEnergy, an electronic archiving project aimed

at scanning and electronically posting all pastU.S. PAC proceedings was initiated in 2002.Additional financial support was given to theproject by PAC2003, IEEE NPSS, and theAPS DPB. Remarkably, these electronicallyarchived paper documents are full-text search-able due to the magic of optical characterrecognition and Adobe software that maps thetext onto the scanned image in the form ofPDF documents indistinguishable from theirlater electronically generated sisters. All pastU.S. conferences back to the first in 1965 havebeen scanned and posted on the JACoW web-site. Electronic archiving of all past Europeanaccelerator conferences is underway, withcompletion expected sometime in the summerof 2005. Other conferences such as LINAC,Cyclotrons, and Applied Superconductivityare also investigating electronic archiving.

Every 10 years, the Plasma Science andApplications Committee (PSAC) isrequired to evaluate the effectiveness of its

Constitution and Bylaws. The purpose of thisevaluation is “to study the rules of governancerequired by the activities of the Committee at thattime, and to consider writing a new Constitutionand Bylaws appropriate to the existing and antici-pated needs of the Committee.” This evaluationwas conducted in 2004 by a 7-member commit-tee consisting of present and past elected mem-bers of the PSAC Executive Committee. As aresult of the review, a number of changes wereproposed to both the Constitution and theBylaws, and submitted for approval.

The revised Constitution and Bylaws wereapproved by the PSAC Executive Committeeon November 14, 2004, and by the NPSSAdministrative Committee on March 12,2005. They will go into effect unless 20 mem-bers of the Plasma Science and ApplicationsCommittee object in writing to the NPSSPresident (Bill Moses, [email protected])within 90 days of the mailing date of thisNewsletter. While the entire revisedConstitution and Bylaws are printed below, themost significant changes are listed here:• The PSAC Vice-Chairperson position is

now a two-year position (previously it wasone year).

• The Vice-Chairperson is the Chairperson-elect. The succession is now two years asVice-Chairperson, two years as Chairperson,and two years as Most Recent Past

Chairperson. (Previously, the Vice-Chairperson and Chairperson were separate-ly elected and there was no direct succession)

• The Chairperson can designate the Vice-Chairperson or Most Recent PastChairperson to represent PSAC, and vote,at NPSS AdCom meetings.

• Voting proxies for Executive Committeemembers have been eliminated.

• The definition of membership in PSAC hasbeen changed to remove the requirementfor a subscription to the IEEE Transactionson Plasma Science.

• The process for selection of the PSACAward recipient has been clarified.

• The responsibilities and authority of theChairperson of an ICOPS have been clari-fied, and additional details related to thelogistics of ICOPS planning and guidelineshave been added.

CONSTITUTION

ARTICLE I - NAME AND OBJECTSection 1. This organization shall be known as the PlasmaScience and Applications Committee (PSAC) of the IEEENuclear and Plasma Sciences Society (NPSS), referred tohereafter as the Committee. This elective standing technicalcommittee was formed in 1973.

Section 2. The Committee shall strive for the advancementof the theory and applications of plasma science and of itsallied arts and sciences and the maintenance of high scientif-ic and technical standards among its members.

Section 3. The Committee shall aid in promoting close coop-eration and exchange of technical information among itsmembers, and to this end shall hold meetings for the presen-tation and discussion of original contributions, shall assist inthe publication of the Transactions on Plasma Science, andshall otherwise provide for the needs of its members.

Section 4. The Committee shall attempt to provide informa-tion on plasma science to those who request it.

ARTICLE II - FIELD OF INTERESTSection 1. The field of interest of the Committee is the plas-ma sciences and their related technologies and applications.The Committee shall foster publication or other dissemina-tion of original contributions to the theory, experiments,educational methods, and applications of plasma science, andto the development of standards. Areas of technical activitywill include, but not be limited to the following:

ARTICLE III - MEMBERSHIPSection 1. Members of the Committee are members or affil-iates of the NPSS who have a professional interest in plasmascience and applications. Only members of the Committeeare entitled to vote on Committee matters.

ARTICLE IV - ADMINISTRATIONSection 1. The Committee shall be managed by an ExecutiveCommittee (ExCom) consisting of elected members-at-large,plus certain other members as specified herein and in theBylaws. The number of elected members-at-large shall be 18members.

Section 2. The terms of office of the elected members-at-large shall be three years. Members-at- large elected to three-year terms may not succeed themselves; however, such mem-bers-at-large may be candidates in the election held immedi-ately after their term of service, for the term beginning a yearafter the expiration of their previous term. Election of mem-bers-at-large shall be held annually to fill vacancies for thecoming year. The terms of office of the other members shallbe specified in the Bylaws.

Section 3.(a)The affairs of the Committee shall be managed by the

Chairperson as directed by the ExCom and in accordancewith the powers and duties as defined hereunder and in theBylaws. In the event of the Chairperson’s absence or inca-pacity, these duties shall be performed by the Vice-Chairperson.

(b)The Chairperson shall appoint a Secretary for theCommittee. The Secretary need not be chosen fromamong the elected members-at-large, but should be amember of the Committee.

Section 4.(a)The position of Chairperson shall be filled by succession of

the Vice-Chairperson, subject to the approval of ExCom.In even numbered years, beginning in 2006, a Vice-Chairperson shall be elected by the voting members of theExCom from among the eligible members-at-large of theExCom to serve for two years. Following this two-year

term, he or she will be the sole candidate in an election forChairperson, as specified in the Bylaws. If he or she is notapproved, the procedure specified in the Bylaws will beused to select the next Chairperson. The Most Recent PastChairperson shall serve for two years in a non-voting, advi-sory capacity.

(b)All directly elected members of ExCom are eligible forelection as Vice-Chairperson or Chairperson. The term onthe ExCom of the Vice-Chairperson and of theChairperson shall automatically extend until they vacatetheir offices. During this period the Vice-Chairperson andthe Chairperson shall be considered full members withvote. No individual may be elected as Vice-Chairpersonimmediately after a term as Chairperson.

(c)In the event that neither the Chairperson nor the Vice-Chairperson is able to take office as prescribed in theBylaws or if both are incapacitated or if both officesbecome vacant, the ExCom shall promptly elect an ActingChairperson from among the members-at-large to assumethe duties of Chairperson until either the Chairperson orVice-Chairperson takes office or resumes his or her duties.

(d)If the Vice-Chairperson is unable to become Chairperson atthe end of the two-year term, both the Vice-Chairpersonand Chairperson positions will be considered vacant. A newChairperson and a new Vice-Chairperson shall be elected bythe voting members of the ExCom from among the eligiblemembers-at-large of the ExCom. In this case, theChairperson would serve two years and then become theMost Recent Past Chairperson, and the Vice-Chairpersonwould succeed to Chairperson as prescribed above.

(e) If the position of Vice-Chairperson is vacated at any othertime during the two-year term, a replacement Vice-Chairperson will be elected by the voting members of theExCom from among the eligible members-at-large tocomplete the remainder of the term. This may also occurat the conclusion of the one-year term of a Vice-Chairperson electted under the Constitution as it existedprior to 2005. Upon completion of the Vice-Chairpersonterm, this Vice-Chairperson would then succeed toChairperson as prescribed above.

(f) In the event of the Chairperson’s absence or incapacity, theVice-Chairperson shall perform the duties of theChairperson.

Section 5. The Chairperson shall be an ex-officio member ofall subcommittees of the Committee.

Section 6. The Chairperson, as soon as expedient after elec-tion, shall appoint the chairpersons of the subcommitteesprovided for in the Bylaws. All appointees serve at the plea-sure of the Chairperson.

ARTICLE V - NOMINATION AND ELECTION OFEXECUTIVE COMMITTEE MEMBERS-AT-LARGESection 1. Nominating procedures shall be as prescribed inthe Bylaws and shall include provision for nomination bySociety members.

Section 2. Election of the members-at-large of the ExecutiveCommittee shall be as prescribed in the Bylaws.

Section 3. If a member of the ExCom does not complete aterm, the vacancy shall be filled at the next regular election forthe unexpired portion of the term.

ARTICLE VI - MEETINGSSection 1. The Committee may hold meetings, conferences,symposia or conventions either alone or in cooperation withother organizations, subject to applicable IEEE and NPSSrules and regulations. The primary conference to be held bythe Committee shall be the IEEE International Conferenceon Plasma Science (ICOPS).

Section 2. Meetings, conferences, or conventions sponsoredby the Committee shall be open to all members or affiliates ofthe NPSS. The Committee may not sponsor or cosponsor ameeting which is in any way subject to security clearance.

Section 3. Eight voting members of the Executive Committeeshall constitute a quorum. No member shall have more thanone vote for any reason. A member-at-large may appoint aproxy to represent him or her at an Executive Committeemeeting. However, such a proxy may not cast a vote.

Section 4. A majority of the legal votes cast by those mem-bers of the Executive Committee attending a meeting shall benecessary for the conduct of its business except as otherwiseprovided in this Constitution.

Section 5. The business of the Executive Committee may behandled by correspondence, telephone, or electronic commu-nications (fax, email, etc.) where, in the opinion of theChairperson, matters requiring prompt action can be ade-quately handled in that manner. A majority vote of the fullExCom is required to take action in such cases. Telephoneactions are to be promptly confirmed in writing by theChairperson.

Section 6. The Executive Committee shall meet as requiredto conduct business and in accordance with the Bylaws.

Section 7. If the PSAC Chairperson is unable to repre-sent the Committee at meetings of the NPSSAdministrative Committee (AdCom), the Chairpersonmay designate the Vice-Chairperson or the Most RecentPast Chairperson as his or her alternate. This alternateshall have the privilege of the floor and may vote on allmatters coming before AdCom.

Amendments to this Constitution may be initiat-ed by petition submitted by a two-thirds vote of the ExCom,such petition being submitted to the Ad Com of the NPSS forapproval. After such approval, the proposed amendment shallbe published in the NPSS News, with notice that it goes intoeffect unless 20 members of the Plasma Science andApplications Committee object in writing to the President ofthe NPSS within 90 days of the date of mailing of the notice.

If such objections are received, a copy of the proposedamendment shall be mailed with a ballot to all members ofthe Committee at least 30 days before the date set for thereturn of the ballots; the ballots shall carry a statement of thedeadline for their return to IEEE Headquarters. When a mailvote of the entire Committee membership is made necessary,approval of the amendment by at least two-thirds of the bal-lots returned shall be necessary for its enactment.

Section 2. As an alternative to the procedure outlined inSection 1 above, ten members of the Committee may submita petition to the AdCom of the NPSS. If approved by theNPSS AdCom and after notification of the ExCom, the pro-posed amendment shall be submitted to the membership of

the entire Plasma Science and Applications Committee forratification by mail ballot as described in Section 1.

Section 3. Committee Bylaws, and amendments thereto, maybe adopted by a two-thirds vote of the ExCom, provided thatnotice of the proposed Bylaw or amendment has been sent toeach member of the ExCom at least a week prior to suchmeeting, or a Committee Bylaw or amendment may beadopted by a two-thirds mail vote of the members of theExCom, provided a 30-day period is allowed for suchresponses. In either event, the proposed Bylaw or amendmentshall be published in the NPSS News. No Bylaw or amend-ment shall take effect until it has been approved by theAdCom of the NPSS.

ARTICLE VIII - REVISIONSection 1. The Chairperson of the Committee shall appoint aseven-person subcommittee every tenth year, starting withJanuary 1, 1984, to evaluate the effectiveness of thisConstitution and Bylaws, to study the rules of governancerequired by the activities of the Committee at that time, andto consider writing a new Constitution and Bylaws appropri-ate to the existing and anticipated needs of the Committee.

BYLAWS1. Executive Committee: Article IV, Section 1 of theConstitution provides that the ExCom shall consist of a num-ber of elected members-at-large plus certain other members.These other members of the ExCom shall be, unless they arealready elected members-at-large, the Chairperson of theCommittee, the Vice-Chairperson of the Committee, and theEditor of the Transactions on Plasma Science. Certain otherindividuals who are carrying out specific functions or activitiesare also expected to attend the ExCom meetings, even if theyare not voting members of the ExCom. These include theSecretary, the elected AdCom members representing the inter-ests of PSAC, the Most Recent Past Chairperson of theCommittee, the chairpersons of the Functional Subcommittees,and the chairpersons of the ICOPS to be held the followingtwo years. In addition, chairpersons of ICOPS to be held morethan two years in the future are expected to attend at least oneExCom meeting per year, in order to present a progress reporton the preparations for their conferences.

1.1 The voting members of the ExCom shall be the electedmembers-at-large, the Chairperson and the Vice-Chairpersonof the Committee, and the Editor of the Transactions onPlasma Science.

1.2 The ExCom shall meet at least two times per year, upondates determined by the Chairperson at least three weeks inadvance of the meeting. One of these two meetings shall be heldin conjunction with the IEEE International Conference onPlasma Science (ICOPS). Additional meetings may be called atthe discretion of the Chairperson or upon request of at least ninevoting members of the ExCom with at least three weeks notice.

1.3 The last regularly scheduled meeting in the calendar yearshall be considered the Annual Meeting of the ExCom.

1.4 In the absence of extenuating circumstances as approvedby the ExCom, an elected member-at- large who misses threesuccessive meetings shall automatically be dropped from theExCom.

2. Nomination and Election of Executive CommitteeMembers-at-Large: As specified in Article IV, the ExComshall include 18 members-at-large, each serving a three-yearterm. Six posts, plus any vacancies occurring in the previousyear, are to be filled each year by election of the general mem-bership of the Committee.

2.1 At least one nomination for each vacant post as a member-at-large shall be made. Nominations may be made by any mem-ber of the ExCom or any member of the Committee, up untila date fixed each year by the Chairperson of the Committee.That date shall be no later than July 1, but may be extended ifrequired. Self nominations are permitted. The Chairperson ofthe Committee is responsible for ensuring that at least onenomination is obtained for each position to be filled.

2.2 The individual making a nomination must determine inadvance that the nominee is willing to serve if elected. A nomi-nation is only valid if it is submitted in writing to theChairperson or the Secretary of the Committee. The name,address, e-mail address, and phone number of the nominee mustbe included, as well as a short biographical statement. In addi-tion, the nomination must provide either the IEEE membershipnumber of the nominee, or a statement that an application for

membership in the IEEE and PSAC has been submitted.

2.3 If there are more nominations than posts to be filled, thosenominees receiving the highest number of votes will be elected.Any vacancy on the ExCom resulting from an uncompletedthree-year term shall remain unfilled until the next regularlyscheduled election. At that time, the remainder of the uncom-pleted term shall be filled by the nominee receiving the nexthighest vote total after determination of the six regular three-year terms. In the event of a tie vote by the general member-ship of PSAC, the individual selected will be determined by amajority vote of the voting members of the ExCom. The tie-breaking vote of the ExCom members shall be conducted byfax or electronic mail by the Secretary of the Committee. TheSecretary shall endeavor to obtain the results as far as possiblein advance of the Annual Meeting of the ExCom.

2.4 The Chairperson of the Committee shall arrange, beforeApril 1, that a call for nominations is conveyed to the wholemembership through the NPSS News.

2.5 Current members-at-large of the ExCom who are servingfull terms are ineligible for nomination.

2.6 All nominees must be either members in any grade ofIEEE and NPSS or must have submitted an application formembership in IEEE and NPSS at the time the nomination isforwarded to IEEE Headquarters. An affiliate member ofNPSS is not eligible to be a nominee for member-at-large.

2.7 The Secretary shall annually arrange for the distributionto the members of the Committee, on or about July 31, of aballot to elect the candidates to fill member-at-large vacancieson the ExCom. The ballot shall be accompanied by a shortbiographical statement from each nominee .

2.8 Sixty days after distribution of the ballots, the IEEEHeadquarters shall count and tabulate the votes received andreport the results to the Secretary of PSAC, who, in turn, shallnotify the Chairperson .

2.9 The Chairperson of the ExCom shall submit to theSecretary of the NPSS AdCom the names of the candidateselected to fill the designated vacancies.

2.10 A member-at-large who is elected to fill an uncompletedterm is eligible for renomination to ExCom for a term begin-ning at the expiration of the partial term.

3. Each of the Functional Subcommittees shall submit a writ-ten report of its activities to the ExCom prior to or at theAnnual Meeting.

4. Functional Subcommittees: The Chairperson of theCommittee shall appoint the chairpersons and members ofthe following Functional Subcommittees:

(a)Membership Subcommittee: To recommend to ExComand to implement approved actions to increase PSACmembership.

(b)Site Selection Subcommittee: To identify, encourage, andsolicit potential ICOP sites and conference chairpersons.

(c)Human Rights Subcommittee: To recommend to ExComand to implement approved actions to foster human rights.

(d)Minicourse Subcommmittee: To identify, encourage, andsolicit potential ICOPS minicourses.

(e)Awards Subcommittee: To identify, encourage, and solicitPSAC member candidates for various IEEE awards, includingthe Plasma Science and Applications Award (see Bylaw 14).

The Chairperson may authorize additional FunctionalSubcommittees if deemed necessary for the efficient function-ing of the ExCom.

4.1 The terms of office of chairpersons of FunctionalSubcommittees shall be one year.

4.2 The chairpersons of Functional Subcommittees must bemembers of the Committee.

5. Ballots: Ballots intended for all members of the Committeeshall be prepared by the Secretary at the direction of theChairperson. No ballot shall be counted unless it is unam-biguously marked by a qualified Committee member to indi-cate his or her choice and sent in a sealed envelope bearing thevoter’s name on or before the specified deadline date or istransmitted by other secure voting means as IEEE may in thefuture provide. This specified deadline date shall be at leastthirty days subsequent to the date of the mailing of the bal-lots. The distribution and counting of ballots issued to allmembers of the Committee shall be entrusted to IEEEHeadquarters. The Secretary of the Committee shall reportthe results to the ExCom at the Annual Meeting.

6. Beginning of Terms of Office: All terms of office of elect-ed members-at-large of the Executive Committee shall beginJanuary 1 of the year immediately following their election.

7. The Chairperson of the Committee shall actively encouragethe broadest possible representation from throughout theplasma science community on the ExCom and in its activities.

8. Any member of the Committee may present a contributedpaper at meetings sponsored by the Committee, provided thatthe subject matter of the paper is, in the judgment of theProgram Committee for the meeting, germane to PlasmaScience.

Editorial Board shall strive to assure that publication of papersin the Transactions depends only upon the technical merit ofthe paper, and not upon the financial condition of the author.

10. Election of Chairperson of PSAC: The Chairperson ofPSAC is elected by written ballot in even-numbered years.The ballot will indicate two choices: 1) the current Vice-Chairperson and 2) an indication that an open election isdesirable. The Secretary of the Committee shall send writ-ten ballots to all voting ExCom members at least three weeksprior to the Annual Meeting. The marked ballots may be sentor delivered in person to the Secretary prior to the beginningof the Annual Meeting. The Chairperson shall designatetellers to verify and count the ballots during the AnnualMeeting. Should the Vice-Chairperson fail to receive amajority of the ballots cast, then ExCom will itself determinea slate of candidates for Chairperson and vote at the AnnualMeeting. The term of office of Chairperson shall beginJanuary 1 of the year immediately following the election.

11. Election of Vice-Chairperson of PSAC: The Vice-Chairperson of the ExCom shall be nominated and elected fromamong the eligible elected members-at-large of the ExCom.Nominations and seconds shall be solicited by the Chairpersonprior to the Annual Meeting in even-numbered years. TheChairperson will accept nominations and seconds up to onemonth prior to the Annual Meeting. The slate of candidates forVice-Chairperson will appear on the same ballot as the electionfor Chairperson, and the same tabulation process shall be fol-lowed. After the election of the Chairperson at the AnnualMeeting, the vote for Vice-Chairperson shall be announced andthe nominee receiving a majority of votes cast shall be declaredelected. In the event that no candidate receives a majority of votescast, runoff elections shall be conducted by secret ballot at theAnnual Meeting between the candidates receiving the two high-est numbers of votes until one candidate receives a majority of thevotes cast. The term of office of Vice-Chairperson shall beginJanuary 1 of the year immediately following the election.

12. The IEEE International Conference on Plasma Science:The chairperson of an ICOPS must be a member of thePlasma Science and Applications Committee. The ICOPSChairperson and the ICOPS site are selected by the ExComfrom proposals brought forward by the Site SelectionSubCommittee. The ICOPS Chairperson is expected to fol-low the guidelines established by ExCom and in the Manualfor the Policy and Procedure for IEEE/NPSS Conferences.The Conference Chairperson is responsible for the budget ofthe conference and determines the registration fees to becharged, subject to approval by the ExCom and the NPSS.He or she shall appoint the members of the OrganizingCommittee and the Program Committee. At least one formerchairperson of an ICOPS shall be included on the ProgramCommittee. The ICOPS Chairperson shall also present a listof Technical Area Coordinators (TACs) to the ExCom forapproval at the Annual Meeting 18 months prior to the con-

ference and a list of Session Organizers (SOs) to the ExComfor approval at the ExCom meeting 12 months prior to theconference. These two lists shall not include individuals whohave served consecutively in the same capacity for the 3 priorICOPS. Any minicourse offered must be submitted forapproval to the ExCom and should follow the ICOPSMinicourse Guidelines. The ICOPS Chairperson shall havefull authority over the management and technical content ofthe conference, subject to the oversight of ExCom.

13. Open Business Meeting of the Committee: An annualopen Business Meeting of the Committee shall be held inconjunction with ICOPS.

14. The Plasma Science and Applications Award: To recog-nize outstanding individual contributions to the field ofPlasma Science, the Committee presents a Plasma Science andApplications Award at the ICOPS. The Award consists of amonetary award and a plaque, with the award money includ-ed in the ICOPS budget. Changes in the Award amount mustbe approved by AdCom and the appropriate IEEE committee.The recipient shall be invited to deliver an address at theICOPS in the year of the Award and to submit the text of thetalk for an invited paper in the Transactions on Plasma Science.Publicity announcing the recipient shall appear in appropriateNPSS publications and in other professional publications.

Nomination forms for the following year’s award are to be dis-tributed at the ICOPS. A nomination must be endorsed by threecurrent IEEE members. Any person except a current votingmember of the ExCom or a previous PSAC Award recipient iseligible for the Award. Nominations are submitted to the chair-person of the Awards Subcommittee, who shall mail nominationmaterials to the voting members of the ExCom at least onemonth prior to the Annual Meeting. Selection of the recipient isperformed by the PSAC Special Awards Subcommitte, which iscomprised of the Chairperson and the Vice-Chairperson of theCommittee, the elected members-at-large of the ExCom, andthe Editor of the Transactions on Plasma Science. The selectionis based upon scientific accomplishments in the field of plasmascience, professional service to PSAC and the plasma sciencecommunity, and any other information the Special AwardSubcommittee wishes to consider. No more than four votes ofthe Special Award Subcommittee by secret ballot shall be takenat a separate Subcommittee Meeting following the AnnualMeeting. The vote of at least 3/4 of the Subcommittee present,but no fewer than six votes, is required to select a recipient. Ifno agreement of the Subcommittee can be reached or if no can-didates are nominated, the Award will be skipped for that year.

15. The Secretary shall maintain a permanent record of theminutes of past meetings and shall forward these records tothe successor at the conclusion of the term as Secretary. TheSecretary shall also provide a copy of the PSAC Constitutionand Bylaws to each newly elected member-at-large.

This will be just a short update on theactivities of the RISC since the lastNewsletter. The main activity has been

with the Site Selection Committee which hasbeen looking into possible sites for the 2008NSS/MIC meeting. The leading location isGermany, with three possible sites there beingBerlin, Dresden and Hamburg. The site selec-tion process in Germany is being coordinatedby a local Site Selection Team which includesUwe Bratzler, Patrick LeDû, Erik Heijne,Ralph Engles, Klaus Mueller and Maxim Titov.

Several members of the Site SelectionCommittee (Ron Keyser, Craig Woody andRoger Gearhart) will visit all three sites in lateMay to get a first hand look at the facilities ateach location, and will report back to the SiteSelection Committee on their findings. It ishoped that it will be possible to make a deci-sion on the final site by midsummer, alongwith naming a General Chair for the meeting.Also, since the last Newsletter, Dr. BenjaminTsui from Johns Hopkins University has beennamed the General Chair for the 2007 meet-ing. Ben was MIC Chair in 2001, and we wel-come his experience and willingness to chairthe 2007 meeting in Hawaii.

Plans for the 2005 NSS/MIC, to be held inSan Juan, Puerto Rico from October 22-29, areprogressing well. Tom Lewellen and several peo-ple from the Organizing Committee had a meet-ing at the hotel in October, and the fullCommittee met there on March 7-8th. Arequest for funds to support students has beensubmitted to the NIH, and the Committee isexploring possibilities for obtaining additionalsupport for students from the DOE and DHS,as well as from local agencies in Puerto Rico.Planning for the industrial exhibit is going wellwith the new exhibits contractor (APS), andthere are already several major companies signedup. There is a concern whether the room blockat the hotel is large enough, especially given thevery large turnout at the 2004 meeting in Rome.Negotiations are currently under way to have amore flexible room block that could accommo-date a potentially larger number of attendees. Afull list of Short Courses will soon be available.The call for papers went out in early March withan abstract deadline of May 2, 2005, and regis-tration is expected to be open shortly.

Planning for the 2006 NSS/MIC/RTSD, tobe held Oct 28 – Nov 4 at the Town andCountry Resort and Convention Center in SanDiego, is also progressing well. Representativesfor all major roles on the Conference Committeehave been named. A poster advertisingIEEE2006 was made available at the Romemeeting, and the 2006 Conference Committeemembers who were in Rome met to begin theplanning process. Some Conference Committeemembers will visit the Town & Country laterthis summer, with more comprehensive meet-ings to be held during 2006. Other items beingworked on are the Call for Papers and theIndustrial Exhibitors brochure. Confirmationhas been received from the Room TemperatureSemiconductor Workshop community that theRTSD conference will be held in conjunctionwith the 2006 NSS/MIC, and one accompany-ing Workshop has been confirmed.

The RITC Outstanding AchievementAward will also be given this year, and wewould like to call for nominations for this pres-tigious award. The award is given in recogni-tion of outstanding and enduring contribu-tions to the field of radiation instrumentation.Anyone, not just a RITC member, who hasmade long-standing and noteworthy contribu-tions to the field is eligible. Nomination formscan be found on the NPSS website athttp://ewh.ieee.org/soc/nps/awards.htmwhich, when completed, can be sent to ourAwards Committee Chairman, David Wehe, [email protected]. The nominations are due byJune 1st, 2005, so please get your nominationsin as soon as possible to allow time for theCommittee to make its selection.

Finally, we will again be electing five new mem-bers for the RISC this year. Serving on the RISCis an excellent opportunity to get involved in theworkings of our Society and to let your opinion beheard. Basis for Judging: Three (3) letters of rec-ommendation, publications and/or reports,patents, etc. which demonstrate outstand-ing contributions early in the nominee’scareer. 4. The NPSS Graduate Scholarship Award Description: To recognize contributions tothe fields of Nuclear and Plasma Sciences. Award: $ 500, certificate, and one – yearpaid membership in the NPSS. Funding: Funded by the IEEE Nuclear andPlasma Sciences Society. Eligibility: Any graduate student in thefields of Nuclear and Plasma Sciences. 5. Paul L. Phelps Travel Grants Description: The Paul L. Phelps award isdifferent, in that its objective is to permitstudents and unemployed individuals toattend short courses at IEEE NPSS meet-ings by giving them travel grants. Award: Several travel grants per NPSS con-ference hosting short courses.Funding: Funded by the IEEE Nuclear andPlasma Sciences Society. Eligibility: Any graduate student in thefields of Nuclear and Plasma Sciences. Alsomembers of the IEEE who are unemployedor have trouble obtaining travel funds. Eachgrantee must attend a short course. Basis for Judging: Each conference shallhave an appointed chairman to handle Phelpstravel grants. The amount of funding perconference is determined by the short courseattendance at the previous conference.(Consult the IEEE NPSS Treasurer.) Thisamount may then be subdivided at the dis-cretion of the appointed chairman to accom-modate several recipients. Application for thegrant is by a letter to the appointed chairman(Or the conference chairman, who will for-ward it to the proper person.) well in advanceof the conference date. The letter will conveythe need for the grant, as well as biographicaland scientific information to demonstrate thescientific capability of the potential grantee. Presentation: A check will be sent to eachgrantee, preferably well before the confer-ence, but as soon as possible in the case oflate application.

6. The IEEE Awards ProgramThere are an abundance of high – levelawards obtainable directly from the IEEE.In general, our society has ignored these

awards. To my knowledge, the NPSS hasonly received TWO such awards in its 30 -year history.Prize: Download the IEEE Award Manualfrom the web at IEEE AWARDS and beamazed at what is available! And get to work!

7. The IEEE NPSS Technical CommitteeAwards: Description: Most of the TechnicalCommittees under the IEEE NPSS umbrellahave their own awards. The IEEE Board of Directors recentlyapproved changes to the process fornominating and electing IEEE mem-

bers to Fellow Grade. The goal of thesechanges is to increase the number of nomina-tions received for members from industry andto make the process more receptive to nomi-nations received for application engineers orengineering practitioners who have made con-tributions of unusual distinction to the profes-sion. Specifically the changes established a newnomination category for individual contribu-tions, “Application Engineer/Practitioner.”This category recognizes significant contribu-tions in “product development, advancementin system, application or operation, projectmanagement or construction activity, processdevelopment, manufacturing innovation,codes or standards development, or otherapplication of technology.”

Also, the existing designation, “Engineer/Scientist” was changed to, “ResearchEngineer/scientist.” The other existing cate-gories, “Educator” and “Technical Leader”remain the same. So, the IEEE now recognizescontributions in four distinct categories.

The deadline for receipt of the FellowNomination Forms and Reference letters isthe 1st of March this year, which is earlier thanin previous years due to the growing volumeof nominations. Nominating forms, detailedinstructions, and frequently asked questionscan be found at the IEEE Fellow ProgramWeb Site at www.ieeee.org/fellows.

This is the second year for the IEEEElectronic Fellow Nomination Process. Lastyear, half of the Fellow nominations were sub-mitted electronically. Most people found theprocess very easy to use but, as expected, theprocess needs to be fine tuned. This year’senhancements include the following: operatewith Macintosh computers, automatically for-wards a copy of the completed nominationform to references, and prints the forms in afriendly version. These changes will no doubtmake it even easier for you to complete anelectronic nomination form.

Have you ever wondered how an IEEEmember becomes an IEEE Fellow? The follow-ing description of the process can be found onthe IEEE Fellow Program Web Site: “Thegrade of IEEE Fellow recognizes unusual dis-tinction in the profession and shall be conferredonly by invitation of the Board of Directorsupon a person of outstanding and extraordi-nary qualifications and experience in IEEE-des-ignated fields, and who has made importantindividual contributions to one or more ofthese fields. The year of election to the grade ofFellow is the year following affirmative actionby the Board of Directors in conferring thegrade of Fellow. A brief citation is issued to newFellows describing their accomplishments andthe total number selected in any one year doesnot exceed one-tenth percent of the total vot-ing Institute membership.” But, at its core, anIEEE Fellow has been judged to have madeextraordinary contributions in any of the IEEE

This work is not a small task and luckilywe have the invaluable help of Dick Kouzes forthe maintenance of the mechanics of the website so that other volunteers only have to worryabout the content and links.

Since 1965, the IEEE Nuclear and PlasmaSciences Society has sponsored the bienni-al Particle Accelerator Conference.

PAC2005 has continued this tradition with ameeting in Knoxville, Tennessee from May 16-20. In addition to the usual technical sessionsand awards, PAC2005 included a celebration ofthe World Year of Physics and a special remem-brance of the founding conference in 1965.

A Particle Science and Technology Awardhas been presented since 1989 at the ParticleAccelerator Conference to honor outstanding

contributions to particle accelerator technolo-gy. 2005 winners are Dr. Ronald C. Davidson,Professor of Astrophysical Sciences at PrincetonUniversity and Dr. Tomas Roser, AssociateChair for Accelerators and Accelerator DivisionHead at the Collider-Accelerator Departmentof Brookhaven National Laboratory.

Dr. Davidson obtained a Ph.D. in 1966 fromPrinceton University. He held a research positionat Berkeley for two years after which he served onthe faculties of the University of Maryland (1968– 1978), Massachusetts Institute of Technology

fields of interest that are of significant value tothe profession and society.

Who is eligible to be nominated? The fol-lowing requirements are from the IEEEFellow Program Web Site: “To be nominated,the candidate must meet the following threebasic qualifications: hold Senior Member gradeat the time the nomination is submitted; be an‘active’ member (that is, dues must be cur-rent); and must have completed five years ofservice in any grade of IEEE membership.Note: IEEE affiliate membership within anIEEE society does not apply.”

Almost anyone can serve as a nominator ofa candidate for IEEE Fellow grade; you do noteven have to be an IEEE member. But, for per-haps obvious reasons, the following cannot benominators: members of the IEEE Board ofDirectors, members of the IEEE FellowCommittee, chairs and members of IEEETechnical Society/Council Fellow EvaluatingCommittees, or IEEE Staff.

A nomination must be supported by at leastfive, but no more than eight references fromactive IEEE Fellows. A list of IEEE Fellowscan be found at the IEEE Fellow ProgramWeb Site or in the current IEEE MembershipDirectory. In addition, a Fellow NominationResource Center (FNRC) was established. Thepurpose of the Center is to assist nominators inlocating the required number of references tosupport a nomination to IEEE Fellow Grade.The Center will operate on an experimentalbasis for a 3-year period. (1978-1990) and Princeton University (since1991). He served as Director of the MIT PlasmaFusion Center from 1978 until 1988. From 1991until 1996 he was Director of the PrincetonPlasma Physics Laboratory. This award celebrateshis contributions to the understanding of intensecharged particle beams, a field in which he hascontributed fundamental papers throughout hiscareer. This work in plasmas and beams is the sub-ject of four of his books in addition to ~370 pub-lications and numerous conference contributions.He has supervised 23 students to their Ph.D.

Dr. Davidson has served the community inmany ways including numerous governmentpanels and the committees of professional soci-eties. In particular we note his service to theaccelerator community as Chair (2001-2) ofthe APS Division of Physics of Beams whichsince 1995 has co-sponsored the ParticleAccelerator Conference.

Dr. Davidson is cited “For pioneering con-tributions to the theory of charged particlebeams with intense self fields, including funda-mental studies of nonlinear dynamics and col-lective processes.”

Dr. Roser obtained his Ph.D. from ETH,Zurich in 1984. He joined the Spin PhysicsCenter at the University of Michigan in 1984and was appointed an Assistant Professor in1990. He was involved in the acceleration onpolarized protons at BNL, Indiana UniversityCyclotron Facility and UNK in Russia. In1991 he accepted a position at the BrookhavenNational Laboratory where he was mostrecently promoted to Senior Physicist in 1999.

He has been involved in the development andoperation of the AGS and RHIC facilitiesincluding high intensity proton, heavy ion andpolarized proton operation. He has docu-mented his work in more than 40 journalpapers and more than 165 conference papers.

Resonance depolarization is a significantbarrier to the acceleration of polarized protonsin a high energy synchrotron or storage ring.The most versatile and powerful techniquecurrently available for controlling these effectsis various forms of the “Siberian Snake” con-cept. Dr. Roser has played a leading role inmany implementations and developments ofthis concept, including ones in the AGS andRHIC rings as demanded for collisions of highenergy polarized protons at RHIC. He is alsorecognized for his leadership role in manyother aspects of the polarized proton project.

Dr. Roser is cited “For pioneering scientificwork and introduction of new technology in theacceleration, storage and collision of polarizedprotons in the high energy collider RHIC.”

The current LANL management teamcertainly seems to have mishandledtheir assignment, but in all fairness,

managing a lab full of scientists is never easy,and no director is going to make everyonehappy. Scientists taken as a group (thoughindividuals vary, of course) have several charac-teristics which tend to make them harder thanaverage to manage successfully: a) They are experts in their own field, and

often think that automatically makes themexperts in other fields, when it doesn't.They would readily see the absurdity of, say,an experienced industrial program manager

undertaking to design a nuclear weapon,but don’t see the equal absurdity in think-ing that they could better manage their ownlarge development programs without pro-fessional help. There is a tendency amongmany scientists to think that by virtue oftheir extensive training and expertise theyknow best, both inside their field of exper-tise and outside of it. A study of the historyof science might introduce just a dash ofhumility to this view, but few scientistsstudy such “irrelevant” fields.

b) As others in this blog have commented,there is often a level of arrogance mixed

with naiveté. One blog poster, for example,asserted that a PhD in physics is the hardestPhD to earn (I presume because this posterhas also earned PhDs in biochemistry,mathematics, history, and linguistics,among others and can make a compari-son…). Many posters seem naively toassume that no one else is really up to theintellectual level of the LANL scientificstaff, and certainly not anyone at Sandia orUT or in any of the likely industrial part-ners, and this is not that uncommon a viewamong scientists at large. It often doesn’tseem to occur to scientists that there aremany, many other fields every bit as com-plex and demanding as their own, and thatsome of those working in those fields areevery bit their intellectual equals.

c) Many good scientists have the “Feynman”tendency to resent authority and imposedstructure on general principles, whether itmakes sense or not. In fact, the ability to thinkoutside the box and question establishedviews is one of the strengths of a good scien-tist, and one certainly doesn’t want to extin-guish it, but at the same time it often doesmake scientists hard to manage as a group.

d) Many scientists (though by no mean all) arelargely oblivious to much of the world out-side their own field of study, and hencedon’t really understand or value thosearound them who make their own workpossible – such as the mechanics andmachinists who build their experimentalequipment, the upper managers who playthe political games in Washington to assuretheir budgets (arguably a far more complexand difficult field than simple physics!), the

IT folks who keep their computer networksrunning, and the vast support staff who dealwith the legal issues, the purchasing issues,the building maintenance issues, etc. etc.There is a tendency among scientists (actu-ally, among academics in any field) to lookdown on these people as a “lesser breed,”and to resent any process they might haveput in place to make their own jobs possi-ble. This tends to make it difficult for manyscientists to work well in large organizationsof any kind, whether it is a research lab ornot – and by the way, it breeds a lot ofresentment among all those undervaluedand underappreciated support people whowork hard to support the scientist’s efforts.

So I would urge the LANL staff to back offa bit from all the personal attacks on current,past, and possible future lab managers, andunderstand that managing a large group ofhighly individualistic scientists is going to behard for anyone to do, and no director and nouniversity sponsor or industrial partner isgoing to make everyone happy.

In the end, as one recent blog poster noted,no one is going to come in and “save” LANL --LANL is going to have to save itself, and that willhave to start with the whole staff pulling togeth-er as a team toward the common goal of restor-ing LANL to its pervious glory, rather than bitch-ing and bickering and backstabbing each other, ashas happened rather too often in this blog.

It would be nice to see some constructivediscussion start on this blog, focused on whatLANL [Ed. comment – and other labs] needsto do from this point forward to succeed,rather than on rehashing the sins of the past.

The United Nation’s millennium devel-opment goals (MDGs) are an ambitiousset of goals (see Table 1) aimed at

reducing poverty and improving the lives ofpeople living in the world's least developedcountries. Thanks mostly to the occasionalendorsement by celebrities like Bono, frontman for legendary Irish rock band U2, thisnotion of helping the world’s poorest peoplehas gained some notoriety in recent years.

Earlier this year, while addressing the World

Economic Forum (WEF) in Davos,Switzerland, Bono challenged, “we’ll beremembered for three things right now: theinternet, the war against terror, and what wedid or didn’t do about the glorious continentof Africa and its travails. And I think we can bethe generation that ends extreme poverty.”

Regina Clewlow, of Engineers for a SustainableWorld (ESW), agrees with Bono. “Our goal is toengage engineers to address global poverty andsustainable development issues,” said Clewlow.

Policy-makers have set some rather ambi-tious timelines for most of the goals shown inTable 1. Not surprisingly though, poverty alle-viation is more than an economic challenge,and without the serious attention of scientificand engineering minds, it is unlikely that theMDGs will be met.

Presently, more than one billion people inthe world live on less than one dollar per day,and many of these same people lack access tosafe drinking water and proper sanitation.Embedded within the MDGs is the desire toreduce by half the number of people who lackaccess to safe drinking water by the year 2015.Senate Majority leader Bill Frist, who is also adoctor, addressed this very issue at the WEF.“There are 1.1 billion people today who don’thave access to clean water, and the continentof Africa is an epicenter for that — right now10,000 kids die every day [from lack of accessto clean water]. I hope this becomes a majorissue for all of us,” said Frist.

To put Frist’s challenge in perspective, itwould require that infrastructure be put inplace at a pace that would provide potabledrinking water and other services for an addi-tional 70 million people every year if the 2015goal is to be met. The sheer magnitude of thisproblem is daunting, but Clewlow emphasizedthat engineers had to focus on solutions thatwere relevant to the environment they areworking in. For example, advanced waterpurification technologies like those found inthe United States are not always appropriate inremote parts of the world.

Combating HIV/AIDS is also at the top ofthe list of the MDGs. Specifically, policy-mak-ers would like to halt the spread of HIV/AIDSby 2015. Through the Bill and Melinda GatesFoundation, Microsoft Chair Bill Gates hasbeen a leader on this issue. “It’s ironic at thetime where science is advancing and we have

this great resource of medical understandingthat we’ve allowed the AIDS epidemic to gettruly out of control — particularly in Africa,”said Gates at the WEF.

SOLUTIONS TO THE PROBLEMSAlthough almost all of the MDGs require theskills of some type of engineering, some goalsspecifically require insights from computer andelectrical engineers. For example, access tomodern energy resources is considered anessential prerequisite for improving peoples’lives. At present, nearly two billion people inmostly rural areas lack access to modern ener-gy services.

Engineers and policy-makers agree thatdevelopments in off-grid power systems, dis-tributed energy resources, and renewablepower sources can help to provide much of theelectrification effort. Although more focusedon domestic issues, IEEE-USA’s EnergyPolicy Committee (EPC) has taken proactivestances on many of these energy issues, whileacknowledging that “nations with the highestelectricity generating capacity tend to have thehighest gross domestic product per capita.”[www.ieeeusa.org/policy/positions/electrifi-cation.asp]

Other organizations, such as ESW takemore of a grassroots approach to developmentissues. ESW organizes roughly 30 to 50 pro-jects each year that place engineers on theground in developing countries. Recent pro-jects have included water resource develop-ment efforts in Honduras, which involve theefforts of computer scientist and computerengineers to develop control mechanisms forthe water system. ESW has also worked inYugoslavia to develop computer science curric-ula and increased access to the Internet.

TSUNAMI RELIEFIn February, the United EngineeringFoundation (UEF), of which the IEEE is amember, contributed $25,000 to the engi-neering community’s collaborative efforts torebuild schools and other infrastructuredestroyed by the Indian Ocean tsunami on 26December 2004. The engineering communi-ty's efforts in the devastated region are beingspearheaded by Engineers Without Borders-USA (EWB-USA), a group that partners withdisadvantaged communities to improve theirquality of life through implementation of envi-ronmentally and economically sustainableengineering projects, while developing inter-

With the help of organizations that shapepolicy, such as the IEEE-USA, and morehands-on engineering organizations such asESW and EWB-USA, there can be some opti-mism that UN’s MDGs might actually beachieved. As Bono said, “we can be the gener-ation that ends extreme poverty.”

“Providing Ubiquitous Gigabit Networksin the United States,” issued 14 March, saysthat our nation must act promptly to ensurethat a new generation of broadband networks— of gigabit per second speed — is ubiquitousand available to all. Failure to act will “relegatethe U.S. telecommunications infrastructure toan inferior competitive position” and under-mine the future of the U.S. economy.

“Priority deployment of gigabit networks isessential for the United States to maintain itsworld leadership in the knowledge economy,”IEEE Life Fellow and IEEE-USA CCIP mem-ber Dr. John Richardson said. “Informationdrives our lives and our prosperity. The prob-lem is that current networks aren’t fast enoughto distribute that information properly.”

Digital data rates, or speeds, are typicallyexpressed as megabits per second (Mb/s) orgigabits per second (Gb/s). A megabit is onemillion bits; a gigabit is one billion bits.Current broadband networks, such as DSL orcable modems, have an asymmetric speed ofabout 2 Mb/s. Gigabit networks are capableof digital rates 50 to 5,000 times as fast, withequal upstream and downstream speed.Symmetric speed means information can bedownloaded and uploaded at the same rate.With asymmetric systems, upstream speeds lagbehind downstream delivery rates.

Omnipresent U.S. gigabit networks, readi-ly achievable by deploying optical fiber and

high-speed wireless, would carry numerousbenefits. These include providing the U.S.economy with superior ability to competeglobally; stimulating economic activity in dig-ital home entertainment; enhancing onlineeducation and training; and facilitating healthcare remote diagnosis and consultation(telemedicine).

Congress, the Executive Branch and private-sector initiatives could secure these benefits forour nation’s global competitiveness and qualityof life by adopting “principles leading to ubiq-uitous, symmetric gigabit availability as anational priority,” according to the CCIP whitepaper (www.ieeeusa.org/volunteers/commit-tees/ccip/docs/Gigabit-WP.pdf).
